Modern weaponry has advanced significantly since the days of bayonets and broadswords. Now, such weapons are symbolic, and systems such as the Volcano aid Soldiers on battlefields. The M139 Volcano scatters mines and is mounted on ground vehicles or helicopters. In the past, they were used with UH-60L Black Hawk helicopters. In April, the system was mounted on a UH-60M model Black Hawk here for the first time. The Volcano is a quicker way to emplace a mine field to either turn and fix an enemy or disrupt an enemy, said Capt. Chloe Flores, commander, Company C, 3rd Battalion, 501st Aviation Regiment, Combat Aviation Brigade, 1st Armored Division. Depending on what the ground forces are trying to do, they may be trying to funnel the enemy to a certain area or they may be trying to set up a disruption as the enemy is trying to come through. The Volcano itself isn t new, but it hasn t been used much in recent years. By Jessie Spence Directorate of Plans, Training, Mobilization and Security By failing to prepare, you are preparing to fail. Benjamin Franklin The Oxford English Dictionary defines an emergency as a serious, unexpected and often dangerous situation requiring immediate action. Perhaps the exemplar of a modernday emergency is Hurricane Katrina. When it struck in the early morning of Aug. 29, 2005, it had a Category 3 rating on the Saffir-Simpson Hurricane Scale and stretched some 400 miles across. While the storm itself caused significant damage, the aftermath was catastrophic. Levee breaches led to massive flooding and an estimated 100 billion in damage. Hundreds of thousands of people in Louisiana, Mississippi and Alabama were displaced from their homes, with modest estimates indicating the death toll to be more than 1,800. Now one might say, Well, that was Katrina and that was New Orleans. Something like that could never happen here. Well, in July 2006, El Paso received more than 15 inches of rain nearly twice the annual average at the time which resulted in 21 million in damage to public infrastructure, 77 million in damage to residential and commercial properties, and 3.5 million in damage to the flood control system and the Greater El Paso Landfill. Also, 766 homes sustained minor flood damage, 455 homes sustained major damage and 295 homes were destroyed, according to the city. The storm also damaged 100 roads. One flood-related death was reported in the clean-up process. In 2008, in response to Hurricane Katrina and Storm 2006, the Department of the Army launched the Ready Army campaign in an effort to increase the resilience of the Army community and enhance the readiness of the force by informing Soldiers, their families, Army civilians and contractors of relevant hazards and encouraging them to be informed, make a plan, build a kit and get involved. Think Doomsday Preppers, but a little less intense. Be informed: Many events can trigger emergency situations with the potential to escalate into disaster. Hazards such as power outages or disease outbreaks can happen anywhere at any time, so you should become familiar with the spectrum of possible dangers and how you will be notified about them. It is also important to give special consideration to hazards likely to affect your local area, such as hurricanes, tornadoes, flooding, earthquakes or severe winter weather. Pat White 1st Armored Division and Fort Bliss Commanding General As you know, the 1st Armored Division is incredibly active in carrying out our nation s missions. My responsibility is to ensure that each unit, leader and Soldier is ready to fight and win now. As I deploy with the division headquarters, I depart knowing that the Iron Soldiers of America s Tank Division are the finest, best trained, most well-led Soldiers in our Army Maj. Gen. and are prepared to meet the challenges that come ahead. Pat White Supporting our Soldiers are strong, resilient families that provide and directly contribute to our readiness. I have nothing but admiration and respect for the support, work and sacrifices our families have provided over the years. The Ready First Brigade Combat Team and elements of our Combat Aviation Brigade are deployed and continue to meet operational requirements overseas. The Sustainment Brigade has taken over the logistics mission from the 1st Cavalry Division, Resolute Support Sustainment Brigade, at Bagram Airfield, and is aggressively moving forward with their mission in Afghanistan. The Division Headquarters and Division Artillery have finalized preparations to deploy. The first group of Iron Soldiers are already in theater, paving the way for those soon to follow. Second Brigade Combat Team has just finished a very successful Iron Focus exercise and are in recovery, readying their troops and equipment for a rotation at the National Training Center. Third Brigade Combat Team continues to build readiness after providing support to Iron Focus. This month, Bulldog Soldiers further hone their skills with an Iron Sniper competition. June is designated as a month for three key observances: Army Birthday: June 14 marks 242 years of the U.S. Army s continuous defense of this great nation. At Fort Bliss, we celebrated this day by cutting the Army Birthday cake at the Division Headquarters. LGBT Month: In June, we are reminded that as an Army, we strongly embrace diversity as a way to maximize talents, increase effectiveness and improve combat power. This month gives us a chance to acknowledge our lesbian, gay, bisexual and transgender Soldiers, past and present, and recognize the contributions they have made in accomplishing our mission. National Safety Month: Every year, we lose Soldiers to accidents that could have been avoided. We need to remember that engaged leadership is key to reducing the most prevalent causes of Army accidents. Safety must be an integral part of everything we do. Engaged leaders mean fewer injuries. Fewer injuries mean improved readiness. Improved readiness means more Soldiers for the fight. I want to reiterate my IRON SIX Rule Number Three for leaders and Soldiers: Mission Command. Maximize the use and proficiency of tactical mission command systems. See Yourself, See the Enemy, See the Terrain and understand the task and purpose of your mission and where you fit into the higher HQ s mission and intent. Tactically, the Volcano can be used both offensively and defensively. It s all about having an enemy that you can fight, visibly, now that we re going back to decisive action, force on force, near-peer battles, with a definitive FLOT (forward line of own troops), said Chief Warrant Officer 2 Karl Halterman. It s just another option for the ground force commander. We have the ability to provide speed, surprise and mobility, so the Volcano is just another option. Crew chiefs Spc. Dylan Hauck and Spc. Tereon Dorsey were two of the Soldiers given the task of installing the system on a UH-60M with no firm instructions on how to go about it. The M model is a completely glass cockpit, lots of electronics in the cockpit so that seemed like the biggest challenge that we ran into, dealing with the electronics from the L to the M and how the Volcano system fit into all that, Flores Representatives from the helicopter manufacturer, U.S. Forces Command and U.S. Training and Doctrine Command came down to assist with the installation and gather information to write a technical manual for installations on the UH-60M at other units in the future. They came here with an idea and how they thought it would work and then we just implemented it and changed their idea to what would actually work, Hauck The time frame for installation and troubleshooting was pretty tight the Soldiers had just a few weeks to get it right. When: Because emergencies can happen at any time, make your family emergency plan immediately. Review the plan annually and whenever there are major changes in your family situation, schedule or activities. Why: Emergencies are unpredictable and scary. By establishing and practicing a family emergency plan, you and your family are more likely to find each other quickly and help one another get through the emergency situation safely and with less worry. Then once it s loaded to get all the canisters armed, make sure it s done by the checklist, Halterman The Volcano affects the weight of the helicopter, so pilots need to modify how they fly. The system deploys up to 800 mines in less than a minute. The mines can be programmed to self-detonate after selected periods of time. As far as executing the missions and actually flying it it s as detailed and deliberate as an air assault would be. You need to coordinate with your security force other disruption tactics that will allow the Volcano ship to go out and do its mission and come back, Halterman All the timing and everything needs to be precise. Hauck and Dorsey enjoyed the challenge of completing the install and having input on procedures that will go into an official training manual. It feels good. I like learning, so being a part of something like this feels pretty good, Dorsey During the NTC rotation, the unit wound up using the Volcano notionally for various reasons. Halterman said there s not a lot of historical data on how to best emplace the mine field, so he and other pilots in the unit hope to get the chance to conduct more training before more of the company goes back to NTC in August. Units across the Army are beginning to revisit using the Volcano system as tactical strategies shift. Making an emergency plan is just the first step; you should practice it at least twice a year. Build a kit: When disaster strikes, emergency responders address the most critical needs and may not be able to get to an area until it is deemed safe. While they work on behalf of the entire community, it is your responsibility to ensure your family s wellbeing during times of crisis. Emergency kits are essential tools for meeting that challenge. Suggested basic items to consider for a home emergency kit include: Water Food Formula and diapers for infants Food, water and other supplies and documents for any pets Manual can opener Flashlight, National Oceanic and Atmospheric Administration battery-powered weather radio, battery-powered cellphone charger and extra batteries or hand crank powered devices First-aid kit and prescription medications Sanitation supplies such as moist towelettes, disinfectant and garbage bags Important documents in watertight packaging personal, financial and insurance store copies in a separate location (safety deposit box, relatives or trusted friend) Your family emergency plan, local maps and your command reporting information Five-gallon bucket with plastic bags for use as a portable toilet Cash in small denominations Get involved: Citizen Corps: The mission of Citizen Corps is to harness the power of every individual through education, training and volunteer service to make communities safer, stronger and better prepared to respond to the threats of terrorism, crime, public health issues and disasters of all kinds. McLane 24th Press Camp Headquarters Col. Andrew T. Rendon and Command Sgt. Maj. John P. Condliffe relinquished command and responsibility, respectively, to Col. Keith R. Jarolimek and Command Sgt. Maj. Darrell E. Walls during the 1st Armored Division Artillery brigade s combined change of command and change of responsibility ceremony on the 1st Armored Division Parade Field here Tuesday. This succession in command and responsibility is one among many in the history of 1st AD DIVARTY s remarkable leadership. Rendon and Condliffe served as the commander and command sergeant major of 1st AD DIVARTY from 2015 to The leaders worked as a team and led the brigade in numerous training exercises, missions and deployments during their service to the unit. One of the major highlights of their command tenure was the recognition of one of its batteries by the Field Artillery branch as being the best in the active Army. Through their leadership and guidance, Battery C, 4th Battalion, 1st Artillery Regiment, 1st AD DIVARTY was recognized as the winner of the 2016 Henry Knox Award, as the Best Artillery Battery in the Army, said Maj. Gen. Pat White, commanding general, 1st Armored Division and Fort Bliss. During Rendon and Condliffe s leadership, both outgoing leaders fulfilled their goal to lead the unit by example and ensured the brigade took care of all Soldiers and families in 1st AD DIVARTY. The sea of red we see before us is an impressive sight, Rendon The Soldiers, NCOs and officers of DIVARTY inherited an amazing legacy and they have earned the title, King of Battle for America s Tank Division. As they bid farewell and move on to their next assignments, Condliffe described his experience in 1st AD DIVARTY, the division and Fort Bliss as a distinct privilege. Leader development has been my passion and watching the leaders in this fine division grow was like observing a precision guided munition steel on target, Condliffe Jarolimek and Walls take over as the commander and command sergeant major with a goal to continue to make DIVARTY better and greater. Cooper 1st Armored Division Resolute Support Sustainment Brigade BAGRAM AIRFIELD, AFGHANISTAN Medics from the 1st Armored Division Resolute Support Sustainment Brigade conducted a Combat Lifesaver refresher course for soldiers from the Army of the Republic of Bosnia and Herzegovina at Bagram Airfield, Afghanistan, June 9. CLS training is one of the most important culminating training events for Soldiers, not only throughout the U.S. Army, but for Soldiers all over the world. CLS training teaches nonmedical Soldiers to conduct lifesaving self-aid and buddy-aid prior to receiving medical treatment. CLS is a necessary first responder course that all non-medical and coalition personnel need to know, said Sgt. 1st Class Christopher Hennessee, medical operations noncommissioned officer in charge, 1st AD RSSB. The course provides personnel with a basic understanding of first aid/buddy aid. CLS training and refresher training has proven extremely effective in treating Soldiers, coalition forces, civilians and locals who may receive injuries while serving in a deployed environment and on the battlefield. It is important because in a real life situation I want my soldiers to know how to react in those type of situations, said Capt. Fehim Djelilovic, platoon commander of the Army of the Republic of Bosnia and Herzegovina. It is important because in those first moments you can save a life. From officer to enlisted, each soldier in the class received detailed information on the life saving techniques. This allows us to help our comrades, said Pfc. Jasmin Music, a medic in the Army of the Republic of Bosnia and Herzegovina. Since I am a medic in my unit, I know about 90 percent of this, but we have guys that do not know first aid. Although most of the Bosnian soldiers received this training, building camaraderie and a partnership between the two armies helps spread the knowledge of first aid amongst troops in Afghanistan. Training with coalition forces is important so that we are on the same page whenever we take casualties, Hennessee Coalition forces often are the first responders, and need to know what is going on (in case there are injuries). Being in a deployed environment can prove challenging when trying to hone skills, but the medics of the 1st AD RSSB make it their mission to train as many Soldiers as possible each month. We conduct this training during deployment on numerous occasions, Hennessee We try to conduct it monthly, but we will also work outside of that schedule too. With this refresher training on hand, the Bosnian soldiers find it a valuable source of information. Your noncommissioned officers are very knowledgeable and experienced and they know how to interact with our soldiers, Music We understood everything that he said, and it is our privilege to be here. It is good to cooperate with them. Although Soldiers only use this training when someone is injured, it is important to ensure these skills are maintained. We had this training in Bosnia for five days and it was similar, Djelilvic Refresher training is important because if you do not do this all the time, you forget. For some of our soldiers this is their first time conducting the training, so it is very important for them. For some of us this is our third or fourth time conducting the training. During the training, the Bosinan soldiers practiced applying tourniquets and nasopharyngeal airways on each other, which ensured the soldiers were able to correctly place each tourniquet quickly with enough pressure to stop bleeding and to open the Master Sgt. This training makes me proud and we are professionals, Music If an American became a casualty, I would do my best to help them by using the knowledge the U.S. medics have provided and the knowledge we have to help that person. No matter who it is, American forces, coalition forces, or the civilian force, because a person is a person, and if they are injured I will help.

Fort Bliss legal assistance wins 19th excellence award in a row By Wendy Brown Fort Bliss Bugle Managing Editor The Fort Bliss Legal Assistance Office has an enviable problem: The office won the Army Chief of Staff s Award for Excellence in Legal Assistance again this year and wall space up front is getting scarce for another certificate. This is the 19th year in a row that we ve won this, said Daniel Jordan, chief, legal client services, Office of the Staff Judge Advocate, but it s not that easy to get. Not everybody gets it. The office competed against other large offices throughout the Army, and only seven other offices in that category, including III Corps and Fort Hood, Texas, received the award. The award is based on achievements during the fiscal year, and during that time, three numbers in particular show how well the office has served the post. The office provided wills, legal advice and powers of attorney to 25,889 deploying and redeploying Soldiers, the Fort Bliss Tax Center saved Soldiers 1.3 million in tax preparation fees and the office saved members of the Fort Bliss community 1.9 million in legal fees, Jordan In addition, the tax center secured more than 8 million in tax refund money, Jordan The Army Chief of Staff s office announced the award winners in May, Jordan The award takes into account the quality of the legal assistance office s legal assistance, innovations to provide better assistance, professional development for attorneys and support personnel and the quality of the office s preventative law program. Jordan said he attributes the office s success to the attorneys and support staff who work there. Maj. Gen. Pat White, commanding general, 1st Armored Division and Fort Bliss, nominated the office for the award, noting the office s quality legal services in settings that often require quick service. Our Soldiers live and work in an environment that presents many challenges due to a fast and diverse operational tempo, White said in his nominating memo. Such an environment requires our Soldiers to be ready on short notice to perform military duties here and abroad to accomplish the Army s vital missions. Christopher Schmiett 1st AD RSSB Public Affairs BAGRAM AIRFIELD, Afghanistan With a positive attitude that does not quit and a smile that attracts people to him like a moth to light, Chaplain (Capt.) David Howell, chaplain for the 1st Armored Division Resolute Support Sustainment Brigade, brings faith, counseling and guidance to the service members and civilians of all faiths here. The mission of an Army chaplain is to provide religious support to America s Army, including those who do not have religious beliefs. Howell knows not everybody who seeks his counsel has faith. He understands and preaches about having a relationship with God, more than having a relationship with a church. I hate religion. You can write that down, Howell said with a chuckle. I hate religion and the trappings and the legalism and the judgment. I am about the most unreligious person I know. I am going to contrast religion and having a relation with the God that created me, and there is a world of difference between the two. I am not religious. I have a vibrant, loving, intimate, father-son relationship with my Lord, which has nothing to do with religion, which is all about a man trying to be pleasing to God and trying to reach God. Howell, a native of Jacksonville, Florida, did not always know he was going to be a chaplain. However, since a young age he has provided chaplain-like counseling to others in need of a helping hand. You do what you are, Howell I can remember in the second grade, in 1971, encouraging others, as much as a second grader could. Just coming alongside people that were hurting. I preached my first sermon when I was about 12-years-old. I have always been a chaplain. I just did not have the training or the wisdom or the title. I was born to do this though. Whether at his local ministry or overseas in a combat zone, Howell s ministry does not change. He still knows his mission is to provide religious support and guidance to anyone who needs it. It doesn t really change; it just puts it on steroids, Howell It is still a people business and it probably intensifies out here. People are away from family and I get to shine a little more because I can get into people s life because we live together, we eat together. So, it is the same kind of ministry, only it is more acute. I think there is something about family and being in a dangerous place that intensifies people s sense of security and passions and it gives me an opportunity to speak to that. Howell s experience as an Army chaplain is broad and far ranging. His defining moment came near the end of his deployment, in September 2010, in southern Iraq, when the aviation unit he was assigned to came under mortar attack, the same day he returned from rest and relaxation. I was walking to one of the buildings and went and dove under an old metal bed that was just out there, Howell A staff sergeant dove under with me and he said, Chaplain, I do not like this. I said, Dude I don t either. But we are not supposed to just lay here. It looks like the bombing has quit. Let s get up, run, and go help people. I did not have a chaplain s assistant at the time; he was on the other side of post, so this guy behaved as my assistant. We ran to the building, there were people bleeding everywhere, cuts, all the windows had been blown out, the walls were messed up, and everybody lived. Being a noncombatant in the Army is an oxymoron to some. Members of the chaplain corps are the only corps members in the Army who do not carry a weapon. The safety of the chaplain is left to the chaplain s assistant. Cpl. Rashida Morris, the 1st AD RSSB chaplain assistant, has only been Howell s assistant for a few months, but she said being around Howell is a humbling experience and she is always vigilant knowing the safety of the chaplain falls on her. Howell knows he will never have a large congregation with thousands of people, simply because he works for God s glory. I am too silly, Howell But, what I have discovered is that I can have a church of 7,000, but if I have not discipled the people that come, if it is an inch deep and a mile wide, I have not accomplished very much. One times zero is zero, but if I take one person and I plant into that one person s life, my life and disciple them, one times one is one, and that is 100 percent better than zero. So, if I only have a church of 350 but they are growing, and they are making an influence and impact in the lives of their circle of friends and acquaintances then I have been successful. Sgt.
