(Dept. of Commerce) Broadband Technology Opportunity Program $4.2 billion in grants nationwide Application period is July 14-August 20, 2009 Support broadband deployment and adoption in under served and underserved areas of the state. Funds will be available for broadband deployment, public access computing and innovative education programs. The CO TRIS Division and the CO Student Services Division are working with CENIC, the State CIO's Office and others are applying for a federal grant to extend broadband in 11 northern CA counties that will create better connectivity for several colleges. Cost of project over $200 million. The CA Labor is asking CO to lead Nursing work group in order to obtain a letter of support from the Governor for our effort. The Governor's Office is asking that the projects that we lead be innovative, creative, build inter-segmental articulation between K-12, community colleges and 4 year institutions, and have standardized prereqs and curriculum. Grants ranging from approximately $2 to $4 million for local grantees The closing date for receipt of applications under this announcement is September 29, Grantees selected from two separate types of applicants will be funded through this solicitation: (1) national nonprofit entities with networks of local affiliates, coalition members, or other established partners; and (2) local entities. ETA intends to fund grants ranging from approximately $3 to $8 million for national grantees, and grants ranging from approximately $2 to $4 million for local grantees. Butte College, College of the Desert, Riverside, Imperial Valley Workforce Investment Act (WIA) $495 million total for California $74 million (15%) to be used at the Governor's discretion. $427 million (85%) to be disbursed by local WIBs (See below for details) Ongoing Grant applications for the CCC Allied Health Initiative are due (from the locals) on June 2 through a competitive process to fund anywhere from 15 to 40 grants depending on how much money they request. Each applicant may request up to $400,000. Under the 15% Governor s Discretionary program, CO will receive $6 million in local assistance through the Allied Health Initiative coordinated among specified community college districts by EWD Division, which will oversee approximately 40 additional grants. YouthBuild Activities $189 million allocated to California Deadlines will be set by the local WIBs. Funding will go out on a formula basis at the local WIB level. 6 actively pursuing this Department of Energy (DOE) State Energy Program (SEP) $226 million to CA Energy Commission (CEC) CEC has begun to post preliminary guidelines on their website for the programs within SEP. CEC has been awarded the first half of its grant. The bulk of the SEP ($195.8 million) will be aimed at combining grants, contracts and loans to fund activities that concentrate on clean energy systems and energy efficiency measures and upgrades for residential and non-residential structures. The CEC is investing $15 million to build a green workforce. CEC will expand and leverage $20 million in ARRA funds for Green workforce training. The CO Facilities/Fiscal Division is collaborating with CEC to dedicate $20 Million of State Energy Program funds to the Chancellor s Office targeted to energy efficiency projects within the CCC/Investor Owned Utility (IOU) Partnership and for projects that could be coordinated with the publicly-owned utilities, as well as projects in counties with high unemployment. The proposal will be coordinated through the CCC/IOU Partnership. Cypress College, El Camino College, American River College, College of the Canyons, Kern CCD, Mt. 7 actively pursuing this DOE Electric Drive Vehicle Battery and Component Manufacturing Initiative $2.4 billion in grants nationwide Grants have already been awarded These projects, selected through a highly competitive process by the Department of Energy, will accelerate the development of U.S. manufacturing capacity for batteries and electric drive components as well as the deployment of electric drive vehicles, helping to establish American leadership in creating the next generation of advanced vehicles. DOE Energy Efficiency and Conservation Block Grant $56 million to California Energy Commission Application due dates for cities, and counties has not been determined. Guidelines are still being drafted. This grant assists cities and counties in implementing projects and programs to reduce total energy use, reduce fossil fuel emissions and improve energy efficiency in building and other appropriate sectors. The is targeted to 25 Solar Cities and Solar Workforce Development, which is open to public and private institutions. Sacramento, Berkeley, San Francisco, San Jose and Santa Rosa are California's designated "Solar Cities", each will receive $200,000 from DOE to integrate solar technologies throughout the city. The CO might ID the campuses and EWD Centers in proximity to the Solar Cities and provide a system wide application or simply advise relevant campuses to the opportunity. 9 actively pursuing this California Energy Commission California Clean Energy Workforce Training Program up to $23 million Proposal applications must be received NO later than September 9, 2009, before 3:00 p.m. This collaborative effort will combine American Recovery and Reinvestment Act funds from the State Energy Program, Workforce Investment Act Governor s Discretionary 15 Percent funds, and Assembly Bill 118 Alternative and Renewable Fuel and Vehicle Technology Program Applications will be accepted from either Local Workforce Investment Boards, or Community College Districts or local Community Colleges. Individuals are not eligible to apply. Imperial Valley College Department of Health and Human Services (HHS) Child Care and Development Block Grant $220 million to CDE CDE has submitted a proposal. Of Finance and anticipates a Section 28 letter. Monies will not be distributed until final approval of proposal by HHS. CDE will work with grantees (local governments and contracting agencies) to manage these resources in order to sustain FY 2009 awards through FY Los Rios CCD, College of the Canyons, Imperial Valley CCD, West Hills CCD, Columbia College Curriculum Alignment and Faculty Initiative programs will receive $300,000 in 2009 and Yosemite CCD and City College of SF will receive funds as well. 10 actively pursuing this HHS Health Technology $3 billion to CA Department of Health The CA Department of Health has submitted a proposal to DOF. It must spend these funds within 18 months. They will move forward with issuing local assistance contracts for the actual weatherization work, with a target date of July 31, CSD expects the final 50% of the award to be issued in July of 2010, provided they meet mid-program performance and expenditure benchmarks. Eligible entities are primarily cities, counties and a few non profits. RFPs for Teacher Preparation Development Programs to Support STEM: "preservice programs for future STEM teachers" In March, EWD directors reported this program could be accessed by community colleges' EWD or academic programs in partnership with K-12 or collaboration with the state universities, depending on minimum qualifications. San Jacinto College Department of Housing and Urban Development (HUD) Community Development Block Grants (CDBG) $123 million to CA Applications will be due on or about July 30, 2009, and Awards and Contracts to be executed approximately October CDBGs provide a range of services to assist low-income people in attaining the skills, knowledge, and motivation necessary to achieve self-sufficiency. Recipients shall give priority to projects that can award contracts based on bids within 120 days of the grant agreement. CA HUD administers $10 million of the CDBG. The rest of CDBG is given directly to entitlement cities and counties. Local campuses might access funds by developing proposals with their local government partners. Applications must be submitted to the IRS. Small projects are given FIRST priority in requests. Any municipality (city, county, state, utility district, etc.) as well as electric COOPs and some specific lenders may issue CREBs for a qualified project. Projects MUST generate electricity and MUST be created from clean and/or renewable sources, including "clean-coal". Butte College West Valley Mission, Palo Verde, Siskiyous Department of Treasury Build America Bonds $5.2 billion were sold in California in April 2009 A Build America Bond ( BAB )is a bond issued prior to January 1, 2011 by a state or local entity. The Build America Bonds program is a new financing tool created by the Recovery Act to allow state and local governments to obtain much-needed, at lower borrowing costs, for projects such as construction of schools and hospitals, development of transportation infrastructure, and water and sewer upgrades.
