1 APD PROVIDERS / SUPPORT COORDINATORS JOINT MEETING Thursday, November 19, :30 A.M. 401 NW 2 ND AVENUE, SUITE N-1011, MIAMI, FL AGENDA ITEM ISSUE / DISCUSSION ACTION / FOLLOW UP I. CALL TO ORDER Meeting began at 9:36 a.m. Ms. Evelyn Alvarez welcomed everyone in attendance. Sharon Powell was absent due to a staffing. Ms. Alvarez announced Kamicha Ferguson as the new AA I for II. STATE / AREA AND APD UPDATE Sharon Powell and asked that any new providers stand and introduce themselves. The Provider meeting for the month of December will be cancelled. You will be notified with necessary instructions via if any emergency assignments or impromptu meetings arise. You may also contact Ms. Hillary Jackson. The waitlist prioritization rule workshop was held on Tuesday, November 17, 2009, here in the N-1011 conference. For those who did not have the opportunity to participate, you may still forward any written comments thru December 16, 2009 via to Ms. Denise Arnold (denise_arnold@apd.state.fl.us). For more information about the Agency for Persons with Disabilities, please contact Evelyn Alvarez at (305) Ms. Migdalia Diaz-Prado and Mr. Michael Cardello presented certificates of appreciation to those providers that participated as mentees in the Disability Mentoring Day (DMD) event. Thank you for your participation!! Mr. Michael Cardello announced that as a result of DMD, there have been businesses who are 1

2 CONTINUED STATE / AREA AND APD UPDATE interested in continuing their mentorship beyond, offering employment and paid internship positions within their organization. We ask that more of you consider your participation for next year s event. Ms. Champagne Girten, Attorney, Legal Services of Greater Miami, shared information on obtaining civil legal services for the neediest individuals in our community. A team of attorneys are organized into legal specialty units and projects and will provide high quality representation to clients with problems relating to housing, health care, education, disability benefits, family issues, and employment. Ms. Alvarez informed all that an emergency rule on behalf of the Agency was filed on November 16, 2009 regarding the tiers and tier assignments. This rule will allow us to start taking action as it relates to tier assignment. Over the next three months, there will be a new statewide review of approximately 6,000 consumers who were assigned to tier 4. Also, we will be processing the 5,500 pending appeals for tier assignment and those 1,000+ cases who are pending changes to cost plans. The reviews will be done by the QSI assessors who will be trained to complete this process. As you are aware, the Gulf Coast Center will be phasing out. They had a dental clinic on their property grounds with approximately 2-3 dental stations. Director DeBeaugrine has asked Ms. Alvarez to start working with Nova University dental school in a partnership to relocate the dental stations in hopes of opening a dental clinic that will serve those individuals who are on the Medicaid State Plan, the waivers, and those individuals otherwise funded, such as GR consumers. We will keep you updated on the progress. I-budget Florida is a new approach that is being presented as an alternative plan that the Legislature requested to be prepared no later than February, The first preparation 2

3 meeting was held on October 22, 2009 with stakeholders in order to determine the formula that will have an identifier of the characteristics for a particular budget for the individual consumer. The meeting was a success and the powerpoint presentation used will be forwarded to you. The presentation will be very helpful in helping you to understand more about the I-budget process. Some members of the stakeholders group include representatives from the Advocacy Center, Advocacy for Foster Children, AHCA, APD, Waiver Support Coordinators, Family Care Council representatives, Association for Retarded Citizens (ARC), Florida Association of Rehabilitative Facilities and others. There will be another meeting to take place on December 3-4, 2009 to finalize the presentation to the Legislature in February. More information on I-budget can be found on the APD website. ABC connect is the new web-based customer central record automation system. The system will be launched in effect and live Area 2 on January 15, Area 11 will host a series of workshops and meetings with Areas 9 and 10 with the first meeting to be held on December 17, 2009, with Dr. Robinson as chairperson. There will be key staff and Area Administrators will be participating and learning the new system. The second phase is to come up with a deployment and provider readiness plan for implementing the ABC connect system to all providers. We will be meeting with providers sometime in January to introduce the system which is slated to be completely up and running statewide by mid year The system seems to be a very innovative, userfriendly and promising. It s usage will merge with the I- budget and the newly selected quality assurance provider. The Office of the Inspector General and Medicaid Program Integrity are sending out WSC sanctions to all providers where they find that as a result of their audit there is some failure to oversee cost efficiency of the service provisions of the consumers. We had a WSC already sanctioned in our Area with a hefty fine of $1,000. APD is required to work in 3

4 partnership with AHCA and the Medicaid Fraud Investigative units in helping them to understand the requirements of the waiver and allowing them to pursue their investigation. We have been working on multiple cases as South Florida has been scrutinized as having a lot of fraudulent activity by many entities and local government officials. Please anonymously report any suspicion of fraudulent activity to Medicaid Program Integrity. Also please be very careful with meeting your requirements by diligently reviewing and documenting everything. Take copious notes and cease using a template for your case notes. The new ABC connect system does not allow template usage nor modification of case notes once entered. Please be mindful that if one of your staff is committing fraud, it includes you as well. Train your employees within your agencies. Ms. Alvarez wished everyone a very safe and happy holiday season and excused herself from the meeting. Mrs. Maria Springer reported that the General Revenue (GR) Case Managers have referred over 700 waitlist consumers to Vocational Rehabilitation (VR) for supported employment coaching. Mrs. Springer excused herself from the meeting for conference call. Ms. Carolyn Eleby announced that if you have any questions, issues or concerns about provider enrollment, please forward your concerns via to Austin Dean. If you wish to speak with him personally, please contact him to make an appointment. PLEASE DO NOT JUST SHOW UP. In the interim that you cannot reach Mr. Dean, you may contact Ms. Eleby or her assistant, Ms. Nadia Prado via for appointments. Thank you to all who participated in Disability Mentoring Day. It was a great success. The individuals that worked here in the Area 11 office was a joy to work with. 4

5 Ms. Eleby excused herself from the meeting for a conference call. Mrs. Marcie Brittain announced that the Person Centered Planning training will be available on March 1-2 and 3-4, WSCs please mark your calendars to attend one of the two-day sessions. The first QSI training was held on November 12, For that group that attended this training, a slight change will be necessary to the contact person on your paperwork. Elizabeth Persons got married and her name is now Elizabeth Van Vliet. Please use this name as you refer to her with any QSI related issues such as password resets. Her phone number is the same. The second QSI training is scheduled for December 10, 2009, at 10:00am. Your access form must be completed with the FEIN #, which is either your S.S. # or Tax I.D. number if you re an agency. Mr. Kirk Ryon recognized the Delmarva achievers and high scorers: Annette Babylonia, Monroe Association for Retarded Citizens, Saint Fe Group Home, Agape Coordinating & Consulting, Ivette Sotomayor, Laura Vinent, Evelin Cancho, Rebeca Freeman, Haydee Milian, and Carla White. CONGRATULATIONS!! Ms. Hillary Jackson stressed the importance of updating and maintaining ABC demographics. The ABC certification should have been completed by 11/05/09, but a reminder was sent out via informing WSCs that both screens ACLM1 and ACLM2 will need to be certified. Constant notifications will be sent out to consumers and their families and demographic information must be updated. CDC+ has interested consumers. We are not yet sure of the breakdown for Area 11. We will keep you informed as we receive more information. Area 11 has added on 19 new CDC+ consultants. There are no new training dates as yet in 5

6 order to become a CDC+ consultant. If you are interested in becoming a CDC+ consultant and you are aware of any training that is taking place in another Area, please feel free to attend if accommodations are available. There have been approximately 964 consumers that have been identified for rebasing. Please read the information so that you may be informed so that you can educate your consumers and families. Providers were excused. Ms. Jackson gave a mini training demonstration on rebasing exercises. All hearing requests forms must be sent to the attention of Melissa Lopez.
