Pine, Capitol Commons Center, Lansing, MI / Monday - Friday General Summary of Function/Purpose of Position This position carries out a range of analysis and evaluation assignments for the ursing Facility Transition (FT) and Brain Injury Waiver (BIW) programs. This position is responsible for managing data collection, analysis, and reporting for the programs. This position will work with organizations from several distinct provider networks using various methods to collect, compile, and analyze program data and ensure thorough and accurate reporting. This position is responsible for verifying the qualifications of persons interested in transitioning from the nursing facility and authorizing MI Choice waiver agencies and Centers for Independent Living to work with the individual. This position also works with other department staff to develop a website for the MI Choice, FT, and BIW programs and assures appropriate content is posted to and maintained on the website.
2 15. Please describe the assigned duties, percent of time spent performing each duty, and what is done to complete each duty. List the duties from most important to least important. The total percentage of all duties performed must equal 100 percent. Duty 1 General Summary: Percentage: 40 Verify the qualifications of persons interested in transitioning from the nursing facility and authorize MI Choice waiver agencies and Centers for Independent Living to work with the individuals. Collect, review and analyze program reports. Research, verify, and approve individuals identified as potential nursing facility transition candidates in the online nursing facility transition database using CHAMPS, Bridges, COMPASS and other IT systems. Make direct contact with agency personnel when issues or questions arise, using the database, telephone, or . Develop and maintain methods to assure timely and accurate processing and tracking of nursing facility transition candidates. Provide assistance, direction, and consultation to waiver agency or Center for Independent Living staff as needed to assure accurate information is relayed to MDHHS. Determine if records should be unlocked to be updated by waiver agency or Center for Independent Living staff. Collect quarterly activity reports from Outreach Specialists and Housing Specialists. Analyze these reports for completeness and compliance with contract requirements. Recommend and implement program improvements, including improvements to the online system. Duty 2 General Summary: Percentage: 40 Serve as liaison for procedural and administrative aspects of the BIW program. Assure the program is administered according to the federallyapproved waiver. Propose, develop, and prepare operational manuals, supporting instructions and other documents for implementation of the BIW program. Recommend, develop, and implement data collection methods for the BIW program. Research, analyze, and prepare reports for this program. Consult with state and federal agencies, BIW providers, public organizations and other stakeholders regarding program implementation, administration, and quality improvements. Provide assistance, direction and consultation to BIW providers and others as needed to assure accurate information is relayed to MDHHS. Use and maintain computer databases for data collection, processing, and reporting systems for the BIW, including cost analysis and expenditure data. Recommend and implement solutions to issues that arise.
3 Duty 3 General Summary: Percentage: 15 Work with other department staff to develop quality websites for the MI Choice, FT, and BIW programs and assure appropriate content is posted to and maintained on each website. Assist other staff with onsite visits related to quality assurance as needed. Assist in the development and implementation of an online resource for home and community based services programs quality data, including the MI Choice waiver, ursing Facility Transition, and Brain Injury Waiver Programs. Identify quality measures to be placed on the website Assure the accuracy of the information on the website Post resources on the website and delete outdated material. Assist other staff as needed to complete mandatory quality assurance activities. Work with External Quality Review agencies to assure program data is reviewed and reported as required by each program. Recommend, develop, and implement methods to improve the quality of the programs within the section. Prepare reports and correspondence related to the quality assurance activities of the programs. Duty 4 General Summary: Percentage: 5 Perform other duties as assigned. Assist as needed to implement State and Federal policies, procedures, rules and regulations that affect home and community-based programs. Other duties as warranted by the needs of the Section and Unit. 16. Describe the types of decisions made independently in this position and tell who or what is affected by those decisions. Assure individuals approved for the FT program meet criteria, this affects individuals interested in transitioning and payments for community transition services to waiver agencies and Centers for Independent Living Interpretation of existing and new policies and procedures, this affects how waiver agencies, Centers for Independent Living, and Brain injury services providers operate the programs in the field. Provision of assistance, direction, consultation, and training to all stakeholder groups will affect how they meet program or contract requirements. Prioritizing work plan activities as necessary to meet Department goals and ensure effective operations 17. Describe the types of decisions that require the supervisor's review.

What kind of physical effort is used to perform this job? What environmental conditions in this position physically exposed to on the job? Physical effort and environmental conditions are consistent with that of a normal office building environment open to the public. A significant amount of time is spent using computer and telephone systems which requires sitting for prolonged periods. Lengthy meetings, daily interactions with staff and others, and travel in and out of state. 19. This position assures the quality of data collected for the BIW program and is the program liaison between the Department and BIW providers. 24. What is the function of the work area and how does this position fit into that function? The Home and Community Based Services Section is responsible for the operation of the MI Choice waiver, FT, MFP, and BIW programs. The Quality Assurance Unit has primary responsibility to assure the quality of those programs and to implement continuous quality improvements. The MI Choice, FT, MFP, and BIW programs are central to the Department s goal of increasing and improving the availability of Home and Community Based Services to the elderly and disabled populations and reforming long term services and supports in Michigan. This entry-level position works in a learning capacity to assure the quality of FT and BIW data. This position participates in activities involving data collection, organization, tracking and analysis. 26. What are the minimum education and experience qualifications needed to perform the essential functions of this position.
5 EDUCATIO: Possession of a bachelor s degree in any major. EXPERIECE: Departmental Analyst 9 o specific type or amount is required. Departmental Analyst 10 One year of professional experience. Departmental Analyst P11 Two years of professional experience, including one year of experience equivalent to the intermediate (10) level in state service. KOWLEDGE, SKILLS, AD ABILITIES: Experience working on federal and state funded grant and contract projects. Demonstrate ability to plan, manage, and implement all facets of evaluation and research projects. Quantitative and qualitative research, evaluation, and analysis skills, including research methodologies. Knowledge of Medicaid, nursing facilities, home and community-based services, and services to the elderly and individuals with disabilities Ability to design and conduct data collection and research systems and statistical analysis plans. Proficiency with Excel, Access and state databases. Strong communication and writing skills with a demonstrated ability to synthesize findings into reports for diverse audiences. Ability to work independently with minimal supervision and also as part of a team.
