3 3 The WorldSkills UK Competition Rules should be read in conjunction with the WorldSkills UK Terms and Conditions and the competition-specific rules, where applicable. The competition-specific rules can be found within the documentation for each skill competition, and are available from the WorldSkills UK website. In the event of a conflict, the competition-specific rules will override the rules outlined in this document.

4 4 1. CONDITIONS OF ENTRY a. To be eligible to enter a WorldSkills UK Competition in 2018, competitors must be at least 16 years of age on 1st September 2017, and be eligible to hold a UK passport. They must also meet at least one of the following criteria: i. Employed in the UK having completed a UK qualification in the last 12 months ii. Studying towards a relevant UK qualification iii. Working towards an Apprenticeship in a relevant trade in the UK. In addition to this, competitors or their registrants must declare at the point of registration that they are able to meet the core competences outlined on the WorldSkills UK website for their skill, and are not under- or over-qualified. b. The following are not eligible to enter WorldSkills UK Competitions: Gold Medal winners cannot compete in the same competition in subsequent years. Squad UK and Team UK members forfeit their right to participate in WorldSkills UK National Competitions in any subsequent year as soon as they agree to take up a place in Squad UK after a Squad Selection event. c. Competitors may only enter one competition in any given competition year. d. Competitors must have the support of their college, university, training provider and/or employer to participate in a WorldSkills UK Competition. This support must extend to the competitor being free to attend all relevant competition events and includes any competition preparation. A competitor may not change the organisation which they are representing in 2018 after the point of registration. e. By registering to compete in a WorldSkills UK Competition, competitors and their representatives are declaring that they will abide by the WorldSkills UK Competition-specific rules. f. Representatives and competitors must ensure that all competition materials are read thoroughly and that they are confident with all aspects of the requirements of the competition, including the Competition and Event Information documents. They should also be familiar with the procedures for being invited to heats (if applicable) and UK National Finals in g. Representatives and competitors are responsible for covering any travel, subsistence or accommodation expenses incurred in participating in WorldSkills UK Competitions, unless they are informed otherwise. h. Special dispensation may be granted by the Competition Organising Partner for those that have declared a physical, sensory or learning difficulty prior to the competition. They will also endeavour to provide reasonable adjustments, where possible, for competitors who declare a physical, sensory or learning difficulty to them at any stage of the competition. i. Representatives and competitors should understand the process for selecting competitors for international competitions, which is detailed in Section 9 of this document. j. Representatives and competitors should be aware that not all WorldSkills UK Competitions lead to the international WorldSkills Competition. k. By signing the competition register, each competitor gives permission for WorldSkills UK and the Competition Organising Partner to use non-sensitive information from the competition registration, relevant photographs and video film for any publicity purposes in relation to vocational education, training and the competition. l. Name changes after the close of the registration period will only be permitted by WorldSkills UK in exceptional circumstances; organisations entering competitors into our competitions must take care to ensure that they are registering the individual(s) who will be competing. Competitors who arrive onsite and are not registered to compete will not be able to take part in the competition. m. We understand that it may be necessary, on occasion, to make changes to the composition of teams entering competitions. WorldSkills UK does not permit more than 33% of the team to change during the course of a national cycle after the registration period has closed. n. The competition criteria on the WorldSkills UK website will specify the competences that it expects a competitor to have, and registrant is required to confirm that their competitors are eligible to compete at the point of registration. Should an organisation, on more than one occasion, enter competitors into a competition for which they are clearly under- or overqualified, the Competition Organising Partner is within their rights to restrict the entry of competitors from that organisation in the next two years. This decision will be made at the discretion of the Competition Organising Partner and Competition Judges, in consultation with WorldSkills UK.

5 5 2. OVERALL RESPONSIBILITY a. Responsibility for the overall conduct of the competition, heats and the UK National Final rests with the Competition Organising Partner approved in this role by WorldSkills UK. 3. CODE OF CONDUCT FOR SUPPORTERS a. Supporters (employers, teachers, trainers or parents) must not make any form of contact or communication with competitors during the competition (applies to heats and UK National Final). Supporters will be in breach of the competition rules and run the risk of competitors being disqualified or penalty points deducted from their overall score. b. If a supporter needs to make contact with a competitor during the competition, they must speak to the Competition Organising Partner or Lead Judge.

6 6 4. DURING THE COMPETITION a. Competitors who arrive late for the competition will not automatically receive additional time. However, this may be granted in exceptional circumstances by the Competition Organising Partner or Lead Judge. b. Unless otherwise stated there must be no communication between fellow competitors, the audience, representatives or competition staff during the competition itself. c. Competitors must start and finish work when instructed to do so by the Competition Organising Partner or Lead Judge. d. Competitors may be allowed a familiarisation period before the start of the competition. Additional information may be distributed / circulated in advance by the Competition Organising Partner or Lead Judge. Competitors may ask questions during this defined period. e. Competitors wishing to leave the competition area while the competition is in progress must obtain the permission of the Competition Organising Partner or Lead Judge. f. Competitors may leave before the competition time has elapsed but will be required to declare that they are finished to the Lead Judge and may not re-enter the competition area once they have left g. In some competitions at the heat stage there may be an option to ask the judges to fix a fault or provide a solution that is beyond the capability of the competitor for reasons other than time. Should the competitor choose to do this they will sacrifice all available marks for this criteria but may then be able to gain extra marks later for sequential but dependant tasks. The option to do this will be permitted solely at the discretion of the Lead Judge. This option will not exist at UK National Finals. h. Should a competitor feel unwell at any stage of the competition, he or she should make the Competition Organising Partner or Lead Judge aware immediately. i. Competitors who need to repair their own tools or equipment during the competition will not be given additional time unless agreed by the Competition Organising Partner or Lead Judge. j. Competitors are not permitted to take any of the following into the competition area unless otherwise instructed: personal electronic devices including mobile phones, electronic cigarettes, tablets, MP3 players, written notes, sketches or special aids. k. The Competition Organising Partner or Lead Judge will ensure that marking is undertaken fairly and will calculate marks to establish places and awards. l. Judges are not allowed to discuss marks or provide one to one feedback to competitors unless it has been built into the competition programme. This feedback should be consistent and follow the same format for all competitors. m. Should a competitor feel at a disadvantage for any reason before or during the competition, he or she should bring it to the Competition Organising Partner or Lead Judge s attention immediately, following the Complaints and Appeals Procedure.

HEALTH AND SAFETY Occupational Health and Safety (OH&S) legislation applying to the competition and event derives from The Health & Safety at Work Act 1974 and all applicable regulations included under this legislation. All activities must comply with the relevant national regulation and proven best practices. Any breaches of Health, Safety and Welfare must be reported to the Competition Organising Partner or Lead Judge. a. The Competition Organising Partner or Lead Judge will carry out a safety check of the competition site prior to the competition. b. All competitors, representatives, and Competition Judges will receive a health and safety briefing before the start of the competition. c. Competitors must wear appropriate clothing and safety equipment in accordance to health and safety regulations for the skill, such as safety glasses, gloves and ear defenders. d. All electrical equipment brought by competitors or representatives should be PAT tested within the last 12 months and used at the competitors own risk. e. Adhering to health and safety practices is the responsibility of each competitor. Failure to do so may result in disqualification from the competition, and being asked to leave the competition venue. f. Safe work practices of the relevant industry and the venue must be adhered to at all times. 6. AFTER THE HEAT (IF APPLICABLE) a. First, second and third places are awarded at competition heats where possible. b. Depending on the type of competition, it may not be possible for results to be disclosed on the day of the competition. It will be clearly explained at the beginning of the competition during the briefing if this is the case. c. Competition results may be announced at the end of each heat, at the discretion of the Competition Organising Partner. d. Challenges to the results will be considered through the WorldSkills UK Competition Complaints and Appeals Procedure, as described in section e. Competitors taking part in heats will receive their certificates of participation at the end of the competition. A summary of their marks will be sent by after the last competition heat has taken place. f. Competitors submitting work to a passive stage will receive their certificates of participation by post to the address entered at the point of registration. A summary of their marks will be sent by after the competition judging has taken place. g. The competitors who achieve the highest marks across all heats/passive competitions are selected to progress to the UK National Final. Winning a national heat does not guarantee a place in the Final, and conversely, those who have not gained a place at a heat may have gained a high enough mark nationally to be invited to compete at the UK National Final. h. Once all heats have taken place and finalists have been verified by WorldSkills UK, the Competition Organising Partner will communicate with all competitors to notify those who have secured a place in the UK National Final at The Skills Show This communication will occur from July to September WorldSkills UK will publish the list of all finalists online from September 2018.

8 8 7. AFTER THE UK FINAL a. Gold, Silver, Bronze and Highly Commended Medals are awarded at the UK National Final. b. WorldSkills UK will verify the results. The medals will be announced at the end of the UK National Finals at The Skills Show, provided that all the results have been verified. c. Challenges to the results will be considered through the competition Complaints and Appeals Procedure, as described in section 11. d. The following describes the procedure for awarding medals at UK National Finals: Competitors/teams achieving the highest score will receive a Gold Medal. Competitors/teams achieving the second highest score will receive a Silver Medal. Competitors/teams achieving the third highest score will receive a Bronze Medal. If Competitors/teams scores are equal, joint Gold, Silver or Bronze Medals will be awarded. Competitors/teams achieving above the average score will be sent a Highly Commended medal after the event to the address entered at point of registration. e. The completed project work is the property of the Competition Organising Partner, who may pass it back to competitors, where possible, and at their own discretion. f. Competitors at UK National Finals will receive a summary of their marks by after the competition has taken place. g. If results cannot be announced after the competition, medals will be sent by post to the address entered at the point of registration. Certificates for medal winners will also be sent at this time. 8. ELIGIBILITY CRITERIA FOR SELECTION TO WORLDSKILLS SHANGHAI To be considered for a place in Squad UK, working towards competing in WorldSkills Shanghai 2021, a competitor must take part in the UK National Finals of a WorldSkills UK Competition. Not all skills competitions will lead to participation in an international WorldSkills Competition. - Please refer to worldskillsuk.org for a full list of eligible competitions. - WorldSkills eligibility criteria states that competitors for WorldSkills Shanghai 2021 must be born on or after 1 January 1999 for all skills apart from Mechatronics, Manufacturing Team Challenge and Aeronautical Engineering, where competitors must be born on or after 1 January If a competitor is age eligible for Squad UK, WorldSkills UK also states that they must: I. Be a United Kingdom national or have been continuously resident in the UK for at least two years. II. Have received their education and training in the UK and hold one or more relevant qualifications from a UK Awarding Body.

9 9 9. SELECTION PROCESS FOR WORLDSKILLS SHANGHAI Selection for Squad UK for WorldSkills Shanghai 2021 will take place at The Skills Show WorldSkills UK will invite past eligible Squad UK competitors (not including Team UK members) from the WorldSkills Kazan 2019 cycle and eligible competitors from the National Finals of the WorldSkills UK Competitions 2018 to participate alongside finalists at The Skills Show 2019 for a place in Squad UK. - Past Squad UK competitors and finalists from 2018 who are competing for a place in Squad UK only and will not be formally competing in the UK National Finals, therefore they are not eligible to achieve a medal. Phase 1: National Finals The following outlines the progression of individuals and teams from 2018 to Squad UK Selection: - The three highest scoring competitors who achieve a minimum score of 65% at The Skills Show 2016 will be invited to The Skills Show 2019 to compete for a place in Squad UK for WorldSkills Shanghai 2021 only. They will not be eligible for a UK medal at this event. - The two highest scoring age eligible teams who achieve a minimum score of 65% at The Skills Show 2018 will be invited to The Skills Show 2019 to compete for a place in Squad UK for WorldSkills Shanghai 2021 only. They will not be eligible for a UK medal at this event. Phase 2: Squad Selection Progression of individuals and teams to Squad UK. - The Squad UK selection competitions for WorldSkills Shanghai 2021 will take place alongside the National Finals at The Skills Show The five highest scoring eligible competitors who achieve a minimum score of 65% will be considered for a place in Squad UK at The Skills Show 2019, where Squad UK for WorldSkills Shanghai 2021 will be decided. - The five highest scoring eligible teams who achieve a minimum score of 65% will be considered for a place in Squad UK at The Skills Show 2019, where Squad UK for WorldSkills Shanghai 2021 will be decided. All competitors within a team must be age eligible in order for any individuals to be considered for Squad UK. - Following the selection competitions, Squad UK for WorldSkills Shanghai 2021 will be announced at the UK National Final in November By accepting a place to take part in Back to Basics training, competitors become ineligible to take part in WorldSkills UK national competitions in any future cycles. Phase 3: Back to Basics - The Back to Basics training incorporates up to 5 days' training, review and assessment of the skills and attributes that competitors will need to succeed on an International stage. - In Spring 2020, WorldSkills UK will confirm the skills that the UK intends to participate in at WorldSkills Shanghai During this phase, competitors may be stood down at any point should their progress not meet the required performance standards. Phase 4: Squad UK - Training and Development Programme Squad UK will participate in a training and development programme, which will include the selection of Team UK, ahead of WorldSkills Shanghai This development programme will include a series of milestones and benchmarks which Squad UK competitors must achieve. - This phase will include up to 25 days of technical skills training and development in preparation for the Team UK Selection Event, as well as up to 10 days' preparation and development in attributes and softer skills, including bootcamps.

10 10 Team UK - WorldSkills UK Enhanced Training and Development - This phase includes up to 15 days' technical skills training and development in preparation for WorldSkills Shanghai 2021, as well as up to eight days' preparation and development in attributes and softer skills, including bootcamps. - There is an expectation that Team UK will also invest their own time in further development in preparation to meet the requirements of an international competition. - WorldSkills UK retains the right to withdraw competitors from Team UK up until participation in the international WorldSkills Competition, should their progress not meet the required performance standards. - WorldSkills UK has the right to withdraw the UK's participation in any skill, should there be sufficient reason to, even if suitable competitors have been identified. We will exercise this policy with care and will make every effort to ensure individuals and organisations affected are informed of any such decision. A decision will be reached by Spring 2020 on the skills competitions the UK intends to have represented at WorldSkills Shanghai 2021, and may be revised for future international competitions. Can I re-enter the WorldSkills National Competition again? Competitors who have been selected as part of Squad UK will have the opportunity to receive bespoke technical skills training which commences with the back to basics training leading onto the Squad UK Development Programme. Once phase 3 of the journey has commenced, competitors have committed to technical skills development and training and will therefore not be eligible to enter the WorldSkills UK National Competitions again in any subsequent year. 10. EXCEPTIONAL RULES RELATING TO SQUAD UK SELECTION IT Competitions WorldSkills UK will consider competitors from Network Infrastructure Technician and Network Systems Administrator for a position in Squad UK, unless otherwise stated closer to the time of the UK National Final in Squad UK place not filled at The Skills Show 2019 Following The Skills Show 2019, should any of the Squad UK places not be filled, WorldSkills UK has the right to identify alternative competitors/teams from other sources. If suitable candidates cannot be sourced, WorldSkills UK may take the decision not to progress the competition to WorldSkills. Skills Competitions at risk or new competitions Please note: If a WorldSkills UK Competition is aligned to WorldSkills, WorldSkills UK has the right not to progress the competition internationally. WorldSkills UK will exercise this policy with care and will make every effort to ensure individuals and organisations affected are informed of any such decision. In line with the development of the WorldSkills International and WorldSkills Europe portfolios, WorldSkills UK may choose to participate in additional demonstration skills, where there is already an established or developing WorldSkills UK Competition that would provide a source of competitors with the required skill set.

11 11. APPEALS AND COMPLAINTS FOR WORLDSKILLS UK COMPETITIONS 11 This procedure is in accordance with the general principles and practices that apply specifically to WorldSkills UK or an international WorldSkills Competition. Stage 1 of the procedure If a competitor, directly or through his/her representative, wishes to formally appeal against the conduct and/or the result of a WorldSkills UK Competition, in the first instance he/she, or their representative on their behalf, should seek to resolve the concern at the competition with the Competition Organising Partner or Lead Judge. Any complaints should be formally documented, noting who made the complaint, when, where, to whom, regarding what and whether a resolution was reached, and should be received by WorldSkills UK within five days of the event taking place. Stage 2 of the procedure If Stage 1 has not resolved the concern, the competitor, or their representative, should write to WorldSkills UK, Appeals and Complaints Panel giving full details of the concern to enquiries@worldskillsuk.org Once the appeal or complaint has been received by WorldSkills UK, you will receive an of receipt and from this point WorldSkills UK will respond within twenty working days (excluding public holidays). Please note all decisions are final following this formal stage. 12. TERMS OF REFERENCE Within the WorldSkills UK Competition rules the following terms shall mean: Term Medals Competition Organising Partner Competitors Teams Places Representative Definition Refer to the Gold, Silver, Bronze and Highly Commended Medals allocated to competitors or teams at UK National Finals. Is a person or organisation responsible for the design and delivery of individual or clusters of WorldSkills UK Competitions. Are those who will compete in a WorldSkills UK Competition. Are those who will compete as team in a WorldSkills UK Competition. Are allocated to those who have achieved first, second or third in a competition heat. Is either an individual or organisation representing the competitor and/or team.
