3 1 Opening message from IFRC Asia Pacific and IFRC Middle East North Africa Regional Directors It is our pleasure to share with you the third Asia Pacific Regional Conference bulletin. For this issue, we will be sharing the convocation letter to the 10th Asia Pacific Regional Conference and the upcoming Youth Forum, the latest conference agenda as well as practical information participants will need to know before attending the event. 4 2 Convocation letter On 10 August 2018, Dr. Chen Zhu, President of the Red Cross Society of China and Vice President of the IFRC, as well as Mr. Richard Gordon, Chairman of the Philippine Red Cross sent out the convocation letter to Presidents and Secretaries General of Red Cross Red Crescent National Societies in Asia Pacific and Middle East to invite them to the conference and provide details of the event.

8 The convocation letter was followed by a letter addressing the 3rd Asia Pacific Youth Summit and an invitation to Presidents and Secretaries General of Red Cross Red Crescent National Societies in Asia Pacific and Middle East. 6

11 9 Did you know? This year, more than 10,000 Red Cross volunteers representing more than 60 National Red Cross and Red Crescent Societies from around the world gathered in the northern Italian town of Solferino for an annual tribute to the events that led to the foundation of the International Red Cross and Red Crescent Movement.

12 10 Funding status update We would like to sincerely thank the Red Cross Society of China, Australian Red Cross, Qatar Red Crescent Society, Spanish Red Cross and Swiss Red Cross for contributing to the conference budget, and also thank the Philippine Red Cross for their continuous hard work on finding sponsors to contribute to the event. We encourage our partners to continue to contribute to the budget, as financial support is needed well in advance to secure the necessary arrangements and take advantage of reduced rates when possible. 14 12 Conference location The 10th Asia Pacific Regional Conference will take place in Makati Shangri-La, located within the vibrant and bustling metropolis of Metro Manila. The event venue combines a wealth of Filipino culture and modern facilities and amenities to maximise the conference experience for its attendees. All three hotels are within 5 minutes walking distance of each other, in a very safe area of Manila called Makati City, in the Ayala Triangle neighborhood, which features a large variety of restaurants, some shops and parks. All three rates include breakfast and Wi-Fi. You are responsible for booking and paying for your own hotel accommodations, through the registration website. Conference hotel: Makati Shangri-La Option 2: Ascott Makati Apartment Hotel Option 3: The Peninsula Manila Hotel - This is where the Youth Summit will be held. All Youth delegates are strongly encouraged to stay here for the nights of the youth event, 9 and 10 November, but if the Asia Pacific Regional Conference delegation wishes for their youth delegates to stay with them at another hotel, they are welcome to do that as well.

16 14 Updates on conference preparations: The Philippines Red Cross has created sub-committees for the organising of the conference. There are 14 sub-committees: Executive Committee: Oversees the organisation of the conference from the Philippine Red Cross side. Social and Reception Committee: Responsible for ushering delegates from the airport to the venue. Food and Accommodation Committee: Coordinates room bookings and food preparation with the relevant hotels. Venue and Physical Arrangement Committee: Responsible for the logistical needs such as exhibit materials, stage design and preparation of the conference. Registration Committee: Responsible for consolidating and monitoring the participation of all participants. Delegates Transport Committee: In charge of providing shuttles and vehicle schedules with airport pick up and transfers. Documentation and evaluation: Supports the planning committee of the secretariat. Publicity Committee: In charge of media coverage and press relations. Security Committee: Will support the IFRC Asia Pacific Regional office security and protocol team. Ways and means Committee: Responsible for fundraising activities. Program and Agenda Committee: Will take care of the day to day cascading of plenary schedule, workshop and break out session. Finance Committee: Will take care of the budget of the Conference. Youth Committee: Oversees the youth event and youth participation. A revision of the conference structure: An orientation session for the participants will be held on the afternoon of 11 November 2018 (Sunday). The drafting committee will work throughout the three days of the conference. This is now reflected in the structure of the conference. While sub-regions are discussing the conference outcome document and the plan of action for implementation on the last day of the event, an additional group will be added for National Societies observers to the conference to discuss how they would integrate the implementation of the outcome document in their programmes and support Asia Pacific National Societies. The members have agreed with the conference structure. In the case of participants for the conference, each delegation should be represented by not more than five representatives. Each delegation should ideally be composed of four National Society representatives and one youth member.

17 15 The conference substance: The IFRC is currently working on draft zero of the terms of reference for the nine working groups and four workshops. Once draft zero of the terms of reference have been prepared by the two regional offices, National Societies which have expertise in one area or another will be contacted by sub-regions to start the preparation of the working group or workshop. National Societies responsible for a specific theme will look at the draft prepared by the secretariat, improve the substance and prepare the running of the session. The distribution of National Societies should also consider gender balance. To elaborate the substance of the working groups and workshops, virtual conference calls will be organised by the secretariat focal. In relation to external speakers, the Planning Committee left it to the discretion of every panel to decide whether an external speaker would add value to the discussions or not. The members also stressed the importance of ensuring gender balance on National Societies delegations, the different panels, the bureau of the Conference. 18 16 Observers, i.e. Non-Asia Pacific/Middle East National Societies, ICRC, External Organizations Youth event and Conference One Day Attendance Beijing Call For Innovation assessment report: The first draft of the report for the implementation of the Beijing Call for Innovation is ready and has been shared with the planning committee. The report contains two parts: the executive summary and the mapping National Societies' activities. The executive summary is the umbrella report which will be presented by the Vice-President and will contain the main findings and recommendations. The mapping exercise will lay out the activities carried out by National Societies. The report will be shared with National Societies on a platform to allow them to provide their input to the report by end August.
