6 SUMMARY This annual report updates the tuition and fees prices published by all of the public higher education institutions in the WICHE member states. It is the product of an annual survey administered to the SHEEO offices in each state, with a couple of exceptions. There is not a centralized coordinating or governing body for the two-year colleges in Arizona or for the technical institutes in South Dakota, and so individuals at the individual institutions in those two states responded to this survey. Copies of the survey instructions can be found at the end of this report. Key Findings Average tuition and fees for resident undergraduates in at public four-year institutions in the WICHE region were $5,094, an increase over the previous year of $300 (6.3 percent). After adjusting for inflation, the change in average resident undergraduate tuition in the region was 3.3 percent over Tuition and fees for resident in-district students at public two-year colleges in the WICHE states, excluding California, averaged $2,505 in , an increase of $110 (4.6 percent), or 1.7 percent after adjusting for inflation. Non-resident undergraduates at public four-year institutions in the region paid an average of $15,447 in , an increase over the previous year of $754 (5.1 percent). After adjusting for inflation, the change in average non-resident undergraduate tuition in the region was 2.2 percent over Non-resident students at public twoyear colleges in the WICHE states, averaged $6,822 for tuition and fees in , an increase of $464 (7.3 percent), or a 4.3 percent increase after adjusting for inflation. Tuition and fees for resident graduates in at public four-year institutions averaged $6,666, an increase over the previous year of $535 (8.7 percent). After adjusting for inflation, the change in average resident graduate tuition in the region was 5.6 percent over the school year. Average tuition and fees for non-resident graduates in at public four-year institutions in the region were $16,710, an increase over the previous year of $916 (5.8 percent). After adjusting for inflation, the change in average non-resident graduate tuition in the region was 2.8 percent over
