2 Spring Leadership Conference Operating Under the Umbrella of Change Welcome This year s Spring Leadership Conference will feature quality, in-depth education at an executive-level on a variety of the profession s most urgent and emergent issues impacting leadership; business models/operations; quality and regulatory; and reimbursement and finance with a focus on operationalizing managed care. Purpose The purpose of this conference is to provide long-term care and assisted living leaders (including homes for the aged, adult foster care and other independent and supportive living settings) with quality, implementable standards of practice to promote facility/center management, operations and optimal resident care and service. Target Audience This conference is designed for executive-level leadership including facility/center owners, corporate-level consultants, administrators, executive directors, directors of nursing, nurse managers, directors of finance and other long-term care and/or assisted living management personnel (including homes for the aged, adult foster care and other independent and supportive living settings). Continuing Education For this conference, participants will have the opportunity to earn up to 11 licensed nursing home administrator contact hours. This continuing education activity is appropriate for adult foster care providers and certified assisted living directors for a recommended maximum of 11 clock hours of professional development. Participants may also earn up to 11 nurse contact hours. HCAM is an approved provider of continuing nursing education by the Wisconsin Nurses Association, an accredited approver by the American Nurses Credentialing Center s Commission on Accreditation. 2

The presentation will include real life case studies of actual fraud that has occurred to help provide participants with a better understanding of what to look for and how to prevent fraud. Participants won t want to miss this valuable session. THE HCAM MCAL CHALLENGE Ken Sikkema, MBA, BA Public Sector Consultants The state Legislature, with 44 new members, will need to address weak state revenue projections for the next two fiscal years. In addition, impending legislative action on CON and implementation of managed care for the dual eligibles will require understanding of opportunities and challenges which will impact HCAM/MCAL members. This dynamic presentation will include expert perspective and interactive dialog with participants. HCAM President/CEO, David LaLumia, will moderate an exchange of ideas to achieve the goals defined in the strategic plans for 2015 and to assist member facilities as partners in legislative advocacy. legal/regulatory/quality sessions ADVERSE EVENTS & ALMOST EVENTS Angie Szumlinski, BS, RN-C, LNHA, RAC-CT Evolucent / HealthCap USA Andrea DeLand, JD, BA Clark Hill PLC / HealthCap USA An Office of Inspector General (OIG) report published in March 2014 estimated 22% of Medicare beneficiaries on post-acute stays in skilled nursing facilities experienced some sort of adverse event. Physicians determined that 59% of the adverse events were clearly or likely preventable. The cost of resulting rehospitalizations is enormous. This presentation will provide a summary of the OIG report findings and offer providers solutions to the challenges associated with center-based efforts to reduce and/or avoid adverse events. INFECTION CONTROL IN THE AGE OF EBOLA Bill Vaughan, BSN, RN Remedi SeniorCare Rob Shulman, RPh, CGP, FASCP Remedi SeniorCare In 2014 the Ebola virus made a dramatic entry onto the healthcare landscape in America. And while those infected faced a difficult and uncertain clinical course, fortunately very few Americans were ever directly affected by the disease. To the contrary, every day in long-term care facilities, more mundane, but equally deadly, infectious agents such as influenza and multidrug-resistant organisms place residents and at times even staff at significant risk. This presentation will address, using the federal nursing home regulations as a baseline, current best practices for infection control in long-term care. Recommendations regarding the infrastructure and quality assurance activities needed to sustain an effective infection control program will be offered by a former nurse surveyor. Similar insights regarding the judicious use of antibiotics will be given by a board certified geriatric pharmacist. MDS COMPLIANCE: THE ROCKY ROAD AHEAD Brenda Sowash, BSN, RN, RAC-CT Rolf Consulting The MDS has become a tool more frequently used against facilities in both the survey and reimbursement worlds. That will continue to be our reality in the years to come. From the MDS Focused Surveys targeting accuracy and quality of care, to reimbursement audits looking to reclaim money, our challenges will be many. As an expert in the development and design of policies and strategies specifically meant to assist long-term care, post-acute and senior living providers in eliminating the root cause of their collection problems, this presentation will review an operations-based approach to a receivables program that is designed to reduce the rate of delinquencies, but also to mitigate the damages caused by non-payment and maximize the rate of recovery on delinquent accounts. AN OPPORTUNE TIME TO MAKE STRATEGIC FINANCING DECISIONS Brendan Healy, JD, BS Lancaster Pollard The stars are aligned perfectly for senior living providers to make strategic financing decisions. On the debt borrowing side, interest rates are at historic lows, there s an abundance of bank and investor capital flooding the sector, and agency financing is as efficient as ever. On the divestiture side, cap rates are low and continuing to decline, and M&A activity is yielding asset sales with record high per unit sales prices, buoyed in part by aggressive REIT bids. This optimal confluence of factors is causing senior living owner/operators to execute plans that will fuel the growth of their business consistent with their long-term plans. Bottom line: while there s simple and complex ways for senior living owner/operators to fuel the evolution of their businesses, now is the time to act on those plans. This presentation will highlight why today is an optimal time to proceed with strategic financing decisions and what top strategies senior living owner/operators are putting into action. REINVENTING YOUR BUSINESS OFFICE IN THE ADVENT OF MANAGED CARE Julie Kearney, MS, BS, LNHA Kearney & Associates, Inc. Change! Are you ready? We are seeing more and more Managed Care programs both for Medicare and Medicaid. In 2015 we will see more change. These programs are good programs as long as you manage the change effectively and understand potential implications for resident care and business office operations. This presentation will be conducted in two parts: Part 1 of this presentation will outline trends in Medicaid managed long-term care development nationally. It will also discuss major findings from MCO representative interviews and provides recommendations for providers seeking to create stronger business development and risk-sharing relationships with plans. Part 2 of this presentation will highlight how post-acute providers are forming networks to access the benefits of scale and differentiate their senior care product offerings. This session will examine several case studies of independent long-term care networks and provide guidance for achieving a noticeable impact for relationship building with managed care plans. THE POST-ACUTE CLIMATE: THREATS AND OPPORTUNITIES Carol Rolf, JD, BA Rolf Goffman Martin Lang LLP Operating a nursing facility is more difficult than ever. Providers are expected to raise their quality and reduce their prices. Laws regulating post-acute providers have become so complex and change so often that it is increasingly hard to stay current. With the advent of ACO s, managed care for dual eligibles, and concepts like bundling and episodic payments, smaller operators/chains in particular will face significant challenges in years to come. This session will focus on the threats facing providers and the corresponding opportunities or solutions to consider. MICHIGAN HEALTH LINK: MI S INTEGRATED PILOT DEMONSTRATION UPDATE Pat Anderson, MPA, BA Health Care Association of Michigan HCAM Executive Vice President for Reimbursement Services Pat Anderson will moderate this session designed to provide a comprehensive update to members on Michigan s Integrated Care Demonstration Project. This timely presentation will occur just as the pilot is initiated in the Upper Peninsula and 8 counties in southwest Michigan with 2 pilots in southeast Michigan in advanced planning stages. Participants will benefit from an overview of HCAM s strategic partnership activities with participating health plans and negotiations with the Medicaid Integrated Care Division. HCAM QUALITY/REGULATORY UPDATE Andy Rothman, JD, BA Lebenbom & Rothman, PC Vickie Burlew, ADN, RN, LNHA, CDP, CADDCT Lebenbom & Rothman, PC Everyone s roles change with managed care. This is not just about a new approach to clinical services. Homes need to redesign their interdisciplinary teams to include the business office. In this session we will introduce the revised HCAM admissions contract and discuss best practices to implement. We will close with an update in the regulations and survey process. 5

An overview will be provided on bank financing, FHA, FNMA and CMBS financing, and specialty financing options. Assisted living providers will not want to miss this informative session. CHOOSING LICENSED VS. NON: WHAT S YOUR LICENSE TYPE David Wiegel, BS, RN-C, LNHA, RAC-CT The Kitch Firm To license or not to license? That is the question! Whether you do or don t, there are implications and challenges. Get good advice on how to make the best decision for your center and then understand the impact this decision will have for your operation moving forward. ACCOUNTING PROCEDURES FOR HFA, AFC AND OTHER ASSISTED LIVING SETTINGS Jon Nowinski, BS, CPA Lally Group, PC This session will be a fast paced review of a variety of topics in the area of accounting procedures for assisted living communities. We will focus on the challenges faced by small and independently owned communities that often lack the large back office or management company support for their accounting processes. We hope to provide tips that owners and administrators can take back to their buildings to improve the dependability of their financial reports and the integrity of their processes. MANEUVERING THE NEW HEALTH CARE LAWS Todd Dockerty, BS Dockerty Health Care Services / Woodland Terrace The Affordable Care Act (ACA) impacts all employers and employees. There are different aspects of this new law that are being implemented over a period of time. Educating employees, choosing the best option for coverage while minimizing cost increases and staying in compliance with the ACA is an ongoing challenge. This presentation will lay out the regulations that are currently in place and discuss what this means for employers and employees. We will review alternative options outside of an employer s health care plan. We will also speak to parts of this law that have yet to be implemented and what the current Congress is attempting to change. MCAL REGULATORY UPDATE Jerry Hendrick, MSW State of Michigan Bureau of Children and Adult Licensing Each year, MCAL invites the Bureau of Children and Adult Licensing to update HFA, AFC and other long-term care professionals on the changes that have or will take place in rules, regulations and inspection procedures. Mr. Hendrick will field questions related to anticipated changes in State policies or procedures with impact on assisted living providers.
