2 GMF SYMPOSIUM THURSdaY APRIL Setting up and then managing a family medicine group on a daily basis is quite a challenge for physicians in Québec. From negotiating agreements to implementing information technologies to managing supply and demand, sharing roles, interdisciplinary work and conflict management come and acquire a few tools to help you meet these challenges that you will face every day. A must for anyone who wants to manage their team more efficiently! 2 PROGRAM

SÉBASTIEN DESJARDINS Executive Director GMF Jacques-Cartier, Sherbrooke A family medicine group (GMF) is a group of family physicians who work in close collaboration with nurses from the public network, in an environment that fosters the practice of family medicine to registered individuals. This is the definition found on the Web site of the Ministère de la Santé et des Services sociaux (MSSS). But what is it really? Do GMFs have a real legal status? What are their legal obligations from the professional and civil standpoints? Who has the authority to ensure compliance with service agreements between the GMFs, health and social services centres (CSSS) and regional agencies? What types of business can GMFs manage? Our speaker will attempt to answer these questions and will analyse the various legal formulas that GMFs may use. PROGRAM 3

But can this be done successfully? Where do you start? The managers of GMFs benefit greatly when they clearly determine their needs and learn about the specifics of existing tools. A hierarchical structure must be defined, along with administrative, clinical and staff management mechanisms. Added to this is the concept of interdisciplinary work that is a daily challenge for all health care professionals. Interdisciplinary work requires trust, respect and a clear sharing of roles and responsibilities. Workplace conflicts occur regularly and are a normal part of life in an organization. While properly managed conflicts can become a source of development and learning for team members, a poorly managed conflict is a source of stress and wasted time. It is essential for managers and team members at an GMF to be properly equipped to identify sources of conflict and resolution/mediation mechanisms. This conference will cover the various forms of conflict and propose strategies and tools to deal with them. 7 ANNUAL CONFERENCE 8:50 am MAIN CONFERENCE PRODUCTIVITY IN THE QUÉBEC HEALTH SYSTEM ROBERT GAGNÉ Director of the Centre for Productivity and Prosperity HEC Montréal In October, the Centre for Productivity and Prosperity published its 2012 Overview that offers a comparative analysis of management practices between Québec and Canada as a whole and six countries recognized for their remarkable economic success over the past three decades. With respect to the health care sector, the authors point out that since there is no link between the number of patients treated and the hospital s budget, there is minimal competitive pressure on institutions to improve their performance. After clarifying the concepts of efficiency, productivity and performance, Robert Gagné from HEC Montréal will present his analysis and propose a few solutions susceptible of increasing productivity in our health care system. 9:50 am BREAK AND VISIT OF EXHIBITORS PROGRAM 7

PATRICK NÉGARET General Manager of the Caisse primaire des Yvelines and Manager of the national Santé Active project Caisse nationale d Assurance Maladie - France Activity-based funding is a method of allocating budgets to institutions based on the cases treated. This method has been used in France for several years now. Mr. Patrick Négaret from France s Caisse nationale d Assurance Maladie will explain how it works, the advantages and disadvantages, and the obstacles that had to be overcome when it was implemented. The emphasis will be on the concrete impacts of this method on professional independence, medical practice and clinical performance. After approximately eight years of functioning with this kind of budget allocation, what assessment can France make of this approach? 11:10 am ACTIVITY-BASED FUNDING: THE EXPERIENCE IN BRITISH COLUMBIA JONATHAN D. AGNEW Director of Policy British Columbia Medical Association Several years ago, British Columbia introduced an activitybased funding model. Jonathan D. Dr. Tom Noseworthy Associate Chief Medical Officer, Strategic Clinical Networks & Clinical Care Pathways Alberta Health Services According to the Institute for Healthcare Improvement, waste of all sorts represents at least 20% of total health care expenditures in the US. There is no reason to believe the situation is much different on this side of the border. Overtreatment, failures of care coordination, hospitalacquired infections, medication errors, preventable incidents, readmissions, etc. How can physicians, together with other health care professionals, contribute to contain, or even eliminate, these sources of waste that threaten the sustainability of our system? 2:30 pm BREAK AND VISIT OF EXHIBITORS 3:00 pm CLINICAL LEADERSHIP AND ADMINISTRATIVE LEADERSHIP: THE MEETING OF TWO SOLITUDES DR. Co-management, which involves a team made up of a physician and administrative manager, has been PROGRAM 9

10 ANNUAL CONFERENCE the preferred management model for a number of years for clientele groups in many hospitals. Like any management model, adjustments must be made regularly to adapt to the environment and ensure efficiency and performance. Our two speakers, who are the joint directors of a clientele program at CHUM, will share their thoughts on the delicate rudiments of day-to-day co-management and future changes to this management model in their environment. 4:00 pm PHYSICIAN ASSISTANTS: A STEP TOWARDS BETTER EFFICIENCY? LOUIS-FRANÇOIS ROBICHAUD President, Québec Chapter Canadian Association of Physician Assistants In Canada, about 300 physician assistants currently work in the health care field, primarily in Manitoba, New Brunswick and Ontario. They also practise in the Canadian Forces. This profession is still relatively unknown in Québec and has not received any sort of official recognition. Physician assistants are professionals who work with a certain autonomy that is negotiated and agreed upon with the supervising physician. They can work in many clinical contexts to extend the services of physicians. Then our panellists will debate the key question: Is it appropriate and desirable to review the compensation methods for physicians in order to improve the efficiency of our health care system? 10:35 am BREAK 10:55 AM Survey of certain medical practices in Québec Suzanne Bisaillon Fellow, CIRANO, Lecturer École Polytechnique de Montréal Université de Montréal - Faculty of Medicine The Center for Interuniversity Research and Analysis of Organizations (CIRANO) conducted a survey, in collaboration with the QMA, to analyse certain medical practices in Québec, namely the use of defensive medicine. The survey covered the decision-making process for requesting diagnostic and laboratory tests, prescribing drugs, the time spent with patients, the time spent completing medical records, as well as patient safety, the quality of care and medical responsibility.
