5 The training was integral to my new job the more training I got through UC San Diego, the better safety professional I became. In 2011, near the end of his 30-year-career in the United States Marine Corps, Division Forward Sargeant Major Phil Fascetti was in charge of the health and welfare of 12,000 marines and sailors living and working in Helmut Province, Afghanistan one of the most dangerous places on earth. We would go to their camps and give them a heads up on what to expect when they went on patrols, Fascetti said. We are talking about things like IEDs, locations of As soon as he was off the course, Fascetti called his friend s contact at Barragan. He was told his experience as a soldier made him a perfect fit for a second career in safety and risk management. By the end of the evening, he had a job. But there was a hitch. While he had enough experience in hazardous situations for multiple lifetimes, he was not up to speed on the many OSHA regulations that a risk management consultant must know and understand. Then he heard about a program housed at UC San Diego Extension. In 1992, UC San Diego became one of just four institutions nationwide to be authorized as an [UC San Diego], the better safety professional I became. Fascetti quickly rose through the ranks at Barragan and is now the company s Director of Training and Education. He spends most of his time working with companies to help them identify and mitigate hazards and provide safety training to employees. He enjoys the challenge of his job, which takes him to work sites and offices in a variety of industries. I never saw myself as being a safety consultant, he said. But it turned out to be such an easy transition for me it s almost like an extension of what I had been doing for 30 years. insurgent forces, and how to cope with working in 120-degree heat. So it s safe to say Fascetti knows a thing or two about on-the-job hazards. His top priority was always to do everything in his power to get the soldiers under his command home safely. Fast forward to Fascetti had retired and, like so many who spend the bulk of their lives in the military, he was somewhat adrift as he tried to figure out what to do next. He had been looking for work for a number of months when, during a round of golf one Friday afternoon, a friend told him about a company that might be looking for someone with his skill set. It was Barragan Corp International, a risk management firm based in Temecula, CA, that specializes in helping companies comply with worker safety regulations mandated by the federal Occupational Health and Safety Administration (OSHA). OSHA Training Institute Education Center (OTIEC). Through the OTIEC, students from both the private and public sector can take courses in OSHA regulations within a variety of specializations. Fascetti enrolled in the OTIEC program and earned a dual certificate in general industry and construction, which authorizes him to conduct on-site training for organizations as an OSHA outreach trainer. Fascetti teaches OSHA 10-hour Outreach classes, which are intended to provide workers with awareness of common job-related safety and health hazards; and OSHA 30-hour Outreach classes geared toward supervisors or workers who have safety responsibility within their organization. Without the [UC San Diego] program, I would have been up the creek without a paddle, Fascetti said. The training was integral to my new job the more training I got through The UC San Diego Extension OTIEC has also played an important role in helping Fascetti give back to his military family. The OTIEC donations of Code of Federal Regulations books and Cal/OSHA Regulations books make it possible for Fascetti to teach OSHA outreach classes at no cost to new veterans through the Veterans Transition Support, a nonprofit that helps retiring service members find jobs and adjust to civilian life. Knowing now how difficult the transition is, Fascetti said he is grateful for the opportunity to help others with the process. I did a good job protecting our marines and their families, but I should have done a better job of helping them figure out what they were going to do after they got out, Fascetti said. 6 UC SAN DIEGO EXTENSION CELEBRATES 25 YEARS OF MAKING W e ve all seen the signs whether in a warehouse, construction site or office breakroom showing how many days it s been since the last on-the-job injury. The numbers on those signs have steadily gone down in recent decades thanks in large part to the Department of Labor s Occupational Health and Safety Administration which Congress created in The rate of workplace incidents has dropped by more than 65 percent since 1972, according to OSHA statistics. The road to these safety gains, however, hasn t always been smooth. For years, businesses and public agencies struggled to educate their respective workforces on many new regulations ushered in by OSHA. It didn t help that the only training center was outside of Chicago and had a waiting list so long that companies didn t even bother signing up for it. But a brainstorm by UC San Diego Extension Director of Engineering and Science Dr. John Peak more than a quarter century ago changed this reality. At a conference, Peak proposed to U.S. Department of Labor officials that they authorize regional educational institutions to provide OSHA training and education. Specifically, the proposal called for research to be conducted under the sponsorship of OSHA s Division of Training and Educational programs. In addition to Dr. Peak, key players in the original proposal were UC San Diego Extension Dean Mary Walshok and Statewide Dean of University Extension Keith Sexton. 7 IT HAS TAKEN DEDICATION, COMPASSION AND FLEXIBILITY TO SUSTAIN THE UC SAN DIEGO OTIEC FOR 25 YEARS. STEPHANIE SPANN In 1992, UC San Diego became one of four institutions nationwide to be authorized as an OSHA Training Institute Education Center (OTIEC). Since then, another 22 centers have been added and the concept has revolutionized OSHA training. Through the UC San Diego OTIEC, students from both the private and public sector can take courses in OSHA regulations within a variety of specializations under the larger umbrellas of general industry, construction and maritime safety. It also offers OSHA Trainer courses that authorize safety professionals to teach OSHA s 10- hour and 30-hour classes, which are geared toward providing workers and supervisors with awareness of common job-related safety and health hazards. Now celebrating its 25-year anniversary, the UC San Diego OTIEC employs nearly 50 instructors who teach between 3,000 and 4,000 students each year. We started out with a few classes, but it has expanded greatly, said Dr. Grace Miller, UC San Diego Extension s Director of OS&H. Now we teach everything from agricultural safety to fall protection and staying hydrated on the job. Dr. Miller and others who have been with the program since its early days say the training landscape in terms of regulations, hazards, the students it attracts and OSHA s approach to public outreach has changed drastically. It was very difficult in the beginning, said Thom Stefanik, who has taught at the OTIEC since it opened. The materials were antiquated and [OSHA officials] were very dictatorial it s our way or the highway. So we had to acquire a high degree of trust with OSHA, now we have that trust. Suzy Shamsky and Bob Harrell, two other long-tenured instructors, said they ve also seen dramatic changes in the attitude of the companies and the caliber of the students. At the outset, Shamsky said, it was just about compliance companies were only interested in the minimum they needed to do in order to avoid a citation. And most students didn t have much interest in workplace safety, they were just told by their employers to come. Now many of the students have chosen health and safety as their profession and they are passionate about it, she said. It is really a different population than it was back in the day. Harrell, who runs his own safety consulting business, said the typical student in 1992 was like a deer in the headlights. But companies now realize that employing people who understand workplace safety keeps their costs down and helps the bottom line. We are getting experienced and knowledgeable people coming in, Harrell said. There is a sharing of knowledge between the students and the instructor you have to be smarter than the average bear. And that s a good thing because workplace hazards have only gotten more numerous and complex, Shamsky said. This is particularly true in terms of biological hazards. In decades past, the only real concern was blood-borne pathogens like HIV and hepatitis C, she said. Now we need to cover things like Ebola, pandemic influenza, mold and MRSA infections, she said. People are realizing that biological agents are something their employees are worried about and that they need to pay attention to. Going forward, Dr. Miller said the OTIEC team remains dedicated to meeting the needs of San Diego s professional community as well as throughout OSHA Region IX. In particular, she is focused on increasing maritime offerings and establishing more online classes. Strengthening programing through professional organizations is highly important, she said. If you can bring the education experts and the subject matter experts together, you will have a much stronger program. Dr. Miller and the others say the OTIEC would not be where it is today without the hard work of the instructors and administrators who have been with the program since the beginning. It has taken dedication, compassion and flexibility to sustain the UC San Diego OTIEC for 25 years, said Stephanie Spann, Senior Academic and Administrative Manager with UC San Diego Extension. 8 SAFETY FEST EXPERTS SAY, INVESTING IN TRAINING NOT ONLY REDUCES WORKPLACE INJURIES, BUT ALSO HELPS A BUSINESS BOTTOM LINE. ccording to the National Safety Council, each day in the U.S., roughly 13,000 people suffer a workplace injury, resulting in close to $200 billion in lost productivity, medical and administrative costs and damaged property. It s not just serious incidents driving these staggering numbers, but also more common injuries caused by a fall or repetitive motion. Investing in training, experts say, not only reduces workplace injuries, but also helps a business bottom line. The same National Safety Council study found that every dollar invested in injury prevention returns between $2 and $6. Events like the Pacific Coast Safety Fest make benefitting from such training easy. The free, multi-day annual event, held in locations across California, Arizona, Hawaii, and Nevada, offers everything from onehour classes on ladder safety to more indepth, two-day sessions on employee rights, employer responsibilities, and identifying and avoiding hazards. The concept behind it was that the training would be free, said longtime Safety Fest instructor Van Howell. We have people come from several states to attend these and we also have people from other countries come as well. It s a good way of reaching out and giving back to the community. The first Safety Fest was held in Denver in Then just a one-day event, it was organized by the regional OSHA office and local construction groups to address fall-protection issues. UC San Diego Extension, which houses one of 26 federally recognized OSHA Training Institute Education Centers (OTIECs), held its first Safety Fest in 2012 and, in 2016, expanded the event to Honolulu, Hawaii. UC San Diego OTIEC held fests both here and in Honolulu this year and plans to do so next year, said Brandon Chavez, OTIEC Senior Marketing and Strategy Manager. 8 OSHA.UCSD.EDU (800)

Folks who ve never attended the Pacific Safety Fest might assume its appeal is limited to construction workers. Not so, Chavez said, the event is open to everyone. Anybody with workers could benefit, he said. Ergonomics issues arise at nearly every workplace, he noted, and San Diego s large brewery community could benefit from the offerings at Pacific Safety Fest. A brewer has industrial hygiene concerns, confined spaces, fall protection, respiratory protection, Chavez noted. Howell said programming decisions are driven by common workplace safety issues. Training on fall protection is one in-demand area. Some attendees aren t sure of what equipment to use, Howell said. Others have the equipment, but aren t using it properly. For example, he explained, it s easy to miscalculate how much distance is needed to safely stop a fall. Let s say there s roughly 18 feet between the anchorage point and the ground and they ve got a shock-absorbing lanyard on that s 6 feet long. They re 6 feet tall and the lanyard has a rip stitch on it by 3.5 feet so, you re up to 15.5 feet there, he explained. Add in stretch from the harness and D-rings and you re up to 17.5, 18 feet pretty easily. I think the light comes on a lot of times on the application of equipment, like fall protection, he added. I think a lot of times people have a basic understanding of what some of the rules might be, but they don t have a basic understanding of why the rules are in place or the limitations of the equipment that they use. So, I think from that standpoint, people walk away with a better appreciation for it. And, both Howell and Chavez point out that students end up learning from each other. Almost everybody will come to a class with a war story or two that they can share, Howell said. A lot of time students will come with confusion [about a regulation], but they ll also come with the ability to contribute to the class. One of the key things is to try to get their involvement so everybody learns from each other. I think the biggest value ends up being the insight of the instructor, followed closely by the interaction among peers, Chavez said. Students learn a lot from the other students in the class. Some of the courses offered for free at Pacific Safety Fest can otherwise cost hundreds of dollars. Attendees also receive helpful materials and a certificate of attendance. For some attendees, said Dr. Grace Miller, Director of Healthcare and Behavioral Sciences at UC San Diego Extension, it is a way to begin lifelong education and training in the safety industry. l (800) OSHA.UCSD.EDU 9

14 Public Sector Safety & Health Fundamentals Certificate Program The certificate program in Public Sector Safety & Health Fundamentals supports OSHA s mission by training public sector employees in occupational safety and health to reduce incident rates (the certificate program is applicable to private industry workers as well). Participants have the opportunity to earn certificates for Construction and General Industry training. Participants must complete a minimum of seven OTI Education Center courses (minimum of 68 contact hours) to earn the certificate in either Construction or General Industry. 21 OSHA 5410 OCCUPATIONAL SAFETY AND HEALTH STANDARDS FOR THE MARITIME INDUSTRY This course focuses on standards for the maritime industry. It is also a required prerequisite for OSHA Trainer Course - Maritime Safety. After learning OSHA standards and current industry information, students will be able to demonstrate the ability to interpret federal standards for the maritime industry. Students will be able to identify the jurisdictional responsibilities of federal regulatory agencies in maritime industries, and able to identify how the hierarchy of rules applies to maritime industries covered by OSHA Inspections, Citations, and Enforcement Policies. Fee: $995 OSHA 6005 COLLATERAL DUTY COURSE FOR OTHER FEDERAL AGENCIES (FORMERLY OSHA 6000) This course covers the OSH Act, Executive Order 12196, and the OSHA General Industry Standards. This course is intended for federal agency collateral duty safety and health personnel. With use of the OSHA General Industry Standards, special emphasis is placed on areas in general industry which are most hazardous. Course topics include understanding the OSHA Bloodborne Pathogens Standard, determining potential exposure and methods of control, developing an ECP, vaccinations, exposure incidents, training, and record keeping. The target audience is the program administrator, manager, or other personnel designated with the responsibility of developing a Bloodborne Pathogens ECP for a healthcare facility. 22 OSHA 7405 FALL HAZARD AWARENESS FOR THE CONSTRUCTION INDUSTRY In 2004, the Bureau of Labor Statistics reported that 36 percent of the 1,224 construction worker fatalities were attributed to falls. Designed for small construction companies, this course is packed with information on fall hazards at work sites. With a focus on falls to a lower level rather than falls from slips and trips, fall arrest awareness teaches you how to control or prevent these hazards whenever possible. Topics include: identification of fall hazards, analyzing fall hazards, preventing fall hazards and OSHA resources. 24 UC San Diego Safety Courses EM COMPETENT PERSON FOR FALL PROTECTION The most current revision to EM , Section 21.C.04a, mandates that starting in May 2016, the Competent Person for Fall Protection shall attend a minimum of 24 hours of fall protection training with a combination of formal classroom training and practical applications. Falls are the leading cause of death in construction. Based on the seriousness of fall hazards, this training exceeds EM minimum requirements. This course consists of two days of classroom instruction with one-day of hands-on experience. Emphasis will be on current ANSI fall protection requirements and specifics from EM fall protection standards. This training fulfills the SSHO competency requirement according to EM Section 01.A.17d. Fee: $695 EM HOUR SAFETY This course is for contractors, military and government employees who enforce or must comply with the EM U.S. Army Corps of Engineers safety and health requirements. You will learn procedures of the Navy and U.S. Army Corps of Engineers contracts, and the safety and health requirements of the US Army Corps of Engineers Safety and Health Requirements manual. Upon completion, students receive an official OSHA 30-hour card for construction. These rules apply to commercial, industrial and government sites as well as electric utility generation, transmission and distribution installations. Topics include: personal protective equipment, energized parts, grounding, medical services/first aid, and hazardous energy control. Fee: $450 ELECTRICAL LOW VOLTAGE STANDARDS - STATE Get practical training so that your business can maintain a safe, hazard-free workplace. This intensive two-day training course is built around state requirements for employees working on electrical installations and equipment. Included is safety related information regarding state standards, equipment safety practices, dealing with hazards and the use of protective equipment. Topics include: definitions, wiring methods, practices and equipment, lockout/tagout. Fee: $450 ELECTRICAL SAFETY STANDARDS - NFPA 70E - 1 DAY If you work on or near energized electrical systems, have a safety role at these sites or are an emergency responder, this course is for you. The new electrical safety standards (NFPA 70E) are the next step to a safer electrical environment in the workplace. Anyone who deals with hazards such as electrocutions, fires and explosions should attend. FIRE AND LIFE SAFETY IN THE WORKPLACE Fire and explosions in the workplace can be dangerous for employees. Not just construction sites and industrial plants, but also office spaces, buildings and other general industry facilities. It is the responsibility of the employer to develop and implement fire and life safety programs for the protection of their workers through fire prevention measures, fire protection and fire suppression. In this course, students will learn about the employer s roles and responsibilities as well as the codes and standards of fire and life safety in the workplace, allowing them to implement industry best practices. 25 LAWS AND REGULATIONS This course includes a basic overview of federal OSHA standards with emphasis on Cal/OSHA standards. Students will be coached through a jobsite inspection process from the opening conference to the closing conference. The advanced online submission tool for reporting 10- and 30-hour outreach courses was designed to provide a database for trainers to access all student and card information. This system is continually upgraded to ensure quality control. Trainers can expect to receive their student cards as early as 48 hours after submitting a training report.
