3 North Carolina Military Affairs Commission (NCMAC) Kirk Warner Smith Anderson 1 NCMAC PURPOSE: To advise the Governor, NC General Assembly, and State agencies on ways to: 1. Protect the existing military infrastructure in NC against incompatible development, future military budget cuts, downsizing or consolidation, future base Realignment & Closure (BRAC) 2. Promote new military missions supporting the vitality, prosperity and expansion of our military operations 3. Improve quality of life for military members and families by protecting and enhancing military programs and benefits. 4. Support Economic Opportunities for the State leveraging opportunities for NC businesses and growing our economy 2 1
4 North Carolina s Military Presence is Unrivaled and has a Dramatic Impact on our State s Security, Economy, and our Way of Life 4 rd highest active duty military presence 6major installations (5 DoD/1 DHS) Largest military terminal in US 100+ NC National Guard facilities 40 Army Reserve facilities 103,000 Active, 26,000 Guard and Reserve personnel Over 50% of Special Operations Forces 3 NC Veteran Population Veterans: 779,000 (7.79% of the state population) 8 th largest veteran population in the US Military Retirees: 92,553 Veteran owned businesses: 87,000 Veterans less than 50 years old: 244,000 Vietnam veterans (ages 60 75): 255,000 Military veterans in North Carolina received more than $8.2 billion in pensions, medical care and other support from the Department of Defense and the Department of Veteran Affairs in FY

6 NCMAC NCBA and NC Bar Coordination Key Goal: Improve quality of life for military members and families by protecting and enhancing military programs and benefits. Coordination of efforts to Improve the Quality of Life for our military and veterans with the NC State Bar LAMP Committee and the NCBA Military & Veterans Law Section initiatives and coordination of services Community and Installation legal support and services (Pro Bono, Legal Aid, Veterans Rodeos, CLEs) Legislative initiatives and laws that support our military and veterans and their families Advocacy and representation of our military and veterans who intersect in criminal and civil legal systems Support for Veterans Treatment Courts and expansion Result: Effective Anti BRAC efforts led by our NC Lawyers 7 Functions of the Commission NC Clearing House for military related issues in NC Directly assist the military installations by coordinating with commanders, communities and state and federal agencies on top issues and priorities that may require State level assistance Coordinate issues and actions with State Agencies, the NC General Assembly, and other military related organizations in NC. Assist the NC General Assembly to evaluate proposed legislation Lead the BRAC preparation effort for North Carolina Support economic development initiatives, especially those with dual purpose, such as Feed and Fuel the Forces 8 4

11 Provide legislative and State Agency Coordination for Military-Related Issues Advocate military-related issue to the NCGA and State agencies Support military communities partnerships Implement a Strategic Communication and Messaging Plan Continue engagement on Federal Legislative Priorities 17 Compatible Use An integrated DOD picture All Services utilize national airspace; focused on: Special Use Airspace (SUA) Military Operating Areas (MOA) Military Training Routes (MTR) Rotary aircraft operate in large areas surrounding installations and ranges Navy, Marine, and Coast Guard operate in over water and coastal areas All services utilize local and regional airports for operations and training Combined elements reflected desired statewide military protection areas 18 9
12 Compatible Use Strategies Development Conflict Areas: Development of tall structures; sources of interference; commercial alternative energy activities Analysis of influence areas and development potential areas produced areas of concern for military operations and important information for decision makers on development impacts Sentinel Landscapes: Develop compatible land use partnerships to reduce encroachment pressures and incompatible land uses that threaten the military s mission by protecting working lands and critical natural resources 19 Designated Area 10
13 NCMAC Top Priorities 1. Implement strategies that support the recommendations in the Strategic Plan to protect, support and enhance military missions and installations in NC. 2. Establish a Communications Plan for DMVA and NCMAC to provide focused messages about the value of our military installations at the federal, state and local levels 3. Assist State agencies and installations with efforts to preserve land and prevent encroachment near military installations and training ranges. Ensure that Hoffman Forest is maintained as a military training area (airspace only) 4. Encourage Defense and Homeland Security related economic development opportunities associated with logistics and supply chain support for military aircraft and aviation equipment. 5. Review legislation and proposals for construction of High Structures/Wind turbine and other renewable energy projects which may adversely affect installations or training routes. as of May 23, NCMAC Top Priorities 6. Coordinate and assist with transportation infrastructure issues affecting military installations 7. Integrate transitioning military, Veterans, Guard, Reserve, and military dependents into NC workforce. 8. Support NC National Guard legislative requests for state support and funds to leverage federal funds and programs. 9. Research and coordinate on Military Child in Crisis procedures and availability of care facilities for behavioral and psychological problems 10. Support Department of Public Instruction (DPI) initiatives to improve state support for military students 11. Coordinate State funding for fees for annual certifications for firefighters and EMT personnel. as of May 23,
14 NCMAC Top Priorities: #1 Implement strategies that support the recommendations in the Strategic Plan to protect, support and enhance military missions and installations in NC. Goal: to determine the opportunities for mission growth and full utilization of NC s military installations, the risk of potential downsizing, realignments or closure, and developing a plan to influence decisions in favor of NC. Approved 5/24/ NCMAC Top Priorities: #2 Establish a Communications Plan for the DMVA and NCMAC to provide focused messages about the value of NC military installations at the federal, state and local levels Lead: ESG in coordination with NC Department of Military and Veterans Affairs Goal: to provide key decision makers at all levels with strategic communications products about the value of North Carolina s military installations and missions. Status and actions: Implementing Action Plans and recommendations in the Strategic Plan. Communications plan will include messages on the four goals of the NCMAC Approved 5/25/
15 NCMAC Top Priorities: #3 Assist State agencies and installations with efforts to preserve land and prevent encroachment near military installations and training ranges. Ensure that Hoffman Forest is maintained as a military training area (airspace only). Lead: Sustainability Committee / coordination with NCDEQ and NCDA. Status and actions: NC Department of Agriculture coordinating a Sentinel Landscape grant for land preservation Coordinating with NC State and others on Hoffman Forest planning Approved 5/25/ NCMAC Top Priorities: #4 Encourage Defense and Homeland Security related economic development opportunities associated with logistics and supply chain support for military aircraft and aviation equipment. Lead: Economic Development Committee Status and actions: Coordinating with NCDOC, Economic Partnership and private sector on: Increasing Joint Strike Fighter depot maintenance at Cherry Point Seymour Johnson AFB selected for bed-down of KC-46A Reserve sqdn Additional ALC missions for USCG Elizabeth City with NC DOT committed to assist with funding runway extension Approved 5/24/
16 NCMAC Top Priorities: #5 Review legislation and proposals for construction of High Structures/Wind Turbine and other renewable energy projects which may adversely affect installations or training routes. Lead: Legislative Affairs; coordination with Sustainability Comm. Status and actions: NDAA clarifies DoD Clearing House assessments of wind turbines and other high structures on low level routes and near installations. Coordinating with Matrix and state agencies on a red, yellow, green labeled state map depicting military restrictions / requirements/airspace to assist with zoning and development. Need State agency coordination on mapping. Iberdrola wind turbine project in northern NC was grandfathered. Pasquotank proposal under review Approved 5/24/ NCMAC Top Priorities: #6 Coordinate and assist with transportation infrastructure issues affecting military installations. Lead: Sustainability Committee / coordination with NCDOT Status and actions: NCDOT developed a list of the top transportation infrastructure priorities for each installation and / or local communities and posted on website More favorable military scoring in STIP Obtain NC funding for assisting with failing road infrastructure on the installations, dependent on resolving legal issues and developing potential partnerships Consider ways to access Defense Access Road funding for local projects Approved 5/24/
17 NCMAC Top Priorities: #7 Integrate transitioning military members, veterans, Guard and Reserve, and military dependents into the NC workforce. Lead: Economic Development Committee Status and actions: NC4ME employment web site now functional and ties into NCDOC site, NCWorks Legislation passed for Civilian Credit for Military Equivalent Experience / Training / Formal Coursework and CDL requirements Approved 5/24/ NCMAC Top Priorities: #8 Support NC National Guard legislative requests for state support and funds to leverage federal funds and programs. Lead: Legislative Affairs. Status and actions: Significant funding was approved for NCNG installations by the GA Need to follow up on funding requests that weren t approved Approved 5/24/
18 NCMAC Top Priorities: #9 Research and coordinate on Military Child in Crisis procedures and availability of care facilities for behavioral and psychological problems Lead: Quality of Life committee Status and actions: Previous announcement that this issue had been resolved was incorrect Requires State support for a hospital clinic for military children with behavioral and psychological problems. Request came from Deputy Corps Commander at Ft. Bragg QofL committee is researching the request Approved 5/24/ NCMAC Top Priorities: #10 *Support Department of Public Instruction (DPI) initiatives to improve state support for military students Lead: Quality of Life Committee in conjunction with DPI Status and actions: Establish additional regional military liaison counselors near defense installations Support additional measures to register military students in public schools Align NC school calendars with other states to assist with transferring students at the end of a semester Approved 5/24/
19 NCMAC Top Priorities: #11 Coordinate State funding of fees for annual certifications for firefighters and EMT personnel. Lead: Legislative Affairs Committee / coordination with Sustainability Committee Status and actions: Assuming 10 three hour CC courses for 435 EMT and 448 Firefighters at $70 per course results in a total cost of $461,300 per year for seven installations Was not included in either House or Senate version of budget bills, and has not been addressed during the short session Approved 5/24/ BRAC Preparation NCMAC designated by the NC General Assembly to lead the State s preparation for the next round of BRAC State allocated $1.675 million in FY16 17 budget for BRAC preparation Coordinating BRAC preparation efforts: Working with regional and community organizations Hiring experts to implement NC Military Strategic Plan Hiring strong advocacy at the Federal Level Providing grant money of $200,000 to support our designated mission The Secretary of Military and Veterans Affairs is the final approval authority for all recommended spending appropriated to the Commission
