2 What is CalFresh E&T? Program Funding Program Partnerships CalFresh E&T Components CalFresh E&T Reporting Q&A

3 The Supplemental Nutritional Assistance Program (SNAP) E&T has been around since the 1980s and must be offered in every state. CalFresh E&T is a workforce development program designed to assist lowincome individuals enrolled in CalFresh gain access to better jobs and better wages through improved employment and training opportunities. The State and counties have the flexibility to design and utilize CalFresh E&T programs to prepare individuals for in-demand jobs, help employers find qualified workers, and strengthen the state s economy.

4 Information issued by the United States Department of Labor (DOL) indicates a number of California counties are currently designated as Labor Surplus Areas (LSA). In FFY 2017, a projected 80,000 CalFresh recipients will access E&T services. This number is projected to jump to over 112,000 in FFY In California, CalFresh E&T is administered by the counties voluntarily, so counties must elect to participate. Currently, all participating counties offer the program voluntarily to their CalFresh eligible recipients-therefore no sanctions are imposed if a participant fails to comply with E&T requirements.

8 100% Funds USDA annual 100% SNAP E&T Grant: $90M Nationwide is divided amongst states. Each state is allocated an amount based on its total number of Work Registrants. California divides this allocation amongst participating counties (based on county CalFresh non-assistance caseload) to administer their E&T programs. These amounts are known as 100% Funds and can only be used for E&T program administration. Work Registrants :CalFresh clients who have not met any of the following Federal work requirement exemptions: Under age 16 or over age 59; Physically or mentally unfit for employment; Subject to and complying with work requirements for other programs (i.e. TANF); Caretaker for dependent child under age 6 or an incapacitated individual; Receiving unemployment insurance compensation; Participating in a drug or alcohol treatment and rehabilitation program; Employed 30 hours a week; A student enrolled at least half time.

9 50/50 Funds Also known as match or 50/50, any non-federal funds service providers use to pay for additional administrative costs and allowable supportive services can be reimbursed federally at $.50 for every dollar. These funds can originate at the state, county, or partner level, as long as they are non-federal in source.

10 Participants can receive services in many different ways including: County Welfare Departments Workforce Development Boards WIOA Service Providers Community & Technical Colleges Community-Based Organizations Employers

11 Service providers must: Verify CalFresh eligibility and enrollment Anticipate service levels throughout the year Track non-federal funding sources Find adequate financing to support the program

12 County contracts with local employment and/or education provider to provide E&T services Provider uses non-federal funds to pay for allowable expenses, and submits a claim for reimbursements through the county FNS reimburses State 50% of the allowable expenses State passes reimbursement back to county for disbursement to it s partner

13 Job Search Requires participants to make a predetermined number of inquiries to prospective employers over a period of time. Approximately 12 contacts with employers per month for two months. Job Search Training Strives to enhance the job search skills of participants by providing instructions in job seeking techniques and increasing motivation and self-confidence. Workfare CalFresh recipients perform work in public service capacity as a condition of eligibility. In lieu of wages, workfare participants receive compensation in the form of their household s benefit allotment.

14 Work Experience Education A work component designed to improve the employability of participants through actual work experience and/or training to enable them to move into regular employment Programs or activities that improve basic skills or otherwise improve employability by expanding job search abilities. Only educational components that establish a link to job-readiness are approved. Self- Employment Training Improves the employability of participants by providing training in setting up and operating a small business or other self-employment venture.

15 WIOA Activities Includes job training services that are developed, managed, and administered by State agencies, local governments, and business community under WIOA. Activities include basic skills training (GED, literacy), occupational skills training, OJT, work experience etc. Job Retention Services provided to E&T participants who have secured employment to help achieve satisfactory performance, retain employment, or to increase earnings over time.

17 Counties are required to submit their CalFresh E&T plan every year with a breakdown of: Program Information Components offered Partners Budget The State must submit a State Plan which combines all county plan information to FNS for approval. The State Plan is due to FNS Regional Office by August 15. Once approved, SNAP E&T plans are effective October 1, which is the start of the Federal Fiscal Year.

18 STAT 47 Report Collects data on Non-Assistance CalFresh recipients. STAT 47 data is used by the Food and Nutrition Service (FNS), to monitor CalFresh work registrants, ABAWDs, and E&T population. Data is used to complete the FNS 583, a federal report submitted to FNS on a quarterly basis.

19 New federal regulations require State agencies to prepare and submit annual reports to FNS The first report is due January 1, Annual reports contain outcome data for the State s E&T program for individual components. Unsubsidized employment during the 2nd and 4th quarter after completion of participation in E&T Median earnings Number and percentage of participants that completed a training, educational, work experience or an on-the-job training component Demographic information on each participant (ABAWD, age, male/female etc.)
