1 JSRCFB MINUTES FOR 27 Apr 11 BOARD MEETING MINUTES JOINT SERVICE RESERVE COMPONENT FACILITY BOARD STATE OF INDIANA A. CONVENING THE BOARD: In accordance with DOD Directive the Indiana Joint Service Reserve Component Facility Board convened at the National Guard Headquarters located at Stout Field, Indianapolis, IN. The time was 1400 Hours, on the 27th of April The Air National Guard, Col Colbert, was the chairperson for the FY 11 board. B. ATTENDANCE: a. Principle members present: 1. Col Chris Colbert Air National Guard 2. LTC Steven Hines Army National Guard 3. MAJ Mark Lewis (telephonically) Army Reserve 4. Debbie Ladd (telephonically) Navy Reserve 5. Col (Ret) David Hughes Air Force Reserve b. Alternate members present: 1. CPT Jason Doffin Army National Guard c. Guest present: 1. COL (Ret) James O Brien Army National Guard 2. 2 C. ACTIONS ON MINUTES OF PREVIOUS MEETINGS The Chairperson representing the Indiana Air National Guard, Col Colbert, called the meeting to order at 1400 hours on the 27 th of April Col Colbert reviewed the purpose and need for the annual meeting taking place and thanked all for taking part and setting the necessary time allotment for the meeting. Col Colbert, then called roll of all the Reserve Branches. As the previous year s minutes and project listing had been sent out to all members prior to the meeting, Col Colbert ask if all had reviewed last year s minutes and if there were any corrections. There was discussion by all that since the meeting is held annually there is something discussion on projects in between those meetings when a project is being considered and there is another branch of service in the area. It was then noted that since last meeting there was talk in reference to the Navy possibly being joint project with the Army National Guard after the last meeting but the Navy, Marines, and Army are all going joint at Ft. Ben Harrison. After this discussion the motion was then made by LTC Hines of the Army National Guard to accept minutes as printed and a second was made by Debbie Ladd of the Navy Reserve to accept, all voted and minutes were then approved. D. PROJECT SUMMARIES 1. Number of projects reviewed: 55 (Fifty Five) 2. Number recommended for possible joint construction: 4 (Four) 3. Number recommended for unilateral construction: 55(Fifty Five) 4. Number not recommended for construction: 0 (Zero) E. PROJECT LISTING and PROJECT RECOMMENDATIONS: See enclosure 2. F. OTHER BUSINESS 1. Representing the National Guard, LTC Hines stated that the projects list was developed from the LRCP and FYDP and discussed the TAG s top three (3) projects. LTC Hines also stated the National Guard has five (5) projects for FY 12 and two (2) projects for FY 13 for the Indiana National Guard. LTC Hines also said that after last year s meeting he and the TAG had made a trip to the possible land acquisition site at Kingsbury but after reviewing that site it was decided that a South Bend site would better serve the National Guard. LTC Hines stated that all the listed projects shown on the project listing were on the drawing board and hopefully would be funded thru the budget process as all these projects are needed for the Indiana National Guard. LTC Hines also talked about the South Bend project being an ADD/ALT in FY 13 that maybe the Marines would be interested in a joint project if more space would be needed by them, however the project we are designing would not take any current space away from the Marines. 3 2. MAJ Lewis, representing the Army Reserves spoke next and stated the projects on the project listing were all they had at this current time. MAJ Lewis said Ft Ben Harrison project is in design state. LTC Hines ask if one the ARNG project like the South Bend project would be a possible joint project with the Army Reserve. MAJ Lewis said they could not make any changes to the GTA and he wasn t sure with the budget cuts there funding probably would not allow that. But if budget would allow they would like to look at that in more detail. 3. Debbie Ladd representing the Navy Reserve spoke and wanted changes made on her Navy project to state in the remarks this project is joint with the MARINES and ARMY Reserve and she also wants the FY year to reflect FY 12 not FY 13 as previously shown. Debbie Ladd also stated that the changes should have been reflected on the previous minutes. LTC Hines ask if the Hesslar move would mean all the Navy would be vacating the Hesslar Armory and Debbie said yes, there would be no more Navy staff in the Armory but I m not sure about the recruiters which would have their own lease if they stayed. 4. David Hughes representing the Air Force Reserve spoke in detail about all the Air Force Reserve projects on the listing and said the first and second project on the listing in under design and the Add/Alt is the next priority. David Hughes also said if any one branch wants to do a joint at the Grissom location let them know. David Hughes also said DOD will not be going in there so there would be potential for National Guard use. 5. Col Colbert representing the Air National and this year s chairman spoke last and reviewed his Air Guard projects and said everything previously reported was still good projects and does have one (1) additional project to add for this year as shown. Col Colbert also stated that due to Mother Nature one of the projects, the upgrade to base utilities had some emergency work due to damage but still left on list because project was only done as emergency called for but project still needed more work for completion of project. Col Colbert then went around by branch to see if anyone had any further business or needed further discussion on anything. After all branch reported nothing else at this time, Col Colbert ask to look at calendar and select next year s date and all agreed the date for next year would be the 18 th of April Col Colbert then ask for a motion for this year s project listing to be accepted and approved as shown. Maj Lewis made the motion to accept and LTC Hines second, all voted and project listing was approved with no further business to discuss the meeting was adjourned 6.
