2 NORTH CAROLINA MILITARY BUSINESS CENTER 10 YEARS SERVING OUR STATE The NCMBC celebrated 10 years of service to the State of North Carolina during Military installation and government representatives and elected officials attended the Open House Celebration hosted by FTCC. Businesses from across the state participated in the Open House, recognizing the NCMBC s accomplishments and contributions to North Carolina s defense industry success. The Department of Defense (DoD) has an annual impact of $48 billion and is the second largest sector of North Carolina s economy ( of GDP). With six military installations (Fort Bragg, Seymour Johnson Air Force Base, US Marine Corps Base Camp Lejeune, Marine Corps Air Station Cherry Point, Marine Corps Air Station New River & US Coast Guard Base Elizabeth City), 116 National Guard and 40 Army Reserve facilities and the third highest number of military personnel in the country, the State of North Carolina continues to provide comprehensive support to the military worldwide, including products, services and construction from businesses across the state to support our men and women in uniform. Home to world-renowned research, development and manufacturing capacity and the finest higher education system in the country, North Carolina is strategically positioned to become a leader in the worldwide defense industry. In 2015, businesses in our state executed over $4.9 billion in federal prime contracts, $2.5 billion in DoD prime contracts, and billion(s) more as subcontractors and suppliers on federal projects. Created by the General Assembly and opened in 2005, the NCMBC operates with nineteen staff members in fifteen locations across the state, with a $1.14 million annual budget, under the supervision of Fayetteville Technical Community College (FTCC). MISSION. To leverage military and other federal business opportunities to expand the economy, grow jobs and improve quality of life in North Carolina GOALS. BUSINESS DEVELOPMENT TEAM The NCMBC Business Development Team (BDT) supports businesses in every industry across all 100 counties in North Carolina. Located at twelve community colleges statewide, the BDT connects businesses with contract opportunities and provides one-on-one assistance to help clients win federal contracts. Since 2005, the NCMBC has helped capable businesses identify, compete for, win and execute over 2,171 contracts, worth $4.35 to $24.45 billion. Businesses who won these contracts employed as many as 145,600 North Carolinians to execute this work, which also generated over $291 million in State corporate income tax revenue alone. These experts bring a unqiue combination of previous industry, government and contracting experience to the NCMBC s business development team. 4 INDUSTRY FOCUS Home to world-renowned research, development and manufacturing capacity, the third-largest military presence and the finest higher education system in the country, North Carolina is positioned to become and remain a leader in the worldwide defense industry. In order to foster that success, the NCMBC s business development specialists specialize and focus their attention on federal government needs and North Carolina capacity in industry sectors such as: Manned and Unmanned Aerospace Systems Medical, Biomedical and Biodefense Clothing, Textiles and Soldier Systems Construction, Environmental and Infrastructure Services Cyber, Software and Advanced IT Systems Military Installation & Operational Energy Miltiary Subsistence FOCUS: SUBSISTENCE North NC Commissary Carolina Patrons Commissary (Daily) Patrons (Daily) North Carolina s agriculture industry (consisting of food, fiber and forestry) contributes $78 billion to the state s economy. With over 52,000 farmers in 80 different commodities, North Carolina has unparalleled business capacity to sell agriculture-related products to the Department of Defense. Over 61,000 uniformed military personnel eat every day in 32 troop dining facilities at the six military bases in North Carolina. Daily, over 10,000 patrons shop at the bases six commissaries (with $10 million in monthly sales at Fort Bragg alone), and troops engaged in field training consume thousands of tactical rations. These activities provide opportunities for NC producers of meat, poultry, seafood, dairy, baked goods, produce, snack foods, dry goods, beverages, condiments, non-food items and related services. With agriculture still the largest sector of North Carolina s economy, thousands of NC growers and food producers are ideally positioned to leverage these opportunities. The NCMBC partners with State agencies to assist NC food producers to sell products to DoD. However, North Carolina s textile manufacturers continue to demonstrate their resilience by expanding their end users to include aerospace, industrial, military and other markets. Federal government agencies are major consumers of clothing and textile products. Statutory requirement 10 U.S.C. 2533a, the Berry Amendment, restricts the procurement of the following to products grown, reprocessed, reused or produced in the U.S.: food, clothing, tents/tarpaulins/covers and textile-related products such as cotton and other natural fiber products, woven silk or woven silk blends, spun silk yarn Diversity of NCMBC Textile Industry Clients Webbing Zippers Thread Parachutes Boots for cartridge cloth, synthetic fabric or coated synthetic fabric, canvas products, wool or any item of individual equipment containing any of the restricted fibers or fabrics. The defense textile market in North Carolina is very robust, with companies providing end items and components to the Department of Defense, the Department of Justice (i.e. Federal Prison Industries) and federal agencies. During fiscal year 2015, companies in North Carolina competed for and won contracts to manufacture end items ranging from parachutes to body armor and boots to socks. Additionally, North Carolina companies competed for and won contracts for components such as yarn, thread and cloth. The NCMBC recognizes the important role the textile industry plays within the state and the State s economy. The NCMBC provides assistance to North Carolina businesses throughout the textile supply chain to help them compete for and win federal contracts - growing their portfolios to include defense and federal clients. 5 FOCUS: INSTALLATION & OPERATIONAL ENERGY North Carolina has a commitment to innovation within the energy, environmental and utilities industries. According to the North Carolina Department of Commerce, the state is: home to over 1,000 companies who participate in the energy efficiency and renewable energy supply chains the first state in the southeastern United States to enact a mandatory Renewable Energy and Energy Efficiency Portfolio Standard Additionally, the U.S. Energy Information Administration reports that North Carolina is ranked 6th in the nation in net electricity generation from nuclear power in 2013, producing 5.1% of the nation s total nuclear energy. DoD and the federal government have announced aggressive goals for clean energy, including a 30% reduction in energy intensity through 2015 (based on 2003 baseline) and securing 25% of its energy requirements from renewable sources by the year The Army has awarded 90 contracts to renewable energy companies to provide up to $7 billion in energy over the next 30 years. All military services have aggressive programs to improve fuel economy for vehicles, ships, aircraft and equipment, and to make forward operating bases less dependent on fuel by increasing the use of tactical renewables and improved energy efficiency. With this growing federal and Department of Defense demand for clean energy and North Carolina s business capacity in both energy conservation and renewables, this industry represents significant opportunity for businesses to engage in the federal marketplace. In October 2015, the NCMBC hosted the Southeast Military Energy Roundtable to discuss programs within the Department of Defense, federal agencies and at military installations and federal facilities to enhance energy security, to meet federally mandated targets and to achieve agency goals for clean energy. The Roundtable was one step in a process to create the best environment in the U.S. for bases and facilities to sustain their mission capabilities, while achieving their energy and sustainability goals, growing jobs, expanding the economy and securing the long-term presence of military bases and federal facilities throughout the southeast. The NCMBC assists businesses in the state to engage successfully in these markets and to grow jobs through environmental- and energy-related federal contracts. North Carolina is home to world-renowned universities, research and development institutes and medical practices leading the way for the biotechnology, pharmaceutical and life sciences industries. According to the Economic Development Partnership of North Carolina, in 10 years, the State has invested over a billion dollars in university research and facilities, workforce training, incentives and infrastructure. From the North Carolina Biotechnology Center to Research Triangle Park (RTP), and Centennial Campus to the North Carolina Research Campus, North Carolina is strategically positioned to remain one of the top producers of science and medical technologies in the country. As the overseas conflicts draw down, business opportunities within the medical industries and particularly the Department of Veterans Affairs (VA) and Department of Defense medical commands are increasing, in order to meet the needs of our country s active duty military, veterans and family members. These opportunities cross the full range of medical goods and services, from staffing and provider services to research and development, pharmaceuticals and medical supplies, devices and equipment. In North Carolina, four-va hospitals, twenty-two-va clinics, two major medical military facilities (Womack Army Medical Center and Naval Hospital Camp Lejeune), the US Army Research Office, and the RTP facility of the National Institute for Environmental Health Sciences are key drivers for federal contracts in this industry. Additionally, the Department of Defense agencies outside of the state are key sources of federal contracts for North Carolina medical businesses. Over 500 bioscience and medical companies operating in North Carolina employ more than 58,000 individuals - a business capacity to meet federal and DoD needs. North Carolina companies in the medical field conduct a full spectrum of operations to include: medical services, medical IT, research and development, new product development, manufacturing and distributing medical supplies, equipment and devices, and pharmaceuticals. To help North Carolina businesses leverage these opportunities, the North Carolina Military Business Center connects North Carolina businesses to current contract and supply chain opportunities to help them compete for and win federal contracts - growing their portfolio to include defense and federal clients.

6 FOCUS: AEROSPACE SYSTEMS North Carolina is home to a vibrant and diverse military, commercial and general aviation aerospace industry, with assembly, manufacturing, engineering, operations and service providers statewide. With a critical mass of aerospace companies, robust supply chain and highly-skilled employees (including transitioning military personnel), North Carolina continues to engage successfully in the aerospace and aviation industries. Major aerospace and defense employers operate within North Carolina, including Spirit Aerosystems, Honeywell, UTC Aerospace, GE Aviation, Honda Aircraft Company and Curtiss-Wright Controls. Additionally, there are military aviation assets located at Seymour Johnson Air Force Base in Goldsboro and Pope and Simmons Army Airfields at Fort Bragg. The provision of material and services for these assets could benefit companies located within the state. The NCMBC coordinates with all military bases and over 40 federal agencies to secure forecasts, identify future opportunities and provide web-based market intelligence on future contracts and current contractors to NC businesses. The NCMBC also provides training on federal construction bidding and project execution, builds mentor-protégé and other teaming alliances to compete for federal projects and connects major prime contractors with North Carolina designers, suppliers and subcontractors. As new construction projects are completed, military installations are turning to Operation & Maintenance (O&M) funding to execute additional sustainment projects on existing facilities. Although new construction will revert back to pre-2006 funding levels, new construction at Fort Bragg and Camp Lejeune will still exceed $200 million annually. Sustaining, restoring and modernizing (SRM) existing infrastructure will be a primary strategy for the Department of Defense for addressing facility needs for the foreseeable future. 7 FOCUS: ADVANCED TECHNOLOGIES Through the Small Business Innovative Research (SBIR) and Small Business Technology Transfer (STTR) programs, federal agencies must set aside a percentage of their budgets so that domestic small businesses can engage in research and development activities that have a strong potential for technology commercialization. DuringFiscal Year 2015, the set-aside for SBIR was 2.9% and STTR was 0.40%. The set-aside amounts will increase each year through Fiscal Year 2017 due to the SBIR/STTR Reauthorization Act of To date, over $16 billion has been awarded by the SBIR program to small businesses across the country. The NCMBC supports North Carolina s advanced technologies research and development (R&D) efforts by helping businesses to transition innovations into federal government agencies. The NCMBC also helps businesses to access and commercialize government-developed technologies, and to sell resulting products to DoD and other agencies. The NCMBC hosts the North Carolina Federal Advanced Technologies Review, industry-focused symposia and Advanced Technologies Quarterly Meetings to connect businesses with federal science and technology advisors, to establish partnerships and to help businesses sell technologies to the federal government. The Advanced Technologies Review also connects businesses to several important programs, including the highly competitive Small Business Innovative Research (SBIR) grant program for new technology development AND BEYOND: THE ROAD AHEAD The NCMBC has succeeded in the primary function assigned to it by the General Assembly in 2005: win more federal contracts. To continue to win, the NCMBC must transition as federal contracting and the federal budget environment evolve. The highly skilled, educated, experienced and disciplined transitioning military workforce is an engine to grow existing businesses and attract new companies to North Carolina. The NCMBC focuses on leveraging the DoD SkillBridge program and relationships with industry to bridge skill gaps and to make our transitioning military personnel employment-ready. In support of veteran hiring within North Carolina, the NCMBC provides free job-to-job-seeker skill-based matching on MatchForce.org, and communicates active employer job openings to Transition Assistance Programs at the North Carolina bases, North Carolina National Guard and Reserves, as well as other partners (e.g., Marine for Life) that assist veterans to enter the workforce. Additionally, the NCMBC refers employers who are seeking to hire veterans to additional resources, including NC Works and Enable America, which help transitioning military and wounded warriors find employment opportunities. VETERAN WORKFORCE: PROGRAMS THAT WORK In 2014, the U.S. Department of Energy s SunShot Initiative launched the Solar Ready Vets program to connect the veteran workforce to the solar energy industry. Solar Ready Vets is enabled by the U.S. Department of Defense s SkillBridge initiative, which allows exiting military personnel to pursue civilian job training, employment skills training, apprenticeships, and internships up to six months prior to their separation. The Solar Ready Vets program prepares these servicemen and women for careers as solar photovoltaic system installers, sales representatives, system inspectors, and other solar-related occupations. In 2015, The NCMBC helped to establish the Solar Ready Vets program thru the connection of Fayetteville Technical Community College (FTCC), North Carolina Sustainable Energy Association and the U.S. Department of Energy. The Solar Ready Vets program is scheduled to launch May 2016 at FTCC. OPPORTUNITIES TO EXPAND. The Solar Ready Vets program and its curriculum are prime examples of high-demand industries working together to tap into the transitioning military personnel population to increase the workforce. The NCMBC is working with several other industries to make the connection between exiting military, training institutions and employers. One trade that the NCMBC is assisting is the HVAC industry, which is experiencing a high demand for HVAC technicians, in an industry dominated by small businesses. As a result of this initiative, FTCC will soon launch a new solar program and expand upon an existing HVAC curriculum to meet industry and workforce needs. The NCMBC expects this trend to spread to other bases and community colleges. 8 TECHNOLOGY RESOURCES: CONNECTING NC To successfully connect and assist North Carolina companies to compete for and win federal contracts, the NCMBC utilizes several technology resources including NCMBC.us, MatchForce.org, social media and an internal client management database maintained on ACT! software. NCMBC.us. Viewed by over 3,100 users each month, the NCMBC s website provides market intelligence, pre- and post-event information for statewide and local events, access to live and recorded webinars, support resources and technical contracting news for federal contractors. Twelve industry webpages provide tools that businesses need to enter the marketplace, future opportunities and forecast data, current prime contractor information, reference materials and key points of contact. The NCMBC also leverages social media to include Facebook, Twitter, a popular LinkedIn group and a news blog widely read by federal contractors and contracting officers worldwide. MatchForce.org. MatchForce is the State of North Carolina s free, official federal contracting portal that automatically matches over 21,000 registered NC businesses to thousands of federal contract opportunities every day. Using MatchForce ensures that a business will connect to every federal contract opportunity that matches its capabilities, while minimizing staff time to search federal websites for opportunities. Additionally, MatchForce matches individuals to job opportunities posted by registered federal contractors and other businesses, which facilitates civilian, veteran and military spouse employment in the state. Also, without logging into the system, users have the ability to view new opportunities that were identified within the past 24 hours. Daily opportunity s include tip of the month videos and links to all matching federal contracts for the day. Client Management Database. The NCMBC s client management database contains over 54,000 North Carolina business profiles of registered federal contractors the largest database of it s kind in the state. NCMBC business development staff use this database to research business capabilities, to team and preposition businesses for future opportunities and to notify North Carolina businesses of current federal opportunities within high priority industries. Contractor Data. NCMBC s Procurement Analyst compiles and maintains data on all federal contractors in North Carolina by county.
