(U) Situation. The 168 th Regiment, Regional Training Institute (RTI) will be conducting Pre-OCS (Officer Candidate School) 10 February July This TAB

2 outlines the criteria for enrollment into Pre-OCS, OCS, and subsequent commissioning in the Army National Guard (ARNG). This TAB supersedes all previous COARNG policies regarding OCS enrollment and commissioning criteria. Information contained in this T A B will be incorporated into revisions of NGR (U) Mission. No change. 2. (U) Execution. a. (U) Comma n d e r s In te n t. No change. b. (U) Concept of Operations. A decentralized board for OCS applicants will be conducted at Brigade level. Each Brigade will conduct an OCS applicant interview in accordance with the information below. The Brigade board president will send board recommendations for the OCS applicant to the Brigade Commander for his/her concurrence as applicable. MSCs will post their unit s completed OCS applicant packets to the G1 SharePoint site. G1 and G3 will conduct a paper review of submitted packets and establish an approved list for the State. Selected OCS applicants on the approved list will be ATTACHED to the 168 th Regional Training Institute s OCS Training Company by 30 January Accepted Candidates must report to the 168 th RTI on 10 February 2018 with a sponsor from their MSC to accompany each candidate during in processing; if the candidate is a 09S they must report with a representative from the recruiting and retention battalion. Effective 01 June 2017 the RTI began chargeable billeting at the rate of $45 per night. If the sponsor is in need of billeting please call for lodging reservations. Sponsors are encouraged to reserve lodging NLT 30 days prior as reservations are taken on a first come, first served basis. Upon arrival, check in and lodging registration with payment information will be recorded. Upon completion of stay users GTC or personal credit card will be charged. Reservations not cancelled within 72 hours of arrival will be charged for the full cost of the reservation. If utilizing your GTC please ensure that your card has been activated and a DTS voucher has been created prior to and upload your orders (orders must specify lodging is required at the RTI, regardless of commuting distance. The Pre-OCS course will further evaluate the OCS applicants prior to enrollment in Phase 1 of the OCS program. c. (U) Tasks to Major Subordinate Commands (MSCs). See Coordinating Instructions. d. (U) Tasks to Directorates. (1) G1. (a) NLT JAN18, coordinate the use of a conference room at JFHQ- CO for OCS packet reviews. (b) NLT JAN18, provide the OPM Chief to support the OCS packet review.

3 (c) NLT JAN18, in conjunction with the G3, G1 creates the 2018 OCS applicant approval list. (d) NLT JAN18, publish the 2018 OCS applicant approved list on the G1 SharePoint OCS collection site. (2) G3. (a) NLT JAN18, in conjunction with the G1, G3 signs the 2018 OCS applicant approved list. e. (U) Coordinating Instructions. (1) Time or condition when TAB becomes effective SEP17. (2) Critical Information Requirements (CCIR). No change. (3) NLT JAN18, conduct OCS applicant selection(s) in accordance with Encl Officer Candidate Selection Packet Checklist. Post 2018 Officer Candidate Selection Packets to: (4) NLT JAN18, all applicants on the approved 2018 OCS applicant approved list will be attached via the Reserve Component Automation System (RCAS) by G1 to W8F4AA HHC, 168th RTI. (5) Attached OCS applicant unit slots will not be filled via Enlisted Promotion System (EPS) or Automated Unit Vacancy System (AUVS) until the applicant has completed pre-ocs to prevent bonus and incentive issues if the applicant is removed from the pre-ocs course prior to completion. (6) NLT JAN18, all attached OCS applicant s Defense Travel System (DTS) accounts and Government Travel Card (GTC) accounts will be created and released to the 168 th RTI prior to the completion of the RCAS attachments. (7) Soldiers in the grade of E5 or below attending OCS will be advanced to E6/SSG for pay (with a title of Candidate) one day before they enter OCS Phase 1. State OCS effective date will be 12 July 2018 and Accelerated OCS effective date will be 31 May All promotions will be completed by the 168 th RTI.

4 (8) Soldiers in the grade of E4 and below attending Federal OCS will be advanced to E5/SGT (with a title of Candidate) one day before they enter the program. (9) Soldiers released from OCS will be administratively returned to their previously held pay grade. (10) Applicants that have submitted a waiver and are pending approval may attend Pre-OCS. The applicant s unit is responsible for submitting a memorandum stating the date the waiver was submitted, along with the supporting documents with the applicant s packet, to the appropriate office (refer to 13 a-b). (11) No waivers (medical or administrative) for Federal OCS standards are authorized. (12) Approved waivers must be received by 168 th RTI, MTB S1 NLT 04 May 2018, otherwise the candidate will be released from the OCS program and returned to their parent unit. (13) Waivers and exceptions to policy for State and Accelerated OCS will be considered on a case-by-case basis by the appropriate offices as indicated below. Approved waivers must be included with the OCS enrollment packet as well as the Federal Recognition application, NGB Form 62E. (a) Requests for medical waivers for State and Accelerated OCS will be processed through the Medical Action Tracking System (MATS), with the following documents: Original DD Form , DD Form 2808, last PHA and DD 214/DD 220. (b) Exceptions to policy and waiver requests for requirements for appointment IAW NGR , Chapter 2, which are not specifically outlined within this TAB will be sent by the unit through the G1 to ARNG-HRH Officer Actions at arnghrhoa@ng.army.mil. Be advised that moral waivers are difficult to get approved and may require extra processing time. (14) NGB Form 62E: Ensure that the NGB 62E is typed and filled out in its entirety, to include ALL infractions as this form is necessary to verify the need of any waivers required for the OCS Program and the Commissioning Packet upon completion of the OCS Program. See Encl 3 for the NGB 62E Instructions. (Refer to 13 above for waiver requirements) (15) Chapter 2 physicals: All applicants must have an approved CH 2 Physical (DD and DD 2808) that is valid through the commissioning date (August 2019); Chapter 2 physicals are valid for 24 months. 4 UNCLASSIFIED/FOUO

5 (a) Applicants pending an appointment for their Chapter 2 Physical may attend Pre-OCS. The applicant s unit is responsible for scheduling and any funding needed in order to complete the Chapter 2 Physicals. The parent unit must submit a memorandum stating the date of their appointment, along with the applicant s packet. (b) Approved Chapter 2 Physicals must be received by 168 th RTI, MTB S1 NLT 03 April 2018, otherwise the candidate will be released from the OCS program and returned to their parent unit. (16) Official Transcripts must be mailed from Accredited College or University to: NCOES School House, Attn: QA, 8721 Frank Baldwin Road Bldg 9121, Fort Carson, CO (17) Acceptance to the Accelerated OCS is recommended by the Platoon Trainers and approved by the OCS Commander. (18) Class dates are as follows: Pre-OCS 10 February July 2018 (168 th Regiment), Accelerated OCS 01 June 2018 through 28 July 2018 (South Dakota), Phase 1 OCS 13 July through 28 July 2018 (South Dakota), Phase 2 OCS 29 July 2018 through 11 July 2019 (168 th Regiment), Phase 3 12 July 2019 through 27 July 2019 (South Dakota).
