2 BOARD OF DIRECTORS Fiscal Sustainability and Management: The District Board of Directors is charged with providing strategic leadership, policy and fiscal transparency. In a tough and trying economical environment, the District continues to provide a high level of reliable service to the public, without having to close fire stations, remove engines from service, or lay off personnel. Term Appointment and Expiration: Board Position Appointed Expiration Stephen Nachtsheim, President Rex Ianson, Vice President Virginia Kiraly, Director Rob Silano, Director Jack Nelson, Director Significant Events or Impacts: The FY operating budget is balanced, with a projected surplus of $ 231,000. This is a 32% increase from last year s surplus. Debt payments are fully funded from operating revenues, and Internal Service Funds are used for capital purchases & multi year planning. The General Fund Operating Budget has been decreased by $343,700 from the prior year adopted budget of $30,397,400 less than a 2% reduction. Property Tax Funded: The Fire District is dependent upon property taxes for operating revenues, and cash flow. Secured property taxes, net the ERAF shift is 86% of total property tax revenues. The current economic climate has had a dramatic impact on this revenue source, reducing the annual growth rate from over 10% in 2007 to this year s budget estimate of 1% growth rate

14 INCIDENT PER SHIFT AND PLATOON Fire Operations Three Battalion Chiefs supervise 7 engine companies and1 ladder truck operating out of 7 stations continuously staffed 24hrs a day by 93 members. Each fire company is responsible for a definite area within the District known as their primary response areas. The targeted response time for each fire company is six minutes fifty-nine seconds for medical calls and eight minutes response for fires within this area. Each Battalion Chief is assigned to a Shift. 10
15 INCIDENT PER SHIFT AND PLATOON Emergency Services Firefighters provide the bulk of the emergency response for the District. These personnel perform a variety of duties including engine operations, fire suppression, emergency medical response, vehicle extrication, hazardous materials response, water rescue, confined space rescue and all other emergency incidents for the District. Station responsibilities include emergency response, training, fire prevention, public education, hydrant testing, hose testing, maintenance of facilities and apparatus. 11

17 FIRE PREVENTION Property Protection Services and Programs The Fire Prevention Division s mission is to improve the lives of the District residents by preventing emergencies and reducing the impact of fires that occur. To accomplish its mission, the division performs inspections of businesses and occupancies as mandated by state and local ordinances, and investigates all major fires occurring within Atherton, Menlo Park and East Palo Alto. The Division continues to educate the community, schools, civic groups and vulnerable populations on the dangers of fire, as well as being self-resilient to natural disasters Plan Review Inspections Investigation Structure Fires
18 PUBLIC EDUCATION Public Education The Fire District continues its active participation in community sponsored or unsponsored events with the goal of educating the community on the importance of fire safety and the organization of Community Emergency Response Teams (CERT). 19 STATION RESPONSE FIRE STATION #1 Description 300 Middlefield Road, Menlo Park California Engine One is a Type 1 fire engine. Built in 1955 Odometer Reading: As of 12/31/2012 Truck One is the District s 100 foot aerial ladder truck, it is pre-plumbed for elevated water tower operations, carries specialized auto extrication equipment and is the District decontamination unit for hazardous material spills. Battalion One is the Districts Mobile Command Vehicle. Rescue One is a cross staffed unit which carries specialized technical rescue equipment and is part of two vehicle Type 1 Urban Search and Rescue Heavy Complement for the Region. 21 STATION RESPONSE FIRE STATION #2 Description 2290 University Avenue, East Palo Alto California Engine Two is a Type 1 fire engine. Built in 1956 Odometer Reading: 66,742 As of 12/31/2012 Daily Staffing The Crew provides fire protection and emergency medical services to the City of East Palo Alto which is in the south eastern area of the Menlo Park Fire Protection District. East Palo Alto is the fastest growing area in the Fire District. It provides Automatic Aid to Palo Alto and Mutual Aid to Fremont. (1) Captain and (2) Firefighters 17

Rebuilt in 1997 The Crew provides fire protection and emergency medical services to the Town of Atherton, North Fair Oaks, portions of Menlo Park and unincorporated pockets in the North Central area of the Fire District. Rebuilt in 1998 Odometer Reading: 22,821 As of 12/31/2012 The Crew provides fire protection and emergency medical services to Downtown Menlo Park, Town of Atherton, Unincorporated Pockets, and other parts of Menlo Park. 33 EMERGENCY MEDICAL SERVICES Patient Care, Treatment and Transport The District strives to provide the highest level of quality emergency medical services to the citizens of Atherton, East Palo Alto and Menlo Park. Each fire apparatus dispatched to a medical aid call is staffed with at least one Paramedic and two Emergency Medical Technicians (EMTs) who maintain a high level of clinical competency by constantly training, by adhering to the approved San Mateo County Pre-Hospital Patient Care Protocols, Policies and Procedures and by adopting all safety standards applicable to patient care. Program Highlights Fire District responded to approximately 8, calls of which about 65% were medical in nature. The First Responders are highly skilled in providing Advanced Life Support to citizens suffering from sudden cardiac arrest, Stroke, Acute Myocardial Infarction, Respiratory Distress, Trauma and a wide variety of life threatening medical conditions. MPFD First Responders are skilled in recognizing and treating patients suffering from STEMI (ST Elevation Myocardial Infarction) and Stroke. This practice has dramatically reduced the time from onset of symptoms to treatment with interventional Cardiology. Other Neurological Trauma Pain Cardiac Behavioral Respiratory Gastrointestinal Toxicological OB/GYN 2012 Medical Aid Calls by Primary Impression Adult Patients To maintain a high level of clinical competency in the care of critically ill pediatric patients, the District s EMS Division was able to secure one time funds from the Fire District, to participate in a Pediatric Advanced Workshop at the Lucile Packard Children s Hospital Simulation Lab scheduled for next year. The MPFD EMS Division has trained paramedics to become AHA (American Heart Association) instructors. The District offers, in a quarterly schedule, recertification classes for ACLS (Advanced Life Support), PALS (Pediatric Advanced Life Support) and BLS (Basic Life Support). 29

35 TRAINING Skills Assessment The District s Training Division is committed to providing comprehensive training to the members of the Menlo Park Fire Protection District. The Division is designed to assist the men and women of the District in meeting the rapidly growing service demands and challenges associated with providing high quality fire and emergency response services to the community. Program Highlights Training Chief received Chief of the Year from the State of California. Completed Heavy Rescue exercise with Stanford Linear Accelerator Center. Participated in Urban Shied county wide disaster exercise. Raised ISO score seven points in training. Developed Strategic Training Plan for Rescue Site. Participated in the Statewide Golden Guardian Exercise with City of Menlo Park, East Palo Alto and Town of Atherton. Conducted probationary evaluations and testing of new hires. Delivered two Driver Operator 1A & 1B classes. Completed Driver 1 training for potential Engineers. 31
36 FLEET SERVICES Repaired, Reliable, and Responding Fleet Services is tasked with sustaining and servicing more than 50 vehicles (apparatus, SUVs, mid-size cars, truck rangers etc.) within the District. This includes vehicle registration, maintenance, monthly service check-ups, mileage tracking, vehicle breakdown support and additional services. Functioning out of Station #77 this team consists of 1 -Fleet Supervisor and 1 Fire Master Mechanic. Due to the continuous repetition and heavy use these vehicles face daily, the maintenance of a well functioning fleet ensures that reliability and safety are of primary importance to the Fire District and community. Program Highlights Designed, purchase materials and fabricate brackets with restraints to accommodate the 3 bundles of 2 ½ hose for all apparatus. Completed the installation of Kenwood MDT s in all apparatus. Completed all smog checks. Installation of all ipad mounts. All front line apparatus received a new Smart Dock Gen 2 SCBA bracket in the riders seat. Fleet Services & Repairs 32
37 URBAN SEARCH AND RESCUE Multi Hazard Response Menlo Park Fire Protection District is the proud sponsor of 1 of the 28 Urban Search and Rescue Teams in the Nation. CA-TF3 is a specially trained and equipped 80 person Urban Search and Rescue Task Force consisting of 21 participating agencies and 42 civilians. As of 2011 the total member count available to respond nationally and internationally is 199. This number is slightly up from last year. Program Facts: * Established: In 1991 by the Federal Emergency Management Agency and is now part of the National Response Plan. * Sponsors: Department of Homeland Security & Federal Emergency Management Agency. * Participating Agencies: 21 * Deployments: Hurricane Frances- August 2004, Hurricane Ivan- September 2004, Hurricane Dennis-July 2005, Hurricane Katrina-August 2005(twice), Hurricane Ernesto-August 2006, Greensburg Kansas Tornado- May 2007, Hurricane Gustav and Ike- August/ September * Mission Periods: 5-21 days * Requirement: self-sufficient for the first 72 hours of an operation and capable of sustaining a 21 day mission. 33
