Convening of the Board: In accordance with DOD Directive dated June 6, 2001, the JSRCFB was convened at 1000 hours, on 15 December 2011, at the Wyoming Army National Guard CFMO located at 5800 Central Ave., Cheyenne, WY Attendees Present: CPT Michael Pachel WYANG, President LTC Guy Beaudoin WYARNG-CFMO LTC Loren Thomson WYARNG-PP LCDR Chad Tidwell - USNR CPT Levi Rognholt USAR, Mr. Murray Seals USMCR Ms. Lilian Clabots WYARNG-PP Mr. Wade Johnson WYARNG-PP MS. Linda Clark WYARNG-PP Ms. Angi Moffett WYARNG-Recorder 3. The board reviewed and approved the minutes of the previous board held 1 December Project Summaries: a. Number of projects reviewed: 23 b. Number of projects recommended for joint construction: 1 c. Number of projects recommended for unilateral construction: 21 d. Number of projects recommended removal from list: 3 5. Project Listing: (See Enclosed Project Spreadsheet) 6. Project Recommendations: a. There were 21 projects accepted for unilateral construction. b. There was one (1) project accepted as a possible joint facility. It is a Breach Training Facility at Camp Guernsey (56A55). Because of the regional benefits, this facility has the capability to benefit all reserve units in the area. c. Recommended the two Air National Guard projects, the Repair Ops/Tng/Hanger and ROSC Addition be removed from list. Seconded and carried.

3 Subject: 2011 Joint Services Reserve Component Facility Board minutes 15 Dec 11 d. CPT Pachel recommended the C130 Flight Simulator Facility show as unilateral construction. Seconded and carried. e. Recommended to leave Army Regional Training Center (RTI) as Y and reevaluate next year. f. Recommended to move the USAR Evansville project to the Long Range Plan until it can be funded. Second and carried g. The Air National Guard Vehicle Maintenance Facility project was bumped to Also change status to unilateral. h. Recommended to leave Air National Guard Security Forces/DPC as written however, have an open discussion about a possible joint CST facility. Also to move the CST project up on the list under this project. Seconded and carried i. Recommended to remove the Laramie Readiness Center from this list. Seconded and carried j. Recommended to move the Casper Field Maintenance Shop up under the Evansville project on this list. Seconded and carried k. Recommended that the Army National Guard project, TT Barracks AT/MOB be considered as joint at a later date. Seconded and carried l. All other projects on this list were recommended to keep as written. 7. Other Business: Chairperson Rotation a. FY 12 USNR, FY 13 USMCR, FY 14 USAR, FY 15 WYANG b. CPT Pachel suggested adding the Guernsey Development Plan to the minutes. LTC Thomson agreed to attach the Master Plan to the minutes. 8.
