It is hoped that this publication will enable you to reflect on your own professional development requirements and plan accordingly. 3 Application Process Read prospectus carefully and decide on the day(s) or course most appropriate to your practice and interest. Discuss your selected preferences with your line manager. Your line manager will complete the relevant nomination form (which they will receive prior to the course commencement) and return to the Nursing and Midwifery Planning and Development Unit or to the named course facilitator as indicated in the course details. 6 Leading an Empowered Organisation (LEO) Course Title: Course Aim: Content: Leading an Empowered Organisation (LEO) The LEO programme seeks to develop and support behaviours that create strong empowered organisations. The programme provides managers and leaders with a basis for developing healthy relationships, leading change and creating capacity for learning. 7 Leading an Empowered Organisation (LEO) Leadership Follow-up Workshops Course Title: Leading an Empowered Organisation (LEO) Leadership Follow-up Workshops Course Aim: Leaders and managers who have attended the LEO programme will be invited to attend a follow-up leadership workshop six months after the initial programme. The aim of this follow-up is to provide participants with a support structure to facilitate the implementation of new leadership concepts in practice. Content: The workshop includes a review of the main leadership concepts presented in the initial leadership programme and provides an opportunity for groupwork and discussion on participants experience of implementing change in practice. The availability of continuing education programmes has been prioritised in accordance with available resources and service needs. The CNE produces a prospectus twice yearly, in Spring and Autumn. There are occasions when additional courses/study days are scheduled within the life span of the current CNE Prospect. In such cases, these will be advertised to relevant stakeholders four to six weeks prior to delivery. We work in partnership with Higher Education Institutions, Nurse Midwifery Planning and Development and Nursing Practice Development Units. We seek appropriate validation and accreditation for programmes / units of learning from the relevant awarding bodies and from An Bord Altranais agus Cnáimhseachais na héireann. All programmes are evaluated and revised as appropriate by the staff of the CNE in partnership with relevant stakeholders. Other subject areas covered include Philosophy, Ethics, Sociology, Economics, Law, History, Business and Management. The books are on open access and are catalogued according to the Dewey Decimal Classification Scheme. Journals (Print): In recent years the Library has cancelled many of its print journals subscriptions in favour of subscriptions to the online versions. Online Journals: The Library provides online full-text access to thousands of journal titles. Databases: The Library provides access to the main health sciences bibliographic and full-text databases. Facilities There is a spacious and well fitted out study area as well as a computer room comprising of 11 PCs. The PCs have full Internet access, the requisite up-to-date software and printing facilities. The Library 38

41 also provides scanning and photocopying facilities. There is also a group study room with online access. Services Borrowing: Library users may borrow 6 books for a maximum period of two weeks. Document Supply Service: The Library provides a quick and efficient Inter Library Loan/Document Supply Service. Most journal article requests are satisfied within 24 hours. Information Skills Training: The Library provides training to groups and individuals to help them identify, locate, use and evaluate the information resources needed to support clinical practice, learning, teaching and research. 39

43 What happens if a course is deferred? A course will be postponed if the minimum number of attendees has not been reached. This will take effect one week before commencement date of programme. Every effort will be made to ensure a programme continues but if unforeseen circumstances occur and a course had to be deferred then each attendee will be contacted by the Centre of Nurse Education at the telephone number listed on the application form. Non attendance If a participant fails to attend a course without giving prior notice their line manager will be contacted. 79 HOW TO BOOK ONTO A PROGRAMME We would encourage you to read the prospectus carefully and choose the programmes that are most appropriate to your needs. Please note that the number of places per programme can vary and may be limited. To make a booking onto any of the programmes please cme.administrator@hse.ie Note that when you are making a booking you need to include your contact telephone number, address, the name of your line manager, your area of work and your ABAC (NMBI) PIN Number. The above contact details are essential should you need to be contacted e.g. cancellation of a programme, change in times etc. NO TELEPHONE BOOKINGS WILL BE ACCEPTED CHANGES AND CANCELLATION OF PROGRAMMES We, in the Centre of Midwifery Education, will make every attempt to ensure that programmes are not changed or cancelled. However, in the event of this occurrence as much notice as possible will be provided. If possible the programme will be rescheduled to a later date. A minimum of 50% take up rate is necessary for the programme to proceed as planned. Otherwise, there is unnecessary waste of resources, time and finance. If it becomes necessary for you to cancel your place, please do so as soon as you become aware that you will not be attending. This allows your place to be offered to another midwife or practitioner. 80 ATTENDANCE AND CEU s All programmes provided by the CME carry Continuing Education Units (CEUs) from the Nursing and Midwifery Board of Ireland (NMBI). To obtain the allocated CEUs, you need to attend each programme in full. Otherwise, a certificate of attendance will not be issued and you will not obtain the CEUs accredited to the programme. Punctuality is essential so that the programmes may commence and finish as planned. What are CEUs? A CEU is a unit of credit for participation in an accredited programme. CEU records are widely used to provide evidence of completion of continuing education requirements mandated by certification bodies, professional societies, or governmental licensing boards. The records also supply employers with information on training relevant to particular occupations. Specific industries, such as midwifery, nursing, health, etc., have their own accrediting processes for CEUs. We, in the CME, obtain CEUs from the NMBI for each programme of education and training provided by the CME. The number of CEUs accredited to each programme offered by the CME is indicated in the prospectus and will also be included in the certificate of attendance for each of the programmes. Accreditation has also been received from UCC for one of our programmes. NON-ATTENDANCE In the event of non-attendance without explanation, to any of the programmes, a letter will be sent to your line manager informing them of your non-attendance. 82 E-LEARNING RESOURCES FOR BLENDED LEARNING PROGRAMMES Blended learning is a formal education programme in which an individual learns partly through online delivery of content and instruction with some aspect of individual control over time, place, path or pace. Face-to-face classroom techniques are combined with computer-mediated activities. A number of the programmes offered by the CME employ this method of learning, including K2 training. hseland.ie is an online learning forum developed and run by the Health Service Executive. It provides courses and learning resources for healthcare workers in both the hospital and community health settings. Access to the site is available through the internet or alternatively via the intranet within the health sector. Through this site a number of e-learning modules are available. Modules include the following: * Medication Management Peripheral IV Cannulation Venepuncture How to access a chosen module: Access site via the Intranet HSEnet: HSELanD.ie or Internet: Then register by entering your username and password (of own choice). Click on learning resources. Enrol in chosen programme before beginning. At the end of each programme a certificate of completion may be printed. In addition, an online self assessment test may be undertaken from which a score sheet can be printed. 83 UPDATES FOR EXPERIENCED, COMPETENT STAFF There are many experienced midwives and nurses who deem themselves competent in a particular skill and therefore do not need to partake in a full educational programme. To update their practice, it is recommended that these practitioners complete the on-line module (if available for that skill) and follow the pathway below: Following completion of any of the three e-learning modules above*, a certificate of completion and score sheet from the online self assessment test at the end of the module need to be submitted to your line manager. Please retain a copy for your own learning portfolio. In addition to submission of the above 2 documents, a self-assessment of competence form needs to be completed and signed by the experienced midwife/nurse and co-signed by her/his line manager/designated relevant person (peer reviewer). This is then submitted to your line manager. This particular form will differ depending on the skill concerned and may be printed from an e-copy of the prospectus (appendix 3). Please retain a copy for your own learning portfolio. Maintenance of competence: A midwife/nurse, once achieving competence in any skill, must maintain her competence by practicing that skill on a regular basis. According to the Office of the Nursing Services Director, in the national framework for the skills of venepuncture and peripheral intravenous cannulation, this is achieved by performing 10 procedures per month for each of these 2 skills. However, the number that needs to be performed for the maintenance of the skills of Perineal Repair and Prostin Administration needs to be agreed on an individual basis with your line manager. 80
