New retention options DA approves increase in Army end strength, bonuses By Abigail Meyer Fort Bliss Bugle Staff The Department of the Army has approved an increase in Army end strength. That means lots of options for Soldiers in their reenlistment window or those who have their separation date coming up. The 1st Armored Division and Fort Bliss retention program has all the information Soldiers need to make an informed decision. Because of that increase, there are a lot of incentives available to Soldiers that they were otherwise not qualified for, said Sgt. Maj. Ericka Holloway, command career counselor, 1st Armored Division and Fort Bliss. For example, there was a 90-day window that has been suspended, which means a Soldier that has an ETS (expiration of term of service) date of tomorrow can come in our office today and reenlist. Holloway said there is now assignment incentive pay for drill sergeants, Advanced Individual Training platoon sergeants and recruiters. Promotable specialists and promotable sergeants in a balanced or undermanned military occupational specialty have an exception to policy for their retention control points, which has increased by two years. Soldiers Broadcasting is launched its newest video series called Soldiers Tuesday on Defense TV, YouTube and the new Soldiers webpage. These videos showcase the American Soldier in action, preparing for and conducting missions every day around the globe, said Maj. Gen. Malcolm B. Frost, Army chief of public affairs. Soldier skills, grit, commitment and character will be on full display. You will be inspired by the Soldiers who defend our nation as part of the greatest team on Earth. The first episode of the series will follow an M-1 tank crew training and showcase the readiness and enduring value of Army forces. The series aims to excite and inspire viewers as they experience the dedication and excellence of this nation s Army Soldiers, family members and veterans, said Peter Ising, one of the show s producers. (The series) displays Soldiers in their element and their readiness to defend the United States and its allies. Soldiers stories are exciting, inspiring they move. We want people to feel the way we feel about Soldiers, said Lance Milsted, Soldiers Broadcasting executive producer. When we created the Soldiers series, we wanted to create something different, something original and, above all, something compelling. The first season consists of four episodes that will debut on a monthly basis, February through May. See SERIES Page 2A

RETENTION Continued from Page 1A which has increased by two years. The Army s saying, We re going to give you more time to get promoted, Holloway said. A big incentive for Soldiers right now, is if they have an ETS date before Oct. 1, 2017, they can extend for 12 months and receive up to 10,000 in bonus money. There are also some selective retention bonus options for Soldiers willing to reenlist. The other important part of our mission is career counselor support in every unit to support Soldiers in their decision to transition or stay in, Holloway said. So where we were once thought of as reenlistment noncommissioned officers and all we would do is push contracts, our responsibilities involve significantly more than just reenlistment contracts. The 1st AD and Fort Bliss Retention program counselors receive regular training from the Department of the Army. They look for quality Soldiers who want to serve their country. Retaining quality Soldiers is not about chasing numbers. It s about that Soldier integration from the time they arrive to the unit, it s about that leadership involvement from the beginning, Holloway said. We do have a statistical mission to make, but our mission is about taking care of Soldiers. The retention program has multiple pillars and the statistical mission is only one pillar. Holloway s program relies on teamwork to get their challenging mission done, she said. Our mission is measured in effort. So as long as our team continues to give our best effort toward this challenging mission, I m okay with that, Holloway said. At every level, people are our greatest resource. Griffith 5th Armored Brigade PAO Fifth Armored Brigade hosted the annual Division West Best Warrior Competition, which determines the best noncommissioned officer and Soldier throughout the division, here Jan. 20. Soldiers competed against others in their respective brigades for a chance to compete at the division-level best warrior competition. The winner of the competition will com- pete at the First Army Best Warrior Competition. The winner of the First Army competition will have a chance to compete in the Army Best Warrior Competition at Fort A.P. Hill, Virginia, for the opportunity to be the Army s Best NCO and Soldier of the year. The competition tested Army aptitude by including weapon qualifications, a 12-mile ruck march, combatives, land navigation and other tasks relevant to training Soldiers to operate and excel in combat operations. The best warrior competition is designed to bring the best and brightest NCOs together for some healthy competition, which is something that makes everyone better, said Command Sgt. Maj. Jeffrey R. Dillingham, command sergeant major, Division West, First Army. Our goal is to recognize the best and the brightest, so we can make examples of them and set them up to be future leaders within the military. This competition brings NCOs together who are fit, doctrinally sound and prepared to do their mission. These Soldiers set the example for the rest of the (observer, controller and trainers) within their battalion and brigades to educate and improve the readiness of our National Guard and Reserve Soldiers, Dillingham said. After three grueling days of competition Sgt. 1st Class Fernando Terrazas, assigned to 2nd Battalion, 364th Training Support Battalion, 5th Armored Brigade, won the division-level best warrior competition and will compete next at the First Army Best Warrior Competition at Rock Island, Illinois.

Public Affairs Equal Opportunity advisers and Sexual Harassment and Assault Response and Prevention (SHARP) representatives from the 1st Armored Division and the 11th Air Defense Artillery Imperial Brigade were invited by the University of Texas, El Paso, Fightin Miner Army Reserve Officer Training Corps battalion, Jan. 20, to provide briefs to a military science class which included cadets and students interested in an Army officer career. The first Army program presented was the Army Equal Opportunity program presented by Sgt. 1st Class Elijah D. Philips, EOA, 1st AD EO office. His assistant instructor was Sgt. 1st Class Jerry R. McClellan, EOA, 2nd Brigade Combat Team, 1st AD. They >> Lt. Col. James K. Lee concluded their block of time with a practical exercise, which consisted of a small tube of toothpaste and a paper plate. The volunteers for the practical exercise were given the following instructions. Team member 1, your job is to get the most amount of toothpaste out of the tube by using your pinky finger in the time allotted GO! directed Philips. After the task was completed and toothpaste covered the plate, the next set of instructions were given. Team member 2, your job is to get all the toothpaste back in the tube the best way you can in the time allotted Go! Philips said. The future leaders of the Army Officer Corps toiled on the floor of the classroom with fingers and mouths smeared with toothpaste. Few were able to complete the task. What did this excise have to do with the communications process? Phillips made his point by informing the students that as a leader and an officer what you say has impact. Once something said is construed as violating the EO policy it cannot be taken back. Treat every Soldier under your charge with dignity and respect, Philips said. He also told the cadets to be aware of what they say and to remember words have meaning. It is a privilege to Capt. Guster Cunningham III / 11th ADA Bde. Tuialuuluu emphasized a healthy sexual relationship or encounter is between two consenting parties. The moment one person becomes uncomfortable, for whatever reason, when he or she says no then no means no without exception. He closed his presentation with a video equating the proposition of sexual contact to asking someone, Would you like me to make you some tea? To coerce someone to take a sip or force some tea down someone s throat would be preposterous, especially if they initially said no or changed their mind at some point. While the video was found humorous by the cadets, it also harkened home the importance of consent and the best way to stay out of trouble. It was an honor to be invited to speak to our future Army leaders and to instruct them on the processes and procedures of the Army SHARP program, Tuialuuluu said. The final presenter was retired Army Staff Sgt. Corwin Reed, Imperial Brigade s victim advocate. Reed discussed the developmental history and the importance of a victim s advocate as it relates to the victim. Reed demonstrated, with a group of volunteers, the workload can be light with just two victims or it can be heavy with the scenario of one perpetrator victimizing several people, male and female, and having all victims coming forward at the same time. His main jobs as a victim advocate are to walk a victim through the investigative process, eventually helping him or her to heal by providing access to additional agencies for support and to be by their side when they needed someone to talk with about personal issues. Once all presentations were complete, the cadet battalion staff awarded each of the presenters and coordinators with Fightin Miner certificates of appreciation. Lt. Col. James K. Lee, professor of military science, presented them with his battalion challenge coin of excellence, and a Miner s pick axe for their professionalism and support. The invaluable training and lessons taught by the Fort Bliss EO and SHARP representatives provides our cadets with awareness and a visibility of Army programs that they do not have access to with their busy class schedules Lee said. The younger cadets can use this training to keep themselves and fellow cadets safer in a college environment with many temptations and risks.

To understand Soldiers, leaders need to know where they re coming from. Students at the U.S. Army Sergeants Major Academy learned what new Soldiers joining the Army, and those who are changing military occupational specialties, have to do to make it in. What we wanted to do, is the Army as a whole did not have a physical entry requirement, said Sgt. Maj. Kevin Artis, Army Center for Initial Military Training, Army Training and Doctrine Command. We had the ASVAB (Armed Services Vocational Aptitude Battery), (to measure) the mental and how smart you are, but we didn t have anything physically, a physical entrance exam for the Soldiers so we can match the Soldier s capabilities with a specific job. Representatives from the Army Center for Initial Military Training came to Logan Heights Gym here to demonstrate the new Occupational Physical Assessment Test Jan. 25. The Army began administering the OPAT on Jan. 3. It s not based on age or sex; it s based on standard. If you meet the standard, you can go in that job, Artis said. If you don t meet the standard, then that job may not be for you or you have to go back and do some more physical training, build yourself up and then go attempt to get in that field again. They didn t just brief the USASMA students. They had them run through the categories to see exactly what it s like. We expect that since they re going to be the senior leaders of the Army that they see what their Soldiers go through, what their Soldiers went through, Artis said. Every Soldier that they get will have been through this. They can also use this for their own physical fitness session. The test serves as a way to create a standardization of abilities for each military occupational specialty. If a future Soldier wants to go infantry, he or she will have to perform better on the OPAT. The assessment has four individual tests a standing long jump, seated power throw, strength deadlift and an interval aerobic run. Master Sgt. Tonya Cason throws a weighted ball during the seated power throw portion of the test. The exercises are the same for all categories, you just have to get a certain score for that category and all the jobs fall under that category, Artis said. For example, you have the heavy category and that s infantry, so infantry, combat arms type MOS, but if you want to be a 42A, human resources, now that s probably in the moderate category. There are four physical demand categories that all jobs fall under. The future sergeants major gamely went through the different exercises. Master Sgt. Ryan Sattelberg said he can see how the test will help. To me, it s on point for what we would expect for someone just coming into the Army because it gives you an understanding of exactly where they are fundamentally with their strength and agility, Sattelberg said. Representatives from the Army Center for Initial Military Training were here for about a week to provide the OPAT demonstration.
