4 RIGH O INFORMAION FUNCIONS AND DUIES OF HE WAER RESOURCES DEPARMEN he Water Resources Department is a line department under the Ministry of Water Resources, Government of Karnataka. he functions and duties of the department are: he Secretariat assists the Minister of Water Resources by providing with data concerning the department; It holds the administrative control of the Water Resources Department. It is concerned with the creation of the targeted irrigation potential, planning of new projects, implementation of on-going projects and maintenance of completed projects. It gives administrative approval to all works, tender and estimates coming under the purview of the department. It passes orders concerning recruitment, posting and transfer of officials and employees under the Water Resources Department. It prepares the budget of the department to be presented in the legislature. During sessions, the Secretariat performs the duty of furnishing details to the Legislative Assembly/Legislative Council as also to the Lok sabha/rajya sabha. It presents papers to the cabinet and helps in the decision-making process. It prepares draft bills, issues Government order, passes amendments, acts and rules.

Nayak, I.A.S. he Principal Secretary bears the entire responsibility of the Water Resources Department. he Functions and duties of the Principal Secretary are: o formulate policies and programme of the Department; With the co-operation and co-ordination of the subordinates helps in the smooth running of the Department; o provide the Minister for Water Resources details and information, concerning the section, as and when required; and o act as the torch-bearer of the Department.

M.R.KAMBLE, I.A.S.. he Secretary is the head of the Water Resources Department at the Secretariat level. he functions and duties of the Secretary are: o look into the affairs of the Department at the State level; o represent the Water Resources Department at the central level as a member of NWDA, CBIP; o supervise the work of the Department by formulating rules and regulations in co-operation with the Principal Secretary; o function as the Director of the three Nigams established under the Water Resources Department; o be in-charge of project preparation, implementation and monitoring of all Major and Medium Irrigation projects; o regularly review the physical and financial progress of all Major and Medium Irrigation projects at the monthly meetings held at Government level in co-ordination with the Principal Secretary; o participate and act as a active member of AC, MIPC and other echnical Advisory committee; and o undertake visit to project sites, as and when required, to look into the status of progress. C. JOIN SECREARY (Services): SHRI. GURUMURHY S. HEGDE, M.A., D.B.M. he Joint Secretary (Services) is the next Sub-Ordinate to the Secretary Water Resources Department. he functions and duties of the Joint Secretary (Services) are: o look into issues related to Service matters. o supervise the works of the sub-ordinate sections consisting of Under Secretary (Services-A), Under Secretary (Services-B) and their staff. o submit details and information, concerning the section, to the Secretary as and when required and to hold the responsibility for the same. o act as the Nodal Officer to WRD.

UDAYA SHANKAR, B.E. he Deputy Secretary (Major and Medium Irrigation) is the next Sub-Ordinate to the Secretary Water Resources Department. he functions and duties of the Deputy Secretary (Major and Medium irrigation) are: o look into issues related to Major and Medium Irrigation of Upper unga Project zone (excluding works under KNNL), Varahi Project and Irrigation Project Zone-Munirabad. o supervise the works of the sub-ordinate sections consisting of Under Secretary (ech-i), Under Secretary (CADA) and their staff. o manage works and issues related to AIBP, NABARD, CBIP, Budget, Subject Committee, SLSWA, HLC, and CADA. o submit details and information, concerning the section, to the Secretary as and when required and to hold the responsibility for the same. E. DEPUY SECREARY (KRISHNA BHAGYA JALA NIGAM LIMIED): SHRI. H. PARASHURAM, B.E. he Deputy Secretary (Krishna Bhagya Jala Nigam Limited) is the next Sub-Ordinate to the Secretary, Water Resources Department. he functions and duties of the Deputy Secretary (Krishna Bhagya Jala Nigam Limited) are: o look into issues related to Krishna Bhagya Jala Nigam Limited. o supervise the works of the sub-ordinate sections consisting of Under Secretary (World Bank Projects), Under Secretary (KBJNL), Officer on Special Duty (echnical), Officer on Special Duty (MMI-3) and their staff. He manages works and issues related to echnical Advisory Committee, Petition Committee, Committee of Public Undertaking (COPU), and Assurance Committee. o submit details and information, concerning the section, to the Secretary as and when required and to hold the responsibility for the same. o act as the Nodal Officer concerning, echnical matters, to WRD. VENKAESH. he Under Secretary (CADA) is Sub-Ordinate to the Deputy Secretary (Major and Medium Irrigation). he functions and duties of the Under Secretary (CADA) are: o manage works and issues related to Command Area Development Programme (CADA) and Water & Land Management Institute (WALMI). With the help of the staff, to aid the Deputy Secretary (Major and Medium Irrigation) by submitting details and information, concerning the section. J. UNDER SECREARY (WORLD BANK PROJECS): SHRI. S. DAMAN, B.E. he Officer on Special Duty (Krishna Bhagya Jala Nigam Limited) is Sub-Ordinate to the Deputy Secretary (Krishna Bhagya Jala Nigam Limited). he functions and duties of the Under Secretary (Krishna Bhagya Jala Nigam Limited) are: o manage issues related to the allocation of funds to Karnataka Neeravari Nigam Limited. o look into the works and issues related to the projects under Krishna Bhagya Jala Nigam Limited and Irrigation Project Zone (Gulbarga). o tackle matters concerning Committee of Public Undertaking (COPU), Estimates Committee and issues related to inter-state rivers. OFFICER-ON-SPECIAL DUY (ECHNICAL 1), Cauvery: SHRI. A.S.RANGARAJU, B.E. he Officer-on-special duty (echnical 1), Cauvery, comes under the Deputy Secretary (Krishna Bhagya Jala Nigam Limited). he functions and duties of the Officer-on-special duty (echnical 1), Cauvery are: o manages issues related to Cauvery water Dispute, Krishna water Dispute, functioning of Karnataka Engineering Research Station at KR Sagar, and the activities of the Board of Chief Engineer. o act as the Member Secretary of Master plan committee of Krishna Basin and Dam Safety Review Panel. With the help of the staff, to aid the Deputy Secretary (Krishna Bhagya Jala Nigam Limited) by submitting details and information, concerning the section.

UNDER SECREARY (ECHNICAL), MMI-3: SHRI N.R.VIJAYASARAHI, B.E. he Officer-on-special duty (echnical 1), MMI-3, comes under the Deputy Secretary (Krishna Bhagya Jala Nigam Limited). he functions and duties of the Officer-on-special duty (echnical 1), MMI-3 are: o look into issues related to Cauvery Neeravari Nigam Limited. o manage works and issues related to projects in Cauvery Basin (Irrigation-south and Hemavathy project) in umkur and Gorur. o handle the works and issues related to echnical Advisory Committee, Petition Committee and Public Accounts Committee. With the help of the staff, to aid the Deputy Secretary (Krishna Bhagya Jala Nigam Limited) by submitting details and information, concerning the section N. EMPLOYEES: he Employees are the basic need of the Department.. hey assist their immediate senior officers in carrying out day to day Government works according to the norms prescribed in the Secretariat Manual, ransaction of Business Rules, PWD Code Vol-I & II, Irrigation Acts & Rules, CADA Acts & Rules, C&R rules, CCA rules, KCSR and Conduct rules, Circular and GO s issued from time to time.

12 RIGH O INFORMAION (3) HE DECISION MAKING PROCESS, CHANNELS OF SUPERVISION AND ACCOUNABILIY he Principal Secretary and the Secretary in co-operation and co-ordination with the Minister of Water Resources Department are concerned with the decision making process of the Water Resources Department. A s per the organisation chart there is Unity of Command. he Under Secretaries and the Officers-on-special duty receive command from the concerned Deputy Secretaries and Joint Secretary who in-turn are accountable to the Secretary. he Principal Secretary and the Secretary are accountable to the Minister of Water Resources Department. (4) NORMS ADOPED BY HE DEPARMEN FOR DISCHARGE OF FUNCIONS he Water Resources Department has the Secretariat Manual as a Guide in order to perform the day to day activities. he Secretariat Manual has an elaborate list of Norms, which are to be followed by the staff of Water Resources Department while discharging their functions and duties. he secretariat staffs also refers to the provisions available in other existing codes and rules, in addition to the Secretariat Manual. (5) RULES, REGULAIONS, INSRUCIONS, MANUALS AND RECORDS UNDER HE CONROL OF HE DEPARMEN FOR DISCHARGING OF FUNCIONS. he functioning of the Water Resources Department is regulated by the Secretariat Manual, ransaction of Business Rules, PWD Code Vol-I & II, Irrigation Acts & Rules, CADA Acts & Rules, C&R rules, CCA rules, KCSR and Conduct rules, Circular and GO s issued from time to time.

13 RIGH O INFORMAION (6) DOCUMENS UNDER HE CONROL OF HE DEPARMEN. annually. he Secretariat, Water Resources Department, has the following documents under its control, which are published Annual Report Performance Budget Irrigation in Karnataka Annual Administrative Report Annual Plan Budget Document Annual Report: It is document published annually by the Secretariat, Water Resources Department. It contains the financial and physical programme and progress of the Department as a whole, for the coming year as well as the Programme for the coming year. It also contains the status of the work under progress of each project CLICK UP Performance Budget: his document was introduced during in as per the recommendations of the administrative reforms commission, GOI. It presents the purposes and the objectives for which funds are required, the estimates cost of the various programmes & activities, the quantity of work executed by each zone and the services rendered under each programme & activity. Briefly, It is a work plan conceived in terms of the functions, programmes and activities concerning the projects along with financial and physical aspects. CLICK UP Irrigation in Karnataka: It is a consolidated document depicting the overall irrigation facilities rendered by the Water Resources Department. It is being published annually by the Secretariat. It provides details regarding the irrigation potential created in Karnataka so far, and the ultimate potential to be created, the No of Major and Medium, lift Irrigation Schemes as well as Minor irrigation projects in the state; the yield of the 7 river system of the state; the various programmes undertaken by the Department for completing the projects, the brief discussion of each project, the stage of work at the end of financial year and the programme for the coming year. 14 RIGH O INFORMAION Annual Administrative Report: his document is published annually. It consists of details regarding the organization set up of each zone. he duration of the post held by the Head of the Department of the secretariat and of each zone is indicated in the administrative report. CLICK UP Annual Plan: his document consists of the detailed information regarding the project-wise and head-wise allocation of funds required by the Department. he Water Resources Department assists the Planning Department in preparation of the Annual plan of the Department. It is a document that provides complete details regarding allocation of funds during each plan period, for both continuing and new schemes / projects. CLICK UP Budget Document: his is a draft document, which is published after the Annual Plan of the Department is released by the Planning Department. During the Pre-Meetings held by the Department, the funds requirement are discussed, after which the Budget document is drafted and proposed to the Finance Department. his is a document containing the actual requirement of funds. CLICK UP (7) ARRANGEMEN HA EXISS FOR CONSULAION WIH HE MEMBERS OF HE PUBLIC IN RELAION O HE FORMULAION AND IMPLEMENAION OF POLICY. nder the Water Resources Department, three Special Upurpose vehicles namely Krishna Bhagya Jala Nigam Limited, Karnataka Neeravari Nigam Limited & Cauvery Neeravari Nigam Limited have been established for speedy completion of On-going projects & for creation of the targeted irrigation potential. he Secretary, Water Resources Department, is the Director of the 3 Nigams. he suggestions rendered by the Nigams are considered while formulating & implementation of policies. During meetings or as otherwise, the Nigams are consulted regarding technical aspects.

15 RIGH O INFORMAION (8) BOARDS, COUNCILS, COMMIEES AND OHER BODIES CONSIUED BY HE. he Water Resources Department has set up various boards, councils, committees and bodies consisting of both Officials and as Members. he various boards, councils, committees and bodies set-up under the Water Resources Department are: Irrigation Consultative Committee (ICC) echnical Advisory Committee (AC). Master Plan Committee (MPC). Major Irrigation Project Control Board (MIPC). IRRIGAION CONSULAIVE COMMIEE (ICC): he Irrigation Consultative Committee is established under each Major and Medium Irrigation project. he Superintendent Engineer of the concerned project acts as the member- Secretary. It consists of both Officials and s. he s members also include the representative of farmers. he function of the ICC is to give recommendations & directions regarding watershed management during each season. BACK UP ECHNICAL ADVISORY COMMIEE (AC): he Secretary is one of the member of AC. It consists of 12 members, of which 3 are Officials and 9 are Members. he members are retired technical experts who have rendered valuable service under the Water Resources Department. he Government accords Administrative approval on the basis of the recommendation and suggestions offered during the Meetings of the AC. he functions of echnical Advisory Committee are: Planning and monitoring of all major and Medium Irrigation Projects Scrutiny of estimates of all Major and Medium Irrigation schemes, before according administrative approval and technical sanction. enders and claims of contractors in respect of all Major and Medium Irrigation works costing Rs Crores and above.. he echnical Committee shall make suitable recommendations to the Major Irrigation Projects Control (MIPC) Board in the above matter. BACK UP MAJOR IRRIGAION PROJEC CONROL BOARD (MIPC): he Hon ble Chief Minister is the President and the Hon ble Minister for ransport & Water Resources Department, Government of Karnataka is the Vice President of MIPC. It consists of 14 members, of which 4 are Officials and 9 are Members. BACK UP he functions of the major irrigation projects control (MIPC) board are:

17 he MIPC Board shall review the recommendations of echnical Committee in all the matters of planning, monitoring, estimates, tenders and claims in respect of Major and Medium Irrigation. RIGH O INFORMAION he Board shall have the powers to deliberate any other subject pertaining to the irrigation sector and also direct the reference of any files to the Chairman of the echnical Committee, for advice. Necessary Government Orders shall be directly issued by the Water Resources Department immediately after clearance by the Board, excepting cases which have to be taken to Cabinet as per the Rules of Business. In respect of cases requiring Cabinet approval, the Water Resources Department shall put up all such cases directly to the Cabinet, Immediately after clearance by the Board. he List of Official / Members under MIPC are as below.
