2 The Education Fund is uniquely positioned as a partner to deliver innovative, competency-based workforce development solutions. Looking back at the past year s accomplishments, we are proud to share with you the SEIU UHW-West & Joint Employer Education Fund Annual Report for Included in the report are significant accomplishments from our work in 2013, real-life stories from a few of our students, and an overview of our plans for brought considerable progress in the following areas of our Strategic Initiatives, reflecting an improved capacity to provide high-quality training services that meet the needs of both employees and partnering employers: Providing Value to All Members Participation in our classes, programs and services expanded substantially in 2013, with a total of 13,814 enrollments over the course of the year. The two biggest drivers of these numbers were dramatic growth in participation in our Skill Builders classes which include CPR, Computer Skills, and Medical Terminology and a similar increase in participation in our Long Term Care program offerings. Further expansion of our menu of online course offerings, reflecting an evergrowing interest in classes that can be taken anytime, anywhere. Strengthening Stakeholder Partnerships In 2013 our outreach to employer partners resulted in a resurgence of interest in our Upgrade training programs, particularly those that result in new or additional certifications and licensures for workers. Demonstrating the success of our improved outreach campaign, the number of eligible workers who participated in programs in 2013 increased by 54% over 2012, to 7,877. Tracking Healthcare Workforce Trends In partnership with SEIU-UHW and Health Systems Innovation Network (HSI), we have engaged in a research project to analyze the labor force impact of the Affordable Care Act, with a particular focus on the Allied Health and Direct Care workforce. Our reputation as an innovative, sector-driven, education resource has been recognized by the Brookings Institution, Jobs for the Future, and the National Fund for Workforce Solutions. As we move into a time of extraordinary change in our healthcare system, the Education Fund is uniquely positioned to deliver innovative, competency-based workforce development solutions that will assist its partners in achieving the triple aim of increased access, lower costs, and improved quality. 3 New in 2014 The Education Fund Continues to Set Ambitious Goals Our 2014 goals include: Increasing enrollments to top 15,000. Expanding Workplace English classes and support for workers pursuing a GED. Developing new Upgrade trainings based on requests from our partnering employers and unions. Expanding the Champions strategy to include training for Contract Specialists and stewards, as well as deepening our work with existing Champions. Expanding Access through Online Learning The Education Fund continues to expand our online learning offerings, consistent with growth of IT in healthcare. In 2013, more than 850 people accessed over 2200 free training modules in computer skills, business writing, and other topics through our partnership with SkillSoft. We expect those numbers will grow significantly over the next year. Last year, we launched online Intro to Medical Terminology and Intro to Anatomy & Physiology classes through the KP School of Allied Health Sciences; in 2014, we will add an Intro to Biology class to our class offerings. Starting in March 2014, we offer online Continuing Education classes to licensed professionals through CE Direct. This will greatly expand our offerings targeting licensed professionals. We are piloting an online, five-credit Anatomy & Physiology class through California State University-San Marcos in the fall. 4 2013 Program Highlights Providing Value to All Members Our partnership with SkillSoft, an online training provider, allowed 850 people to access over 2200 training modules in computer skills, business writing, and other topics at their convenience. The most popular Skill Builders classes were Computer Skills (Basic Computers, Word, and Excel), CPR, and Intro to Medical Terminology, reflecting the increased need for technical skills and comfort with electronic health records for workers at all levels. Strengthening Stakeholder Partnerships As the Affordable Care Act is implemented, hospitals will receive higher reimbursements based on the number of employees certified in certain fields. We have seen a resurgence of interest in training leading to certification and licensure, especially for Surg Techs and Imaging Techs, which enhance employee competency and increase flexibility. For example, we partnered with two employers in Southern California, Dignity Health-Bakersfield and HCA Riverside, to help 40 current surgical technologists obtain their certification. In addition to paying for the cost of the exam, the Education Fund provided a 10-week review class to prepare participants for the exam. Tracking Healthcare Workforce Trends The Education Fund is partnering with Health Systems Innovation Network (HSI) and SEIU-UHW to analyze the labor force impact of the Affordable Care Act (ACA) in California. Key research findings include: The ACA will drive the need for 48,112 new health care and select support care jobs in California by % will be Aides, Dental Assistants, Medical Assistants and Medical Managers; 21% will be RNs Hospitals show highest demand for new jobs due to the ACA. The largest numbers of new jobs are estimated for LA and other Southern CA regions. The next phase of research is currently in progress. 13,814 Education Fund enrollments, a 100% increase over 2012

5 All of the support and help makes me feel like I can t fail. I d be a fool not to take advantage of this benefit and pursue my dream. Roberto Ramirez Kaiser Permanente I had wanted to go back to school for a while, but it had been 7 years since I graduated and I was scared. Between fear and excuses, I was impeding myself from moving forward in my career. After taking several Skills Builders classes, including CPR, Study Skills, and Medical Terminology, I began to believe I could do well in college. Now I m enrolled in the STEP program to help me get my A.A. in Science. The Education Fund is paying for my books, tuition, and fees. When I was struggling with English, the Education Fund provided me with tutoring. A month ago I told my counselor that I sprained my ankle, and she helped me apply to a program at the college that helps me get to my classes on time. All of the support and help makes me feel like I can t fail. I have a 4.0 this semester, and I would not have been able to do it without the Education Fund. I m a father, I m working 40 hours a week, I m a full-time student, and I m feeling great. My next dream is that I want to pursue my Bachelor s in Health and enroll in the KP School of Allied Health Science s Radiography Program. With the financial, emotional, and academic support that the Education Fund offers, I d be a fool not to take advantage of it and pursue my dream. 6 Participating in Education Fund Programs means you can explore, you can advance, and you can expand your opportunities Maria Grace Trinidad All Saints Sub Acute and Rehab Center I have been a CNA at All Saints Sub Acute and Rehab Center for 10 years. I learned about the Education Fund benefit when we were renegotiating our bargaining agreement and they wanted to take it out. We didn t want this benefit removed, so we began to take classes. Since 2012 I have taken as many classes as I could, including computers, CPR, Medical Terminology, and Spanish. Spanish really helped me with my job because we have patients who aren t comfortable communicating in English. A fellow employee was studying Hemodialysis and I grew interested in that program. I wanted to use the Education Fund for additional training, and that s when I found out about the Advance Your Career Program. I was worried that I might not be qualified, but my counselor, Monica, encouraged me and helped me apply. I was approved and they paid for my schooling, books, and the exam. I recently passed my certification exam and am applying for employment. I m hoping to find some parttime work that can supplement my income, so I can stay at All Saints. Now I m encouraging my co-workers to do what I did, to go to school and take advantage of their benefit. Participating in Education Fund programs means you can explore, you can advance, and you can expand your opportunities. The Education Fund is a tremendous resource in advancing the professional skills of our staff. They have partnered with us to develop relevant educational offerings such as computer workshops, RNA training, and a dementia care training series by reputable practitioners in the community. 7 We are the first hospital to have 100% certification of Surgical Technicians in the O.R. amongst all HCA hospitals in the US. Carlos Duarte HCA Riverside Community Hospital When I found out that our hospital was planning to require all surgical techs in my department become certified, I was concerned. Sixteen of us were not certified; that was 95% of our department. I immediately began to organize by talking to staff, management, and the Education Fund. Everyone was incredibly responsive and supportive. The Education Fund stepped in and provided us with a quality instructor to prepare us for the exam, as well as covering expenses for our books, the exam, and certification. The hospital provided us with the space to study and even paid for our time while we were taking the review class. All of us had to work very hard. I finished surgical tech school in years ago! - and now I needed to take this exam and get certified. What helped me get through it was thinking about the future and thinking about all the support I was getting. They were doing their part so I would have to do my part as well. After about three months, I was the very first one to become certified, and everyone in our department followed one by one. Now we are the first hospital to have 100% certification of Surgical Technicians in the O.R. amongst all HCA hospitals in the US - this makes me very proud. I received many positive comments regarding the course and the instructor. Thanks for collaborating for quality patient outcomes through education! The Education Fund provides education and training programs to help eligible workers improve their lives and careers, while enhancing participating employers ability to attract, develop and retain a talented workforce. In pursuit of its mission to develop the finest healthcare employees, the Education Fund offers quality programs that are informed by healthcare trends, address employers needs, match workers professional aspirations, and promote excellent patient care.

9 The Shirley Ware Education Center (SWEC) SWEC was founded by SEIU-UHW in 1998 to provide training for healthcare employees and fill skills gaps in the healthcare workforce. In December 2004, when the Education Fund was incorporated, SWEC was joined with the Education Fund as a partnering nonprofit organization that pursues grants to provide additional programs and training opportunities. Care Team Integration of the Home-Based Workforce Grant SWEC has continued to play a key role in the Care Team Integration of the Home-Based Workforce grant from the US Department of Health and Human Services, Center for Medicare and Medicaid Innovation (CMMI). Led by the California Long Term Care Education Center, the goal of the $12 million grant is to improve patientcentered long- term care by integrating homecare workers into the care team. The training aims to increase retention and build a career path to other health professions, thereby stabilizing and growing this shortage-plagued workforce. By training homecare workers, this grant will improve health outcomes for about 6,000 IHSS recipients and projects savings of $25 million. Measurable goals for this project include better compliance with treatment plans, early detection of problems thereby reducing Emergency Department visits and lowering inpatient admission and readmission rates. SWEC s role is to provide career planning and counseling for workers in LA and Contra Costa counties. The grant budget includes $300,000 for SWEC over three years. In Los Angeles, over 500 homecare providers were trained in 2013, almost half of them in Spanish language classes. Already in 2014, 44 classes have been launched, with the goal of training close to 4000 providers this year. SWEC s Career Exploration module has continued to be very popular with participants, with many commenting that the class has sparked their interest in going back to school and furthering their education.
