2 FACILITIES 1. Purpose To provide a facility plan and related procedures that support the mission statement of Charlotte Technical College to provide an effective, innovative technical education preparing students to enter, advance, and succeed in the workplace. 2. Scope of Plan Involves all stakeholders Is systematic and continuous Uses all available sources of information Follows state and district policy and plans Guides and directs decisions in an equitable manner Avoids duplication of resources. 3. Responsibility 4. Facility A. The custodial crew leader shall be responsible for coordinating maintenance efforts for the College. He/she is a direct report to the Director and shall be responsible for overseeing any maintenance/facility activities. B. Instructional personnel and their students shall be responsible for cleaning or light maintenance of classrooms as outlined within the curriculum. (i.e. culinary and cosmetology). Instructional personnel are responsible for a general health and safety check of their classroom/lab environment to assure that all equipment and/or facilities are in safe and operational order. C. Office staff shall be responsible for daily light cleaning of their individual work areas. D. When facility concerns are noted, any instructional/administrative staff member notifies the custodial crew leader of the concern via the district system. The custodial crew leader or designee evaluates the concern and submits a work order to Charlotte County Public Schools Maintenance and Operations Department. The Maintenance and Operations Manager assigns the work order to the appropriate maintenance department. A. Charlotte Technical College operates under the governance of Charlotte County Public Schools. Maintenance projects or equipment requests requiring significant sums of money will be vetted through the annual Capital Outlay Process outlined by the district. Requests must include a complete description, support for need, identify new or replacement and before submitting the request, must be placed in priority order by the 1

3 school before submitting the requests. Those projects determined to be bona-fide Capital Maintenance or Capital Appropriation requests will be generated by the Maintenance and Operations department and the Director is notified of the approved projects and equipment requests. B. CTC s Director and the head of District Maintenance and Operations meet to outline future facility improvements. CTC is the one of the two oldest buildings within the school system and there is much support from the Maintenance & Operations Department for improvements to our campus. Program specific instructors are involved when improvements are designated for their service area. Major improvements take place when classes are not in session so the educational process is not interrupted. Minor day to day improvements are handled by the designated program administrator, the custodial crew leader, and the work order process. The facility planning process is ongoing throughout the school year. C. Maintenance and Operations prepares a Building Conditions Survey which outlines and prioritizes capital projects scheduled on the facility through 2032 (Exhibit: Building Conditions Survey). This is only used as a guide for future improvements. If needed, improvements could adversely affect a program, the director and custodial crew leader work with the maintenance and operations department to schedule the necessary work. D. The administration of CTC collects and compiles information for facility planning from the following sources: Program Directors and Program Advisory Boards Custodial Crew Leader Students The Director notifies Program Chairs of the timeline to submit facility and/or equipment requests for capital outlay. Employees and students are encouraged to submit maintenance suggestions to the Director at any time. The Director shall forward suggestions to the appropriate personnel for action. Students are also encouraged to submit facility and equipment suggestions upon completion of their program through the student exit survey. E. Existing facilities are assigned according to program need. Most facilities have been designed and equipped for a specific program; however, some classrooms can be reassigned as needed. 5. General A. Funding of general maintenance comes from a designated portion of the State Appropriation. CTC requires, as a minimum, the amount to be spent on yearly maintenance and supplies. This amount is adjusted annually based on previous year expenses and submitted to the district as part of the school budget. 2

4 B. Custodial supplies are to be kept in a secured area. Flammable supplies, if any, are kept in a designated secure area with proper posted warning. MSDS sheets for all chemical supplies used by custodial staff are kept in a binder and housed in the custodial crew leader s office. MSDS sheets for departmental supplies are kept within the designated program area and are easily accessible. C. Chapter 373 Southwest Florida water management district will be performed in and not again until Assistant Director in charge of Facilities A. General Duties: The Coordinator of Physical Facilities is directly responsible for controlling school inventories including physical plant and student supplies. He/she procures, upon approval of the Director; all purchases required by the school pursuant to District policies/guidelines and accepted purchasing practices. Also functions as head of facilities maintenance, participating in and supervising those engaged in the tasks of building maintenance, improvement, repair, and security. Reports to the Director B. Specific Duties: Coordinates the purchase of books, equipment, and supplies needed for the operation of the school. Supervises the activities of maintenance personnel engaged in facilities maintenance and grounds keeping. Maintains inventories of physical plant and student supplies, including books and related instructional material. Coordinates, with instructors, the introduction of new books, supplies, and equipment to ensure their timely introduction. Responsible for the installation and troubleshooting of all equipment. Maintains an up-to-date inventory of assets, per district regulations and COE standards. Coordinates the facility s preventive maintenance program, recommending renovations and/or servicing of building and equipment. Directs the facility s security program including alarm management. Interacts with the bookkeeping department regarding purchases, ensuring proper adjustment on payments for equipment and supplies. 3

5 7. Custodial Crew Leader A. The Custodial Crew Leader is the day time custodian and works 7 out of the 8 hours of his/her shift as the only available custodian. The hours are recognized as 6am 2:30pm. The remainder of the crew consisting of an additional 7 custodians work the hours of 1:30pm 10pm, Monday thru Friday. B. The Crew Leader is provided a yearly budget that is determined by state funding and the district s chief financial officer (approximately $20,000 a year). The budget is for all necessary cleaning supplies such as but not limited to chemicals, paper products, hand soap, garbage bags, garbage cans, dispensers, cleaning and stripping pads, lightbulbs (interior and exterior), mops, brooms, dustpans, and water hoses. C. The Custodial Crew Leader is responsible for: Opening the school gates, disarming the alarms, turning on lights, unlocking doors, opening security doors, and completing an overall safety inspection before the start of each day. Other duties assigned but not limited to posting to digital marquee, completing work orders for the maintenance department for necessary facility repairs. These include but are not limited to plumbing, electrical, carpentry, HVAC, painting, fire alarm, roofing, intercom, pest control, and sites and grounds. Larger repair items require a Facilities Change Request (FCR) to be submitted and approved. The Crew Leader makes recommendations for items to be completed under the district requested annual capital outlay. The Custodial Crew Leader is also responsible for conducting annual (monthly) fire alarm drills, maintaining MSDS sheets, shadowing the fire sprinkler inspector, hood suppression tests, fire extinguisher certifications, SREF Inspectors, and Health Inspector. The crew leader works closely with all contractors and the maintenance crew to insure all repairs are completed in a safe and timely manner. D. Scheduling for the cleaning of the facility, both daily and for the summer deep cleaning are important responsibilities of the crew leader. While changes must be made to provide coverage during illnesses and vacations, the process/assignments are reviewed yearly for ways to improve efficiency. 8. Custodial Crew A. The custodial Crew consists of 8 member s total. One of which is the Crew Leader, and one is the Night Time Lead (supplemental position). The Custodial Crew Leader s hours are recognized as 6-2:30pm and the remainder of the crew as 1:30 10pm Monday thru Friday. B. Main responsibilities consist of but are not limited to the collection and disposal of all trash, cleaning all sinks, adding paper products and soap as needed, disinfect all toilet, urinals, handrails, light switches, and restroom floors, sweep stairwells, glass entry doors, dust mop/damp mop floors, and clean all drinking fountains checking for proper water height. Provided is a daily, weekly, and monthly checklist for the custodial crew to use as a reference. C. During the summer (approximately the end of May beginning of August) a deep cleaning 4

6 takes place. This process requires a slightly different shift in manpower to accommodate. The Custodial Crew Leader continues to work the day shift with the addition of one of the night time crew members. The CTC is unique in the fact that the campus does not shut down for the summer like most other schools in Charlotte County. There are two office areas that are open every day, the HOPE program is operational every day except for the last two weeks of summer, the school district clinic is open 6 days a week as we work 5 creating its own set of unusual challenges as well as the testing center being open and operational. This does not consider any Professional Development, summer school dates and extended nursing days/courses. D. Summer cleaning process: Begins with the opening of all light fixtures. The fixtures are dusted and all bulbs are changed as necessary. The tiles, supply vents and return vents are dusted. The walls are washed, tops of cabinets dusted, and all furniture cleaned and removed from the rooms so that the floors can be cleaned. If the floors consist of carpet they are shampooed, if they are tile they are then stripped and waxed with 5 coats of wax. All cabinet, counter tops and sinks are cleaned prior to the floors being shampooed/waxed. All restrooms are cleaned from the ceiling down with all walls, fixtures, toilets, urinals, sinks, stall doors and walls sanitized. The floors are deep scrubbed with a floor scrubber. This process repeats itself from room to room, building to building including mechanical rooms and electrical rooms which are cleaned and dusted. Precise communication and scheduling along with a great deal of flexibility are essential to a successful summer cleaning. Custodial vacations and contracted services (construction/contracted repairs) also play a factor in the planning and timely completion of a summer deep cleaning. Daily Checklist Classrooms: Dump all trash Clean floors (dust mop, (damp mop with Stride) Clean all Sinks (if stainless steel use Emulsyde otherwise use Crew) Wipe down all countertops around sink area with Oxivir Check paper towels and soap (replace/refill when empty) Clean glass in doors with Glance glass cleaner 5

Night Time Lead (supplemental position) A. On a yearly basis, the 7-night time crew members are provided the opportunity to apply for the night time lead supplemental position. The contractual definition for this position is a bargaining unit member who, without performing supervisory or managerial duties, assists in the operations and activities within a department by leading a group of people. 7

9 B. This position serves in several capacities to improve overall efficiency. It provides the nighttime lead with the opportunity to improve their leadership skills and provides the crew with a consistent go to person at night. This becomes vital with there being reduced supervision of the custodial crew due to the Crew Leader position as well as most administrative positions are more consistent with daytime hours and the crew works during the evenings. C. Along with the daily expectations, the nighttime lead is responsible for providing coverage changes that present themselves due to unexpected illnesses during an evening shift. D. Responsibilities: Should the alarm fail to arm, contact the alarm company to bypass the issue so that the rest of the campus can be properly alarmed. Make calls to the proper individuals to notify them of potential concerns that would/could impact school on the following day such as, but not limited to, a lack of water and/or electricity. Should there be any maintenance issues that surface, complete work orders to insure timely repairs. This individual would also be responsible to work closely with any substitute custodian and/or new hire to insure proper training and supervision. 1. 11 4. District Technology Plan CTC is represented within the District Technology Plan. The Director is a CCPS Technology Plan council member. The District Technology Committee meets quarterly. The District Technology Mission Statement supports the CTC mission statement of student success. The plan includes data on the fastest growing occupations and the CTC programs and associated industry certifications. Extensive research ensued while developing a blueprint for the district technology action plan for not only the next 3 years, but to establish a baseline that addressed the increasing data exchange requirement, as we meet the needs of our community. Our bandwidth concerns have been met with 1 gigabytes of service from FPL FiberNet. We have a solid foundation in place and our infrastructure is running at maximum capacity. The focus now turns to the acquisition of student devices and insuring teachers can deliver their digital curriculum seamlessly and acquire necessary digital management expertise. Collaboration between the Division of Learning (DOL), Information and Communication Services (ICS), Innovation Through Technology (ITT), and the Professional Development Center (PDC) needs to continue to insure all departments are working toward our common goal of accomplishing digital literacy and global competency. See chart on next page that represents Identification of Needs from the District Plan 10

12 5. Distance Education Infrastructure Currently, this is not applicable for Charlotte Technical College. As noted in Phase 1 above, the district has started working with the Division of Learning to assist with the selection and deployment of a userfriendly learning management system to house online curriculum that is secure and free from copyright violations. Once the committee has completed the selection process, CTC may consider offering on-line learning or blended-learning courses. 6. Funding 11

13 Each year, funding for computers and peripherals are allocated to each school. Each school receives specific allocations based on number of students in attendance during the FTE documentation time period, which is from October to February. Below is a chart that represents the allocation for Charlotte Technical College: Year Computers Chromebooks IPads Peripherals $ $ $ The allocation of how the funding is distributed resides at each school site with the final order to be placed by the principal only via a Google Form established for this purpose. Each site has an established Technology Committee, which researches the digital needs of the school and provides feedback during quarterly meetings. The Technology Facilitator, a supplemental position at each school, handles the purchase of the peripherals. In support of the Children s Internet Protection Act (CIPA), services are provided to filter inappropriate material accessed on the district s digital services. Other funding for technology and support services comes from the district s Capital Outlay and Operational Budget. Also, we have received funding from the state in the form of the Digital Classroom Plan. This has afforded us the opportunity to increase our student focused devices. Over the last two years, CTC has received 90 Chromebooks. The District has received some additional state technology funds and CTC has a caching server which serves to maintain the infrastructure integrity during high Internet traffic times. 7. Identification of Needs At the beginning of each year, the District administers the Technology Uses and Perceptions Survey (TUPS) to all employees. This survey gives the district the needed information to adjust the district plan. CTC administers a Technology and Professional Development Survey each year. This survey is developed by the Technology Committee and approved for administration by the CTC Instructional PPC. Results of this survey are analyzed for changes in the CTC Technology plan. 8. Upward Migration Technology standards increase exponentially, and with the additional funding provided by the Digital Classroom Plan grant, we are provided Chromebooks which lend themselves to low maintenance and more importantly, low cost. Transitioning all computers over to Windows 10 has given us a consistent platform across the district. We are now fully functioning in the Microsoft Office 365 and Google Apps for Education cloud environment. 12

14 9. Support and Maintenance Requirements CCPS Help Desk o Network Technicians service the schools on site, fulfilling requests posted to the Help Desk as they provide site maintenance. They are also on the front lines when issues arise or equipment needs to be replaced. Therefore, after Winter Break, when the new allocations start to arrive, they are requested to set up the new equipment. o Analysts service the school community through the Help Desk, and make on-site visits as needed.they also remotely monitor the digital operations of the entire school community. Technology Facilitators, a supplemental position, are available at each school site. Cadre graduates are valued for their technological practical understanding and assist as needed at their school site. They are solicited to try new equipment and provide technical feedback. Media and Special Projects Technology Repair offers repair services for equipment. Items will not be serviced if the cost to fix it is more than fifty percent of the value. Instructional material coding and assistance, via Destiny Textbook Manager, is performed by an administrative assistant at CTC as directed by the Asst. Director. Printers are maintained and serviced via a contracted vendor. We use our vendor help desks for services purchased like via Modern Teacher, Edline, Edivate, etc. The three District Technology Trainers work directly with teachers and students providing coaching services for digital integration and assist the Network Technicians during the times they are in extra-high demand. 10. Equitable and Effective Access All students possess access to their own network accounts, which are unique to each individual student. With this resource, students can log in at any computer with Internet access and retrieve their files stored in their OneDrive or Google Drive. Students are also able to have up to five devices running the Microsoft Office client software or the apps on their ios device for free. As long as they have Internet access to download the software, they can use the client tools anytime. 11. Distribution of Resources All staff and students have universal access to the same basic programs within our network, which are listed below: Windows 10 o Including the basic programs that come with the operating systems The Microsoft Office Suite o Version 2013 and 2016 Google Apps for Education FOCUS (run via the ICS department) Internet Explorer, Chrome and Firefox 13

15 Destiny o Web-based, library and instructional software Discovery Education EDIS School Portal In addition, CTC has two on-line technology labs, and one printer per three classrooms. The CTC technology plan supports the goal of each classroom having their own set of small laptop devices for student use. SUMMARY OF PHYSICAL FACILITY MAINTENANCE PLAN Charlotte Technical College maintains office hours from 7:00 AM to 9:00 PM, Monday thru Thursday and on Friday from 7:00 AM to 3:30 PM. The maintenance staff has scheduled daily routine maintenance duties that are assigned for general upkeep for the school site. Our Instructional Service Center has a contracted custodial crew paid for by The Englewood Fire Training Administrative Center. The job duties of each person are assigned to include, but not limited to floor maintenance and carpet cleaning, bathroom cleaning and maintaining, classroom cleaning, office cleaning, removal of trash. Major maintenance plans are scheduled during breaks if applicable to not interfere with student training and when office personal are not involved. Safety signs are used during cleaning to maintain a safe working condition during these major maintenance routines. For the safety of employees, instructors and students all are asked to report anything that may pose a danger on each campus to the Administration for immediate action by the maintenance personal. Maintenance services on all Physical Plant equipment that include electrical service, heating and cooling systems (HVAC), and major plumbing repairs are evaluated by the custodial crew leader and Director. If repairs are needed, a work order is submitted and the district maintenance and operations department assigns appropriate personal for these repairs or service. The director or designee can at any time contact the district maintenance and operations department, for assistance for major repairs. All physical plant equipment has a scheduled Preventive Maintenance plan in place and is documented. These plans include the maintenance of the HVAC systems to include, filter operation and change, 14

16 motors and pulley or mechanical maintenance etc. to provide the maximum performance of equipment. All mechanical devices are serviced as needed and recorded. Fire equipment and sprinkler systems are serviced and checked yearly by certified and licensed serviced personal with repairs being made as needed. Fire extinguishers are visually checked monthly for proper working condition. CTC, operated and maintained by Charlotte County Public Schools and under its Director, must follow State and Federal Guidelines. All buildings comply to the State of Florida building codes with compliances for ADA Standards and meet all fire protection requirements using both sprinkled and mounted extinguishers, as applicable. All facilities are subject to inspection by the State Fire Marshal and/or the Health Department. All students must finish a Safety program designed for their program before students can perform in the lab. All equipment in each training area is checked and maintained by the Instructor of the program. If repairs are needed the equipment is not used until it is in proper and a safe working condition. All safety guards must be in place if required on all machines. All training programs are required to have current listing of SDS (Safety Data Sheets) posted in their training labs, available for students in case of accidents. Programs using hazardous materials require students to pass a safety course that entails the handling, disposal and transport of these materials before they are allowed in the training shop areas. The Auto Technology program uses curriculum from ALLDATA via training software to become knowledgeable in the safety of hazardous materials. Instructors, working with Advisory members, are asked to evaluate equipment and supplies for their programs and submit any requests in the spring during the Perkins grant writing period and capital outlay period. The Director will assign priority to each request based on evidence of needs per program. Students completing their training are asked to fill out exit surveys where comments and concerns about the campus and equipment for their program are requested. These comments are viewed and recorded for use in the planning for purchase of equipment or improvements they felt necessary to the Facility. 15

17 EVALUATION OF THE PHYSICAL FACILITY AND TECHNICAL INFRASTRUCTURE PLAN Through the student exit survey, students are asked to evaluate the technology and facilities within their program area. These surveys are reviewed annually for any recommended changes. Program Directors are asked to submit requests for programmatic facility changes each spring through the capital outlay process. The custodial crew leader, Maintenance and Operations director and director meet in the spring of the year to outline any major facility changes that will take place over the summer months. Emergency facility requests are taken care of through the work order process by the District Maintenance and Operations Department. Anyone can make suggestions pertaining to the safety of students and/or welfare of employees at any time. Visits are welcome from The District Department of Risk Management at any time and with their suggestions or comments we can provide a safer campus. The college seeks the advice from District Security Staff and District Maintenance and Operations to maintain a safe and efficient running campus. 16
