3 Legal Authority Massachusetts General Laws Chapter 41 Section 98. The chief and other police officers of all cities and towns shall have all the powers and duties of constables except serving and executing civil process. They shall suppress and prevent all disturbances and disorder. They may carry within the commonwealth such weapons as the chief of police or the board or officer having control of the police in a city or town shall determine; provided, that any law enforcement officer of another state or territory of the United States may, while on official business within the commonwealth, carry such weapons as are authorized by his appointing authority. They may examine all persons abroad whom they have reason to suspect of unlawful design, and may demand of them their business abroad and whither they are going; may disperse any assembly of three or more persons, and may enter any building to suppress a riot or breach of peace therein. Persons so suspected who do not give a satisfactory account of themselves, persons so assembled and who do not disperse when ordered, and persons making, aiding and abetting in a riot or disturbance may be arrested by the police, and may thereafter be safely kept by imprisonment or otherwise unless released in the manner provided by law, and taken before a district court to be examined and prosecuted.

To have an impact on current public safety problems and avoid greater problems in the future, municipal leaders must shift how they think and act. Seeing community safety as a basic human right, good governance insists that local government leaders bear the primary responsibility for fostering safe and healthy communities. 18 Patrol Division The Patrol Division is not only the cornerstone of the department but it is the largest and most visible division of the Hull Police Department. The Patrol Division operates (24) hours a day, (7) days a week, (365) days per year patrolling Hull. Officers utilize marked police cars, motorcycles, mountain bikes, and foot patrols, in the performance of their duties. One of the primary responsibilities of the Patrol Division is conducting high-visibility patrols, serving as a deterrent to criminal activity and remaining accessible to members of the community. 19 CRIMINAL INVESTIGATION DIVISION Sgt. Detective Craig Lepro Det. Daniel Dunn Functions: The Criminal Investigation Division, commonly known as CID, provides professional investigative services to the Town of Hull. CID is responsible for the supervision and conduct of all Hull Police investigations of serious crimes, less serious crimes upon request or as needed and they conduct sensitive or special interest investigations as directed by the Chief of Police. CID detectives primarily investigate felony-level crime and provide criminal investigative support to the Patrol Division. CID conducts a broad spectrum of criminal investigations to include deaths, sexual assault, armed robbery, burglaries, fraud, computer crimes and counter-drug operations. CID searches out the full facts of a situation, organizes the facts into a logical summary of investigative data, and presents this data to the District Attorney s Office. CID also provides criminal intelligence and forensic investigative support for the Patrol Division. CID works closely with other local, state, federal, and military law enforcement agencies to counter and investigate the most serious crimes.

20 CRIMINAL INVESTIGATION DIVISION Sgt. Detective Craig Lepro Det. Daniel Dunn Specific functions include: Investigate serious crime and less serious crimes upon request or as needed Perform drug suppression operations Collect, analyze and disseminate criminal intelligence Liaison with other local, state and Federal investigative agencies/units Liaison with District Attorney, Attorney General, and the United States Attorney s Offices Conduct pre-employment background investigations Conduct missing persons investigations Conduct internal affairs investigations Collect and examine evidence at crime scenes Maintain custody of physical and drug evidence Conduct sensitive or special interest investigations as directed by the Chief of Police

21 K-9 Unit The mission of the Hull Police K-9 Unit is to provide well trained police canine assistance to patrol officers in the field for the prevention and detection of crimes, as well as locating missing or endangered people of the community. The K-9 unit also strives to promote a favorable public image of the police department through community outreach. The enhancement of departmentcommunity relations, as well as officer safety and productivity, are key objectives of the K- 9 unit mission. Through training and education, the K-9 unit seeks continued selfimprovement and an increasing involvement in the community law enforcement effort. K-9 Handler Officer Mercer and K-9 Kenny

22 School Resource Officer School Resource Officer Sean Fahey Providing Halloween Safety Tips The School Resource officer is a member of the Hull Police Department assigned to the Hull Public Schools as a liaison between the schools and the police department. The officer serves as a resource for students and faculty alike promoting student/police relations, enhancing knowledge of the fundamental concepts of law, preventing delinquent behavior, and performing police functions within the school setting. The resource officer participates in the schools by presenting in classrooms on law and safety related topics. Students are encouraged to speak with the officer in groups or as individuals to further a classroom presentation or to seek help for any issue. The officer is familiar with community resources and can make referrals both within and outside the schools.

26 MetroLEC The Metropolitan Law Enforcement Council (Metro-LEC) is a non-profit organization led by the chief executive officers of 47 law enforcement agencies and established for the purpose of promoting greater public safety by providing a working collaboration between law enforcement agencies that are located in the southeast/west region of Boston.

27 Metro-LEC Service Area The Metro-LEC presently consists of 45 municipal police departments and 2 Sheriff's Departments, and services an area spanning over 650 square miles across Bristol, Middlesex, Norfolk, and Plymouth counties. Metro-LEC departments collectively represent a population of over 750,000 people, representing 12 percent of the Commonwealth's total population. 28 MetroLEC Capabilities 1. Special Tactics and Response Division (Metro-STAR). Metro- STAR serves as the tactical component of the Metro-LEC. 2. Regional Traffic Safety Division. The Regional Traffic Safety Division provides vehicle related services for the Metro-LEC. The long-standing Motorcycle Unit is regularly activated to perform critical crowd control and traffic control services, as well as providing escorts for major events occurring in and among member communities. 3. Radio Communications Division. The Radio Communications Division provides proactive planning and implementation services to aid the radio communications infrastructure across member communities. 4. Cyber-Crime Investigations Division. The Cyber-Crime Investigations Division provides investigative assistance and forensic services to member communities. 5. Criminal Investigations Division. The Investigative Support Unit (ISU) of the Criminal Investigations Division provides investigative assistance to Metro-STAR Division.

31 Annual Goals and Objectives ADMINISTRATION Customer Service: Provide police services consistent with the vision and values of our community based policing organization. Continue to comply with MPTC standards. Increase specialized training for field officers. Continue to submit grant applications for funding costs associated with enforcement initiatives as well as equipment needs.

32 Annual Goals and Objectives OPERATIONS Provide adequate patrol staffing to effectively cover shifts 24 hours a day. Livability Issues : Focus on those issues which impact the livability of the citizens we serve is a high priority. This includes noise complaints, animal complaints, drug enforcement, and issues including areas of blight consistent with the Broken Windows Theory of policing. Respond to all calls for service and investigate reports of criminal and suspicious activity in an efficient manner. Continue to aggressively enforce DUI laws and hazardous moving traffic violations. Increase enforcement of distracted driving violations.

33 Annual Goals and Objectives SUPPORT Coordinate with other law enforcement agencies participating in the regional dispatch center and other enforcement efforts and seek grant funding to support operational goals. Continue to use new technologies to enhance agency communications to citizens in order to provide useful information and to gather feedback regarding perceptions of agency effectiveness. Improve our social media presence. Upgrade arrest records system to integrate with Livescan identification unit.

34 Long Range Planning Goals Evaluate the department s rank structure in order to have a more efficient table of organization. It would also make for clearer lines of authority and responsibility. The goal is to accomplish this within the next five years. Continue to investigate technology that would enhance delivery of services and increase efficiency. Investigate and consider service sharing agreements with surrounding communities. Receive CALEA Law Enforcement Accreditation within three to five years.
