2 FIRE GROUND COMMAND Practical- One The candidate, given the following picture scenario, will coordinate an interior attack line team, accomplishing an assignment in a structure fire, given attack lines, personnel, personal protective equipment, and tools, so that crew integrity is established, attack techniques are selected for the given level of the fire (e.g. attic, grade level, upper levels, or basement) attack techniques are communicated to the attack team, constant team coordination is maintained, fire growth and development is continuously evaluated, search, rescue and ventilation requirements are communicated or managed, hazards are reported to the attack teams and incident command is advised. 7 Policy Implementation Practical- Two The candidate, given the following policy(s), shall demonstrate the proper steps for presenting the new policy for implementation. The candidate shall answer any questions and resolve any issues for the implementation of the policy. 8 Fire Department Policy- Responding to Callouts 8.1 General Response Responding to Callouts All members responding to Fire Department call outs shall drive with caution and obey all traffic rules and regulations of the State of Minnesota. All members shall report directly to the nearest and/or assigned station unless the incident is in the direct line to the station. Members responding directly to the scene/incident is to be avoided when practical, and as such, is discouraged by these procedures Fire Callouts All members shall respond to the closest station for assignment Rescue/Medical Callouts All first aid qualified members shall respond to the nearest and/or assigned station for assignment Personal Injury Accident Callouts All members shall respond to the closest station for assignment. First aid qualified members shall have complete priority over non-qualified members when manning the responding apparatus. Non first aid qualified members shall only fill apparatus positions as lack of personnel may dictate and then only under the direction of the officer in charge Miscellaneous Callouts (Weather Watch, Mutual Aid, etc.) All members shall respond directly to the closest station for assignment without exception. 9 Fire Department Policy-General Conduct General Conduct Guidelines The Fire Department has established these general guidelines for member behavior in an effort to protect its members and the interests of the fire department and the City. The Fire Department expects that members: Display professional conduct in behavior, during performance of duties, in appearance, with communications, during public contact and with security of information. Project a positive image. Maintain integrity. Follow the policies and procedures of the Fire Department. Keep any problems or matters within the Fire Department internal to the Department and not communicated outside it without following the chain of command. Shall not use obscene, uncivil or boisterous language and/or improper conduct at calls or while engaged in activities in which the Fire Department is participating. Shall carry out all orders from their superior officers to the best of their ability. When any firefighter receives an order which is in conflict with a previous order, he/she shall so inform the officer who issued the conflicting order and be governed by his/her instructions Sexual Harassment The Fire Department prohibits sexual harassment in any form including verbal or physical harassment. A member who believes he/she has been harassed by a coworker, supervisor, subordinate or agent of the City should notify the Fire Chief, City Manager, or City Attorney. Any member who is found to have been the perpetrator of sexual harassment will be subject to appropriate disciplinary action up to and including dismissal. Any member found to have made a false complaint of sexual harassment will also be subject to disciplinary action up to and including dismissal. Page 9 of 25

You receive a notification from a citizen that one of your Firefighters was seen excessively speeding to the fire station. The concerned citizen saw a fire truck leave the station code 3 shortly after their arrival. You have been given the license plate number of the individual and the description given by the citizen matches an individual on your department. Given the information above and the policy the candidate must effectively deal with the individual and respond back to the citizen who filed the complaint. You receive a notification from a firefighter that a recently hired rookie who has no formal fire service/ EMS training was on a Personal Injury accident providing patient care. A concern was for the qualifications of the rookie. Given the information above and the policy the candidate must effectively deal with the individual and respond back to the person who filed the complaint. You receive a notification from a citizen that a Firefighter was excessively swearing on a call out. The Firefighter was upset that they homeowner had called 911 for this minor situation. This callout was a waste of time and costing the taxpayers money. Given the information above and the policy the candidate must effectively deal with the individual and respond back to the citizen who filed the complaint. You receive a notification that one of your firefighters was wearing an obscene shirt on a call. The firefighter was very polite and competent in their job skills. The issue was the article of clothing that they were wearing. Given the information above and the policy the candidate must effectively deal with the individual and respond back to the person who filed the complaint. After 5 minuets, a 3 page for a confirmed structure fire is sent out. No units are in service as of yet. You witness a firefighter run a red light enroute to the station. Upon your arrival at the station you are the first two to arrive. Given the information above and the policy the candidate must effectively deal with the individual and respond accordingly. The crews of each Officer witness the altercation. Both Fire Officers part with only a verbal confrontation. Many questions were raised by the Firefighters who witnessed the altercation. Given the information above and the policy the candidate must effectively deal with the individual and respond accordingly. 18 Goal Setting Practical- Seven The candidate must conduct a new goal session with a group from the fire department or class. The candidate shall evaluate the goals and rank them in the order of importance. The candidate must identify a plan to achieve the goals identified. The candidate must identify steps to continuously evaluate the progress of the goals. Goal Setting Sets up a goal setting session.. 10 Communicates the intent for the goal setting.. 10 Identifies Goals. 10 Goal Evaluation Evaluates the goals set 5 Creates a plan to achieve the goals. 10 Delegate s goals to individuals. 10 Goal Implementation Implements goal setting plan.. 10 Goal Progress Evaluation Evaluate progress of the goals. 10 Make adjustments to goals as needed 5 Follow up on completed goals.. 10 Recognizes completed goals 10 Page 18 of 25

19 Accident Investigation Practical- Eight The candidate has been assigned to investigate an accident involving a Firefighter. The candidate must evaluate how the accident occurred and develop a plan to prevent future accidents similar. Accident Investigation Identifies accident cause and all parties involved 10 Identifies issues causing the accident 20 Interviews all parties involved and witnesses. 10 Completes a report on the investigation 20 Ensures that all injury reports are completed. 10 Accident Prevention Identifies prevention for the hazard 10 Completes an action plan to correct the hazard. 10 Communicates the accident prevention plan 20 Page 19 of 25

20 Task Assignment- Non Emergency Practical- Nine The candidate shall complete the following task with a crew of 2 individuals. The candidate shall assign different job duties to the individuals to complete the task. The task to be completed is to load 1 section of fire hose back onto the truck. Task Assignment Identifies the task to be completed 20 Evaluates the area to safely complete the task.. FAIL Assigns the task to the other individuals 20 Task Completion Completes the task properly.. 20 Completes the task safely.. FAIL Corrects any problems encountered.. 20 Ensures that truck is properly back in service. 20 Page 20 of 25

21 Fire Investigation Tested Standard NFPA , (1997) Practical- Ten The candidate, given a fire company incident scenario will evaluate available information, observations, and interviews of first-arriving members and other individuals involved in the incident, so that a preliminary cause of the fire is determined, reports are completed, and all pertinent information is turned over to an investigator. Salvage and overhaul continued only to extinguished remaining fire. 5 Scene is secured with a physical barrier. FAIL Overall scene is evaluated & Sketched All potential evidence is identified 20 Evidence is identified, protected, & Inventoried.. 20 Evidence is excessively moved. FAIL Evidence is properly packaged. 10 Evidence is damaged during examination. 22 Fire Training Senario Practical- Eleven The candidate shall direct a group of individuals through a training excersise on ladders. The candidate shall make sure that the individuals understand all of the competencies outlined. Ladder Training Competencies: Carry and Raise Ladder Wears personal protective equipment FAIL Carries ladder butt forward 5 Lift ladder in a coordinated manner (flat or beam raise) 5 "Lift with legs" (was back vertical) 5 Set butt in proper spot (secure top and bottom of ladder) 5 Did "raiser" keep watch overhead for obstructions FAIL Check for secure footing for ladder 5 Keep hands and feet from between rungs during extension 5 Extend ladder so that 5 rungs extended above roofline FAIL Check for proper climbing angle 5 Climbing and Working From Ladder Tie halyard properly 5 Check that ladder was properly butted 5 Keep back vertical 5 Keep one hand for tool and one hand for self-control 5 Climb rung to rung (slide hand on beam) 5 Check pawl locks on way up 5 Set Roof Ladder 5 Check roof footing before stepping onto roof FAIL Secure self to ladder (when working off ladder 5 Given proper rope tie approved knot and hoist selected tool or appliance to a height of at least 12ft. 5 Lower Ladder Lower in the beam or flat position 5 Keep hands and feet from between rungs during retracting fly section 5 Watch for overhead obstacles while lowering ladders FAIL Butt ladder properly 5 Tie halyard off 5 Page 22 of 25

23 PRE-INCIDENT SURVEY Practical Station Twelve Tested Standard NFPA ,(1997) The candidate will prepare a pre-incident survey, given forms, necessary tools, and an assignment, so that all required occupancy information is recorded, items of concern are noted, and accurate sketches or diagrams are prepared. 24 INCIDENT REPORT WRITING Practical Station Thirteen Tested Standard NFPA ,(1997) The candidate, given a fire company incident scenario and forms, will describe the procedure for initiating and producing the required forms and paper flow, fill out appropriate forms, so that the language used is clear and concise, and the forms are completed with all appropriate information added. The fire incident report will be from the incident the candidate completed in Practical Station- One, Fire Ground Command Report Writing Criteria NFPA , 4-2.1(a), 4-2,1(b) (1997) Described paper work initiation process. 15 Filled in paperwork work correctly 15 Described the paper work flow after completion.. 15 Report is complete based on given senario Report is accurate based on the given senario. 20 The report is neat and legible. 15 Page 24 of 25

25 Safety Training & Supervision Practical Station Fourteen Tested Standard NFPA ,(1997) The candidate, given safety policies and procedures, shall conduct and document an in-service training session, conveying member responsibilities. The candidate shall in-service others on the following procedure: The firefighter(s), give tools and fire service electrical equipment and wearing personal protective equipment, will respond to a simulated emergency in such a manner that the apparatus in mounted and dismounted safely and that designated areas are illuminated and utilities are controlled. All actions will be carried out in a safe and controlled manner. INSTRUCTED AND DOCUMENTED THE FOLLOWING: Used hand holds when mounting/ Dismounting.. 10 Removed hearing protection, donned helmit.. 10 Dismounted appropriately Ensured cords and lights were in good Condition.. 10 Connected cables- tied knot to protect Connectors. 10 Set lights appropriately.. 10 Started generator before load was applied Connected light cords. 10 Operated breaker switch. 10 Page 25 of 25
