1 School Bus Technician Competition Each contestant must submit an entry form with their immediate supervisor s signature. Each site should have separate locations for the written test and a separate location for participants to wait prior to taking the skills test. It is important to keep participants separated to avoid sharing of information. The shop should be arranged so the integrity of the competition is maintained. Only judges and contestants who are taking the skills test are permitted in the shop area. Once a contestant has completed their test they are to report to a waiting area for further instruction. The shop area should be arranged so contestants cannot hear or observe other contestants. State competition will be held during East and West Technician annual conference. The nine top scoring contestants from the West side and the top six scoring contestants from the East side will compete at the State level. Sponsors will be sought to assist with costs. Costs include traveling trophy for the state winner and plaques for the top 3 state finalists, airfare, registration, hotel, and meals for the state representative at nationals. Site Coordinators and Judges: Both testing sites will need a site coordinator responsible to oversee and administer competition. The site administrator will have the final word on any concerns or discrepancies during regional competition. Each state and regional site will need 6 judges for diagnostic testing. (2 at each station) Each state and regional site will need a registration table for sign-in, ID tag, and instructions. Each state and regional site will need a separate area for written test. At least one person is needed to score written tests and work directly with site coordinator in compiling final scores. Site coordinator is responsible to notify the WAPT board representative of their regional winners and assist in making arrangements for their entry at the state competition. The WAPT board representative(s) are responsible for organizing and conducting a workshop for all regional site coordinators to train them on rules, judging, scoring, setting up the site, etc. Site coordinators are then responsible for selecting and training judges and all personnel involved in their regional competition by March 1. It is recommended but not mandatory that judges selected should be selected from shop supervisors, lead mechanics, mechanics, and supervisors. It is vital that both regional sites use the same criteria for scoring contestants. Skills Testing: There will be 3 separate diagnostic stations with a different deficiency. 2 Brakes Suspension and Steering Electrical and Electronic Systems Air Conditioning Systems During the skills portion of competition participants are required to write down deficiencies on a score sheet and not call them out. When they are finished with the test sheets they are turned in to the judge at that station who records the score. All score sheets and written tests should have contestants name on them and number. The following equipment is to be provided at each regional location and at state competition: 1. One bus per station. Buses should reflect the standard for that region. 2. Safety goggles 3. Creeper 4. Volt Meter 5. All tools listed for diagnostic stations Instructions for Setting up Troubleshooting Stations and Written Test Areas: 1. Buses should be arranged so the integrity of the test is maintained. Make every attempt to keep stations separated enough so conversations are not over-herd. 2. Each test area should have the following equipment and supplies: Clipboard for mechanics worksheets and a two pencils. Judges scoring sheet Stop Watch Safety Goggles Identified Tools and Equipment 3. Written Test Area: Tables and Chairs secured to protect integrity of testers. Pencils for each contestant Test Booklet for each contestant 4. Site Organization: Registration Table Room for Written Test Waiting Room for Contestants prior to Diagnostic Testing WASHINGTON ASSOCIATION for PUPIL TRANSPORTATION School Bus Technician Competition
3 The Technical Skills Competition shall be for the purpose of determining the WAPT School Bus Technician Champion. This competition will require technicians to demonstrate exemplary skills in such areas as technical knowledge and diagnostic troubleshooting. Competition Levels: Regional: Regional Competition has no limit to the number of participants. State: A maximum of fifteen (15) finalists will compete at the state level during the East or West side Technician Conference. National: The WAPT bus technician champion will compete at the national finals. WAPT in conjunction with participating vendors will sponsor the participant to the National competition. Awards: At the conclusion of each Regional Technical Competition an awards recognition ceremony will be held for all competitors. It is suggested that regional awards are presented to the first three places.. After State Technician Competition the top three winners will be recognized during the awards ceremony at the WAPT annual conference receiving the following awards: First Place Plaque, and cash award Second Place Plaque and cash award Third Place.. Plaque and cash award Entry Forms: Entry forms will be required for all regional competitors and must be received no later than date indicated on that years entry form. To be valid all entry forms must be signed by the technician s immediate supervisor. For national competition entry form must be signed by the WAPT president. These signatures serve as verification that all information contained therein is accurate, that the competitors meet the qualifications for competition, and that the named competitor will represent the identified state. It is imperative that application due dates are followed closely, especially for national competition. It is the responsibility of the state winner and WAPT board treasurer to complete and submit the national application immediately following state competition. Competitors: Regional Competition has no limit to the number of participants. However, all participants must be currently employed/contracted as a service/repair school bus technician (mechanic), for the school
4 district for which they are competing. Each competitor shall be responsible for fully understanding all rules relating to the competition. Regional site coordinators are responsible for submitting the names and school district of the top regional winners to the WAPT Board member(s) responsible for overseeing Technician Competition. Registration forms must be received for state competition no later than date indicated on that years entry form. Competition: The Washington competition will mirror national criteria and will consist of two (2) phases of competition: 1. Written Examinations 2. Diagnostic Troubleshooting The total score will be determined by combining the individual scores for each of the two (2) phases of competition. All necessary tools and equipment will be provided during competition. Individual competitors will be required to follow all safety procedures. Safety glasses will be furnished by the host district. Technician s who wear prescription safety glasses may wear them during competition but should inform the judges at each test area before beginning competition. It is recommended that participants bring an extra set of clothes or wear coveralls. School buses will be furnished by the host district. Written Examination: Technicians must be knowledgeable in all areas of school bus maintenance and repair and demonstrate proficiency based on technical knowledge. This portion of the competition will test the technician s knowledge of body and accessory systems, diesel and gas engines, drive train, brakes, suspension and steering, electrical and electronic systems, and air conditioning systems. Instructions: Each competitor shall be required to complete a written examination consisting of forty (40) questions. These questions will cover various technical topics to include electrical, electronic, brakes, engines, drive train, suspension and steering, body accessory systems, and air conditioning. All topics will be relative to actual school bus applications. Examination booklets will he handed out along with an answer sheet. Competitors will mark only on the answer sheets. The judge(s) will indicate when the examination shall begin and will maintain a stopwatch up to the allotted time. When time is called all activities must stop and no additional items may be marked on the answer sheet. If an individual completes the examination in less than allotted time; they are to turn their paper over and sit quietly until the allotted time has expired. If at any time during the examinations one competitor attempts to converse with or assist another, those individuals will be disqualified from that phase of the competition. Time: The maximum allowable time for completion of the written examination will be sixty (60) minutes. Judges will notify the competitors at the fifty (50) minute and fifty-five (55) minute marks. Total Score: Individual tests will be scored with each correct answer being worth five (5) points.
5 Maximum Score: 200 Points Diagnostic Troubleshooting: Technicians must be capable of diagnosing and troubleshooting various mechanical and electronic components found on school buses. To do this proficiently requires substantial mechanical knowledge and the ability to utilize troubleshooting techniques and equipment. This portion of the competition will test the technician s knowledge and the ability to diagnosis school bus components/systems. Instructions: Competitors will be required to troubleshoot and identify mechanical or electronic deficiencies in various school bus components/systems. The judge s will indicate when the troubleshooting shall begin and will maintain a stopwatch up to the point that the allotted time has expired. When time is called all activities must stop. The competitor will be required to identify the defect in detail and record it on a score sheet within the 15 minute allotted time. Specific instructions/conditions regarding each diagnostic area will be provided immediately prior to the competition. Judges will not provide contestants with assistance that would give them an unfair advantage. However, they may do such things as start a bus if asked. Time: The maximum allowable time for completion of each diagnostic station will be fifteen (15) minutes. The judges will notify the competitors at the ten (10) minute and fourteen (14) minute marks. Scores: Individual scores will be calculated for each diagnostic area. The maximum number of points to be awarded for correctly diagnosing a specific area will be 100 points. There will also be a ten (10) point demerit assessed for any instance of misuse of tools and/or equipment or for any instance of not utilizing proper safety equipment and/or procedures. Total Score: The total scores from each of the diagnostic areas will be combined to obtain the total score for Diagnostic Troubleshooting. Maximum Score: 300 points Tie-Breaker: In the event of a tie score in the final standings for positions first, second, third, fourth, or fifth a tie-breaker will be implemented to determine the winner. The tie-breaker shall be based on the total amount of time consumed in completing all four (4) diagnostic portions of the competition. Times will be recorded for each competitor as they complete the diagnostic portion of the competition. The competitor with the lowest time for those competitors with the tie score will be placed in the higher position in the final standings. WAPT Technician Competition Rules
6 1. The Washington Association for Pupil Transportation (WAPT) School Bus Technician Competition will be conducted in accordance with rules as adopted by the WAPT Board of Directors and modeled after the NAPT rules. 2. Contestants are to report to the registration area of the competition site at the times designated by the Competition Official(s). It is the responsibility of the entrant to acquire sufficient knowledge of the sites and times, to allow arrival prior to the competition. Competition will begin with sign-in and pre-competition meetings. Individuals that are not present for sign-in and/or pre-competition meeting shall be disqualified. 3. Regional competitors must have submitted their signed entry form no later than the date on entry form. (no Regionals until further notice) 4. Regional site coordinators are responsible for submitting the names of the top scoring competitors to the WAPT Board member(s) coordinating the state technician competition. 5. Contestants that are not available to compete at the scheduled times will be disqualified, unless they are delayed by another phase of competition. The decision of the judge(s) on tardiness shall be final. 6. Throughout the competition, it shall be understood that safety is of the utmost priority. All competitors must perform with this in mind and conduct themselves accordingly. 7. Any buses used for competition shall be representative of buses used in the region where the competition occurs. Specific equipment found on these buses may or may not be found for the purposes of the competition. 8. Buses and maintenance tools/equipment, and safety glasses will be provided by the host district. Prescription safety glasses are permissible. Demerits will be given for any improper use of tools/equipment or failure to use proper safety equipment. 9. All contestants will be timed during all events. There will be maximum times allowed for each event with the Diagnostic/Troubleshooting times being used as a tie-breaker. 10. Contestants may contact an official of the competition if they feel that their performance was adversely affected by interference or adverse conditions. Their concerns must be specifically stated immediately following the conclusion of the affected phase of competition. If the allegations are confirmed and deemed to have detrimentally affected the competitor s score, a determination will be made as the whether a rerun for that event will be allowed. If a rerun is granted, an official of the competition shall escort the competitor directly to the event involved and new score sheets shall be completed. The decision of the competition officials shall be final. 11. During the Diagnostic/Troubleshooting phase of the competition, judges may be used by a technician for minor assistance but will not answer questions or provide assistance that would give that contestant any advantage not afforded to other contestants. 12. The Diagnostic/Troubleshooting area should be arranged so there is some type of separation between testing stations. This is intended to maintain integrity of each station.
7 13. Once scores have been finalized and winners announced, no grievance or changes in scores will occur. 14. Disqualification of a contestant shall result from rules infractions or instances of misconduct. 15. Regional winners will be recognized immediately following the conclusion of the competition. The top three (3) state winners will be recognized during awards ceremony at the WAPT annual conference. 16. The Washington Association for Pupil Transportation and its officers will not be responsible for any claims for damage, loss, or injury.
8 WAPT TECHNICIAN COMPETITION Attention Transportation Supervisors, Shop Supervisors and Mechanics: WAPT is proud to announce we are sponsoring a School Bus Technicians competition. There are many outstanding mechanics throughout the state of Washington who demonstrate daily exceptional knowledge and skill that ensures school buses are safe and mechanically sound. We would like to recognize those with exceptional skill and aptitude through a competitive skills test process. Enclosed in this memo are rules for competition, competition information, and entry forms. Below are some of the highlights of this year s competition: State Competition will be held at two testing sites, one on the state s east side and one on state s west side. Top nine scoring contestants from the West side and the top six scoring contestants from the East will compete at the State level held during the Technician annual conference Top 3 state winners will receive awards and a cash State winner will have expenses paid to compete at the national competition. *Competition will include a written test and three diagnostic troubleshooting testing stations. We are excited to offer this wonderful opportunity for all of the states mechanics and hope you take the opportunity to participate in this year s competition.
