14 Replicating the Grand Sky EUL Model Issues and Opportunities - Pavo Real AB The Grand Forks EUL represents a unique collaboration between Grand Forks County and the Air Force to deliver a cutting edge economic development project that will enhance the mission of Grand Forks Air Force Base (AFB) and help launch an innovative new industry that will support (collaboration between) commercial and government research, development, testing, and use of unmanned aerial systems (UAS) and remotely piloted aircraft (RPA) worldwide. Our goal is to understand how this unique collaboration between Grand Forks County and the Air Force came to be and how its success can be replicated by municipalities and Military installations around the country.
