1 Introduction INTRODUCTION Welcome to the Regional Training & Education Prospectus for the Dublin North East area for The HSE is currently undergoing major changes in it s organizational structures and as an organization it is being asked to do things differently. Staff & Managers are being asked to do more with less, maintain services while staff numbers and budgets are being reduced. Managers are under a lot of pressure to manage that change and to work with their staff in managing the various changes in their services. In this difficult time the organization is trying to maintain services and trying to ensure the commitment of the staff & managers. In order for this to happen the organization has to support the development of the competencies of its staff & managers. It is vital that they are supported in their development in order that they can make these changes and eventually improve on the services delivered to our customers/clients. One major area of change that the HSE is currently implementing are the National Standards for safer Better Healthcare. Training will be crucial in supporting the implementation and the long term sustainability of the standards and the Quality assessment tool that has been developed along with it. The Training & Education prospectus has training solutions which will support the Standards & their implementation going forward. Areas such Health & Safety training, Induction training, some of the nurse training programmes, customer care etc. There are areas of training that will have to be developed and customized to support teams and sections during the implementation of the standards. Following the recent agreement for the Public Sector, the Haddington road agreement, managers & staff will be looking for supports with the changes that have come with this agreement. Some of the changes that have been introduced with this agreement include staff working extra hours, individual performance management, trying to manage with less etc. There are development supports within the Prospectus which will help managers & staff with the introduction of these changes. Within the HSE there are a number of disciplines who have to conform to the requirements of their particular professional bodies and have to conform to legislative requirements with regard to their own continuous professional development. This is a challenge to maintain professional standards but there are programmes within the prospectus which do focus on some of those professional development requirements. Many of these training functions have elements of their training portfolio advertised within the Training & Education Prospectus. This training Prospectus contains a number of high quality training programmes which will help to support staff & managers with regard to their development needs. These include General Development programmes, Nurse education courses, Health & Safety courses, courses supporting Health Promotion, IT programmes etc. There is also information on Library Information courses and SAP finance training as well. There is also information in each section about training that can be delivered on introduction 1

2 request, tailored to suit the needs of the section and may be delivered locally. The majority of the training & education advertised in the Prospectus is developed and delivered using the HSE s own professional internal resources. This could entail classroom training, on-site training for services or accessing training on HSELand. Managers & staff can contact the various training functions to discuss & develop training interventions for their section or unit at any time. We hope that the Training & Education Prospectus not only supports individual development needs or your team s development needs but also gives everyone in HSE Dublin North East a picture of the development supports that are available and also the potential to develop other training solutions when required. 8 EDUCATION CENTRES REGIONAL EDUCATION CENTRE The Regional Education Centre is located on the grounds of St Brigid s Complex,Ardee, Co. Louth and is serviced by both the M1 and the N2. The centre provides a geographically accessible high quality venue for education/training and meetings. The centre was first established in April At the centre we like to think that we are the first choice for quality training facilities and meetings for staff and managers in the HSE Dublin North East Area. The Training Centre is available to all staff who require a regional venue subject to availability. There are both evening and weekend availability by arrangement. The Regional Education Centre is designed not only for training & educational events it also offers Conferencing facilities and an inspiring tranquil venue for meetings, seminars presentations & launches. Facilities include Conference facility with a capacity for up to 60 people 2 high specification training rooms A well proportioned IT Training Room with good natural daylight fitted with 9 work stations & linked to the HSE network and internet. Full access to wheelchair users Contemporary catering facilities Ample onsite parking AVX Induction Loop Systems to assist hearing aide users Tele conferencing facilities Audio Visual & Training Equipment Overhead Multimedia Projectors Screens & whiteboards Flip charts Ceiling mounted multi-media projectors and amplification systems PHOENIX HALL TRAINING CENTRE The Training Centre, Phoenix Hall is located in the tranquil setting of St. Mary s Hospital in the Phoenix Park. The centre is designed exclusively to offer the very latest in conferencing and educational facilities. Rooms are bright, airy and equipped to the highest standard, all the necessary elements required for a successful training/meeting session provided in one superior location. The Training Centre is an inspiring venue for meetings, training courses, seminars, presentations and launches. Regardless of how big or small your event the centre can provide the perfect solution to your training or meeting requirements. All events booked in to the Training Centre, Phoenix Hall will benefit from the overall warmth and hospitality of 8 Education centre

The HSE Library website provides an extensive range of electronic resources and can be accessed via the Internet. To access the resources, you will need an Athens login. 17 Connect Coaching Programme Dublin North East The Coaching Programme is geared to developing the personal and professional capacity of managers and staff to work differently e.g. flexibility/ agreeing rosters, to develop skill mix, to work on reducing absenteeism, to implement change across services. Some key reasons to request Coaching include taking forward service improvements or development initiatives, developing new work practices, roles and responsibilities as a result of organisational change, managers newly appointed to their role or seeking to develop skills as part of personal/professional development. 18 Creating a Positive Working Environment Aim and Objectives To raise awareness of the importance of providing and outlining best practice in creating a positive, motivating working environment across our service areas. It includes guidance to managers on minimizing the potential for conflicts in the workplace and on managing conflicts if they should arise, with an emphasis on early intervention. Content/Outline of Programme (1/2 Day) Key elements of a Positive Workplace: Dealing with Conflict Constructively - Problem Solving Identifying conflict management styles and choices of response available. Recognizing potential points of conflict escalation and options for handling the conflict. Importance of prevention and early intervention and the use of informal processes. 19 CULTURAL AWARENESS & WORKING WITH DIFFERENCE WORKSHOP Aim & Objectives To raise awareness of cultural diversity & equality legislation Look at issues affecting the Traveller community Look at barriers which contribute to the poor health status of the Traveller Community Develop skills allowing more effective Communication Allow participants develop awareness of their own culture Examine influences that culture has on behaviour. 20 CULTURAL DIVERSITY WORKSHOP Aim & Objectives To provide and create awareness on diversity. Content To provide participants with information on diversity, prejudice, discrimination, equality legislation and current statistics on Traveller Health Examine power within relationships in Irish Society Create awareness of Traveller culture and day to day life as a Traveller in Ireland. Targeted Groups All staff involved in development of services including management, middle management and front line staff. This workshop can also be delivered as part of a training programme to groups of students requiring information on diversity, equality legislation and Traveller culture. 25 Final Journeys Developing Awareness in End of Life Care And Communication Skills in End of Life Care Final Journeys is a two part programme to enhance the quality of the interactions between end of life patients, their families and hospital staff. They can be delivered together as a one-day event or separately, depending on levels of priority and demand. Doing more by better utilizing existing resources Continuous pursuit of the perfect process through waste elimination Maximising value to the client while reducing activities that do not add value Empowering employees to make changes In other words it is about common sense thinking! The mentoring process links senior managers with more junior staff in a learning partnership. 37 Professional supervision Course Details Good supervision has been identified as a necessity by many different reports and inquiries. This programme is aimed at managers who are actively involved in supervising staff in the healthcare service. It draws from recognised and developed best practice in this area, most particularly from the work of the late Tony Morrison in the UK. Training will support the HSE Child & Family Service policy on Professional Supervision and will offer participants an opportunity to reflect and practice skills. Aim This training programme introduces supervisors to the HSE Child & Family Service policy on Professional Supervision and will equip them with the knowledge and skills to supervise staff effectively, while recognising previous skills and experience in this area. Learning Outcomes On conclusion of the course, participants will/should Understand and implement the HSE, Child & Family Service, Professional Supervision Policy Understand the Principles and Purpose of Supervision Understand the components of and be able to negotiate a viable supervision contract Understand and be able to apply Kolb s reflective practice cycle as a problem solving model in supervision Review and develop their own supervisory skills Understand and be able to address the impact of anxiety on supervision and decision making Consider the link between good supervision and improved client outcomes Understand the factors contributing to under-performance and strategies for dealing with this including how to give positive and critical feedback Target Group: Allied Health Professionals who currently have supervisory responsibility within a line management structure.
