2 Subj: GUIDANCE ON ISSUANCE OF ENDORSEMENTS AND APPROVAL OF TRAINING TO MEET THE 2010 AMENDMENTS TO THE INTERNATIONAL CONVENTION ON STANDARDS OF TRAINING, CERTIFICATION AND WATCHKEEPING FOR SEAFARERS, 1978, AS AMENDED (STCW) OCT 11, 2012 b. The Convention is not self-implementing; therefore, the United States, as a signatory to the STCW Convention, must initiate regulatory changes to ensure full implementation of the amendments to the STCW Convention and STCW Code. The U.S. implements these provisions under the Convention and under the authority of United States domestic laws in United States Code Title 46, and pursuant to 46 CFR, Chapter I, Subchapter B. c. The Coast Guard published a Supplemental Notice of Proposed Rulemaking (SNPRM) on August 1, 2011 (76 FR 45908), proposing changes to implement the STCW Convention and Code, to address the comments received from the public in response to the Notice of Proposed Rulemaking (NPRM) published on November 17, 2009 (74 FR 59354), and to incorporate the 2010 amendments to the STCW Convention that came into force on January 1, The public comment period for the SNPRM ended on September 30, The Coast Guard intends to publish a final rule to implement amendments to the STCW, including the 2010 amendments, and ensure that the U.S. is meeting its obligations under the Convention. d. Although full implementation of the amendments to the STCW necessitates national regulatory changes, the Coast Guard is promulgating this interim policy to implement mechanisms to lessen the port state control impact on U.S. vessels while operating abroad, until the Coast Guard publishes the final rule. Although the Coast Guard will not enforce these STCW requirements until the national regulations are revised, U.S. documented vessels subject to STCW are encouraged to implement these requirements to avoid any potential foreign port state control detentions. 4. DISCUSSION. a. The 2010 amendments to the STCW establish new endorsements, and revise other existing endorsements. Consistent with these changes, upon publication of this policy letter, the Coast Guard will begin issuing endorsements for the following: i. Able Seafarer-Deck (AS-D) ii. Able Seafarer-Engine (AS-E) b. These endorsements correspond to the domestic rating endorsements of Able Seaman and Qualified Member of the Engine Department (QMED). Qualification guidelines for these Able Seafarer endorsements are provided in parts I and II of Enclosure (1). c. The 2010 amendments to STCW also revise the requirements for endorsements for personnel serving on oil, chemical, and liquefied gas tank vessels. The Coast Guard will make changes to the verbiage of the STCW endorsements that are currently being issued, and expand the scope of mariners who may qualify for STCW endorsements for service on tank vessels. These changes are described in Enclosure (1), part III. 2

The 2010 amendments to STCW also establish mandatory competency requirements for chief mates, masters, and officers in charge of navigational watches who serve on vessels of 500 gross tons (GT) or more that are equipped with Electronic Chart Display Information Systems (ECDIS). These STCW requirements enter into full effect beginning on January 1, This policy provides for a limitation on the endorsements of mariners who have not met these competency requirements by the 2017 implementation date. e. In addition to the changes to endorsements described above, the Coast Guard will begin granting interim approval of certain training in anticipation of implementing additional provisions of the 2010 STCW amendments. The Coast Guard will consider granting interim approval to the following types of training: Able Seafarer-Deck; Able Seafarer-Engine; Leadership and Teamworking Skills; Leadership and Managerial Skills; Basic Training Renewal; Proficiency in Survival Craft Renewal; Proficiency in Fast Rescue Boats Renewal; Advanced Fire Fighting Renewal; Engine Room Resource Management; and Electronic Chart Display and Information System (ECDIS). f. Guidance on interim approval of training is provided in Enclosure (2), and guidance on training content is provided in Enclosure (3). 5. ACTION. a. All OCMIs and the National Maritime Center (NMC) shall be guided by the information in this policy letter. b. 5 Enclosure (1) to CG-CVC QUALIFICATION GUIDELINES FOR STCW ENDORSEMENTS I. ABLE SEAFARER-DECK (AS-D) 1. Mariners may be considered to have qualified for the endorsement as Able Seafarer-Deck (AS-D) if they: a. have served as able seaman, or as a rating forming part of a navigational watch (RFPNW) for a period of not less than 12 months within the 60 months prior to application for the endorsement; or b. hold an endorsement as Able Seaman-Any Waters, Unlimited or Able Seaman- Limited and also hold or qualify for STCW endorsements as: i. rating forming part of a navigational watch (RFPNW) (without a restriction to lookout duties only); and ii. proficiency in survival craft, PSC-limited, and rescue boats other than fast rescue boats (PSC). 2. Mariners who hold endorsements as able seaman other than Able Seaman-Any Waters, Unlimited or Able Seaman-Limited, may qualify for the endorsement if they hold or qualify for STCW endorsements as RFPNW without restriction to lookout duties only and PSC and provide the additional minimum service noted below: Domestic Able Seaman Endorsement Able Seaman-Any Waters, Unlimited Able Seaman-Limited Additional Sea Service for AS-D None None Able Seaman-Special 6 months 1 Able Seaman-Special (OSV) 12 months 2 Able Seaman-Sail 12 months 2 Able Seaman-Fishing Industry 12 months 2 1 Service may be reduced to 3 months if training has been completed as part of an approved training program. 2 Service may be reduced to 6 months if training has been completed as part of an approved training program. 3. 6 Enclosure (1) to CG-CVC II. ABLE SEAFARER-ENGINE (AS-E) 1. Mariners may be considered to have qualified for the endorsement as Able Seafarer- Engine (AS-E) if they: a. have served as any Qualified Member of the Engine Department (QMED) or as a rating forming part of an engineering watch (RFPEW) for a period of not less than 12 months within the 60 months prior to application for the endorsement; or b. hold or qualify for a QMED endorsement as engineman or deck engine mechanic and also hold or qualify for STCW endorsements as RFPEW. 2. 7 Enclosure (1) to CG-CVC III. TANK VESSEL ENDORSEMENTS 1. Beginning with the implementation of the 1995 amendments to the STCW, the Coast Guard has been issuing STCW endorsements for service on tank vessels to mariners who meet the requirements for the corresponding domestic tankerman endorsements. For the present, the Coast Guard will continue this policy, with the following minor changes described below. 2. To more closely align mariner s endorsements to the STCW, the Coast Guard will make changes to the verbiage of the STCW tank vessel endorsements noted in the table below. No changes will be made to the verbiage for domestic endorsements in 46 CFR Part 13, or the requirements for the domestic endorsements. 3. In addition, the Coast Guard will begin issuing STCW endorsements to mariners holding the domestic endorsements of Tankerman-PIC (Barge) and Tankerman-Engineer, subject to limitations that are consistent with the authority of the domestic endorsement. 4. 8 IV. ELECTRONIC CHART DISPLAY INFORMATION SYSTEMS (ECDIS) Enclosure (1) to CG-CVC 1. The 2010 amendments to the STCW have added competency requirements for mariners qualifying for STCW endorsements as chief mate and master and officer in charge of a navigational watch (OICNW). These requirements will take effect on January 1, Mariners who do not meet the competency standards for ECDIS by that date will not be qualified to work on a vessel equipped with ECDIS and will have a limitation placed on their STCW endorsement indicating that the endorsement is not valid on vessels equipped with ECDIS. 2. Mariners may meet the competency standards for ECDIS by completing a Coast Guard approved or accepted course. There is no time limit on when the course must be completed, and courses approved prior to the 2010 amendments and this policy will meet this requirement. 3. Mariners who are issued STCW endorsements as chief mate, master, or OICNW pursuant to STCW Regulations II/1, II/2, or II/3 who have not provided evidence of completion of an approved or accepted ECDIS course should have the following limitation placed on their STCW endorsement(s): Not valid for service on ECDIS equipped vessels after December 31, The ECDIS limitation may be removed at any time by presenting evidence of completion of an approved or accepted ECDIS course. 4

9 INTERIM APPROVAL OF COURSES TO MEET THE 2010 AMENDMENTS TO STCW Enclosure (2) to CG-CVC 1. The Coast Guard will consider granting interim approvals to training that is intended to meet portions of the 2010 amendments to STCW. The Coast Guard recognizes that training providers will need time to develop and obtain approval for their training to meet the new requirements. Therefore the Coast Guard will consider interim approval of the following training: a. Able Seafarer-Deck (AS-D). The Coast Guard will consider granting interim approval of training programs that qualify mariners for endorsements as AS-D. Programs should include shipboard training and have training relevant to the competency standards in Table A-II/5 of the STCW Code, and, have appropriate assessments of competence to determine if the trainee has achieved those standards. b. Able Seafarer-Engine (AS-E). The Coast Guard will consider granting interim approval of training programs that qualify mariners for endorsements as AS-E. Programs should include shipboard training and have training relevant to the competency standards in Table A-III/5 of the STCW Code, and, have appropriate assessments of competence to determine if the trainee has achieved those standards. c. Leadership and Teamworking Skills. The 2010 amendments add a competency requirement for application of leadership and teamworking skills for endorsements as officer in charge of a navigational watch (OICNW) and officer in charge of an engineering watch (OICEW). The Coast Guard is not requiring mariners to meet this competency requirement at this time, but will grant an interim approval to courses in anticipation of future rulemaking. This course may be added as a supplement to a Bridge Resource Management or Engine Room Resource Management course. d. Leadership and Managerial Skills. The 2010 amendments add a competency requirement for use of leadership and managerial skill for endorsements as chief mate and master, and, chief engineer officer and second engineer officer. The Coast Guard is not requiring mariners to meet this competency requirement at this time, but will grant an interim approval to courses in anticipation of future rulemaking. e. Engine Room Resource Management. The 2010 amendments add knowledge, understanding, and proficiency (KUP) requirements related to engine room resource management for STCW engineer officer endorsements. The Coast Guard is not requiring mariners to meet this competency requirement at this time, but will grant an interim approval to courses in anticipation of future rulemaking. f. Basic Training Renewal. A notable provision of the 2010 amendments to STCW is a requirement for all mariners to re-validate certain portions of basic training through assessments of competence conducted in approved training ashore. Guidance on the specific competencies that must be demonstrated in refresher training ashore is provided in Enclosure (3). The Coast Guard is not requiring mariners to meet this competency 1

10 Enclosure (2) to CG-CVC requirement at this time, but will grant an interim approval to courses in anticipation of future rulemaking. g. Proficiency in Survival Craft Renewal. Also notable in the 2010 amendments to STCW is a requirement for all mariners to re-validate certain competencies related to proficiency in survival craft training through assessments of competence conducted in approved training ashore. Guidance on the specific competencies that must be demonstrated in refresher training ashore is provided in Enclosure (3). The Coast Guard is not requiring mariners to meet this requirement at this time, but will grant an interim approval to courses in anticipation of future rulemaking. The Coast Guard will consider approval of renewal courses both with and without lifeboats. h. Proficiency in Fast Rescue Boats Renewal. The 2010 amendments to STCW also include a requirement for all mariners to re-validate certain competencies related to proficiency in fast rescue boats training through assessments of competence conducted in approved training ashore. Guidance on the specific competencies that must be demonstrated in refresher training ashore is provided in Enclosure (3). The Coast Guard is not requiring mariners to meet this requirement at this time, but will grant an interim approval to courses in anticipation of future rulemaking. i. Advanced Fire Fighting Renewal. The 2010 amendments to STCW also include a requirement for all mariners to re-validate certain competencies related to advanced fire fighting training through assessments of competence conducted in approved training ashore. Guidance on the specific competencies that must be demonstrated in refresher training ashore is provided in Enclosure (3). The Coast Guard is not requiring mariners to meet this requirement at this time, but will grant an interim approval to courses in anticipation of future rulemaking. j. Electronic Chart Display and Information System (ECDIS). As noted in Enclosure (1), the 2010 amendments to STCW have added competency requirements for ECDIS for chief mates, masters and officers in charge of a navigational watch on vessels of 500 gross tons (GT) or more. These competency requirements take effect for all mariners on January 1, On and after that date, deck officers on vessels of 500 GT or more that are equipped with ECDIS must have met the competency requirements. The Coast Guard has been approving ECDIS courses for several years in anticipation of a future requirement for ECDIS training, and will continue to do so. Previously approved courses will be accepted to meet any new requirements. Mariners who have completed Coast Guard approved or accepted ECDIS courses in the past will not need to take additional training. 2. Courses should be documented and submitted to the Coast Guard as described in Navigation and Vessel Inspection Circular (NVIC) 5-95, Guidelines for Organizations Offering Coast Guard Approved Courses, with one exception. Instead of submitting to a Regional Examination Center as specified in NVIC 5-95, courses should be submitted to the National Maritime Center at the following address: U. S. 11 100 Forbes Drive Martinsburg, WV Alternatively, courses may be submitted by to Enclosure (2) to CG-CVC 3. Duration of course approvals will be as specified in 46 CFR ; two years for a new or original course approval, and five years for renewal of a previous course approval. 4. In addition to approval of new training, the Coast Guard will consider revisions to existing approved training to meet the STCW provisions above. If acceptable, the approvals granted to existing courses will be amended to include any additional portions of STCW they will satisfy. For example, the approval of an existing Bridge Resource Management course may be amended to note that mariners who successfully complete the course will be considered to have demonstrated the competency, application of leadership and teamworking skills, for an STCW endorsement as officer in charge of a navigational watch. When an already approved course is modified to include new provisions of the STCW, the course expiration will remain as stated in the current approval for the course. 5. The Coast Guard will grant interim approval to a course meeting the training content guidelines described in Enclosure (3). The course will be subject to re-evaluation when relevant regulations are published. In the event the interim approved course is found to need revision in order to meet new regulations or policy, the training provider will be provided a reasonable period in which to make the needed revisions. The interim approval will remain in effect during this period. 6. Mariners who complete a course holding an interim approval will not be required to repeat or supplement their training, even if the course is subsequently revised as described in paragraph 5, above. 3

12 Enclosure (3) to CG-CVC COURSE APPROVAL GUIDELINES The Coast Guard will grant interim approval to the courses listed below that are intended to meet the guidelines below and relevant portions of the 2010 amendments to the STCW. Instructors for any of the courses below should have either experience, and/or training, in effective instructional and assessment techniques. TRAINING Able Seafarer-Deck Program Able Seafarer- Engine Program COURSE CONTENT The training should include sufficient training and practical assessments to ensure that the student has successfully achieved the level of competency and knowledge, understanding and proficiency specified in Table A-II/5 of the STCW Code. Mariners must have qualified for an RFPNW endorsement without restriction to lookout duties only prior to start of the program. For interim approvals, assessments need not be fully detailed; simple checklists of tasks to be performed may be acceptable until national guidelines are published. The training should include sufficient training and practical assessments to ensure that the student has successfully achieved the level of competency and knowledge, understanding and proficiency specified in Table A- III/5 of the STCW Code. Mariners must have qualified for an RFPEW endorsement without restriction to lookout duties only prior to start of the program. For interim approvals, assessments need not be fully detailed, simple RECOMMENDED DURATION Training program that includes not less than 12 months if the trainee does not hold an Able Seaman endorsement. Training program that includes not less than 6 months if the trainee does not hold a QMED endorsement. INSTRUCTOR QUALIFICATIONS At least one year of experience as OICNW on vessels of 200 GRT/500 GT or more. At least one year of experience as OICEW on vessels of at least 3,000 kw / 4,000 HP with a manned engine room. Instructors should hold credentials for and have experience in all propulsion modes and/or systems for which they will instruct. APPROVAL VERBIAGE Anyone successfully completing your Able Seafarer-Deck Program will satisfy the service, training, and assessment requirements for an STCW endorsement as Able Seafarer-Deck. This approval may be modified based on the amount of sea service and shipboard training provided, and the scope of the assessments included in the program. Anyone successfully completing your Able Seafarer-Engine Program will satisfy the service, training, and assessment requirements for an STCW endorsement as Able Seafarer-Engine. 13 TRAINING Leadership and Teamworking Skills COURSE CONTENT checklists of tasks to be performed may be acceptable until national guidelines are published. The course should include sufficient training and written and practical assessments to ensure that the student has successfully achieved the level of competency and knowledge, understanding and proficiency specified in Tables A-II/1 and A-III/1 of the STCW Code. RECOMMENDED DURATION 8 hours* * with a prerequisite of completion of Bridge or Engine Room Resource Management course INSTRUCTOR QUALIFICATIONS At least one year of experience as OICNW, on vessels of at least 200 GRT / 500 GT; at least one year of experience as OICEW on vessels of at least 3,000 kw / 4,000 HP with a manned engine room; or equivalent military experience. Enclosure (3) to CG-CVC APPROVAL VERBIAGE Anyone successfully completing your 8-hour Leadership and Teamworking Skills course will be considered to have demonstrated the competency Application of leadership and teamworking skills in Tables A-II/1 or A-III/1 of the STCW Code. Leadership and Managerial Skills The course should include sufficient training and written and practical assessments to ensure that the student has successfully achieved the level of competency and knowledge, understanding and proficiency specified in Tables A-II/2 and A-III/2 of the STCW Code. 40 hours Instructors should have one of the following: 1. At least one year of experience as Master on vessels of at least 200 GRT / 500 GT or experience as Commanding Officer on comparable military vessels at a rank of O-4 or greater; 2. At least one year as Chief Engineer on vessels of at least 3,000 kw / 4,000 HP with a manned engine room; or 3. Experience at the operational or and management level on commercial vessels and a graduate degree in management or a related area. Anyone successfully completing your 40-hour Leadership and Managerial Skills course will be considered to have demonstrated the following competencies: 1. Application of leadership and teamworking skills in Tables A-II/1 or A- III/1 of the STCW Code; and 2. Use of leadership and managerial skills in Tables A-II/2 or A-III/2 of the STCW Code. 2

14 TRAINING Basic Training Renewal COURSE CONTENT The course should have sufficient written and practical assessments to ensure that the student has maintained competency for the following: Personal survival techniques (i) Don and use an immersion suit; (ii) Safely jumping from a height into the water; (iii) Righting an inverted liferaft while wearing a lifejacket; (iv) Swimming while wearing a lifejacket; and (v) Keeping afloat w/o a lifejacket. Fire prevention and firefighting: (i) Using various types of portable fire extinguishers; (ii) Extinguishing smaller fires, e.g., electrical fires, oil fires, and propane fires; (iii) Extinguishing extensive fires with water, using jet and spray nozzles; (iv) Extinguishing fires with foam, powder, or any other suitable chemical agent; (v) Fighting fire in smoke-filled enclosed spaces wearing selfcontained breathing apparatus; (vi) Extinguishing fire with water fog or any other suitable firefighting agent in an accommodation room or simulated engineroom with fire and heavy smoke; and (vii) Extinguishing oil fire with fog applicator and spray nozzles, dry chemical powder, or foam applicators. RECOMMENDED DURATION 16 hours* * A course intended for mariners who cannot provide evidence of one year of sea service within the last five years will need to cover all Basic Training competencies and should be of greater duration. INSTRUCTOR QUALIFICATIONS For personal survival techniques lessons and assessments: At least one year of shipboard experience as a deck officer on vessels of at least 200 GRT / 500 GT or other shipboard experience in a capacity with responsibility for operation, testing, and maintenance of survival equipment, conducting of abandon ship drills; and the training of passengers and/or crew in lifesaving equipment and procedures. Equivalent military experience in a deck rating of Boatswain s Mate or a Survival Swimmer is also acceptable. For fire fighting lessons and assessments: At least one year of experience as a deck or engineering officer on vessels of at least 200 GRT/500 GT; or equivalent military damage control experience, or experience as a professional fire fighter. Enclosure (3) to CG-CVC APPROVAL VERBIAGE Anyone successfully completing your 16-hour Basic Training Renewal course will be considered to have maintained competency in STCW Basic Training, provided that they also present evidence of one year of sea service within the last five years. 3

15 TRAINING Proficiency in Survival Craft Renewal COURSE CONTENT The course should include the same practical assessments as an original Proficiency in Survival Craft course. RECOMMENDED INSTRUCTOR DURATION QUALIFICATIONS 16 hours Hold endorsements as Lifeboatman and Proficiency in Survival Craft and have experience as a deck or engine officer on vessels equipped with lifeboats with designated duties as the person in charge of a lifeboat. Enclosure (3) to CG-CVC APPROVAL VERBIAGE Anyone successfully completing your 16-hour Proficiency in Survival Craft Renewal course will be considered to have maintained competency for proficiency in survival craft other than fast rescue boats. Proficiency in Survival Craft (Restricted) Renewal The course should include the same practical assessments as an original Proficiency in Survival Craft (Restricted) course. 8 hours Hold endorsements as Lifeboatman and Proficiency in Survival Craft (restricted or unrestricted) and have experience as deck or engine officer with designated duties as the person in charge of a survival craft. Anyone successfully completing your 8-hour Proficiency in Survival Craft (Restricted) Renewal course will be considered to have maintained competency for proficiency in survival craft other than fast rescue boats and lifeboats. Proficiency in Fast Rescue Boats Renewal The course should include the same practical assessments as an original Proficiency in Fast Rescue Boats course. 16 hours Experience on vessels of at least 200 GRT / 500 GT with designated duties as the person in charge of fast rescue boat operations; or equivalent military or other fast rescue boat experience. Anyone successfully completing your 16-hour Proficiency in Fast Rescue Boats Renewal course will be considered to have maintained competency for proficiency in survival craft other than fast rescue boats. 4

16 TRAINING Advanced Fire Fighting Renewal COURSE CONTENT The course should have sufficient written and practical assessments to ensure that the student has maintained competency for the following: 1. Control firefighting operations aboard ships: (i) Use of water for fireextinguishing, the effect on ship stability, precautions and corrective procedures; and (ii) Firefighting involving dangerous goods; and 2. Organize and train fire parties; 3. Inspect and service firedetection and extinguishing systems and equipment; (i) Fire detection. Firedetection systems; fixed fireextinguishing systems; portable and mobile fireextinguishing equipment, including appliances, pumps and rescue, salvage; lifesupport; personal protective and communication equipment; and 4. Investigate and compile reports on incidents involving fire. RECOMMENDED DURATION 16 hours* * A course intended for mariners who cannot provide evidence of one year of sea service within the last five years will need to cover all Advanced Fire Fighting competencies and should be of greater duration. INSTRUCTOR QUALIFICATIONS At least one year of experience as a deck or engineering officer on vessels of at least 200 GRT/500 GT; or equivalent military damage control experience; or experience as a professional fire fighter. Enclosure (3) to CG-CVC APPROVAL VERBIAGE Anyone successfully completing your 16-hour Advanced Fire Fighting Renewal course will be considered to have maintained competency for advanced fire fighting provided that they also present evidence of one year of sea service within the last five years. 5

17 TRAINING Engine Room Resource Management COURSE CONTENT The course should include sufficient training and written and practical assessments to ensure that the student has successfully achieved the level of competency and knowledge, understanding and proficiency specified in Table A-III/1 of the STCW Code. RECOMMENDED INSTRUCTOR DURATION QUALIFICATIONS 40 hours At least one year of experience as a Chief Engineer or First Assistant Engineer on vessels of at least 3,000 kw / 4,000 HP with a manned engine room. Enclosure (3) to CG-CVC APPROVAL VERBIAGE Anyone successfully completing your 40-hour Engine Room Resource Management course will be considered to have demonstrated the knowledge, understanding, and proficiency Engineroom resource management in Table A-III/1 of the STCW Code. Electronic Chart Display Information Systems (ECDIS) Course curriculum should be substantially similar to I.M.O. Model Course No. 1.27, Operational Use of Electronic Chart Display and Information Systems (ECDIS). The course should include sufficient written and practical assessments to ensure that the student has successfully achieved the level of competency and knowledge, understanding and proficiency specified in Tables A-II/1 and A- II/2 of the STCW Code. 40 hours Operational experience using ECDIS as the OICNW on vessels of at least 200 GRT and or 500 GT, or equivalent military experience. Anyone successfully completing your 40- hour Electronic Chart Display and Information Systems (ECDIS) course will be considered to have demonstrated the following competencies: 1. Use of ECDIS to maintain the safety of navigation in Table A-II/1 of the STCW Code; and 2. Maintain the safety of navigation through the use of ECDIS and associated navigation systems to assist command decision making in Table A-II/2 of the STCW Code. 6
