2 United States Air Force Auxiliary - Civil Air Patrol Las Vegas Composite Squadron Meets at North Las Vegas Airport Terminal Welcome to Civil Air Patrol (CAP)! * Mondays 6:30pm 9:00pm I am pleased that you are interested in joining our exciting program! On the following pages, you will find information describing many of the activities of the Civil Air Patrol program and your membership application. Please read all of this information so that you understand the program that you are joining. Civil Air Patrol is the official Auxiliary of the United States Air Force. This means that the Air Force supports us with materials, personnel, and funds. In return, CAP relieves the Air Force from many aerial and ground search and rescue activities nationwide. CAP is a strictly civilian, voluntary, flight- oriented non- profit organization. Under Civil Air Patrol s charter by Congress, CAP has three distinct missions: Emergency Services, Aerospace Education, and Cadet Programs. Emergency Services refers to those CAP community activities involving flying and ground team support. CAP participates in about 95% of all search and rescue missions coordinated by the Air Force Rescue Coordination Center. They also fly mercy, disaster, state and local government, and CAP- directed missions. CAP owns over 500 aircraft and augments its fleet with over 8,000 member- owned aircraft. The Aerospace Education part of the CAP program is intended to inform our members and the local community about aviation and space developments. Your CAP training will include aerospace education through aerospace activities and book study, and may also include orientation flights in civilian and military aircraft. In addition to our own internal aerospace education program, CAP furnishes programs and materials to schools for aerospace education. The Cadet Program is designed to build leadership, character, and citizenship in young people, with an emphasis on aviation. This program includes local, national, and international activities. As a CAP Cadet, you will receive guidance, aviation orientation, and supervision from senior members (ages 18 and older). Cadets who have advanced through the program to leadership positions will be principally responsible for running the program, through the CAP Cadet Chain of Command. These missions probably include many areas of interest to you. Before you may participate on a broad scale, you will be required to familiarize yourself with the first chapter of your leadership manual, which provides an overview of the entire CAP program. You will be assisted in reaching your first achievement by your Flight Commander and Flight Sergeant. Upon learning this basic information and receiving your first promotion, you may attend nearly all CAP activities and training sessions available. Your participation in activities outside the squadron will also depend on your obtaining the necessary uniforms. 3 Las Vegas Composite Squadron Cadet Welcome Packet Cadet Member Welcome Packet There are six training areas for Cadets in CAP. You will normally be participating in all six areas throughout the year. The training areas are: Aerospace Education, Emergency Services Training, Leadership, Character Development, Physical Fitness, and Activities. Aerospace Education includes projects and activities, book knowledge, and orientation flights. The aerospace book is divided into six chapters, and you will learn the material from one chapter for six of the first eight achievements through the program. Aerospace projects and activities may include model rocketry, radio control model aircraft, aerospace tours, aviation museums, aircraft simulator orientations, and air show attendance. You must pass a test on one chapter for most of your promotions. The aerospace tests may be taken in any order. Leadership Training is accomplished by progressing through the four phases of the program. During these four phases, you will learn leadership skills through the use of drill (marching) and practical experience leading other cadets. Progression to higher phases is accomplished by completing various achievements during each phase. The completion of each achievement level indicates a readiness for increased responsibility and consideration for advancement in grade, i.e. a promotion. Eventually, you will become proficient enough in these skills to teach other Cadets. Each promotion requires that you pass a multiple- choice exam on one chapter. Leadership tests must be taken in chapter order. Character Development is a monthly structured discussion relating to issues of morality and ethics of decisions that many teenagers face in today s society. General topics include: volunteerism, drug influence, honesty, integrity, and many others. Attending Character Development sessions are part of your promotion requirements. Physical Fitness occurs regularly in the schedule, and also includes occasional weekend activities. The physical fitness training is usually quite enjoyable for Cadets. At least once a month, cadets participate in one of two forms of physical activity: a workout session or the CAP Physical Fitness Test. Passing the Cadet Physical Fitness Test (CPFT) is required for each promotion. If there is a medical condition that would preclude your participation in the Physical Fitness program or testing, a doctor will have to complete a waiver form. The waiver form is included in the Physical Fitness Pamphlet (CAPP 52-18) that every cadet receives with their initial set of books and CD. If you need a copy of the form prior to receiving your books, please request one from a member of the administrative team. Emergency Services Training prepares Cadets for involvement in ground- based search operations. The main purpose of this training is to develop proficiency in tasks that assist in the location of missing aircraft or persons in need of assistance. Training elements include: first aid and CPR, radio operations, navigation by map and compass, survival techniques, aircraft marshaling, and more. You will be taught in both a classroom setting and in the course of Field Training Exercises held in the field on weekends. Activities are usually aerospace, emergency services, community service or fitness- related in nature, and are always intended to be a positive step in your growth. Activities may include orientation flights in powered aircraft, glider flight training, volleyball and drill competitions, public speaking, radio communication training, and much more. Activities are open to Cadets who participate actively in all other aspects of the program. The Civil Air Patrol Cadet program can be very satisfying, indeed. However, the amount of satisfaction you receive from your membership is determined by how much you put in to the program. In order to make the most of your membership, and to meet squadron goals, you are expected to attend weekly meetings, actively participate in squadron duties and activities, and pursue the three CAP missions. All of this can be accomplished with a relatively minor time commitment.

4 Las Vegas Composite Squadron Cadet Welcome Packet Membership Eligibility To be eligible for membership in Civil Air Patrol, you must meet the following criteria: You possess the desire and willingness to promote the objectives and purposes of CAP. You are at least 12 years old and have a satisfactory academic record. You are a citizen of the United States of America or are an alien lawfully admitted for permanent residence to the United States of America and its territories and possessions. You have never been convicted of a felony and are not presently awaiting trail for a felony. You are not now, nor have you been within the last year, dependent on any drug, including alcohol. (This does not include medicine prescribed by a medical doctor, but such use must be reported to the squadron commander.) If you are a former member of CAP, you were not terminated for cause. Before joining Civil Air Patrol, you must agree to the following: 1. Meet CAP grooming standards. 2. To obey the decisions of those in authority and to follow and adhere to the appropriate regulations and the Constitution and By- laws of the CAP Corporation. 3. That only corporate officers, as defined by the Constitution and By- laws, are authorized to obligate the Corporation. This includes the signing of any contract or commitment of corporate funds or corporate property. 4. That the Corporation will not be liable for the loss of, nor damage to, your personal property when utilized for, or on behalf of, CAP. All of the above may sound like a very serious obligation. Well, it is! CAP saves lives, and sets leadership examples for the entire nation. When you are ready to commit to CAP and Las Vegas Composite Squadron, here s what you need to do: 1. Attend three consecutive, full meetings. You can turn in your paperwork at the 3 rd meeting. 2. Meet the dress and grooming standards for a basic cadet (haircut, squadron alternate uniform, etc.). 3. Review this packet with your parent(s). Complete the paperwork at the end of this document as well as the CAP Form 15 (application), complete your physical (if necessary), and bring a copy of your most recent report card (signed by your parent(s)). Cadets must maintain a C average to be allowed to attend weekly meetings and activities. Report cards will also be submitted throughout the school year. 4. The squadron Membership Board will review all applicants and applications and recommend membership eligibility to the Commander. 5. Upon approval, your membership will begin when National Headquarters has processed your application. Shortly thereafter, you will receive your membership card and training books. After you have received your CAP membership number, you will have to establish your CAP e- Services log- on and apply for your free uniform.

5 Las Vegas Composite Squadron Cadet Welcome Packet Membership Application and Dues To be accepted for membership in Civil Air Patrol, you must have a social security number. If you do not yet have one assigned to you, you will need to have one assigned before your membership application can be completed. The following forms should be completed and submitted to the Membership Officer. These forms must be printed (no cursive) or typed, in black ink. Do not sign these forms until they have been looked over. Cadet Agreements Application for Cadet Membership Medical waiver (if required) You will also need to submit: A copy of your latest school report card (with parent s signature) Two (2) checks, made out as follows: Payable to Amount 1 National Headquarters, CAP $ Civil Air Patrol $35.00 All dues are paid annually. The initial dues to National Headquarters include the cost of the books that Cadets use for the first eight achievements. National Headquarters dues for subsequent years are currently $ The squadron dues include a Las Vegas Composite Squadron baseball cap and squadron patch.

6 Las Vegas Composite Squadron Cadet Welcome Packet Uniforms As a member of the Auxiliary of the United States Air Force, you will be entitled to wear a uniform that is very similar to the Air Force uniform. You will be measured for your uniform within a few weeks of joining. CAP receives funds from the Air Force and a portion of these funds are designated to provide uniforms for CAP new members. As with all allotted funds, sometimes there is more money available than at other times. Receiving a free uniform with your membership is the goal of CAP National Headquarters but unfortunately not always possible. Sometimes, uniforms are available from the Nevada Wing. When uniforms are available, either from National Headquarters or Nevada Wing, there is little, if any, cost for them. You will be advised by Las Vegas Composite Squadron whether or not a free uniform is available for you. There are two uniforms that we commonly use in Civil Air Patrol. One is the service uniform, known as the blues uniform, which consists of black, highly polished shoes, dark blue pants (males or females) or skirt (females), a light- blue shirt and flight cap. On this uniform, you may wear any Civil Air Patrol ribbons that you have earned. The blues uniform is required as part of the cadet program! Cadets must demonstrate proper wear of the uniform before they can be promoted and progress to the next achievement. The other uniform that we use is the utility uniform, commonly referred to as BDU s. The uniform most appropriate for the majority of activities that we participate in, including most aerospace projects, emergency services missions, and Community Service, is the BDU uniform. Eventually, you will need to have both uniforms, as a well- rounded cadet will have use for both. When it is necessary for you to purchase a uniform because they are not available through CAP sources, you may buy one brand new, or purchase a used or surplus uniform. New uniforms are available through the clothing store at Nellis Air Force Base. The basic utility uniform purchased new at Nellis AFB, costs about $140.00, which includes the pants, shirt, hat, and boots. You may be able to find this same uniform (new or used) for less money at a military surplus store. In recent years, it has been difficult for CAP to obtain surplus boots and shoes, so it is likely that you will have to purchase new at least this portion of your CAP uniforms. In addition to the basic uniform, there are also some patches, insignia, and accessories (e.g. belt, hat, black T- shirt, white V- neck T- shirt) which go with the uniforms. These items are purchased separately, and cost about $60.00 including all items for both the utility and blues uniform. These items must be purchased regardless of whether the basic uniform was provided by Wing Headquarters or purchased. Sources to obtain CAP specific items include the following: Vanguard Industries Also online at USAF AAFES Military Clothing Store. Located on base as part of the Base Exchange (BX). When you have your CAP membership card, you will be able to purchase uniform items from there. Hahn s Military Surplus Store 2908 E. Lake Mead Blvd., North Las Vegas, NV Hahn s offers a discount with the presentation of your CAP membership card. Big 5 Stores carry good quality, military- style, black combat boots you can wear with your BDUs for around $30. Other members: As members progress, some will sell their old or extra items. Ask around.

7 Las Vegas Composite Squadron Cadet Welcome Packet Squadron Alternate Uniform The Civil Air Patrol is the only official auxiliary of the United States Air Force. As such, CAP receives material, financial, and personnel support from the Air Force. Las Vegas Composite Squadron desires to make the Air Force proud of its auxiliary by conducting itself in a professional manner in all areas including dress. Las Vegas Composite Squadron has an alternative uniform that must be worn until you have your uniforms and they are complete with all requirements. It may take up to two (2) months for you to have a completed uniform. This alternate uniform is designed to make you feel a part of the squadron by dressing in a manner similar to the cadet uniform. Males are to wear a plain black T- shirt, tucked in with clean blue jeans (no stains, rips, tears, fraying, etc) that fit at the waist. A black belt and dress or casual shoes will be worn with black or dark blue socks. Females are to wear a plain black T- shirt, tucked in with clean blue jeans (no stains, rips, tears, fraying, etc) that fit at the waist. A black belt and dress or casual shoes will be worn with black or dark blue socks. Policies Listed below are several policies which you are expected to adhere to. Your full compliance with each of these policies is vital to ensure the smooth and successful operation of this unit. Your signature at the bottom of this document shall be considered your agreement to abide by these policies at all times and all places. Your signature and agreement indicates that you wish to be a part of the Civil Air Patrol, and is ample reason to enforce these policies. 1. The Cadet Honor Code: On my honor as a Nevada Wing cadet, I will not lie, cheat, steal, or commit any act of intentional dishonesty, nor tolerate those who do. Any Cadet violating this code may be terminated from the program. On a case- by- case basis, amnesty may be granted, depending upon the severity of circumstances, to a Cadet who turns him/herself in to one of the Squadron Command Staff members. 2. The Cadet Oath: I pledge that I will serve faithfully in the Civil Air Patrol cadet program, and that I will attend meetings regularly, participate actively in unit activities, obey my officers, wear my uniform properly, and advance my education and training rapidly to prepare myself to be of service to my community, state, and nation. When you take the Cadet Oath, you are formally stating your intentions to live up to the requirements of the CAP Cadet program. Be sure that you understand the obligations that you are accepting. 3. The use of drugs has no place in the CAP Cadet program. Tobacco and alcohol are drugs. Use of drugs for other than medicinal purposes will not be tolerated in the Cadet program. Prescription drug use, for medicinal purposes, must be brought to the attention of the Cadet Leadership Officers at the earliest possible time. 4. Adherence to CAP- USAF uniform and grooming standards is mandatory Failure to comply may result in suspension from participation. Until you receive your complete military- style uniform, you shall wear the Squadron Alternate Uniform. The CAP Cadet Service uniform is required in order to earn your first promotion. Cadets are expected to have obtained the CAP Cadet BDU uniform by their second promotion or as needed for activities. It is

8 Las Vegas Composite Squadron understood that your valid CAP ID, along with any other cards which you have earned, are components of your uniform and must be with you at all times that you are in uniform. Cadet Welcome Packet 5. Cadet attendance at squadron meetings and activities is required. When you agree that you are going to attend an activity, your fellow Cadets are counting on you and Senior Members plan around your commitment. If for some reason you can t attend, it is your responsibility (and obligation) to contact your flight sergeant or flight commander in sufficient time for the program(s) to be modified. 6. Failure to attend three (3) consecutive Squadron meetings without an acceptable excuse may result in termination of your Cadet Membership. It shall be the responsibility of each Cadet to notify his/her immediate supervisor flight sergeant or flight commander in advance or as early as possible, of each anticipated absence. In any case, this notification should take place at least three days prior to any absence (except for sudden illness or changes). 7. Compliance with the provisions of the CAP Constitution and By- laws, the regulations and manuals, your chain of command, customs and courtesies, policies and orders of higher authority is required. 8. While in uniform, whether at an activity, meeting or traveling to or from that activity or meeting, your conduct should be in line with CAP Customs and Courtesies and of such standard that it brings credit upon your uniform and all that it stands for. Remember that we, as CAP members, wear a uniform that is nearly identical to the uniform worn by Air Force personnel. We must uphold the same standards of maturity and respect that are expected of military personnel. Get your parents involved in the CAP team, too! Your parents may be just as interested in Civil Air Patrol as you are. There are two membership options for Senior Members Active Membership or Sponsor Membership. With the CAP Cadet Sponsor Membership, your parents can help out with Cadet- related events; attend bivouacs, encampments, and other fun activities that Cadets are involved in. Also, if just one of your parents joins, you are half way to meeting the requirements to wear a recruiting ribbon on your service uniform! As Cadet Sponsor Members, your parents may wear any of the CAP uniforms that are available to Senior Members (including some CAP- distinctive uniforms), except for the Air Force- style blues uniform. Cadet Sponsor Membership costs $31.00, payable by check to National HQ, CAP. There are no Wing or Squadron dues for Sponsor Members. Aside from the National HQ dues, only a completed Senior Member Application annotated to indicate Cadet Sponsor Membership and a completed FBI fingerprint card are required for membership application as a Cadet Sponsor Member. Once your parents see what CAP is all about, they may find that they are interested in some of the other Senior Member activities that aren t directly Cadet- related. If they choose to, it is easy for them to switch from being Cadet Sponsor Members to full- fledged Senior Members. If they choose, your parents could become Active Members immediately. The advantages are that they can wear the USAF- style uniforms, participate in professional education and training provided to the adult membership and even earn promotions! Flying in corporate aircraft and participation in Emergency Services missions is limited to active members only. Either way, the squadron could really use your parents help, since having many Senior Members allows us to hold more Cadet activities. Let them know that you would really like for them to join the team too. Keep in mind, you can earn a Recruiting Ribbon for recruiting 2 members!

The pages include: Instructions on how to order your free CAP service uniform. Membership Application After the Commander signs the application, this two- page form is sent to National Headquarters in Alabama. Soon after, you will receive your membership card and will be an official member! Cadet Agreements CAP Cadet Oath & Honor Code. All Cadets must agree to live by these standards and fulfill their obligations of the cadet program. New Member Information Form This is to start your training record with our squadron. Be sure to read and complete each blank on the forms. Most of the blanks and check- boxes can be filled out on your computer using Adobe Acrobat Reader. Print the last 4 pages and bring them to the squadron on your third visit. Your parent(s) need to be with you too. Don t forget the two checks to pay for your first year of membership. 14 Civil Air Patrol Cadet Uniform Program Instructions Questions? Contact NHQ CAP/LGS at (ext 263 or 264) or This program provides an opportunity for a new cadet to receive, at no cost to the cadet, a basic blue Air Force uniform, provided the unit commander approves the request and funds continue to be available in the program. Cadets are responsible for purchasing the CAP accessories (name tag, ribbons, grade insignia, hat device, etc.) required for proper wear of the uniform. For CAP accessories, contact Vanguard at Free uniform items must be returned (or replaced, if lost or damaged) to the local CAP unit in the event the cadet withdraws from the cadet program within the first year of membership. The parent/guardian assumes the responsibility on behalf of the minor child. The unit commander will make every reasonable effort to retrieve these uniform items. Uniforms received under this program will not be sold, rented or given to anyone other than CAP cadets. Ordering Instructions You must use e-services ( to order your uniform under this Cadet Uniform Program. Once your membership application is processed, you will receive a membership card with your CAPID number. You should use the CAPID to log into e-services, or you may use your Social Security Number. Click on the First time users link and follow the instructions. Once you have established your account, log into e-services and look for the Cadet Uniform link on the left side. Click the Cadet Uniform link and follow the instructions to order a cadet uniform under this program. If you need help with sizing information, click on the male or female sizing charts. Commanders and Deputy Commander are authorized to input orders on behalf of the cadet. Log into e-services and follow the Cadet Uniform>>Approval link in your restricted applications (look at the right side of your screen). Commanders will see a link under the Approvals section of Commander s Corner as well. Uniform orders placed by the commander or deputy commander on behalf of the cadet are automatically approved. You are responsible for administering this program. As a leader, you can go into e-services and follow the Cadet Uniform>>Reports link in your restricted applications (look at the right side of your screen), to run a Cadet Uniform Program report at least quarterly. This report shows all cadets who should have processed a uniform request within a year from the date that the report was run. Verify that the cadets have received their uniforms. The report only alerts you to those who have entered their blues uniform request into eservices. Also, use this report to account for the uniforms as required (see CAPR for details).
