The installation is located a few miles from the towns of Wahiawa and Mililani and is 17 miles from Honolulu. The 17,725-acre Schofield Barracks site was established in 1908 to provide a base for the Army' s mobile defense of Pearl Harbor and the entire island. Tripler AMC operates the US Army Health Clinic at Schofield Barracks, which provides quality healthcare to the majority of the 34,000 soldiers, family members and retirees. 2 Special Installation Messages: Defense Service Network (DSN) Dialing Instructions The DSN is the provider of long-distance communications service for the Department of Defense (DoD). Every installation has a special DSN number and the numbers vary by world-wide location. In order to place a call using DSN, the caller must be using a military phone on an installation. Cell phones cannot dial DSN numbers. When dialing a DSN number from a United States installation to another United States installation, it is unnecessary to dial the DSN 312 area code. When dialing a DSN number to/from overseas locations, the DSN area code must be included. The operator can be reached at commercial (719) Please note that long distance charges may be incurred. Overview Location Schofield Barracks is nestled at the foot of the Waianae mountain range on the island of Oahu in Hawaii. Hawaii's cost of living is among the highest in the nation. The major source of that high cost of living can be attributed to the cost of housing. The base operator' s phone number is History The 25th Infantry Division traces its lineage to the Hawaiian Division, which has defended Hawaii since On December 7, 1941, the 25th Infantry Division received its debut of fire when Japanese forces attacked military facilities on the island of Oahu. The division without delay deployed to southern and eastern coasts of the island, ready to defend against a possible Japanese invasion. The division was made famous after relieving the Marines at Guadalcanal in Due to their superior performance during this operation, the 25th Infantry Division (25th ID) earned its nickname " Tropic Lightning." For more information, go to the 25th ID homepage. Mission The 25th Infantry Division prepares for deployment to a theater of operations to perform combat operations as part of a corps counterattack. On order, it conducts theater-wide deployment within 54 hours of notification to perform combat operations in support of USCINCPAC theater strategy. Per AR , all Army personnel and dependants over the age of 14 years of age are required to complete Antiterrorism Level 1 training prior to executing an OCONUS PCS move. Soldiers and Family members can access this training online. Sponsorship Sponsorship Training Visit My Training Hub and log in with your Common Access Card, or CAC, to take the esponsorship Application & Training. The course will walk you through your sponsorship duties and help you find the resources and information your newcomer is going to need. Families can be an important part of the sponsorship process. If your family members want to learn more about sponsorship or if they want to become a sponsor, they can access the Sponsorship Awareness for Families and complete sponsorship training through My Training Hub with an address and password. The Sponsorship Awareness for Families course includes the same resources and information as the CACenabled version. Moving is a way of life for service members and their families. Resources like MilitaryINSTALLATIONS, Plan My Move and Military OneSource can help smooth that transition. The Sponsorship Program supports sponsors with training and access to important information and resources. Sponsorship Program goals include the following: Providing newcomers with a sense of belonging Easing the transition for inbound service members or civilians and their family members Increasing productivity Helping newcomers make informed decisions Cultivating new friendships Improving morale A sponsor is assigned by a newcomer's gaining unit and helps the newcomer before, during and after a move. If you haven' t been assigned a sponsor, you can request a sponsor through your new unit or through MilitaryInstallations. Units try to match sponsors and service members by rank and family status. Sponsorship duties include the following: Contacting the service member and family with an introductory Following up with the member' s preferred method of contact Sending information about the new community and duty assignment, responding to questions and providing resource information Confirming transportation and lodging arrangements Assisting with post office arrangements Meeting service members and family members upon arrival Accompanying service members to unit check-in point Introducing service members to the Military and Family Support Center and loan closet, if available Orienting service members and families to the installation and key locations, such as the commissary Note: Responsibilities may vary based on service-specific policies and guidance. 4 Youth Sponsorship Program Many installations give kids the chance to get to meet a new friend and become acquainted with their new installation through the installation s youth program. Where available, they can exchange s, talk on the phone or chat online. For more information, visit MilitaryINSTALLATIONS and click on Youth Services and your new installation. The youth program staff at your new installation can offer more information on the Youth Sponsorship Program. Families with children may also want to visit Military Kids Connect, an online community for military children and youth. The site offers games, videos and links to teen-led installation tours. Directions to Installation Airports Honolulu International Airport (HNL) HNL is the primary hub for domestic overseas and inter-island flights and is currently one of the three State airports accommodating international flights. Honolulu International also functions as a joint military-civilian airport sharing airfield facilities with Hickam Air Force Base. Once you arrive at the Honolulu International Airport, sign in at the Replacement Detachment Liaison desk located between baggage claims F and G. Cab fare is approximately $60.00 to $65.00 from the airport. Replacement Drivers are available to transport you and your family from the Airport to the Replacement Barracks, Schofield Inn, Hale Koa Hotel, and several other TLA authorized hotels between the hours of hours or the last flight of the night. Call the CQ phone number listed at the Replacement Detachment liaison desk during other hours or if no one is at the desk. Driving Directions Honolulu International Airport to Inn at Schofield Barracks The installation is approximately 17 miles from the airport. To reach Schofield Barracks from Honolulu International Airport follow exit directions to Interstate H1 west bound. Proceed on H-1 to the H-2 interchange and go north to Wahiawa. Continue on H2 (about 8 miles) until it ends into a divided highway (Wilikina Drive 99), proceed to the second traffic light (Wilikina & Kunia Road) and turn left onto Kunia Road. Make a right at Foote Gate onto Kolekole Ave, go through the first stoplight (Road A), and the next two stoplights (Kolekole and Flager, and Kolekole and Humphreys. As you go through the third traffic light, you will see the Inn at Schofield on the right. As you turn right into the parking area, the Main Lobby is on your left. Honolulu International Airport to Tripler Billeting Facility Tripler is approximately 4.5 miles from the airport. Follow the exit directions; Turn left onto Rodgers Blvd, continue for about 0.8 miles; Turn right onto H-92(East) Nimitz Highway for about 1.1 miles. Turn left on Puuloa Road continue for 1.1 miles. Puuloa Road will run into Jarrett White Road. Continue on Jarrett White Road for 1.3 miles, you will be entering Tripler's gate. Proceed on Jarrett White Road and continue until you see the emergency room on the left, at that point make a right turn up the road, Tripler Lodging will be on the third driveway on the left. Check-in Procedures Reporting Procedures Once you arrive at the Honolulu International Airport, sign in at the Replacement Detachment Liaison desk that is located between baggage claims F and G. If you do not sign in you could experience difficulties and delays during your in-processing. Soldiers are authorized to report in civilian clothes; however, you must be clean-shaven, and in accordance with AR (i.e., no piercing, etc.) Soldiers should bring all initial issue uniforms and hand-carry all-important documents (i.e., orders, leave form, marriage certificates, and prescriptions). Airlines sometimes lose baggage for a few days. Personnel assigned to 25 th Infantry Division, 8 th Theater Sustainment Command, USAG-HI, 130 th Engineers, 8th Military Police, 45 th STB, 500 th MI, 205 th MI, 715 th MI will in-process at Schofield Barracks through Replacement Detachment. All other personnel assigned to USARPAC, 8TSC HQ, will in-process at Fort Shafter. Tripler Army Medical Center Page 4 of 48

5 Medical Services personnel assigned to Tripler Army Medical Center will in-process through Tripler Military Personnel Office. Upon arrival at the Honolulu National Airport you will need to collect your bags and hopefully (If you and your sponsor have kept in contact), your sponsor will be waiting for you to take you to sign in at Tripler. If, for any reason, your sponsor isn't there for you, you should go directly to the USO located in the baggage claim area. There you will find information on how to contact the Staff Duty NCO and/or the Sponsorship Coordinator. The Staff Duty may be reached at /6662. If it is during the duty hours of 8:00 a.m and 3:30 p.m., you will need to contact the Sponsorship Coordinator at Troop Command Headquarters at /9187. He or she will get a hold of your sponsor or quickly assign one for you and send them out your way to get you started. PACOM, Camp Smith personnel contact Army J1 Manpower, Documents to Hand carry All incoming personnel should have their PCS orders, Command Sponsorship orders for spouse and family members, 201 file, leave form, medical, and dental records. What to do if you Get Married Enroute If you get married before you PCS, you must inform your commander and follow the procedures exactly as you are given them. The military will not pay for travel and housing of your spouse if you do not follow the proper procedures. Motor Vehicles Registration and licensing requirements State laws vary when it comes to motor vehicle insurance requirements, licensing and registration. The term vehicle generally includes automobiles, motorcycles, vans, trailers and boats regularly parked or garaged overnight. Service members and their families will want to understand their state s laws on registration and licensing before moving to a new state. Visit the USA.gov Motor Vehicle Services page for links to state-specific websites. Motor vehicle laws State and local laws regulate the operation of motor vehicles, and these laws can vary by location. Many states regulate the following: Seatbelt use Child safety seats Motorcycle operation The use of cellphones and other digital devices while driving Learn more about motor vehicle laws in your state at the Distraction.gov State Laws page. Installation Specific Information Registration & Licensing Requirements Hawaii State law requires you to have sufficient liability insurance and a valid driver s license in order to operate a vehicle. The term vehicle generally includes automobiles, motorcycles, vans, trailers and boats regularly parked or garaged overnight. Further, your vehicle must be properly registered. Even though you are in the Military, you may be required to register your vehicle in-state and obtain an in-state license within a few months of moving. Access complete information on insurance, driver s licensing, and where and how to register your vehicle by visiting the State Department of Motor Vehicles website. State Laws You and your passengers must always wear seatbelts while driving, you will be ticketed and issued heavy fines if seatbelts are not secured. State law requires that all children under 7 years of age be properly restrained in child seats. Some states also require younger, smaller children to sit in the back seat. Motorcycles and their operators are subject to special laws. If you own and operate a motorcycle, you must comply with those laws. Visit the State Department of Motor Vehicles website for more information. Many States and local jurisdictions have strict laws about the use of cell phones and other digital devices while driving. Research these laws on the State Department of Motor Vehicles website. Tickets will be issued and fines assessed for violating these laws. Play it safe and always use a hands free device if you must use a cell phone or other PDA while driving. Hands-free devices must be used while operating a motor vehicle on ALL military installations worldwide. Page 5 of 48

6 Registering Vehicles in Hawaii Registration records of all vehicles in Hawaii must be updated annually. Annual fees are based on the vehicle weight and usage. They are computed by the Division of Motor Vehicles and Licensing. The deadline for registering vehicles is the last working day of the expiration month of the current registration. However, if the registration expiration date occurs on a Saturday, Sunday or legal holiday, the delinquent renewal penalty fee will not be charged until after the next working day. Proof of Hawaii motor vehicle insurance is required to obtain a vehicle inspection, and the vehicle inspection sticker and certificate are necessary to operate a vehicle on all Hawaii roads and for all vehicle ownership-registration transactions. Non-resident active duty military personnel must submit a properly completed Non-Resident Certificate, Form DF-L (MVR) 50, for each registration, renewal or transfer or transaction. Form DF-L (MVR) 50 is available from your military personnel office or your military unit. When you buy a new vehicle on Oahu, the dealer will probably have it registered and licensed for you. But if this service is not provided, this is what you must do: Fill out an Application for Registration, Form DF-L (MVR) 1, which must be signed by you, the registered owner(s) and countersigned by a licensed Oahu vehicle dealer. Submit a Hawaii Vehicle Inspection Certificate. If you are an active duty service member stationed in Hawaii and a non-resident of this state, you must submit the Non- Resident Certificate, Form DF-L (MVR) 50, available from your military personnel office or your military unit. The required fees will be determined by vehicle registration or Satellite City Hall personnel. Registering Vehicles on Post All privately owned vehicles operated on Schofield Barracks, Wheeler AAF, Fort Shafter and Tripler Army Medical Center must be registered with Provost Marshal within 10 days after arrival, or within 3 days of local purchase. Personnel are required to present proof of Hawaii State Registration, driver' s license, Hawaii safety inspection slip, Hawaii No-Fault insurance card and Military ID Card. Schofield Barracks, Soldiers Support Center, building 750 Ayers Street, , DSN Post Regulations Hawaii State law requires the operator and all passengers ages 8-17 must use a seatbelt. Children birth to age 3 must ride in a safety seat. Children between the ages 4 through 7 are required to ride in a booster seat whenever traveling in a motor vehicle. Only exemptions are if the child is over 4 9 or if the vehicle has lap-only seat belts in the rear seat. Speed Limits -- Troops on a roadway - 10 MPH, Housing areas - 15 MPH, The maximum speed is 15 MPH. Vehicle Checks -- As this is a federal installation, all vehicles entering or leaving Schofield Barracks, Wheeler Army Airfield, Fort Shafter and Tripler AMC are subject to search. Accidents -- The military police handles accidents on post. The Honolulu Police Department responds to accidents off post. Education - General Overview Introduction The Hawaii Public School System falls under one school district is and managed by the Hawaii State Board of Education. However, there fifteen complexes and 290 schools statewide. There are no DoD Schools in Hawaii. With certain exceptions, all children between the ages of 6 and 18 must attend either a public or private school. Kindergarten, for which a child must be five years of age before July 31th of the school year, is optional. The birth date cut-off for Kindergarten is July 31th of the year in which school begins. Besides public schools, parents have the option of private schools, charter schools, and homeschool. The Army School Liaison Services provides access to a wide range of resources to facilitate Army youth education transitions. Accreditation The following schools are accredited: Leilehua High, Wheeler Middle, Hale Kula Elementary, and Shafter Elementary. Page 6 of 48

7 Helemano Elementary, Solomon Elementary, and Wheeler Elementary are NOT accredited. Number of Schools The Honolulu District encompasses Kalihi through Hawaii Kai. Its major communities include Aina Haina, Ala Moana, Alewa Heights, Chinatown, Downtown, Hawaii Kai, Kakaako, Kalihi, Kaimuki, Kapahulu, and Palolo. The Leeward District covers the areas of Pearl City through Makaha, including the Ewa Beach and Kapolei areas. Its major communities include Barber s Point, Ewa Beach, Kapolei, Maili, Makakilo, Makaha, Nanakuli, Royal Kunia, Waianae and Waipahu. The Windward District includes the areas from Sunset Beach through Waimanalo. Its major communities include: the North Shore, Heiea, Kaaawa, Kahaluu, Kahuku, Kailua, Kaneohe, Laie, Punaluu, and Waimanalo. The Central District covers the areas of Waialua/Haleiwa through the outskirts of Honolulu. Its major communities are: Aiea, Foster Village, Halawa, Hickam, Makaha, Mililani, Moanalua, Nanakuli, Pearl Harbor, Wahiawa, and Waialua.. Bus Service State school bus service is partially subsidized by the State and generally available to students living beyond a onemile radius of the school (1 ½ miles for middle and high school students). Parents are responsible for the cost of their child s bus transportation. Free-or-reduced bus is available to students who meet income eligibility guidelines. The school bus cost is currently (School Year ) $1.25 one-way; $72/quarter or $270/year (round-trip). This is subject to change at anytime. Meals Breakfast and Lunch are served at all public schools. Breakfast is generally served 7:30 a.m. to 8:00 a.m. Lunch is generally served 11:00 a.m. to 12:30 p.m. Check with each individual school for specific information. Free-and-reduced breakfast and lunch are also available to families who meet income eligibility guidelines. To apply for Free-and-reduced lunch, submit an online application by visiting website. Current meal costs for School Year is $1.10 for student breakfast(k-8 th), $1.20 (9th-12 th); $2.50 for student lunch (K-8 th), $2.75 (9th-12 th). The cost of the meals are subject to change at anytime. Before and After School Programs Some public schools offer before and after school programs for their students. The before school program generally begins at 6:00 a.m. The after school program generally ends at 5:30 p.m. Both of these programs are supervised by adults and offer a variety of activities including arts and crafts, homework assistance, and physical fitness. There is an additional cost to the before and after school care programs and not all schools offer these programs. Please contact the school for more information. School Sports Programs Schools vary in the area of sports in regards to elementary schools and middle schools. Some of the team sports offered are: basketball, volleyball, and track and field. High Schools offer these sports: Baseball, basketball, football, soccer, softball, volleyball, water polo, air riflery, cross country, judo, tennis, track and field, cheerleading, golf, bowling, paddling and wrestling Please check with individual schools to confirm which sports they offer. Exceptional Children Programs Our EFMP staff will mediate for our school families regarding their IEP and other special needs related to the schools. Many EFMP-linked families ask the EFMP staff to accompany them to assist in receiving the appropriate school services. Local Schools Enrollment The Hawaii Public School System has approximately 179,000 students in PreK-12 th grade, with approximately 15, 000 of those students being military-connected. There are a total of 290 public elementary, middle/intermediate, and high schools throughout the State of Hawaii. Pupil/Teacher Ratio The Hawaii Board of Education has determined the optimum class size for grades K-3 shall be 20:1; provided that the maximum class size for grades K-2 shall be 25:1. The optimum class size for grades 4-12 shall be 26:1. (Board of Education Policy #2237, 10/21/04) Page 7 of 48

8 Grading System Hawaii does not have a standard grading system. Each student must earn a minimum number of units or credits to be promoted from one grade to the next. Intermediate School From grade 7 to minimum of 4 units From grade 8 to total of 8 units (2 must be English, 2 in mathematics, 1 in science, 1 in social studies, and 2 others) Units: One-half unit is granted for each semester course passed with at least a grade of D. One unit is granted for each course passed with at least a grade of D. High School From grade 9 to minimum of 4 credits From grade 10 to minimum of 8 credits From grade 11 to minimum of 14 credits Credits: One-half credit is granted for each semester course passed with at least a grade of D. One credit is granted for each course passed with at least a grade of D. Graduation Requirements Graduation is based on credits earned in grades A total of 24 credits are required. A student transferring from out-of-state or from a private school shall meet the Hawaii requirements or shall show evidence of equivalency in meeting the requirements. Minimum graduation requirements are: Subject Credits English 4 Social Studies 4 Mathematics 3 Science 3 World Language, Fine Arts, Career and Technical Education/JROTC 2 Physical Education 1 Health 1/2 Personal Transition Plan 1/2 Electives 6 Honors Recognition Certificate Requirements In addition to meeting the requirements for the Hawaii High School Diploma, students must attain a cumulative GPA of 3.0 or above to qualify for a honors recognition certificate in one or more of the honors described below. Academic Honors: 4 credits of Math: The four credits must include one credit for Algebra 2 and one credit beyond Algebra 2. The credit beyond Algebra 2 must be earned via the following courses or equivalent AP or IB or Running Start math courses: Algebra 3, Trigonometry, Analytic Geometry, Precalculus, Probability, Statistics, Introduction to College Mathematics, or Calculus. AND 4 credits of Science: Of the four credits, one credit must be in Biology 1 or equivalent IB Biology; or AP Biology courses. AND 2 credits minimum must be from AP/IB/Running Start courses (equivalent to credits for two college courses). CTE Honors: Completes program of study (2-3 courses in sequence plus a state-identified specific academic course requirement). Earn a B or better in each required program of study (coursework) Meet or exceed proficiency on performance-based assessments for corresponding program of study Page 8 of 48

9 Completes one of the following written assessments for the corresponding program of study: Earn at least 70% on each end-of-course assessment Earn a nationally-recognized certificate Earn a passing score on a Dual Credit Articulated Program of Study assessment STEM Honors: 4 credits of Math: The four credits must include one credit for Algebra 2 and one credit beyond Algebra 2. The credit beyond Algebra 2 must be earned via the following courses or equivalent AP or IB or Running Start math courses: Algebra 3, Trigonometry, Analytic Geometry, Precalculus, Probability, Statistics, Introduction to College Mathematics, or Calculus. AND 4 credits of Science: Of the four credits, one credit must be in Biology 1 or equivalent IB Biology; or AP Biology courses. Successful completion of a STEM Capstone Project in one of the approved ACCN course Unique Opportunities Besides public schools, parents also have the option of sending their child to a private school. There are approximately 77 private schools throughout Hawaii. Parents are responsible to pay for the school s tuition, which may range from $5,000 to $22,000 a year. There are also 31 public charter schools, which are held individually accountable for many state and federal laws.. TB Testing: All new entrants must show proof of freedom from communicable tuberculosis through a negative TB (Mantoux) test or x-ray and have completed all health requirements at the time of school entry. Provisional Enrollment: A signed doctor' s statement (with the date/time of next visit) that indicates that the student is in the process of completing health requirements. All students attending school must be immunized against: Diphtheria-Tetanus-Pertussis(DTP). Primary immunization. (The number of doses shall be dependent on the age of the child when first immunization is given). Booster doses as required by physician. Pertussis is not required after age of six. Measles, Mumps and Rubella (MMR). Two MMR immunization shots are required for all new students. Poliomyelitis. Primary immunization (original series) and a booster one year later. Hepatitis B. Required for all students born after 12/21/92 & for 7th grade attendance. Varicella (chicken pox). Effective 7/1/02. Two doses of varicella vaccine are required if the first dose is administered on or after the 13th birthday. Geographic Exceptions Public school students who wish to attend a particular school outside their home school may request a transfer. All Geographic Exception applications should be submitted to the home school (the school that the student would attend based on official residence). Education - Local Schools/Overseas Moving from one installation to another in the United States can be challenging enough; but moving with your family overseas can be even more complex. One of the most important challenges can be summed up in one question: "Where will my children go to school?" Where do I start? Talk to the relocation personnel at the Military and Family Support Center and with your sponsor, who may be able to put you in touch with other families with children around the same ages as yours. You may also want to contact the school and ask for references. Once you have narrowed down your options, you may decide you want to schedule an interview with the school or schools. Start planning for a successful school transition as soon as you learn about your move. Library Army General Libraries The Army General Library Program supports the quality of life and well-being of soldiers and their families by providing resources and programs to meet diverse needs. The Headquarters Library Program extends services to soldiers in remote areas through the distribution of paperback books and Playaway audio books. Fifty-eight main libraries and 15 branch libraries provide physical collections in all formats, which support professional reading, educational and recreational pursuits. An enterprise library system and online resources provide remote access to additional information regardless of where soldiers and family members are. The Army' s general libraries are key to the professional lives of soldiers. Collections in support of professional reading, pursuit of a college education, and preparation for retirement or transitioning from the military are provided at the Army Morale, Welfare and Recreation library. Practice College Level Examination Preparation, or CLEP, and Defense Activity for Non-Traditional Education Support, or DANTES, tests are available and in demand. The main library, SGT Yano, is located at Schofield Barracks and a branch is located at Fort Shafter.
