1 Alumni News Vol. 7, No. 1, 2016 Message from Janny Maddern, Head, Belated best wishes for a Happy New Year from everyone in! Time just got away from us in 2015, and so the Xmas Newsletter has become a belated New Years newsletter. We hope that 2016 will be a successful one for you and that you are able to take advantage of the potential opportunities offered during this period of significant change in the health and aged care sectors. External Review of the HCM Program Every five years, the University commissions a review of the quality and relevance of each of its academic programs, conducted by a mainly independent panel of experts. HCM programs were reviewed in December 2015, and the result is a strong endorsement of our approach and achievements, with commendations for our successful international programs, the achievements of our hard-working team of staff and our respectful approaches to cultural safety. I would like to thank Melissa Lewis, a recent graduate, who provided a student perspective to the Review Panel. In the next newsletter, we will give readers an update on changes arising from the review report. Course changes Feedback from industry representatives, the Advisory Board, students and off-shore partners has resulted in changes to the names of a number of topics (please see details at the end of this newsletter) to reflect their emphasis of the contemporary content and context. The changes affect all of our courses. Staff news We offer our congratulations to: Professor Judith Dwyer on completion of her PhD by publication Aboriginal health care and public administration: Could a framework of reciprocal accountability reset the relationship? Dr Kim O Donnell on her appointment to the Cancer Council as Team Leader, Aboriginal Programs, Aboriginal and Torres Strait Islander Cancer Prevention Team. Dr Tuan Nguyen on his employment as Chief Investigator on a significant grant, NHMRC/ARC Dementia Research Fellowship, with UniSA. Tuan is continuing to work on our Vietnam initiatives on a casual basis. Dr Janet Kelly on her academic appointment with the University of Adelaide, Research Fellow, School of Nursing and SAHMRI. Dr Suzanne Zhao on her casual appointment as a Lecturer with the School of Health Sciences and on her pregnancy. We were sad to farewell Kim, Tuan, Janet and Suz who all contributed significantly to teaching and research and we wish them well in their new positions. Although the University has a staff freeze at present, we have been successful in seeking an exemption and are interviewing prospective candidates for a Lecturer position.

2 SA Health Grant The five-year grant from SA Health to support Flinders expired in December 2015 and SA Health has advised of its decision not to renew. Through this grant, the University has been able to offer a 15% reduction in the published tuition fee. One of the consequences of this reduction in our resources is that the 15% reduction will no longer be available after December Academic and administrative staffing of the program in South (i.e. the position that Suzanne held, guest lecturers, student support) and the ability to generate funding for, and conduct, health care management research, will also be impacted. We are currently considering alternative strategies for improving the sustainability of the Health Care Management program in South. We received a visit from some of our Group 13 Master of Hospital Administration students during These visits are always a good opportunity to reconnect with our students and to take them on a tour of some of Adelaide s hospitals and health facilities. On this occasion we held a welcome dinner and included a tour of Flinders University. November 2015 graduations in In November 2015 we held a dinner in for our Master of Health Administration alumni (photo below). Keeping in touch We do not have an Alumni update in this edition of the newsletter and so we are keen to receive a few lines from you for the next newsletter. Please send any news about yourself and your work to Tiffany for inclusion in the next newsletter. We would also like to hear of better ways to maintain Alumni connections let us know if you have any preferences for alternative methods of communication e.g. through social media. It is always terrific to see how well our graduates are doing in their careers and in their personal lives. The dinner was attended by Professor Worley, the Dean of the Flinders Medical School, Janny Maddern, myself and 14 of our graduates. We hope to make this a regular event. The 2015 Parkway Graduation Ceremony (photo below) went off without a hitch, as always, thanks to the thorough organisation (with rehearsals) by Parkway College. 3 Vietnam visited Vietnam 1/10/15-24/10/15 Participants: Prof Arthur van Deth Dr Tuan Anh Nguyen Dr Mark Mackay Mr Ian Walton This was our second visit during which we followed up on our previous visit in July of last year, conducted two Health Management workshops (Hanoi and Ho Chi Minh City) and made a number of new connections. HCM City Workshops This workshop was organised by the Vice President of the Vietnam Private Hospitals Association, Dr Pham the Dong. There was a registration fee of VND 1 million (A$ 65) to cover the cost of organising the workshop in a four star hotel. The workshop was very well received. The majority of 48 participants came from the private sector and generally spoke good English. Many people asked us when we plan to start delivery of the MHA program. Hanoi Workshops Workshops on Leadership and HRM in Hospital Management and Hospital Financial Management were held in Hanoi which were very well received. Over 100 people who were director or head of Human Resource departments attended the morning workshop on Leadership and HRM and 85 heads of finance departments and hospital directors attended the afternoon workshop on financial management, which was of a more technical nature. Arthur and Mark were joined by Ian Walton, who has extensive hospital financial management experience and who contributed to the Financial Management workshop. The workshops were reported on Hanoi Television that evening. Discussions with Universities in Hanoi and HCM City are underway with the plan to develop a program of short course and eventually a full MHA program in partnership with one or more local universities along the lines of our current China MHA program delivered in partnership with Nankai University. Prof. Arthur van Deth Research in Research activities and achievements in 2015: Kim O Donnell, Research Associate in Health Care Management, received the Doctor of Public Health degree on 17 April Kim s thesis titled, Split Three Atoms and Report Tomorrow explored the funding relationship between Aboriginal community controlled health organisations (ACCHO) and government departments. The FAR reports were launched at the National Library in Canberra on 19th November Knowledge exchange activities continue. Professor Dwyer continues to work with a group of researchers in New Zealand and Canada (the Contracting at the Margins Research Group ). Professor Dwyer is an international collaborator on a $1.2M study funded by the Canadian Institutes of

4 Health Research, regarding performance indicators for PHC. Dr Mackay is working with a group of researchers from Flinders University and Flinders Medical Centre on simulating patient flow through the Flinders Medical Centre. Dr Mackay is working with researchers from Griffiths University (Queensland) on the use of novel data collection for the study of alcohol consumption in social settings. Tuan Anh Nguyen, who worked on establishing our Vietnam program, was successful in securing an NHMRC/ARC Dementia Research Development Fellowship. Staff made over 10 conference presentations during Two highlights were Professor Dwyer s contribution to a Roundtable held by the First Nations Health Authority of British Columbia and Simon Fraser University, in Vancouver Canada in February 2015; and Dr Janet Kelly s presentation on the Managing Two World s Together work at the Primary Health Care Research and Information Service national conference, which was awarded the n Journal of Primary Health prize for the best paper relevant to the interests of the journal. Prof Judith Dwyer Transforming Health Care Through Modelling February Workshop Approximately 50 people attended the 3-day workshop that was held at the Bedford Park Campus during February. The workshop aimed to provide participants with examples of modelling work that has occurred and is being used to influence health care service delivery. Attendees learned about the following work: In Wales, Professor Paul Harper from Cardiff University (a Cumberland Institute member), has established an exciting initiative with NHS Wales which has created an embedded modeling unit whereby a team of researchers sit within both the university and health boards. The maths saves lives project has led to redesigning services in a more connected way, improved rostering of the workforce, better decisions on where to locate services, and to optimise operating room schedules to avoid unnecessary patient cancellations. The resulting impact has included net efficiency gains of 1.6m per year in one ED, and reducing the mortality of stroke patients by 60%. The General Medicine team at Monash Health has been applying and learning about the application of modelling, systems thinking and design thinking over the last decade and has delivered some high impact changes seeing improved patient flows resulting in an approximate 30 percent rise in the number of patients treated. Without these changes, at least an additional 110 beds would have been required. This has saved conservatively $10 million per annum in operating costs. But it hasn t happened overnight and has involved persistence, hard work, demonstration of gain and understanding how to make safe to fail experiments. And it hasn t been without personal career risk and at times disappointment. Currently the team is employing design thinking to help address the problem of providing care that matters at the right time with the right team of carers - a complex problem. This project, known as the Hospitals Without Walls Project, includes options for service that help people receive the treatment without the need for admission into hospital so that more bed days are freed up for others with pressing needs. Again, this approach is predicated upon achieving benefits for both the patient and the system. At the Florey Institute, researchers have been modelling how stroke care may be improved. When someone has an acute ischaemic stroke a blood clot is blocking vital blood supply to the brain. Dissolving this clot is one of the only two therapies shown to improve patient outcomes. Patient outcomes are improved when the treatment occurs quickly and it is known that both pre-hospital and in-hospital delays contribute to poorer outcomes. The median in-hospital delays in many n and international centres are 70 to 80 minutes. There is a clear potential to achieve better patient outcomes by being faster, but how significant is the effect of speed? Researchers at the Florey Institute conducted the Save a minute Save a day study that created and validated a sophisticated decision model that could be used to demonstrate the impact of reducing time to treatment. The model was used to demonstrate that realistically achievable small reductions in the time between the start of symptoms and therapy can produce significant and robust improvements in outcomes. For example, a 15-minute decrease in onset-totherapy time would lead to, on average, an additional month of disability-free life. Such outcomes have both a benefit to the patient and also to the health system, as the cost of caring for a patient is reduced. In Adelaide a modelling project involving clinicians and modellers is underway. This considers how many intensive care unit (ICU) beds might be required at one of the major hospitals at a time

5 when the public health system is undergoing significant reform. Researchers from Health Care Management are involved in this work. Carmel Martin s work on using text analysis to identify those likely to be admitted to hospital based on conversations with call centre workers was also presented. The workshop also provided attendees with the tools to map out the questions that they really wanted to understand. Projects were identified and Paul Harper has agreed to send students from Cardiff to work on these as part of their summer project. A conference that will continue the promotion of modelling and the use of systems thinking and design thinking is being planned for later this year. The article was one of a series commissioned by The Conversation around hospitals. The research aims to develop and validate a leadership and competencies framework and assessment tool. The Masters in Health Administration has given me a greater understanding of the theoretical basis behind our services as well as a set of practical tools and techniques I can apply in my every day work. The Masters program also gave me a sense of the bigger picture. 6 Short Course HACM9104 Corporate Communications Corporate Communications topic will be running in the Semester break from July 2016 inclusive. This is one of our optional topics offered every other year, it is also a short course to non-students working in the health sector from across. One week intensive (face to face) Monday - Friday at Victoria Square. There is no on-line discussion component. One assessment paper of 2,500-3,000 words, due just after the mid-semester break. There will be group presentations on the last day. People are given time during the week to prepare for this. It is an assessed activity. Attendance and participation is the other assessment component. The key rationale for the topic is that every management action or decision involves communication. So we look at communication from multiple perspectives: interpersonal, organisational, public relations including issues and crisis management, health promotion communication and the relatively new field of "health communication".
