Several DKI APCSS alumni participated in the Chiefs of Defense conference hosted by the U.S. Pacific Command in Canada. INOUYE ASIA-PACIFIC CENTER FOR SECURITY STUDIES Phone (808) Fax (808) STAY CONNECTED The Thailand DKI APCSS Alumni Association hosted its first alumni meeting under the guidance of its new leadership. The Thai alumni plan to join for periodic discussions of relevant security issues affecting the country and the region. These events also support greater networking and interagency cooperation.
2 DKI APCSS hosted several significant events in Honolulu this past month, including the National Security Coordination in Southeast Asia workshop and the ASEAN Defense Ministers Meeting-Plus Experts Working Group. We welcomed over a dozen alumni back to the Center as participants in these events. In addition to these proceedings, we also kicked-off the Advanced Security Cooperation Course 17-2, where over 100 officials, including five alumni from across the region, joined us for our five-week flagship course.
3 In partnership with U.S. Forces Korea, we hosted our firstever, international Mobile Asia-Pacific Orientation Course in Seoul, Korea. Nearly 100 Fellows from four countries participated in the course. Following the commencement ceremony, we hosted an alumni event to honor the Korea DKI APCSS Alumni Association as the Alumni Association of the Year for 2016, and to connect our Korean alumni with the newest graduates of the mobile course. Jaebum Kim with the alumni association award We hosted a maritime capacity-building workshop in Japan that focused on synergistic, maritime capacity-building opportunities among four significant maritime powers: Japan, India, Australia and the United States. Following the workshop, we hosted an alumni event for all alumni in the Tokyo area.
4 In Myanmar, DKI APCSS Professors Miemie Byrd and Saira Yamin established the foundations for a successful security-sector development workshop by coordinating with the officials from civilian and military organizations that are scheduled to send representatives to the event. Professors Byrd and Yamin also delivered presentations at the International Relations Department entitled Teaching Methods for Critical Thinking and Conflict Resolution Frameworks for Peace Processes respectively. They also enjoyed meeting with many DKI APCSS alumni. knowledge, skills and capacity regarding human rights, women s rights and child rights. Alumni Recognition: McDonald Myint Myint Moe (Myanmar), ASC14-3, completed her Fellows Project, elevating the role of women and civil sector organizations in security by institutionalizing leadership training Moe in the government. She was responsible for training over 1,300 personnel, improving their Lieutenant Colonel Saif Ullah (Bangladesh), CSRT15-1, completed his Fellows Project, getting his proposal submitted and approved to implement a counter-terrorism training module into Ullah the existing Army formation-level training program. Saksovuthy Say (Cambodia), CSRT15-1, completed his Fellows Project to enhance efforts in countering terrorist financing in Cambodia. He coordinated with the Financial Say Intelligence Unit to issue a regulation that freezes the financial assets connected to terrorism. Sarangoo Dambajav (Mongolia), ASC15-1, completed her Fellows Project, writing a paper to reduce air pollution in Mongolia. This was an urgent and important topic for the Dambajav people living in the Mongolian capitol who suffer from the negative impact of using coal to heat, cook and survive during the seven-month cold season.
5 Alumni Recognition: Lieutenant Colonel Dennis Palalay (U.S.), ASC15-1, developed an Army Public Health Security Cooperation Support Plan, and demonstrated its effectiveness through the Army Public Palalay Health-Pacific Service Line and via multiple capacity-building, international health protection security cooperation engagements throughout the Asia-Pacific region. Doval Colonel Puneet Doval (India), CCM16-1, completed his Fellows Project, establishing a multi-agency crisis coordination center at the Army theater/state level. News Stories from Alumni: Captain George Brown (Chile), EC02-3 and TSC14-1, earned the U.S. Legion of Merit award from the U.S. Deputy Assistant Secretary of Defense for Western Hemisphere Affairs. Tamara Troyakova (Russia), EC03-1, participated in a maritime and territory workshop in Malaysia. Vorontsov Alexander Vorontsov (Russia), EC05-1, participated in the Zermatt track-two roundtable in Switzerland. Troyakova Numa Tor Rithyrungk Colonel Ray Numa (Papua New Guinea), EC04-1, attended the Pacific Armies Chiefs Conference in Seoul, Korea. Major General (Ret.) Rodolfo Tor (Philippines), EC04-3, is a Political Science professor at De La Salle University in Manila. Brigadier General Samrang Rithyrungk (Cambodia), EC04-3, attended the 9 th Japan-ASEAN Defense Vice-Ministerial Forum in Fukuoka, Japan. Brigadier General Badrul Hisham Muhammad (Malaysia), EC05-2, graduated from the Thai National Defence College. He was among the group of international students that delivered a presentation to the Prime Minister entitled Supporting Plan for Thailand s 20 Years National Strategy. Major General Muniruzzaman (Bangladesh), SEC06-2, hosted a Roundtable on Understanding Myanmar: Managing the Rohingya Refugee Crisis. The Bangladesh Muniruzzaman Institute of Peace and Security Studies published a special report on the current refugee crisis. In addition, for the International Affairs Forum hosted by the Institute of Strategic and International Studies,

Mukhtar Upadhyay Suhaily Sidratahta Mukhtar (Indonesia), EC08-2, served as a guest speaker at Vietnam s international conference on 50 th ASEAN. His topic concerned the strategic role of ASEAN in fighting ISIS. Pashupati Upadhyay (Nepal), CSRT14-1, participated in the 2 nd Stockholm International Security Conference, presenting on Countering Violent Extremism and Urban Violence in Asia. Captain Captain Othman Suhaily (Brunei), TSC15-1, attended the International Maritime Security Symposium in Bali, Indonesia. Tsuchiyama Ray Tsuchiyama (U.S.), SEAPOC15-1, published an article in the Honolulu Civil Beat entitled, Hurricane Harvey s Reminder for Hawaii: FEMA Can t Do It All. Willoughby Thapa Charmaine Willoughby (Philippines), ASC15-2, is participating in a research fellowship at the Institute of East Asian Studies, University of Duisburg-Essen in Germany. Lily Thapa (Nepal), ASC16-2, traveled to Seoul, Korea to attend a peace conference.
