4 Captain Benjamin Cooper, Commander, USCG Sector Delaware Bay Captain Cooper serves as the Commander of Coast Guard Sector Delaware Bay and Captain of the Port in Philadelphia, PA. He oversees 750 Active Duty, Reserve, and civilian personnel to execute the Coast Guard missions of marine safety, security, and environmental protection across a large portion of Pennsylvania and New Jersey, and all of Delaware out to 200 miles offshore. As the Sector Commander, he directs the safe mission execution of 20 Coast Guard units, including six Stations, seven seasonal Stations (small), two Aids to Navigation Teams, five cutters, as well as a Sector Field Office in Atlantic City, NJ, and Marine Safety Detachment in Lewes, DE. Previously, Captain Cooper served as the Deputy Sector Commander at Sector Delaware Bay. Prior to that, he was assigned to U.S. Coast Guard Headquarters in Washington, DC, where he served as the Deputy and later Chief of the Office of Budget Development for the Deputy Commandant for Operations (DCO-82). A native of Killingly, CT, he graduated with high honors from the U. S. Coast Guard Academy in New London, CT, with a Bachelor of Science degree in Management in He holds an MBA from the Tuck School of Business at Dartmouth College in Hanover, NH, and a master s degree in National Security and Strategic Studies from the Naval War College in Newport, RI. He is a graduate of FEMA s National Emergency Management Executive Academy. Mr. Dennis Rochford, Maritime Exchange for the Delaware River and Bay Dennis Rochford is President of the Maritime Exchange for the Delaware River and Bay, a non-profit trade association serving port businesses throughout Pennsylvania, New Jersey and Delaware. In addition to managing the association s staff and overseeing the development of the port community s automation network, Mr. Rochford represents the regional port community to government officials in Washington, D.C., Harrisburg, Pennsylvania, Trenton, New Jersey, and Dover, Delaware concerning a range of key issues critical to the success of the Delaware River regional port complex. He also serves on the board of directors for the Delaware Military Academy, New Castle County Chamber of Commerce, and World Trade Association of Philadelphia. Mr. Rochford is Chairman of the Delaware First Media board. He serves as a commission member on the Delaware Health Care Commission. Mr. Rochford is former Chairman of the New Castle County Chamber of Commerce Economic Development Council.

5 Captain James Wait, REV LNG Marine, LLC Captain James Wait is the co-founder of Pennsylvania based, REV LNG Marine LLC, a fully integrated LNG marine solutions provider specializing in the development of LNG bunkering services, infrastructure, and related supply chain consultancy services. In his role as Chief Executive and President, Captain Wait progresses a cooperative industry mandate serving towards placing essential elements of LNG marine value chains firmly in place while promoting common theme of safeguarding LNG s safety reputation into the future. Mr. Wait s responsibilities include oversight of corporate planning and product/services development as well as the effective integration of innovation, proven processes, and technologies into capital efficient and commercially feasible business models. Prior to the formation of REV LNG Marine, Captain Wait pursued a 25 year career at sea culminating in 15 years served as Master on board Liquefied Natural Gas carriers and petrochemical tankers engaged in global trade. After retirement from sea, Captain Wait amassed a track record of success in the challenging and dynamic world of marine salvage and emergency response for SMIT Salvage Americas. In his role as Salvage Master and Senior Project Manager to the Americas, Captain Wait managed the response to over 30 significant global marine casualties, was instrumental in the development of fully integrated national salvage responder networks, directed the development of ground-breaking LNG as a marine fuel emergency safety training and preparedness programs, and managed specialized LNG response resources for a consortium of oil and gas majors. Captain Wait is a 1985 graduate of the Massachusetts Maritime Academy and a working group member of the Society of Gas as a Marine Fuel (SGMF). LT Nicholas Woessner, USCG Sector Delaware Bay LT Nick Woessner is a Marine Inspector at Sector Delaware Bay, and is the lead Foreign Gas Carrier examiner in the port. Of note, he co-authored the U.S. Coast Guard s CG-521 Policy Letter Equivalency Determination Design Criteria for Natural Gas Fuel Systems which outlines a regulatory pathway for commercial vessels to use natural gas fuel systems while stationed at the Office of Design and Engineering Standards. Additionally, he conducted the first plan review of a LNG fuel tank installed on a U.S. flagged commercial vessel while stationed at the Marine Safety Center. An Ohio native, he graduated in 2006 from the U.S. Coast Guard Academy with a BS in Naval Architecture & Marine Engineering, and graduated in 2010 with master s degrees in Industrial Operations Engineering and Naval Architecture & Marine Engineering from the University of Michigan.

6 Mr. Andrew Levine, Stradley Ronon As co-chair of the firm's environmental practice group, Andy Levine is focused on cultivating and expanding the energy economy in the mid-atlantic region and beyond. Having started his career litigating multimedia enforcement cases against refineries, pipelines and solid waste companies, he was soon recruited by Waste Management to implement the very types of programs at issue in many of these cases. While at Waste Management, Andy oversaw landfill and transfer station expansions, permitting and compliance throughout the Eastern seaboard, and also developed the strategic landfill gas-toenergy program that formed the basis for his current energy practice in natural gas. As an experienced "deal architect," he regularly seeks out and uncovers issues and needs among parties to a negotiation in order to maximize his clients' opportunities to construct and operate energy and environmental infrastructure projects, obtain the best possible financing and tax treatment, and organize the most advantageous deal structure. He also finds the most advantageous means for environmental compliance and permitting, with a keen focus on the clients' business development plans, and most of all, the bottom line. Mr. Robert Kamb, ABS Group After graduation from Mass Maritime Academy with a BS in Marine Transportation, Bob spent 15 years sailing on LNG Carriers, with responsibility for the safe loading, carriage and discharge of 180 cargos totaling over 22 million cubic meters of LNG. Upon coming ashore in 2000, Bob began applying his knowledge of LNG marine operations as an independent consultant to major energy and shipping companies, including BG LNG, Sea River Maritime, National Grid, SPT Offshore, Excelerate Energy and many others. As Manager of LNG Services for ABS Group Consulting he currently provides LNG marine operations and technical advice for shipping and energy major offshore and shore based LNG projects. He is also working on comprehensive safety, operations, and risk management, training and regulatory compliance solutions for clients entering the small-scale and LNG fuel market. Bob s 4 decades of experience in the LNG marine industry have given him a strong grasp of the LNG business from the deck plates up which he uses to provide practical, relevant, real world training, knowledge and advice.

7 LCDR Dan McQuate, USCG Headquarters Cargo & Facilities Division Lieutenant Commander Dan McQuate currently serves as the Chief of the Facility Safety Branch in Coast Guard Headquarters Office of Port and Facility Compliance. In this role he is responsible for the development of doctrine, policy, and procedures used by 400 facility inspectors nationwide on over 3,750 waterfront facilities. His portfolio of responsibility includes facilities handling liquefied gases, oil, and packaged and liquid hazardous materials, the Coast Guard s National Container Inspection Program, and Certificate of Adequacy program. Lieutenant Commander McQuate, a native of Denver, PA, enlisted in the Coast Guard in 1999 and graduated from Officer Candidate School in Since receiving his commission he has supported the Coast Guard s strategic missions of Marine Safety, Port, Waterways and Coastal Security, and Marine Environmental Protection while assigned to units in Houma, LA, New Orleans, LA, and Paducah, KY. Prior to reporting to Coast Guard Headquarters in June 2016, Lieutenant Commander McQuate spent a year in the Coast Guard s Port Safety and Security Industry Training Program where he focused on the Liquefied Natural Gas industry while conducting internships with the Federal Energy Regulatory Commission, Cheniere LNG, Gas Technology Institute, and American Petroleum Institute. LCDR Marc Montemerlo, Chief of Inspection, USCG Sector Jacksonville Lieutenant Commander (LCDR) Montemerlo is a native of Old Saybrook, Connecticut and received his commission in the U.S. Coast Guard in 2001 after graduating from the Massachusetts Maritime Academy with a degree in Marine Engineering. LCDR Montemerlo has a Master of Science in Reliability Engineering, which he earned from the University of Maryland in LCDR Montemerlo currently serves as the Chief of the Inspections Division at Sector Jacksonville, FL, where he supervises 25 marine inspectors, who ensure domestic and foreign flagged vessel compliance with U.S. and International regulations. In addition, LCDR Montemerlo serves as Sector Jacksonville s Liquefied Natural Gas subject matter expert and project coordinator. His previous Coast Guard assignments include: Marine Inspector at Marine Safety Unit Savannah; Facility Branch Chief at Sector LA/LB where he oversaw the inspection of 68 Maritime Transportation Security Act regulated facilities; Staff Engineer at CG-ENG-1, the Human Element and Ship Design Division at Coast Guard Headquarters where he worked with the Bureau of Safety and Environmental Enforcement on safety and environmental management system regulations for vessels engaged in Outer Continental Shelf activities. During his tour at Coast Guard Headquarters, LCDR Montemerlo was nominated and served a member of the U.S. Delegation to the International Maritime Organization Marine Safety Committee, selected as a subject matter expert on the Formal Safety Assessment Experts Group.

8 Margaret Doyle, Eagle LNG Margaret Kaigh Doyle is the Senior Manager, Business Development, Marine for Eagle LNG Partners. Eagle LNG Partners is wholly owned by Ferus Natural Gas Fuels, a portfolio company of the Energy Minerals Group (EMG). Doyle has spent three decades working in the maritime and energy sectors and serves as an appointed member US Coast Guard Chemical Transportation Advisory Committee (CTAC) chairing its LNG Fuels Subcommittee. Margaret Doyle also participates on the U.S. Delegation to the International Maritime Organization (IMO) on LNG matters. A two-time recipient of the USCG Public Service Commendation, Doyle is a graduate of the U.S. Merchant Marine Academy at Kings Point and holds advanced degrees in Engineering from The George Washington and Pennsylvania State Universities. Captain Jason Smith, USCG Liquefied Gas National Center of Excellence Captain Jason Smith is the Detachment Chief for the U.S. Coast Guard s Liquefied Gas Carrier National Center of Expertise (LGC NCOE) located in Port Arthur, TX. Here he supervises a team of liquefied gas subject matter experts who provide technical advice to both the industry and the Coast Guard, and increase and maintain the Coast Guard's collective competency and capacity to professionally engage with the liquefied gas industry. Areas of specialty include vessels and facilities that transport or utilize liquefied gases. Previously, Captain Smith has held numerous field and staff assignments specializing in marine safety, coastal security, and environmental compliance. Prior to reporting to the LGC NCOE, Captain Smith was the Chief of Prevention at Sector Boston where he oversaw a 75 personnel department and two independent commands to ensure compliance with vessel and maritime facility regulatory standards, investigate marine casualty causal factors, and design and maintain the Marine Transportation System from the New Hampshire boarder to Plymouth, Massachusetts. Captain Smith s previous assignments include tours at Coast Guard Headquarters Directorate for Commercial Regulations and Standards where he worked as the US's liaison to the International Maritime Organization (IMO), and field assignments at the Marine Inspection Office Europe, Rotterdam; Detached Duty Office North Bend, Oregon; Marine Safety Office Puget Sound, Washington; and Marine Safety Detachment Bangor, Maine.

9 LT Jessica Galarza, USCG Liquefied Gas National Center of Excellence LT Jessica Galarza is a Marine Inspector currently assigned to the Liquefied Gas Carrier National Center of Expertise (LGC NCOE) located in Port Arthur, TX. She provides technical advice and guidance to Industry and other Coast Guard personnel concerning foreign and domestics liquefied gas carriers, LNG bunkering, LNG as fuel, and many more liquefied gas related matters. Prior to the LGC NCOE, LT Galarza was assigned to Sector Houston-Galveston, TX from as a Journeyman Marine Inspector, where she conducted over 300 Certificates of Compliance onboard foreign vessels, and more than 100 tank barge inspections. Following Officer Candidate School in 2010, LT Galarza reported to Sector New Orleans, LA as an Apprentice Marine Inspector, where she obtained all necessary qualifications to master her profession. LT Galarza joined the Coast Guard in 2007 thru the College Student Pre-Commissioning Initiative.

10 About The Venue Founded in 1960 as the Philadelphia Maritime Museum, Independence Seaport Museum is the region's primary repository of art, artifacts and archival materials documenting the diverse maritime history of the Greater Delaware Valley, and the history of the Port of Philadelphia and the other major urban ports of the Delaware River. The Museum was incorporated in 1961 and began serving the public with small exhibitions and through the assemblage of a library, archival materials and collections. In 1974 the Museum moved to larger quarters within the Independence Park Historic District. At the same time, the Museum opened the Workshop on the Water - a fully operational boat building facility used for display and teaching purposes - on Penn's Landing, which not only established a strong institutional waterfront presence, but also became an anchor attraction for the revitalization of the historic waterfront area. A new location on Penn's Landing became economically viable when the City of Philadelphia's Port of History building became available. A $15 million renovation and expansion on the building began in January 1994, and the new facility with increased exhibition, educational, library and storage/curatorial space and an incorporated Workshop on the Water opened to the public in July 1995, renamed as Independence Seaport Museum. In January 1996, the Museum assumed the responsibility for the Cruiser Olympia, Admiral Dewey's famed flagship during his victory at the Battle of Manila Bay in 1898, and the Submarine Becuna, both of which are National Historic Landmarks. Today, the Independence Seaport Museum is an anchor attraction on Penn's Landing, attracting visitors to experience both Philadelphia's heritage and current waterfront. The Museum educates area youth groups through interactive programs in its boat shop, presents changing exhibits in its galleries and hosts visiting ships and events year-round.
