5 Orchard Park Fire Company STANDARD OPERATING GUIDELINES DEFINITION STANDARD: ANY RULE, PRINCIPLE, OR MEASURE ESTABUSHED BY AUTHORITY. STANDARDS HAVE THE FORCE OF LAW WHEN THEY ARE SPECIFICALLY ADOPTED BY A JURISDICTION OR REFERENCED AS MANDATORY BY A REGULATION OF A GOVERNING BODY. OPERATION: AN AG OR INSTANCE, PROCESS, OR MANNER OF FUNCTIONING OR OPERATING. A PROCESS OF A PRACTICAL OR MECHANICAL NATURE IN SOME FORM OF WORK OR PRODUCTION. GUIDE: AN INSTRUMENT THAT PROVIDES DIRECTION OR GUIDING INFORMATION. DOES NOT HAVE THE FORCE OF LAW, BUT MAY BE CONSIDERED PART OF WHAT IS REASONABLE IN A CASE OF NEGLIGENCE WHEN DETERMINING THE STANDARD OF SERVICE. Chapter 1, Page 3

8 p Orchard Park Fire Co~~ mpany NATIONAL INCIDENT MANAGEMENT SYSTEM (NIMS) PURPOSE: THE ORCHARD PARK FIRE DISTRICT WILL USE THE INCIDENT COMMAND SYSTEM (ICS) FOR ALL MAJOR EMERGENCYS FUNCTION: THE INCIDENT COMMAND SYSTEM IS A STANDARDIZED MANAGEMENT TOOL USED IN THE MITIGATION OF LARGE AND SMALL EMERGENCY SITUATIONS AS WELL AS PLANNED EVENTS. FEATURES: COMMON TERMINOLOGY MODULAR ORGANIZATION- DEVELOPS FROM THE TOP DOWN BASED ON SIZE AND COMPLEXITY OF INCIDENT. CREATES AN INCIDENT ACTION PLAN (lap). MANAGEMENT OF OBJECTIVES. ESTABLISHES A CHAIN OF COMMAND. UNIFIED COMMAND BETWEEN DIFFERENT AGENCIES. MANAGEABLE SPAN OF CONTROL. RESOURCE MANAGEMENT OF EQUIPMENT, SUPPLIES, AND MANPOWER. INFORMATION AND INTELLIGENCE MANAGEMENT. INTEGRATED COMMUNICATIONS. TRANSFER OF COMMAND. ACCOUNTABILITY. DEPLOYMENT. PUBLIC INFORMATION. CONCLUSSION AND CLOSING OF AN INCIDENT. Chapter 1, Page 6

9 Orchard Park Fire Company RADIO PROCEDURE PURPOSE: TO DEFINE APPROPRIATE RADIO RESPONSE PROCEDURES FOR FIREFIGHTERS. TASK: TO UNIFORMALIJY COMMUNICATE RADIO TRANSMISSIONS. Orchard Park Fire District 400MHZ Channel Assignments Description Orchard Park Fl this is a repeated channeland as a result can be heard from a great distance. The primary use of this channel shall be for, initial dispatch, initial call response acknowledgement (FIRE & EMS), on location update (FIRE & EMS), hospital destination and return to service. Other than these instances, Fl should then remain clear for Dispatch, Chief Officer or (OIC) Officer in Charge Updates only. Orchard Park (TAC) -Talk around Channel, same as Fl however not repeated. This should be utilized once on location of major calls by Command and or Officers in charge (OIC) (TAC) takes radio off of repeater. (TAC) can be used as the initial tactical channel and expanded per the (OIC). Orchard Park F2-should be used as the primary fire ground tactical operations channel including, interior/roof/ventilation or as deemed appropriate by the (OIC). monitor and communicate with operations via F2. (OIC) will whenever possible Orchard Park F3 is to be used as the EMS Channel during working structure fires, multiple unit response or general conversations such as EMS deployment communications, including response updates and coordination. The (OlC) should monitor this channel for status updates. Other than initial response EMS should utilize F3 as much as possible. Chapter 1, Page 7

10 Orchard Park F4-~5 to be used by Fire Police during working structure fires, motor vehicte accidents, road closures, or multiple unit response. Fire police shall remain off of Fl, TAC, F2 and F3 unless otherwise directed by the OIC or apparent life safety issue. The (OIC) will monitor this channel for status updates. DISPATCH - CHANNEL 1 FREQUENCY - INCIDENT COMMAND INFORMATION CALL AS DESCRIBED BY FIRE CONTROL. CALL IN STANDING BY. CALL IN RESPONDING WITH APPROPRIATE APPARATUS NUMBER. CALL IN WHEN ON LOCATION. INCIDENT COMMAND AND OFFICERS SHOULD LIMIT USE OF THIS CHANNEL WHENEVER POSSIBLE. EMERGENCY BROADCASTS - IF A MAYDAY IS GIVEN, RADIO SILENCE WILL BE MANDATORY. COMMUNICATION WITH DISPATCH TO REQUEST MORE RESOURCES. COMMUNICATION WITH DISPATCH TO REPORT PROGRESS. COMMUNICATION WITH DISPATCH TO LOG MILEAGE OR DOCUMENT ANY TRANSMISSIONS. WORKING - CHANNEL 2 AND/OR CHANNEL 3 FREQUENCY OPERATIONS COMMUNICATION WITH INCIDENT COMMAND. WORKING CHANNELS. ASSIGNMENTS AND ORDERS FROM INCIDENT COMMAND. SAFETY CHANNELS - TO REPORT ANY UNSAFE CONDITIONS. IF A MAYDAY IS GIVEN, RADIO SILENCE WILL BE MANDATORY. Chapter 1, Page 8

11 FIRE POLICE - CHANNEL 4 FREQUENCY SCENE SAFETY COMMUNICATION WITH INCIDENT COMMAND. WORKING CHANNEL TO CONTROL TRAFFIC. FIRE POLICE SHOULD ASK INCIDENT COMMAND TO SWITCH TO FIRE POLICE FREQUENCY WHEN COMMUNICATION IS NECESSARY. PROPER COMMANDS AND LANGUAGE CONTACT DISPATCH AND IDENTIFY YOURSELF, WAIT FOR A RESPONSE AND THEN CONTINUE WITH YOUR MESSAGE. COMMUNICATE WITH COMMON AND CLEAR WORDS. NO1OCODES. ORDER OF COMMUNICATION WHO YOU ARE CALLING, FOLLOWED BY WHO YOU ARE, FOLLOWED BY MESSAGE. (EXAMPLE Op -9, Op -i, WE ARE ON LOCATION,) RECEIVING MESSAGES RESPOND WITH YOUR CALL SIGN, COPIES, AND REPEAT MESSAGE WHEN NECESSARY. BE CLEAR AND CONCISE. Chapter 1, Page 8A

12 e. Retreat to an area of safety f. Horizontal positioning maximize the audible affects of the PASS device, try not to trap the pass device between your body and the floor or wall g. Flashlight/tapping position flashlight toward the ceiling and/or continue rotating the beam side to side, create tapping noises by hitting a tool against wall, floor or hard surface. COMMAND RESPONSIBILITIES: a. Acknowledge the MAYDAY transmission b. Record the LUNAR information as provided c. Announce MAYDAY on the fire ground channel and advise all units to maintain radio silence d. Advise Orchard Park Fire Control of the MAYDAY request additional resources if needed. Advise all units on the incident to switch to Fire Ground Channel 3. Only mission essential units should remain on the MAYDAY channel; Command, RIT, and other advised by the incident Commander. e. Deploy the RITto given or last known location. f. Evacuate building if conditions warrant (see h). g. Conduct a PAR on the new Fire Ground Channel 3. h. Do not abandon firefighting positions if crews are not in jeopardy and they must not freelance to rescue others. Control of the fire is critical to firefighter survival and rescue. i. Request additional resources as needed/required: -Special/tactical rescue teams -EMS resources PAGE SB

13 3 Orchard Park Fire Company MAYDAY EMERGENCY FUNCTION: A procedure to be used when calling for assistance, and notify all personnel on the emergency scene, that a trapped or distressed firefighter (s) situation exists. PROCEDURE: FIREFIGHTER RESPONSIBILITIES: ~Th Transmit over fire ground channel; MAYDAY, MAYDAY, MAYDAY, Firefighter must be prepared to provide the following information to the Incident Commander (LUNAR) a. Location or last known (i.e., floor/basement/wing) b. Unit number (i.e., Engine Orchard Park 1) c. Name (s) (i.e., F/F 1078) d. Assignment (given by command)(i.e., checking for extension) e. Resources needed (i.e., ceiling fell, need manpower) i.e., Firefighter: Mayday, Mayday, Mayday. This is firefighter John Jones 1078 with Orchard Park 1. I have fallen through thefloor into the basement and I can t find the way out, I am not trapped but I think my leg is broken. I am running low on air. Tactical recommendations for distressed firefighter (s): a. Activate PASS alarm b. Crews shall remain intact c. Search for an Exit d. Attempt to follow a hose/life line to safety PAGE 8A

14 Orchard Park Fire Company VEHICLE RESPONSE PURPOSE: TO DEFINE APPROPRIATE VEHICLE RESPONSE PROCEDURES FOR FIREFIGHTERS. TASK: TO RESPOND SAFELY TO ALL INCIDENTS. VEHICLE FIRE COMPANY APPARATUS ALL VEHICLES WILL BE DRIVEN WITH DUE REGARD. WHEN REPONDING IN EMERGENCY MODE (LIGHTS AND SIRENS), ALL VEHICLES WILL COME TO A COMPLETE STOP AT RED LIGHTS AND STOP SIGNS UNTIL ALL TRAFFIC IS CLEAR. ALL PERSONNEL WILL BE SEATBELTED WHILE APPARATUS IS IN MOTION. EMERGENCY LIGHTS SHALL BE LEFT ON AFTER ARRIVING ON LOCATION UNLESS OTHERWISE DIRECTED BY INCIDENT COMMAND. NON DISTRICT PERSONNEL ARE PROHIBITED FROM RIDING ON APPARATUS UNLESS DIRECTED BY INCIDENT COMMANDER. IF NEED BE, APPARATUS WILL BE ADVISED TO RESPOND IN A COLD MODE (NO LIGHTS OR SIRENS) BY INCIDENT COMMAND OR WHEN APPROPRIATE PER SOG S. ALL VEHICLES SHOULD PARK ON SAME SIDE OF ROAD UNLESS DIRECTED OTHERWISE. Chapter 1, Page 9

15 FIREFIGHTERS SHOULD USE CAUTION WHEN EXITING APPARATUS ON ROADSIDES. ANSI VESTS SHOULD BE WORN ON ALL ROAD INCIDENTS UNLESS IT BECOMES A HAZARD TO DO SO. ALL DISTRICT APPARATUS WILL HAVE A BACKUP SPOTTER WHEN BACKING VEHICLE. IF NO SPOTTER IS AVAILABLE, DRIVER MUST EXIT VEHICLE AND PREFORM A 360 TO CHECK FOR POSSIBLE HAZARDS OR SAFETY ISSUES. PERSONAL VEHICLES- FIREFIGHTERS DRIVING PERSONAL VEHICLES ENROUTE TO CALLS SHOULD RESPOND TO APPROPRIATE STATION TO APPROPRIATLY CREW APPARATUS. FIREFIGHTERS SHOULD OBAY ALL TRAFFIC LAWS WHILE RESPONDING. USE OF A BLUE LIGHT IS CONSIDERED A CORTESY ONLY. IT GIVES YOU NO MORE RIGHTS THAN ANY OTHER VEHICLE ON THE ROAD. AT NO TIME SHOULD A PERSONAL VEHICLE RESPOND TO OR STOP ON THE ROUTE 219 EXPRESSWAY. (EXCEPTION- CHIEFS VEHICLES) IF A FIREFIGHTER ARRIVES ON LOCATION OF A CALL AS A PASSERBY OR IN PROXIMITY OF A CALL, THEY SHOULD SAFELY MITIGATE WHAT THEY CAN UNTIL OTHER UNITS ARRIVE. AT THATTIMETHEY SHOULD RESPOND TO THE HALL OR DON APPROPRIATE P.P.E.. FIREFIGHTERS SHOULD ONLY STOP IF THEY WILL BE ARRIVING FIRST ON A SCENE, OR CAN HELP MITIGATE AN EMERGENCY WITH THEIR PRESSENCE. 16 Orchard Park Fire Company PERSONAL PROTECTIVE EQUIPMENT (PPE) PURPOSE: TO DEFINE THE PROCEDURES FOR USE OF P.P.E. FIREFIGHTING GEAR: BUNKER GEAR USE OF HELMET, NOMEX HOOD, COAT, PANTS, BOOTS, GLOVES, AND SCBA WILL BE USED DURING ALL FIREFIGHTING OPERATIONS UNLESS OTHERWISE DIRECTED BY INCIDENT COMMANDER. USE OF HELMET, COAT, PANTS, GLOVES AND EYE PROTECTION WILL BE USED IN ALL EMERGENCY SITUATIONS OTHER THAN FIRE, UNLESS OTHERWISE INSTRUCTED BY THE INCIDENT COMMANDER. ANSI REFLECTIVE VEST WILL BE WORN IN ALL SITUATIONS WHERE WORK IS PREFORMED ON OR NEAR ROADWAYS UNLESS VEST BECOMES A PERSONAL HAZARD. ALL GEAR WILL BE INSPECTED AT THE 1ST FIRE DRILL OF THE YEAR. WORK DUTY UNIFORM: BDU s (CLASS B UNIFORM) BDU s MAY BE USED IN PLACE OF FIREFIGHTING GEAR IN SUCH CASES AS TECHNICAL RESCUES, ROPE RESCUE, CONFINED SPACE RESCUE, AND TRAINING SCENARIOS WHERE APPROPRIATE. USE OF HELMET, GLOVES, EYE PROTECTION, AND PROPER BOOTS WILL BE USED WITH BDU s DURING THIS TYPE OF WORK. Chapter 1, Page 11

17 AT ALL TIMES THE INCIDENT COMMANDER HAS THE RIGHTTO ENFORCE WHAT PROTECTIVE GEAR SHALL BE WORN. ANSI REFLECTIVE VEST WILL BE WORN IN ALL SITUATIONS WHERE WORK IS PREFORMED ON OR NEAR ROADWAYS UNLESS VEST BECOMES A PERSONAL HAZARD. BDU s WILL BE WORN FOR ALL STANDBYS, PUBLIC APPEARENCES, FIRE PREVENTION DUTIES, OR ANY TIME THE INCIDENT COMMANDER DEEMS NECESSARY. IT IS SUGGESTED THAT FIREFIGHTERS WEAR BDU s WHILE ATTENDING TRAINING CLASSES. IT IS SUGGESTED THAT FIREFIGHTERS WEAR BDU s WHILE ATTENDING DRILLS. BDU s WILL BE INSPECTED AT 1ST FIRE DRILL OF THE YEAR. FULL DRESS UNIFORM: PARADE UNIFORM (CLASS A) FIREFIGHTERS UNIFORM CONSISTS OF NAVY DRESS COAT AND PANTS, WHITE COLLARED SHIRT, NAVY BLUE TIE, WHITE GLOVES, DRESS HAT, NAVY SOCKS, AND DRESS SHOES POLISHED. CHIEF OFFICERS UNIFORM SAME AS FIREFIGHTERS EXCEPT WITH GOLD TRIM ON HAT AND COAT. TO BE WORN DURING ALL PARADES. TO BE WORN TO FIREFIGHTER FUNERALS OR MEMORIAL SERVICES. TO BE WORN BY ORDER OF THE CHIEF OR PRESIDENT FOR ANY OCCASION DEEMED NECESSARY. Chapter 1, Page 12

18 Orchard Park Fire Company SELF CONTAINED BREATHING APPARATUS PURPOSE: TO DEFINE THE PROCEDURES FOR USE OF S.C.B.A. s TRAINING STANDARDS: ALL SCBA QUALIFIED FIREFIGHTERS MUST PASS A QUARTERLY STANDARDS TEST. FIREFIGHTERS MUST BE AWARE OF ALL PARTS OF SELF CONTAINED BREATHING APPARATUS. FIREFIGHTERS WILL BE AWARE OF PROPER MAINTENANCE OF SCBA s NO FACIAL HAIR TOUCHING THE SEAL OF THE MASK WILL BE PERMITTED DURING USE OF SC BA s. FIT TESTING WILL BE DONE DURING ANNUAL DISTRICT PHYSICALS. PERSONAL ALERT SAFETY SYSTEMS (PASS) ARE INTEGRATED AND MUST BE IN GOOD WORKING CONDITION BEFORE USE OF SCBA IS PERMITTED. IF CORRECTIVE LENSES ARE USED, THEY MUST BE WORN IN THE MANUFACTURERS APPROVED KIT IN SUCK A MANNER ASTO NOT INTERFERE WITH THE MASK SEAL ALL REFILLING OF SCBA TANKS MUST BE DONE BY TRAINED PERSONNEL. chapter 1, Page 13

19 OPPERATING STANDARDS: FIREFIGHTERS WILL WEAR AND USE SCBA IN ALL OXYGEN DEFICIENT ATMOSPHERES WHERE LEVELS OF OXYGEN ARE SUSPECT. IN THE PRESENCE OF ANY IRRATATING, NOXIOUS OR TOXIC CHEMICALS, GASES, VAPORS, FUMES, OR SMOKE. IN ANY ATMOSPHERE DETERMINED OR SUSPECTED OF BEING HAZARDOUS. ALL FIRE OVERHAUL SITUATIONS UNLESS INSTRUCTED OTHERWISE BY INCIDENT COMMAND. ALWAYS AS A TEAM OF A MINIMUM OF 2 FIREFIGHTERS. ALWAYS MAINTAINING VOICE, VISUAL, OR PHYSICAL CONTACT WITH THEIR PARTNERS. ALL FIREFIGHTERS ENTERING A HAZARDOUS ENVIRONMENT MUST MONITOR THEIR REMAINING AIR SUPPLY CAREFULLY. THEY MUST LEAVE THE HAZARDOUS ENVIRONMENT WHILE EACH TEAM MEMBER HAS SUFFICIENT SUPPLY TO REACH A SAFE AREA. TEAM MEMBERS WHO ENTER A HAZARDOUS AREA TOGETHER, MUST ALSO LEAVE THE HAZARDOUS AREA TOGETHER. (2 IN, 2 OUT) ALL SCBA s MUST BE CLEANED AND HAVE FULLTANK BEFORE PUTtING BACK IN SERVICE. BEFORE ANY USE OF SCBA BY A FIREFIGHTER IN ANY EMERGENCY, SAID FIREFIGHTER MUST HAVE COMPLETED NYS FIREFIGHTER 1, PROVED KNOWLEDGE OF SCBA AND BE APPROVED BY THE CHIEF Chapter 1, Page 14

20 Orchard Park Fire Company FIREFIGHTER SELF-RESCUE SCBA INTEGRATED ESCAPE DEVICE PURPOSE: TO DEFINE THE PROCEDURES FOR USE OF FIREFIGHTER RESCUE AND ESCAPE DEVICE (F.R.E.D.) ESTABLISHESTHE POLICYAND PROCEDURES REGARDINGTHE USE OFTHE F.R.E.D. SYSTEM. DEFINE THE DEPARTMENTAND SCBA QUALIFIED MEMBERS RESPONSIBILITY IN THE USE AND TRAINING OR THE F.R.E.D. SYSTEM. DEFINE THE DEPARTMENT RESPONSIBILITY IN THE MAINTENANCE, REPAIR, AND REPLACEMENT OF THE F.R.E.D. SYSTEM AND ITS COMPONENTS. EFFECTIVE AS OF 2/15/2010. POLICY STANDARDS: IN THE EVENT AN INTERIOR FIREFIGHTER BECOMES TRAPPED BYAN UNCONTROLLED EMERGENCY SITUATION SUCH AS A RAPID FIRE ADVANCE; THE USE OF THE F.R.E.D. SYSTEM SHOULD ENABLE THE FIREFIGHTER TO USE A NON CONVENTIONAL OPENING SUCH AS A WINDOW TO ESCAPE THE EMERGENCY. IT IS MANDATORY THAT ALL INTERIOR FIREFIGHTERS OPERATING IN THE STRUCTURE WILL BE EQUIPPED WITH A F.R.E.D. IT IS MANDATORY THAT ALL INTERIOR FIREFIGHTERS WILL BE TRAINED BY A QUALIFIED INSTRUCTOR ON AN ANNUAL BASIS. BASED ON THE FD RISK ASSESSMENT, THE MAXIMUM ELEVATION HAS BEEN DETERMINED TO BE 10 STORIES OR LESS. THE F.R.E.D. INCIDENT COMMAND OR FAST COMMAND WILL COMMUNICATE THE TYPE OF RESCUE THAT WILL BE ATTEMPTED TO THE FIREFIGHTER NEEDING RESCUE. IC WILL DECLARE THE END TO THE MAYDAY SITUATION. TESTING AND MAINTAINENCE: ALL F.R.E.D. POLICY: The required incident reports shall be completed as detailed below. It is expected that all reports will be completed at the conclusion of a call or whenever practical thereafter. It is the responsibility of the officer in charge to make sure the report is completed properly, or to delegate said responsibility to a junior officer or firefighter/emt. If for any reason a report cannot be properly completed, an officer shall be notified. A chief officer may approve any exceptions to this policy in advance. PROCEDURE: EMS Response: The ambulance crew and District EMS will be responsible for completing the required reports. 32 Orchard Park Fire Company FIELD TRAINING PROGRAM TASK: TO DEFINE PROGRAM CREATED TO INTRODUCE NEW MEMBERS TO THE OPERATIONS, EQUIPMENT, AND STANDARDS OF THE ORCHARD PARK FIRE COMPANY AND THE ORCHARD PARK FIRE DISTRICT. OUTLINE: The field training program is meant to familiarize new (probationary) members with the knowledge and skills needed to safely and effectively respond to fire, rescue, and EMS calls within the Orchard Park Fire District. Afirefightershall be appointed by the Fire Chief of the Orchard Park Fire Company to oversee the field training program. This firefighter will assign each probationary member a Field Training Officer who will guide that probationary member through the field training program. The firefighter assigned to oversee the field training program shall report directly to the First Assistant Fire Chief, and shall carry the rank equivalent to a truck lieutenant. The Field Training Officer shall oversee their assigned member and will be that members contact point, utilizing the chain of command for any problems! issues. The probationary member and their assigned FTO shall give regular updates on the progress of the program to the officer in charge of the field training program, who will then update the First Assistant Fire Chief in charge of training. The field training program will be conducted until the Field Training Officer believes the probationary member is knowledgeable and competent enough to safely and effectively respond to calls within The Orchard Park Fire District. 57 The incident safety officer shall immediately inform the incident commander of any actions taken to correct imminent hazards at training or the emergency scene. At an emergency incident where an incident safety officer identifies unsafe conditions, operations, or hazards that do not present an imminent threat to firefighters, the incident safety officer shall take appropriate action through the incident commander to mitigate or eliminate the unsafe condition, operation, or hazard at the incident scene. An assigned assistant incident safety officer(s) shall be granted the same authority as in the first bullet of this section.
