6 IEEE Technical chapters; What are they? Chapters are: technical subunits of a region, one or more sections, or a geographic council; constituted by a minimum of twelve members of a society, or group of societies; established by petition to the parent geographical and technical organizational units concerned to fulfill the mission of IEEE; formed to serve IEEE members by holding meetings at the local level. 6

7 How to form a new chapter To form a new Society Chapter you will need: 12 Society Members to sign the New Chapter petition Approval of the Petition by the local Section Executive Committee Approval from Member and Geographic Activities Board which is granted if the Society President(s) and the Regional Director have no objection M. 8 Chapter Chair: Job Description A. In possession of and familiar with the IEEE Constitution, Bylaws, RAB Operations Manual and the Section Bylaws (the Chapter is managed according to the administrative parent Section s bylaws). B. Presides at meetings of the Chapter and the Chapter Executive Committee. C. Operates the Chapter to maximize satisfaction of Chapter member needs with the resources available. D. Develops and presents plans for meeting members' needs to the Chapter Execu-tive Committee for review. E. Identifies appropriate volunteers and presents their appointments to the Chapter Executive Committee for review. F. Insures that all Chapter Officers and Committee Chairs are properly trained for their jobs. G. Signs off on financial report where appropriate and confirms all reporting accurate and submitted in a timely manner. H. Insures satisfactory performance from the other Chapter Officers and the Chapter Committee Chairs. I. Prepares an annual report of Chapter Activities for submission to the Section Secretary, Region and/or Society Chapter Coordinators. J. Represents the Chapter at all IEEE gatherings. K. Transfers Chapter records to the new Chapter Chair at the end of the year. 8

9 Funding Decided by the Society no guidelines for us yet. Example for Aerospace and Electronics Systems Society Chapter rebates- $50 for meetings up to a maximum of 6 or $300 per year/ Chapter which totals about $10,000 for all 54 active Chapters Special Projects - proposals are submitted to the President and, if required, are brought to the AES Board for approval. Proposals may be for funding up to $5,000 each and depend upon budget surpluses. Due to the tight economy, these special projects may not be available in Chapter Awards - Annual Awards to recognize Chapter leaders. Cash grants are limited to $250, $150 and $100 to recognize excellence for top three Chapters which would total $500 for all 54 Chapters. 9

13 The purpose of IEEE Taipei Chapter, Sensors Council is to advance and coordinate work in the field of Sensors carried out throughout Taiwan Also to expand the IEEE role in sensors via participating/ sponsoring research activities in Taiwan. The IEEE Sensors Council Taipei Chapter was established on 1 March 2010 which is the first Asia-Pacific Chapter of IEEE Sensors Council The chapter consists of chair Prof. Paul C.-P. Chao, vice chair dist. Prof. Yu-Cheng Lin, treasure assoc. Prof. Mang Ou-Yang, and 35 members. The chapter will make efforts to serve and help chapter members. 13

21 Distinguished Lecturer Program (DLP) The Sensors Council s Distinguished Lecturer Program (DLP) promotes the field of Sensors to the broad engineering and scientific community, and to the public at large. The Program s goal is to have a minimum of three (3) Distinguished Lecturers (DLs), one per geographic region (Asia & Pacific, Europe, Americas). Distinguished Lecturers are recommended by the VP-Technical Activities (VP-TA), and appointed by the President Elect for a two (2) year term, renewable only in cases of exceptional performance and perceived continuing need for a specific type of lecture(s). A budget shall be provided to cover the DL s transportation expenses when traveling to speaking engagements. Normally the expenses shall not exceed $1,500 per trip, or $2,500 when traveling to another continent. The requesting organization a local chapter, a university, a college, etc. - are expected to cover all local expenses. This requirement may be waived/modified by the VP-TA if deemed justified. Lectures presented by Distinguished Lecturers are meant to be public events aimed at specialists as well as non-specialists. These can be given in local IEEE chapters, at universities and companies, high schools, senior citizen homes, science fairs, science museums, etc. 21

22 Duties of a Distinguished Lecturer Serve as an Ambassador of the Sensors Council, promoting the field of Sensors, the Council, and IEEE. At lecture events encourage young professionals and students to pursue IEEE membership. Arrange and present at least two lectures per year, ideally more. Respond to press inquiries pertinent to the area of sensors, if so requested by the Council s ExCom. Interact with the Council s relevant Technical Committees. The DL should minimize travel expenses to the extent possible, by seeking low cost air fare and combining multiple talks within a given geographic region during a given trip - e.g., a USA-based DL should not travel to Asia to present a single lecture. Adhere to the IEEE travel policy and guidelines, found at Promptly submit expense reports, semi-annual reports to VP-TA on interim activities, and at the end of the DL s term, a summary report for the IEEE Sensors Newsletter. 22

24 Dr. Martin Mintchev, DL Dr. Martin Mintchev is Professor of Electrical and Computer Engineering, University of Calgary, Alberta, Canada, and Adjunct Professor of Experimental Surgery, University of Alberta, Edmonton, Alberta, Canada. He received his M.Sc. in Electronics from the Technical University of Sofia, Bulgaria in 1987 with a specialization in Nuclear and Medical Electronics. In 1990 he was British Council visiting scientist at the Gastrointestinal Science Research Unit of the University of London in Great Britain under the supervision of Professor David Wingate. In 1991 he started his Ph.D. studies at the University of Alberta, Edmonton, Alberta, Canada, under the supervision of Professors Jack Kingma and Kenneth Bowes. After receiving his PhD in Electrical Engineering in 1994, he specialized in Experimental Surgery at the Surgical Medical Research Institute, University of Alberta, Edmonton, Canada, under the supervision of Dr. Kenneth Bowes. In 1995 he became Assistant Professor, first with the University of Alberta, and from September 1997 with the University of Calgary. He was promoted to full tenured professor in 2001, at the age of 38, and only 7 years after completing his Ph.D. Dr. Mintchev is the author of more than 100 peer-reviewed publications in prestigious refereed biomedical journals, books and international conferences, and of more than 10 issued or pending patents, 8 of which are licensed by major international companies. He has been invited speaker in many universities in Canada, USA and Western Europe. His h-index is 13 (2009), g-index is 22. Dr. Mintchev is a recipient of the Student Union s Teaching Excellence Award (1998), Petro Canada Young Innovator Award (1998), and the ITHEA International Award in Information and Communication Technologies (2001). He is Canada Foundation for Innovation Researcher (1999), Adjunct Professor of Experimental Surgery at the University of Alberta (Edmonton), Fellow of the American Institute for Medical and Biological Engineering, Senior Member (IEEE), and Honorary Professor of the International Medical Association (Bulgaria). Dr. Mintchev s research has been sponsored by Petro Canada, Natural Sciences and Engineering Research Council, Canada Foundation for Innovation, Whitaker Foundation (USA) and several industrial partners. His research interests are in biomedical and oil-field instrumentation and sensors, medical electronics, embedded and real-time systems, and digital signal processing. 24

25 Dr. Subhas Chandra Mukhopadhyay, DL Dr. Subhas Chandra Mukhopadhyay graduated from the Department of Electrical Engineering, Jadavpur University, Calcutta, India with a Gold medal and received the Master of Electrical Engineering degree from Indian Institute of Science, Bangalore, India. He has PhD (Eng.) degree from Jadavpur University, India and Doctor of Engineering degree from Kanazawa University, Japan. Currently he is working as an Associate Professor with the School of Engineering and Advanced Technology, Massey University, Palmerston North, New Zealand. He has over 20 years of teaching and research experiences. His fields of interest include Sensors and Sensing Technology, Wireless Sensors and Sensors Network, Electromagnetics, control, electrical machines and numerical field calculation etc. He has authored/co-authored over 220 papers in different international journals and conferences. He has edited eight conference proceedings. He has also edited six special issues of international journals as guest editor and seven books out of which five are with Springer-Verlag. As a guest editor he has edited two special issues of IEEE Sensors Journal: Intelligent Sensors, May 2007, and Sensors Systems for Structural Health Monitoring, November Currently he is editing another special issue on Cognitive Sensors Network for the journal. He is a Fellow of IET (UK), a senior member of IEEE (USA), and an associate editor of IEEE Transactions on Instrumentation and Measurements. He is in the editorial board of e-journal on Non-Destructive Testing, Sensors and Transducers, Transactions on Systems, Signals and Devices (TSSD), Journal on the Patents on Electrical Engineering, Journal of Sensors. He is in the technical programme committee of IEEE Sensors conference, IEEE IMTC conference and IEEE DELTA conference and numerous other conferences. He was the Technical Programme Chair of ICARA 2004, ICARA 2006 and ICARA He was the General chair/co-chair of ICST 2005, ICST 2007, IEEE ROSE 2007, IEEE EPSA 2008, ICST 2008 and IEEE Sensors He has recently organized the IEEE Sensors conference 2009 at Christchurch, New Zealand as General Chair in which around 551 people attended from 41 countries. 26 Dr. Amir I. Zaghloul, DL Dr. Amir I. Zaghloul received the Ph.D. and M.A.Sc. degrees from the University of Waterloo, Canada in 1973 and 1970, respectively, and the B.Sc. degree (Honors) from Cairo University, Egypt in 1965, all in electrical engineering. He has been with the US Army Research Laboratory, Adelphi, MD since 2008 on an IPA agreement with Virginia Polytechnic Institute and State University (Virginia Tech), which he had joined in 2001 as Professor in the Bradley Department of Electrical and Computer Engineering. Prior to Virginia Tech, he was at COMSAT Laboratories for 24 years performing and directing R&D efforts on satellite communications and antennas, where he received several research and patent awards, including the Exceptional Patent Award. He held positions at the University of Waterloo, Canada ( ), University of Toronto, Canada ( ), Aalborg University, Denmark (1976) and Johns Hopkins University, Maryland ( ). He is a Fellow of the IEEE and the recipient of the 1986 Wheeler Prize Award for Best Application Paper in the IEEE Transactions on Antennas and Propagation. He is also an Associate Fellow for The American Institute of Aeronautics and Astronautics (AIAA), and a member of Commissions A, B and C of the International Union of Radio Science (URSI). He served as a member of the IEEE Committee on Communications and Information Policy (CCIP), the IEEE Publication Services and Products Board (PSPB), the Editorial Board of The Institute, the IEEE History Committee, and the Administrative Committee of the IEEE Antennas Propagation Society. Dr. Zaghloul was the general chair of the IEEE International Symposium on Antennas and Propagation and USNC/URSI Meeting, Washington, D.C., July His research interests include antennas, phased arrays, satellite communications, wireless communication, RF systems, metamaterials, ground-penetrating radar, terahertz imaging, and nano-antennas. 26
