7 Key Changes to Outreach Training Requirements For OSHA Authorized Outreach Trainers OSHA has revised what were formerly known as the Outreach Training Program Guidelines into separate documents: Outreach Training Program Requirements cover the requirements applicable for all OSHA Outreach Training Programs. Outreach Training Program Procedures cover the requirements for each specific industry program (Construction, General Industry, Maritime, and Disaster Site Worker). 7

8 Key Changes to Outreach Training Requirements Statement of Compliance Authorized trainers must sign a Statement of Compliance (SOC) with their authorizing training organization verifying that the training they conduct will be in accordance with Outreach Training Program requirements and procedures. The Statement of Compliance and a copy of your trainer course certificate must be submitted to the organization where the most recent trainer course or update course was completed. The Statement of Compliance is located in the Outreach Training Program Requirements (Revised 4/2011): Appendix A document to trainingcardrequests@gtri.gatech.edu. A signed SOC must be on file prior to fulfillment of card request. The Statement of Compliance must be on file before a trainer can receive cards, effective immediately. 8

9 Statement of Compliance I certify that I will conduct all outreach training classes in accordance with the OSHA Outreach Training Program requirements. I understand that it is my responsibility to ensure that I meet the requirements of the most recent edition of the OSHA Outreach Training Program requirements and related procedures. I will maintain the training records as required by the requirements and procedures and I will provide these records to the OSHA Directorate of Training and Education (or its designee) upon request. I understand that I will be subject to immediate dismissal from the Outreach Training Program if I provide information that is not true, complete and correct. I further understand that providing false information may subject me to civil and criminal penalties under Federal law, including 18 U.S.C. Sec and 29 U.S.C. 666(g), which provides criminal penalties for making any false statement, representation or certification. 9

10 Key Changes to Outreach Training Requirements Conducting Classes Outreach classes are limited to training conducted within OSHA's jurisdiction (50 states and territories and jurisdictions under federal authority). Training is limited to a maximum of 7.5 hours of training in one day. Classes using translation must use translators with a background in occupational safety and health and must cover twice the amount of time for the translated portion. 10

11 Training Delivery 10 hour training conduct in 2 or more days. Approval to conduct a 10-hour in one day must be requested from OTI weeks in advance. 30 hour training conduct in 4 or more days. Approval to conduct a 30-hour in 3 days must be requested from OTI weeks in advance. 11

12 Training Delivery Delivery Hours Training cannot be conducted more than 10 consecutive hours 8-hour break after 7.5 hours Can request an exception 60 days prior to start date 10 minute break every 2 hours 30 minute lunch for training > 6 hours No more than 25% videos 12

13 Key Changes to Outreach Training Requirements Conducting Classes Primary authorized trainers must teach at least 50% of the class (unless class is taught with other authorized trainers) and maintain a list of guest trainers used, topics they delivered, and their qualifications. Classes are limited to a maximum of 40 students and a minimum of 3 students. 13

14 Key Changes to Outreach Training Requirements Monitoring Activities Trainers must permit unscheduled monitoring visits. Trainers must provide advance notice of training to authorizing institution (Georgia Tech) upon request. Georgia Tech asks for notice of every training scheduled to be conducted. 14

15 Key Changes to Outreach Training Requirements Topics Introduction to OSHA two-hour module is required All 10-hour Construction classes must include four hours on Focus Four Hazards All 30-hour classes must include two hours on Managing Safety and Health 15

To enable this, trainers must submit their documentation within 30 days of class completion. Authorizing training organizations must process requests within 30 days (Discrepancies and/or lack of payment will result in card processing delay.) 17

Trainers must issue student cards directly to the student. Trainers must keep a copy of every card issued for a minimum of five (5) years. 18

Teach other construction industry hazards or policies and/or expand on the mandatory or elective topics. The minimum length of any topic is one-half hour. 22

23 Required: 15 Hours 2 Hours: Intro to OSHA 30-Hour Construction 2 Hours: Managing Safety and Health May include Injury and Illness Prevention Programs, job site inspections, accident prevention programs, management commitment and employee involvement, worksite analysis, hazard prevention and control, accident investigations, how to conduct safety meetings, and supervisory communication. 6 hours: Focus Four: Fall Protection: 1 Hour 15 Minute Minimum Electrocution: 30 Minute Minimum Struck By: 30 Minute Minimum Caught In/Between: 30 Minute Minimum Please note that the MINIMUM time requirements for each section of Focus Four equals 2 hours and 45 minutes, additional time must be added for the total amount of time spent of Focus Four to equal SIX (6) HOURS. 33 Card Request Policy DATE: March 8, 2012 TO: Georgia Tech Authorized Outreach Trainers FROM: Myrtle Turner, Director Georgia Tech OSHA Training Institute RE: Outreach Trainer Card Request Policy 1. Purpose To ensure accuracy and accountability for 10 and 30-hour Authorized Outreach Trainer card requests. 2. Scope This policy is for Georgia Tech s Construction and General Industry Authorized Outreach Trainers who request cards for 10 and/or 30-hour outreach training. 3. Background Ethical practicies of some Outreach Trainers have come into question. Given that some Outreach trainers practices have been somewhat questionable, more is being required of ALL Outreach Trainers. Georgia Tech is taking a proactive approach and is reminding its Outreach Trainers to request cards in accordance witht the card request procedures identfied in the current Outreach Training Program guidelines. 33

34 Card Request Policy 4. Policy The policy of the Georgia Tech OSHA Training Institute Education Center is to require its Authorized Outreach Trainers to submit requests for 10 and 30 hour cards in accordance with the curent OUTREACH TRAINING PROGRAM GUIDELINES ( stry.html). The Georgia Tech OTIEC Fact Sheet is attached to this policy. (attached). 5. Procedure Provide card requests in accordance with the curent OUTREACH TRAINING PROGRAM GUIDELINES described in Item 6 above. All card requests must include a start date and end date on the program report form in the date section. 6. Effective Date This policy will be effective for Outreach Trainers upon notification. 34

We prefer attachments!!! Due to the fallibility of faxes, we much prefer to receive Outreach Training Reports as attachments. Did we mention we can send you the newest Outreach Training Report as a Word document? Just Lauren, and she ll send it your way! 35

36 Each Outreach Training Report MUST include: OSHA Outreach Training Program Report (All card requests must include a start date and end date on the program report form in the date section.); Typed or clearly printed student names. (Do not send daily sign-in sheets. List of course topics and time spent on each topic. 36

37 GT OTIEC Fact Sheet We will review requests for: Documentation of Payment; Statement of Compliance (on file); Trainer qualification (valid authorization status); Statement of Certification; Compliance with the guidelines (topics, time, etc.); and Completeness of information. Discrepancies will be reviewed with the trainer but may delay the receipt of cards. Check and double-check your reports before you send them! Complete, valid requests will be filled within 30 days of receipt. 37

38 GT OTIEC Fact Sheet In an effort to expedite this process, please refrain from submitting duplicate requests. Due to the volume of requests received on a daily basis, it is not always possible for Lauren to confirm receipt of your requests. In the month of March, Georgia Tech sent out 2,148* cards! We send out about 1,000 cards a week, so we appreciate your patience as we fulfill your card requests. This is due to discrepancies!!! 38

39 GT OTIEC Fact Sheet In an effort to expedite the process, course matrices and schedules are no longer accepted as documentation of contact hours. We need the topics covered in hours NOT TIMES. All topic hours must be documented on the Outreach Training Report, not documented separately and attached. A contact hour is 60 minutes. Breaks and/or lunch ARE NOT included when counting class time. Card requests will be filled in the order received. 39

42 Due to the influx of requests for replacement 10- and 30-hour cards; trainer certificates; and trainer cards, a fee per replacement card has been implemented. Keep in mind the following points regarding student cards: OSHA rarely replaces a batch of cards from an entire class. OSHA no longer allows the practice of sending extra cards to trainers to be used as needed for replacements or misprints. If training took place more than three (3) years ago, no replacement cards will be issued. Trainers must maintain records that indicate the card number dispensed to each student and retain a photocopy of all cards issued. 42

43 - Georgia Tech OSHA Authorized Outreach Trainers shall comply with this card processing and certificate fee policy. - Replacement student cards will only be provided to the authorized Outreach Trainer who conducted the training for which the card(s) is (are) requested. NOTE: Replacement student course completion cards will not be issued if the training took place more than three years ago. Trainers must provide their name, the student's name, the training date, and a copy of the initial card request to receive a replacement card. Only one replacement card may be issued per student. 43

Through this system, trainers will be able to submit your card requests online, receive a confirmation of receipt immediately, and check the status of your card requests. We hope to implement this in the very near future, so stay tuned! 44
