1 WESTERN PACIFIC NAVAL SYMPOSIUM (WPNS) WORKSHOP SANTIAGO, CHILE APRIL 2017 MINUTES GENERAL 1. The 2017 Western Pacific Naval Symposium (WPNS) Workshop was held at the Sheraton Santiago Hotel & Convention Center in Santiago, Chile, from 24 to 27 April The workshop was chaired by Rear Admiral Guillermo Lüttges, Deputy Chief of Staff of the Chilean Navy. 2. A full list of delegates is at Enclosure 1. Navies not represented at the 2017 WPNS Workshop were the Tongan Navy, the Royal Brunei Navy, the Cambodian Navy, and the PNG Defense Force. DAY 1 WELCOME AND INTRODUCTION 3. Rear Admiral Guillermo Lüttges, Chairman of the Workshop, welcomed delegates and thanked them for travelling to Chile to participate in the 2017 Western Pacific Naval Symposium (WPNS) Workshop. He conveyed his regards to the representatives from Australia and New Zealand on occasion of their National Memorial Day, and congratulated the Colombian Navy and Royal Navy on their new status as WPNS observers. 4. In his opening remarks, RAdm Lüttges underlined the importance of working together to effectively respond together in crisis, and to help maintain the security, stability and prosperity in today s world. He concluded by noting that the open exchange of ideas and experiences at the workshop would serve to promote maritime cooperation, international relationships, and mutual understanding. 5. The master of ceremonies introduced a safety brief video with information in case of an emergency, and then introduced Vice Admiral José Miguel Rivera, Chief of Staff of the Chilean Navy, who delivered welcoming remarks. 6. VAdm Rivera welcomed the group noting that a strong cooperation between nations and their navies is crucial to successfully meet the challenges posed by the Pacific Ocean. He recalled that the WPNS has provided the international naval community with an opportunity to discuss key maritime issues, contributing to common understanding and agreement. He also hoped that the workshop would 1

2 serve as a space for the productive exchange of information. To conclude, RAdm Rivera spoke of the impact of climate change on the countries in the Pacific, and thanked the governments of Colombia, the United States, France, Mexico, Peru, and Russia for their invaluable support during the wildfires of last January Captain Soto invited the Heads of Delegations to introduce themselves. REVIEW AGENDA FOR THE WORKSHOP 8. The secretary gave a brief overview of the agenda for the workshop, including scheduled activities and matters to be discussed. The complete agenda is at Enclosure 2. Conclusion: The agenda was reviewed and approved. REVIEW MINUTES OF THE 2016 WPNS WORKSHOP 9. Captain Erwin S. Aldedharma from the Indonesian Navy reviewed the minutes from the 2016 WPNS Workshop held in Jakarta, Indonesia, from January The workshop was attended by 48 representatives from 20 WPNS members, 3 observers and 2 applicant observers. Countries not represented at the event were Tonga and Mexico. The minutes were reviewed as follows: a. Business arising from previous meeting: WPNS Disaster Response Operations Guide (DROG) presented by the Royal Australian Navy (RAN). Proposal on the Use of CUES by National Coastguards; Delay of MCMEX/DIVEX 2016, Creation of an Standing WPNS Coalition Task Group presented by the United States Navy. Junior Officer Interaction Program (JOIP) Terms of Reference (TOR) presented by the Royal Malaysian Navy. Code for Unplanned Encounters at Sea (CUES) Working Group Proposal presented by France. b. Report on WPNS activities ( ): JMSDF Exchange Initiative for Next Generation (EING): Ship Rider Program WPNS-STEP 2015, Ship Rider Program 2016 and WPNS-STEP International Maritime Security Conference (IMSC) 2015, 5 th Maritime Information Sharing Exercise (MARISX)/ Ex Bell Buoy and 5 th WPNS Multilateral Sea Exercise (WMSX) Western Pacific Mine Counter Measures Exercise Environmental Working Group 2

3 c. Confirmation of future WPNS activities: 15 th WPNS Symposium 2016 WPNS Senior Enlisted Leaders WG 2016 hosted by the Royal New Zealand Navy. Naval Medicine Seminar 2016 hosted by the PLA Navy. Discussion of other matters: Update Asia Pacific Advanced Network (APAN) and Maritime Exchange Information Directory (MIED) presented by the United States Navy. Updates on ADMM Plus Maritime Security and Counter-Terrorism Exercise presented by the Royal Brunei Navy (May 2016). Pacific Reach Exercise presented by the ROK Navy. (June 2016). Submarine Operational Safety presented by the Republic of Singapore Navy. Regional Maritime Cooperation presented by the Indonesian Navy. e. Other highlights of the event: Royal Navy and Colombian Navy application as WPNS Observers. At the 2016 WPNS Workshop, participants unanimously supported the Royal Navy and Colombian Navy s application as WPNS observers. This application would be tabled for endorsement at the WPNS Conclusion: the Minutes of the WPNS Workshop 2016 were approved. BUSINESS ARISING FROM PREVIOUS MEETING: WPNS Disaster Response Guide (DRG) - Royal Australian Navy 10. Lieutenant Commander Rowena Gaffney from the Royal Australian Navy delivered a presentation on the Disaster Response Guide Updated Version, covering the document s background, current status, contents, and summary of changes. 11. She described the various stages in the preparation of the document, and spoke of the additions and revisions made, and the feedback incorporated to the document. 3

She then highlighted that the DRG is a living document, and provided a copy of the latest version to each participating delegation (including a Summary of Changes), with the feedback received from other nations (lessons learned). 13. LCDR Gaffney provided a brief overview of the contents of the Disaster Response Guide and its annexes. 14. Lessons learned from the Chilean Navy and the Royal New Zealand Navy were received and incorporated in the DRG latest version. To conclude, LCDR Gaffney sought for comments. 15. The delegate from the Indian Navy asked to clarify the extent of the naval assets covered in Annex B. LCDR Gaffney explained that it is a general information annex not a detailed list of assets. 16. The head of the RCN delegation asked for confirmation that the document will be retained in the APAN website, to which she replied that it has already been uploaded to the website. 17. CAPT Hong Zheng from PLA Navy thanked the RAN for their work with the document, and made two suggestions: first, that the definition of Humanitarian Assistance in the Glossary be aligned with the definition from the Oslo Guidelines. The new definition should be more authoritative. Second, she suggested to add two humanitarian principles: to respect sovereignty and that assistance should be provided with the consent of the affected nation, and that foreign military forces should be under the command of the affected nation and assistance should be provided at no cost. 18. The Head of the Republic of Singapore Navy thanked Australia for their efforts, and mentioned that they had already provided their insights and expressed their full support to the document. 19. The delegate from the Indian Navy will provide feedback on HA/DR to be included in the guide. 20. The Secretary of the Workshop said that he understands the living nature of the document and thanked LCDR Gaffney for her work. He also asked delegates if any nation had already used the DRG and had any experience to share. 21. LCDR Gaffney said that Australia had used the Guide in Vanuatu during a humanitarian assistance operation. 22. The Head of the RAN Delegation emphasized the importance of drawing a line to complete the Guide so that it can be tabled for endorsement at the 2018 Symposium. 4

5 Conclusion: The Secretary set the date: 30 July 2017 as the deadline to submit any feedback for the final version can be approved at the 2018 Workshop and tabled for discussion by the Chiefs at the 2018 WPNS in Korea. (A1) REPORT ON PAST WPNS ACTIVITIES 15th Western Pacific Naval Symposium (WPNS) hosted by the Indonesian Navy 23. Captain Erwin Aldedharma from the Indonesian Navy reviewed the Minutes of the WPNS Symposium held in Padang, Indonesia, from April 2016, under the theme Maritime Partnership for Stability in Western Pacific Region. The symposium was attended by 99 representatives from 20 WPNS country members and 6 WPNS observers. The Tongan Navy and Mexican Navy were absent. Minutes were reviewed as follows: a. Business arising from previous meeting: Endorsement of the Colombian Navy and the Royal Navy as WPNS observers (Colombia and the UK); Endorsement of the establishment of CUES Steering Committee with the aforementioned leader and members and leader (France Navy); TOR of JOIP was approved and planned to host the inaugural WPNS JOIP in November 2016 (RMN). b. Report on activities ( ): WPNS Senior Enlisted Leaders WG Nov (Auckland, RNZN); Naval Medicine Seminar June 2016 (Shanghai, PLA Navy); WPNS Workshop 2017 (Santiago, Chilean Navy). c. Confirmation of other activities: 6 th Maritime Info-Sharing Exercise & 6 th WPNS Multilateral Sea Exercise in conjunction with IMDEX Asia 2017 (15-18 May 17 RSN); MCMEX/DIVEX 2017 (USA); WPNS Senior Enlisted Leaders WG 2017 (September 2017 PNG). d. Exchange of Ideas: New approach of maritime partnership to strengthen stability in Western Pacific Region (IDN); Maritime security outlook in the Pacific region (RSN); Maritime security outlook in the Pacific region (JMSDF); Maritime partnership, the fight against illegal, unreported and unregulated (IUU) fishing in the Southern Ocean (RNZN); Concept and development of WPNS (USN). e. Topic Exchange/Other Matter Discussion: 50 th Anniversary Celebration &IMDEX ASIA 2017 (RSN); 5

6 IFR to commemorate 50 th Anniversary of ASEAN Establishment (RTN); Disasters, some experiences of the Chilean Navy (Chilean Navy); Western Fleet Quick Response Concept & Regional Maritime Security Concept in the Strait of Malacca (IDN); 2018 WPNS Workshop & 16 th Symposium (ROKN). f. Other Highlights of the event: The 15 th WPNS was held in conjunction with the 2 nd Multilateral Naval EXERCISE Komodo (MNEK) and the International Fleet Review (IFR) 2016 in Padang. Attendance: 12 Chiefs of Navies, 13 Representatives of Chiefs, 12 Observers, including 19 Participating warships, 4 MPA and 4 helo. Conclusion: The Chairman of the Workshop took a moment to thank the Indonesian Navy and Admiral Ade Supandi for the excellent organization of the 2016 Symposium. Naval Medicine Seminar People s Liberation Army Navy 24. Captain Zhuang Lu from the PLA Navy provided a brief on last year s WPNS Naval Medicine Seminar held in Shanghai, China, from 21 to 23 June The brief included the seminar s origin, time and venue, theme, participants, agenda, and achievements. 25. The event s theme was Cooperation, Coordination, Capability, and it covered three topics: Maritime Disaster Medical Rescue and International Humanitarian Medical Service; Submarine Medical Rescue; and Maritime Medical Support Capability Construction. 26. The seminar brought together representatives from Australia, Chile, Canada, France, Indonesia, Malaysia, Republic of Korea, Russia, Russia, Singapore, Thailand, the United States, Vietnam, Bangladesh, and Pakistan. They engaged in exchanges and discussions, provided presentations under each of the topics covered by the event, and participated in diverse activities, including a visit to the Naval Medical Research Institute. 27. Captain Lu described the seminar s achievements as follows: 1. Improving exchanges 2. Deepening mutual trust 3. Showing culture 28. To conclude, he highlighted the importance to continue conducting this seminar annually or biennially. 6

7 Conclusion: The 2016 Naval Medicine Seminar was documented as completed. The Secretary asked delegates to explore the possibility of hosting the Naval Medicine Seminar in the future. The host of the next seminar will be discussed at the next Workshop. (A2) WPNS Senior Enlisted Leaders Working Group (SELWG) RNZN 29. Commander Andrew Law from the Royal New Zealand Navy reported on the WPNS SELWG 2016 held in Auckland, NZ, from 14 to 17 November 2016 under the theme: Challenges and Opportunities Our way Forward. The format consisted of a cultural welcome, meet and greet functions, presentations and discussions on challenges and opportunities. The Royal Navy participated for the first time. 30. After describing the SELWG 2016 agenda, Commander Law listed the event s outcomes and recommendations as follows: Regular review of Terms of Reference, WPNS SELWG Facebook page established, APAN site to be established, Increased female representation recommended, RNZN to attend the US 7 th Fleet Sailor of the Year, RAN and USN to attend NZ development courses, Agenda for SELWG 2017 currently under development. 31. Lastly, CDR Law pointed out SELWG 2016 s conclusions: Strategic objective is to educate and develop Senior Enlisted Leaders, and to foster trust and understanding. This event successfully brought together WPNS Senior Enlisted Leaders, the same leaders that sit alongside WPNS Chiefs of Navies. Conclusion: The 2016 SELWG was documented as completed. The Secretary informed the audience that the representatives from the PNG Defense Force were unfortunately unable to attend. PNGDF informed through the RAN delegation that they will most likely conduct this event this year with RAN support, with dates to be confirmed. (A3) 2016 Exchange Initiative for the Next Generation (EING) and Short-Term Exchange Program for Officers of the Next Generations (STEP) - Japan Maritime Self-Defense Force 32. Commander Yotaro Usui from the JMSDF provided a brief overview of the 2016 Exchange Initiative for the Next Generation (EING) and Short-Term Exchange Program for Officers of the Next Generations (STEP). He spoke of the significance of the EING, specifically the multi-layered network, and that WPNS 7

8 cooperation leads to regional peace and stability. He referred also to the JMSDF s intention to establish a human network among officers of the next generation, and to expand this human network globally in order to contribute to world peace and stability. 33. Captain Usui later talked about the WPNS STEP held from 18 to 28 October 2016, bringing together 26 officers from 24 countries. The event included lectures, seminars, a Naval Base tour and cultural tours, and its outcomes were: To promote mutual understanding, To improve human network, and To share situational awareness in the maritime security domain. 34. He spoke of the WPNS STEP 2017 that will take place in October 2017 at the JMSDF Staff College, the theme of which will be announced soon. The invitation to this event will be sent to WPNS navies in June Captain Usui concluded his presentation by referring to the 2016 JMSDF Ship Rider Program, which included the participation of 30 officers from 22 countries and whose objectives are to provide officers with an opportunity to obtain basic knowledge and skills; deepen exchanges with JMSDF officer trainees, and establish a human network. He also described the draft plan (first and second legs) for the 2017 JMSDF Ship Rider Program, including the cities of Valparaíso (Chile), Guayaquil (Ecuador), Manzanillo (Mexico) and Vancouver (Canada). Conclusion: The 2016 EING, STEP and Ship-Rider Program were documented as completed. The JMSDF will send invitations for WPNS STEP 2017 in June 2017 (A4). The 2017 WPNS STEP and Ship-Rider Program will be reported at the next WPNS Workshop. (A5) CONFIRMATION OF FUTURE WPNS ACTIVITIES th International Maritime Security Conference; Maritime Information Sharing Exercise 2017; 2 nd ASEAN Maritime Security Information Sharing Exercise; 6 th WPNS Multilateral Sea Exercise - Republic of Singapore Navy 36. RSN LCDR See One Yeo provided a brief on the activities the Republic of Singapore Navy will host in 2017: 5 th International Maritime Security Conference (IMSC) will be held on 16 May 2017 under the theme Safe and Secure Seas A Vision for a Maritime Region. Subjects to be discussed: Pursuing Common Maritime Objectives and Responding to Transnational Maritime Security Threats. 8

9 37. The IMSC provides an excellent platform for leadership discourse on common objectives for the Asia-Pacific region and how they can be achieved. Speakers will discuss ways to promote practical solutions to address transnational maritime safety and security threats, and share their views on existing regional mechanisms to deal with them. Maritime Information-Sharing Exercise (MARISX) 2017 / 2 nd ASEAN Maritime Security Information Sharing Exercise (AMSISX) will be held from 15 to 18 May 2017 at the Changi Command and Control Center. A total of 80 participants from 26 countries and 50 operation centers area expected to participate. The exercise will focus on worldwide info-sharing and sense-making of MARSEC areas as Maritime Terrorism, Piracy and Sea Robbery and Organized Crimes. 6 th WPNS Multilateral Sea Exercise (WMSX) will be conducted in South China Sea from 11 to 13 May Communication and maneuvering serials will be conducted to exercise CUES and promote procedural interoperability. 24 warships and 17 navies are expected to participate. Conclusion: The above events will be reported at the next WPNS Workshop. (A6) 2017 Mine Countermeasures Exercise (MCMEX) and Diving Exercise (DIVEX) hosted by the United States Navy 38. RAN Captain David Mann, on exchange with the US Navy Pacific Fleet Command, provided a brief overview of the Mine Counter Measures/Diving Exercise He informed delegates that the Final Planning Conference took place on 1-2 March 2017 in Guam, with the participation of representatives from 9 countries. He listed the planning objectives as follows: Review exercise management plans Review operational plans Confirmation of participating assets and agreement on their employment during exercise. Confirm participating nation s logistical requirements MCMEX and DIVEX will be held from 5 to 16 June 2017 at Guam Naval Base Apra Harbor, and will include the participation of 88 personnel from 9 countries. 41. Scenarios will include: WPNS Navies in Guam for exercises when a typhoon hits Guam, WPNS assets are tasked to conduct search and damage, Assessment to permit commercial and traffic into harbor. 9

10 Conclusion: MCMEX/DIVEX 2017 will be reported at the next WPNS Workshop in Korea. (A7) 1 st Junior Officer Interaction Program (JOIP) RMN 42. Captain Shaiful Nizam ABD Manam from the Royal Malaysian Navy delivered a presentation on the 1 st WPNS Junior Officer Interaction Program (JOIP), covering the program s main objectives, tentative program, facilities, sailing passage, and secretariat info. 43. He listed the objectives of the Junior Officer Interaction Program to include: To promote friendship and understanding of cultural differences; To provide a platform for information exchanges; To develop and enhance JNOs knowledge on shipboard duties; and To provide an opportunity for WPNS navies to host this event. 44. The tentative date for the event is October 2017 and the sailing passage will cover Port Klang to Lumut Naval Base. 45. The Chairman highlighted that this is a powerful activity that provides future leaders the opportunity to get together, share experiences, and enhance mutual understanding. 46. CDR Law from RNZN asked if the program could be expanded to include other specialties, such as engineer or weapons engineer officers. 47. Captain Manam responded that the program is open to include other specialties in the future and that it is focused on information sharing. 48. Captain SOTO asked the RMN representative whether they will host the 2 nd JOIP in case there is no other volunteer, to which he responded that the next host should be discussed at the next workshop. Conclusion: The 1 st JOIP will be reported at the next WPNS Workshop. The RMN will confirm if they will host the 2 nd JOIP at the 2018 Workshop, or will be defined if another host is required. (A8) 2018 Mine Counter Measure and Diving Exercise (MCMEX/DIVEX) - Royal Australian Navy 49. RAN Captain Heath Robertson gave an update on the Mine Counter Measure and Diving Exercise the Royal Australian Navy will host in

11 50. He expressed RAN s intention to broaden the exercise objectives to include a focus on shallow water MCM and AUV employment. He emphasized that objectives are flexible and recommendations are welcomed, and also invited WPNS participants to provide feedback on diving or MCM exercise objectives. The RAN looks forward to increased participation from WPNS nations to enhance interoperability through sharing of professional MCM knowledge. The exercise is not intended to include MCM vessels at this stage. a. MCMEX and DIVEX 2018 objectives: Focus on Shallow and Very Shallow Water MCM, Autonomous Underwater Vehicle employment Live underwater demolitions, and Mine exploitation (raise, tow and beach). b. Key Dates: Initial Planning Conference: August 2017 Mid Planning Conference: 5-6 December 2017 Final Planning Conference: 1-2 March 2018 Field Training Exercise: 7-18 May 2018 He asked participants to provide indicative numbers of personnel participation at IPC. c. Location: Planning Conferences at Fleet Headquarters in Sydney, Field Training Exercise at Pittwater, North Sydney (participants will be accommodated at HMAS Penguin or at Pittwater). 51. In closing, CAPT Robertson informed delegates that invitations will be sent to WPNS chiefs shortly, and provided RAN initial point of contact (LCDR Rowena Gaffney). Conclusion: RAN to issue invitations for the above exercises in the coming months MCMEX and DIVEX exercises will be reported at the next WPNS Workshop. (A9) 52. The Secretary of the Workshop gave a brief overview of the Chilean Navy s recent relief operations conducted in response to a series of natural and manmade disasters. He reviewed the incidents over the last seven years, and noticed that Chile is one of the countries that spends more resources in reconstruction and recovery efforts. END DAY-1 11

12 DAY 2 Rear Admiral Lüttges, Chairman, officially opened the WPNS Workshop Day-2. REVIEW MINUTES WPNS WORKSHOP DAY The minutes from the 2017 WPNS Workshop Day-1 were reviewed, with some comments: The next host of the Naval Medicine Seminar will be discussed at the next Workshop. The head of the RAN delegation informed that he received feedback from PNGDF that they will most likely host the SELWG 2017, and still need to finalize the date. ROK Navy confirmed that the 2018 WPNS Workshop will take place in May 2018, and the Symposium in October 2018, in Busan. ROK Navy will issue invitations by 30 June (A10) OTHER MATTERS FOR DISCUSSION All Partners Access Network (APAN) - United States Navy 54. Captain David Mann from the Royal Australian Navy, currently on exchange with the U.S. Navy Pacific Fleet Command, provided a brief overview of the changes made to the WPNS APAN website since the 2016 workshop and symposium, including general layout, access to Working Group 2017 information, and CUES Training. He also anticipated some future initiatives expected to be hosted on the site over the next few months. 55. He mentioned the addition of information on the WPNS Workshop Working Group - Chile for review: agenda, administrative instruction, workshop information, workshop contacts, and Chilean presentation WPNS He also highlighted the addition of some interim CUES awareness training, consisting of both a short quiz and a number of CUES scenarios. 56. The purpose of the quiz is to expand understanding and test CUES principles. He asked the audience for feedback on the scenarios or on further examples or operations worthy of simulating. 57. CAPT Mann also explained and showed the audience some CUES scenario videos. 58. To conclude, he spoke of including in APAN the subject of humanitarian assistance and Disaster Response, access to Centre for Excellence in Disaster Management, Quiz-similar to CUES, scenario videos, and online training. 12

13 Conclusion: The Secretary asked delegates to update their contact points by 30 May (A11) He asked CAPT Mann about WPNS observers access to APAN, to which he responded that it is available upon request. He also asked if they keep record of a statistics of visits to the website, and the answer was negative. He finally asked if information of the 2017 WPNS Workshop was available, to which he said yes. 50 th International Maritime Review - Republic of Singapore Navy 59. RSN LCDR See One Yeo briefed delegates on the International Maritime Review that will take place on the occasion of the 50 th Anniversary of the Republic of Singapore. As an introduction, LCDR Yeo spoke of the beginnings of the RSN, its growth and developments. He highlighted that, over the past fifty years, the RSN has grown to become a modern fleet composed of submarines, missile corvettes, MCM vessels, patrol vessels, landing ship tanks, and frigates. The RSN also plays an important role in enhancing regional maritime security by fostering practical cooperation and promoting information sharing for shared awareness. The RSN takes part in multilateral exercises, such as the Western Pacific Mine Counter Measure Exercise and the WPNS Multilateral Sea Exercise. The RSN has contributed to counter-piracy efforts in the Gulf of Aden with the Combined Task Force-151 in 2009, 2010, 2011, 2012, and LCDR Yeo informed delegates that the Republic of Singapore Navy will celebrate its 50 th anniversary in May 2017 based on the theme RSN50: Maritime Nation, Maritime Force, and will host an International Maritime Review on 15 May 2017 to commemorate this significant milestone. The event will include participation of the President of the Republic of Singapore and of the RSN s first littoral mission vessel. 61. Prior to the IMR, the RSN will conduct at-sea exercises with ships with a view to increasing operational value and strengthening interoperability: the WPNS Multilateral Sea Exercise in the South China Sea and the Pre-IMR Group Sail in the Northern Malacca Strait will be held between 9 and 13 May Participants include chiefs of navies and coast guards, as well as warships from nations around the globe. 63. He concluded by thanking delegates for their support and participation in this commemorative event. 13

14 The International Fleet Review/50 th Anniversary of ASEAN 2017; 1 st ASEAN Multinational Exercise (AMNEX); 11 th ASEAN Navy Chiefs Meeting (ANCM) 2017 presented by Royal Thai Navy 64. Captain Sunsearn Sadod from the Royal Thai Navy reviewed the background of the Association of Southeast Asian Nations (ASEAN) as an introduction to his presentation focused on the ASEAN events the Royal Thai Navy will host in 2017: The International Fleet Review to commemorate the 50 th Anniversary of ASEAN 2017, the 1 st ASEAN Multilateral Naval Exercise (AMNEX), and the 11 th ASEAN Navy Chiefs Meeting (ANCM). 65. He provided a brief overview of each event: The ASEAN International Fleet Review is scheduled to take place from 13 to 22 November 2017 in Pattaya, Thailand, including more than 40 ships and 20 aircrafts. 58 nations have been invited to participate. Captain Sadod described the area of operations for the IFR, and reviewed the tentative program for the event. 66. The 1 st ASEAN Multilateral Naval Exercise (AMNEX) will take place from 13 to 22 November 2017, and will include the participation of units from the RMN, MN, PN, RSN, VPN, RBN, RCN, IDN, RTN, and IDN. 67. The 11 th ASEAN Navy Chiefs Meeting (11 th ANCM) will be held on 17 November 2017 under the theme Protection and Preservation of the Marine Environment. The ANCM Preparatory Meeting is scheduled for August CAPT Sadod Invited WPNS members and observers to attend these events. PACIFIC-REACH Republic of Korea Navy 69. LCDR Seungmo Shon from the ROK Navy presented a report on the 2016 West Pacific Submarine Escape & Rescue Exercise-PACIFIC REACH, covering the exercise participants, agenda, shore phase, sea phase, medical symposium, main events, SMOSC, and assessment. He mentioned that the Royal Australian Navy would host PACIFIC-REACH The exercise was conducted over the period 25 May 3 June 2016, including a Shore Phase (COMSUBFOR Maritime Medical Support Center) and a Sea Phase (Jeju Island). Participating navies were ROKN, USN, JMSDF, RAN, RSN, RMN plus the International Submarine Escape and Rescue Liaison Office (ISMERLO). Participating assets: 3 submarines + 5 surface units. 14

15 12 observer nations: Bangladesh, Canada, Chile, China, UK, Indonesia, Pakistan, Philippines, Russia, Thailand, UAE, Vietnam. 71. In his presentation LCDR Shon described the participating units and explained the shore and sea phases of the exercise. He talked about the Underwater Medical Symposium, which was attended by personnel from 16 nations and included the following activities: Medical facility tour and demonstration of training; tour of Medical Center Medical Support Center; demonstration of SUB escape training; demonstration of emergent transport and care of decompression sickness patient; tour of Saturated Dive Training Center; tour of participating rescue ships. 72. The topics covered in the Symposium were Sub Escape Training and Medical Support Development Trend and Recent Trend in Underwater and SUB related Medicine, including a series of presentations from participating navies. 73. LCDR Shon later reported on the Submarine Operational Safety Conference (SMOSC) held from 29 May to 2 June 2016 and co-hosted by the ROKN and RSN under the theme Towards Safer Underseas for All. The conference was attended by 80 personnel from 19 nations. 74. To conclude, he described the event s overall achievements, as follows: Achieved '16 PAC-REACH Exercise Objective: Strengthen international cooperation in DISSUB rescue and improve rescue capability. Build trust and friendship among participating nations and observers *Share and acquire experiences and knowledge in DISSUB rescue training and related new tactics and techniques. Develop Combined Command Capability for SUB rescue Employ effective C2 and Combined Staff for operating the assets from 6 nations. Intel Sharing in SUB Safety through SMOSC Participation from neighboring countries (US/JPN/PRC/RUS) and many submarine operating countries (80+ personnel from 19 nations incl. Korea) Idea exchanges in regards to SUB safety through SUB safety topic presentations (7 presentations from 6 nations) Intel Sharing in Medicine and Underwater Medicine for SUB escape crew personnel *USN shares treatment and diagnosis of USN decompression sickness, USN introduces treatment plan and procedure for decompression sickness. Establishment of an Information Fusion Centre (IFC) in Peru (Callao) for the South Pacific Region (Approaching the Singapore IFC model) - Peruvian Navy 75. The Peruvian Navy, represented by Captain Antonio Vildoso, proposed the establishment of an International Fusion Center in Callao, Peru, taking as a 15

16 reference the IFC of the Republic of Singapore Navy. This, in order to contribute to the timely dissemination of information, promote collective awareness of transboundary maritime security threats, and effectively meet multi-faceted challenges in the South Pacific region. 76. CAPT Vildoso delivered a presentation focused on this proposal. He referred to the main maritime security issues faced by WPNS navies, the navies role in facing these issues, and the advantages of the IFC Singapore model. 77. He reiterated the proposal to establish IFC in Peru to facilitate information sharing and exchange between countries in the South Pacific. He mentioned the advantages and benefits of info-sharing, and described the area of interest to be covered by the IFC in Peru. 78.The Peruvian Navy, as the Maritime Authority, has updated and reliable maritime assets to coordinate IFC actions regionally. CAPT Vildoso underlined the need to have a Regional Maritime Information-Sharing hub with optimal results against maritime threats. 79. IFC Peru will collate, fuse, and create a sense-making approach on white shipping info and will build a coherent maritime situational awareness picture with IT. 80. He invited members to submit feedback to bring the initiative forward. 81. The representative from the Republic of Singapore Navy agreed that it is a very important initiative, and highlighted the importance of increasing the network of countries that share this kind of information. Conclusion: The Secretary of the Workshop commented that this was a valuable idea, and asked the Peruvian Navy to specify the formal objectives and further development of this initiative in order to be discussed and eventually approved in the next workshop. He also asked delegates to send further comments on this initiative to the Peruvian Navy POC by 30 July (A12) 82. The Indonesian Navy delegate asked to speak to confirm delegates that Indonesia will host the International Maritime Security Conference from August 2017 in Bali. Invitations have already been sent. OTHER PENDING MATTERS CUES Amendment Proposals - French Navy 83. Prior to the commencement of the Workshop Day-1, the CUES Steering Committee (SC) met to address CUES SC Terms of Reference (TOR). The 16

17 meeting was headed by Commander Ludovic Pierredon, French Navy (leader), and included the participation of all CUES SC members: Indonesian Navy, JMSDF, Philippines Navy, PLA Navy, Royal Australian Navy, Royal Canadian Navy, ROK Navy, Royal Malaysian Navy, Royal Singapore Navy, and the US Navy. The Pakistan Navy and Peruvian Navy representatives attended as observers. 84. On Day-2 of the Workshop Commander Pierredon delivered a presentation to all delegates on the CUES SC TOR, covering the following topics: CUES basics, CUES SC TOR, WPNS Workshop 2017 Targets and conclusion. 85. He highlighted the importance of CUES as a standardized international tool for unplanned encounters at sea in the Pacific, and that it is the best way to reduce tension between two fleets in the same operational area. 86. The CUES is a living document that is already being used by many nations in the Pacific, Atlantic, Indian oceans, and the Mediterranean Sea. 87. He listed the CUES SC tasks and described the amendment endorsement process. He also emphasized that the CUES document is not legally binding but a means of communications to maximize safety at sea. 88. CUES SC members agreed to continue with the current SC structure. The RAN added that the SC meeting should to be conducted within the framework of the WPNS Workshop. 89. In relation with the SC Terms of Reference, it was agreed that a Deputy Chairman figure should be created to work with the Chairman for a period of two years, after which the Deputy Chairman will become the new Chairman for the next two years (2+2 initiative). The Deputy Chairman should be a representative from the CUES Steering Committee. The Deputy Chairman tasks should be included in the CUES SC TOR. 90. The 2+2 initiative was approved by the Workshop delegates. 91. The PLA Navy presented a proposal to modify the amendment process. Following a lengthy discussion, the Secretary asked delegates to submit CUES amendment proposals and SC TOR amendments no later than 30 September (A13) 92. The Secretary emphasized that if no suggestions are received before the deadline expires, then this version of the documents will be considered to be ready for discussion at the next workshop for approval. 93. The RAN head of delegation requested delegates to send comments on the Australian proposed additions for CUES by 30 June 2017 to have enough time to refine this proposal by 30 September (A14) 17

18 Conclusion: All delegates recognized the excellent work and efforts of the French Navy as the SC Leader. Given that the SC TOR and the CUES document were not approved at the present session, this matter will be tabled for discussion at the next Workshop. REVIEW OF ACTION ITEMS 94. The 2017 WPNS Workshop Action Items were reviewed and are summarized at Enclosure The workshop secretary introduced Rear Admiral Nam, Dong Woo, from the Republic of Korea Navy, who addressed the audience to provide information on the 2018 WPNS Workshop and Symposium to be hosted by the Republic of Korea Navy in Busan, Korea, in May 2018 and August 2018, respectively. 95. He also informed delegates that an International Fleet Review will take place concurrently since 2018 also marks the 70 th Anniversary of the Republic of Korea and its Armed Forces. 96. He concluded by presenting a video on the 16 th Western Pacific Naval Symposium. CLOSING REMARKS On behalf of the Chilean Navy, VAdm José Miguel Rivera, Chief of Staff of the Chilean Navy, expressed that it was a pleasure and honor to provide the venue and support for the representatives of the WPNS navies to come together to address our collective maritime challenges, try to find ways to work more closely together to assure our secure and prosperous future. He said he was happy to see the progress made on initiatives discussed at the workshop. He mentioned that he firmly believes that all the work done here contributes to achieve stronger international cooperation and participation, and the open exchange of ideas serves to build solid international relationships, as well as mutual trust and confidence.
