5 Summary The panel aement take into account the elf-aement and the reult of the on-ite viit a well a the tatement of the European Palliative Care Academy to the aement report dated January 21 t The Leaderhip coure of the European Palliative Care Academy fulfil the FIBAA for certified continuing education coure and can be certified by the Foundation for International Buine Adminitration Accreditation (FIBAA). It meet the demand of level 7 of the European Qualification Framework for lifelong learning (EQF), ha a modular tructure and aigned ECTS point. The panel member identify development potential for the coure regarding the following: The coure objective hould be trengthened with regard to harpen the analytical kill of participant (ee chapter 1.1), The kill of the peron forming the teering committee hould cover the apect of leaderhip, change management and policy (ee chapter 4.1.1). The meaure the HEI eventually take in order to implement the recommendation of the panel member are to be conidered in the context of the re-certification. Furthermore, a et of criteria exit, which exceed the : International orientation of the coure (ee chapter 1.2), practical buine experience of the teaching taff (ee chapter 4.1.5), proce organiation and adminitrative upport for tudent and teaching taff (ee chapter 4.2.2), cooperation with academic intitution or enterprie (ee chapter 4.4). 6 Detail on the intitution The European Palliative Care Academy (eupca) i an intitution which i run under the aegi of the Robert Boch Stiftung by four academic centre. Thee are: - The Univerity Hopital of Cologne offer medical care in 59 pecialit clinic and clinical intitute. In 1983, the firt unit for palliative care in Germany wa etablihed there, eated in the Mildred-Scheel-Hau. - The Nicolau Copernicu Univerity in Torun i the larget univerity in northern Poland. It i compoed of 20 facultie including three medical facultie. - King College London i a reearch-led univerity baed in London. It ha more than tudent from 150 countrie. The Cicely Saunder Intitute of Palliative Care opened in May 2010 a a reult of a partnerhip between King College London and the charity Cicely Saunder International. - Hopice Caa Spreantei i the larget non-governmental medical charity in Romania. It ha been active in the field of palliative care ince 1992 and wa deignated in 2003 a Centre of Excellence and model for palliative care ervice and education in Central- Eatern Europa and Aia. It provide free-of-charge palliative care ervice to over adult and children. Since 1997 Hopice Caa Sperantei ha been promoting palliative care at national and regional level, by education programme. Over profeional from Romania and 18 countrie in the region have attended education programme in palliative care. Etablihed in 1964, the Robert Boch Stiftung i a German foundation aociated with a private company. It repreent the philanthropic and ocial endeavour of Robert Boch ( ) and fulfill hi legacy in a contemporary manner. The Robert Boch Stiftung work predominantly in the field of international relation, health and education. The funding of the Robert Boch Stiftung make it poible to offer the current Leaderhip Coure at a reduced rate. Furthermore the participant get a tudy grant covering the cot of the rate and of travelling and accommodation. The eupca leaderhip coure aim at emerging palliative care leader of all profeional background from acro Europe. Thu each of the academic centre offer one teaching week, o that participant viit all four intitution over the duration of coure. Further development of the coure, tatitical data and evaluation reult The coure ha taken place once yet. It ran from September 2013 to May There were 51 application for the 20 place of the coure. Applicant came from 24 European countrie, equally ditributed between Eatern and Wetern Europe. Of which were 26 doctor of medicine, 11 nure, 5 health manager, 3 ocial worker, 1 ociologit, 1 health care academic, 1 peech therapit, and other. Among the 51 applicant were 39 women and 12 men. Of the 20 participant of the programme were altogether 7 profeion, a there were phyician, 6 nure, 1 educator, 1 manager, 1 ociologit, 1 ocial worker, 1 health care academic. They came from 14 countrie in Eatern and Wetern Europe. No grade were given for the graduate of the firt coure. However there were aement to pa for completing the coure. 95 percent of the participant completed the coure. Only one tudent failed to ubmit a final aignment. Both an internal and an external evaluation have been carried out. The feedback from participant wa predominantly poitive concerning apect uch a content, tructure and organiation a well a the coordination of the coure. Due to the feedback from the evaluation, the following change have been made to the tructure of the coure: The module Teamwork ha alo been retructured. In the module Peronal Development, the number of taught model ha been reduced and the practical apect increaed. For the module Project Management more Skype conference will be organized between the coure week in order to improve the mentoring of the peronal project. 7 Rating The development of the coure i to be conidered poitive. For the 20 place there were for both coure over 50 application each. The application are well mixed a they came from 14 European countrie and even profeion which i in line with the general aim of the coure to be a well a place of exchange of opinion. The ucce rate of the firt coure i high, a 95 percent of the participant completed the coure. An unmitakeable learning ucce i therefore given. 8 Decription and appraial in Detail 1 STRATEGY AND OBJECTIVES 1.1 Logic and tranparency of coure objective (Aterik Criterion) The overall aim of the coure i to upport future leader in the field of palliative care, epecially medical doctor, nure and health manager, in developing the kill, abilitie and expertie to advance palliative care acro Europe and to addre future challenge in the field. A palliative care i a relatively new area in health care, the coure aim to broaden participant horizon with inight into different healthcare ytem and local bet practice, helping them to learn from diverity and imilaritie, and enabling them to acquire comprehenive knowledge of the topic covered. Participant - are enabled to progre organiation and team member in a reponible, reflective and targeted manner to allow them to handle complex ituation, - acquire kill in allocation and reource management epecially to ucceful manage complex ituation, - get knowledge of the national and international context of palliative care, the different ocial and organiational ytem and policie acro different etting and countrie and are helped to advance their peronal development for auming leaderhip. - achieve the pecially required kill in palliative care from renowned academic intitution in thi field in Europe. - are equipped with pecialit and cutting-edge knowledge and kill in project management, teamwork, reearch and advocacy in order to find olution for complex problem within their organiation and/or region, to define manageable, meaureable goal and gain all relevant knowledge to plan a project in accordance with tate-of-theart method. - are authentic leader and have developed elf-awarene concerning their own trength and weaknee. They develop their own leaderhip tyle and know the eential principle of how to further develop productive relationhip with colleague and their organiation. The coure i taught by lecturer who operate and teach at level 7 in tudy programme. Content and learning outcome are derived from an exiting Mater programme in Palliative Care, Pychology, Pedagogy or Advocacy, which can be tudied at the univeritie of the partner intitution in Cologne, Torun and London. The coure give a detailed and comprehenive theoretical foundation a well a practical kill concerning the different part of conducting ucceful project in palliative care. Participant have to think independently and to develop olution for their pecial project, which ha to be completed during the coure. The coure aim that participant critically appraie and crutinie different approache and actively involve coure participant during their proce of learning. An evaluation i carried out for each coure week by the participant. An impact aement follow the tudent from the firt cohort and their development over the next few year. 9 Rating: The objective of the EUPCA coure i conitent in relation to the targeted group of future palliative care leader and to the peronal development in the targeted profeional field. The objective contain academic proficiency and to a high extend the development of the individual participant peronality which i crucial in the field of palliative care. The objective embrace comprehenive employability, a the already employed participant hould further develop their kill on the field of palliative care. The coure objective are baed on learning outcome pecific for the field of palliative care. They are in line with the level of the qualification to be awarded on completion. The intended level of the programme according to the European Qualification Framework (EQF) i 7. That mean that the participant have highly pecialied knowledge, ome of which i at the forefront of knowledge in the field of palliative care, a the bai for original thinking. Graduate have gained problem-olving kill required in innovation in order to develop new knowledge and procedure. They manage and tranform work context that are complex and require new trategic approache. They take reponibility for contributing to profeional practice and for reviewing the trategic performance of team. The objective to work cientifically i formulated. It i one objective of the coure to promote the exchange of palliative care profeional with the potential to become leader in their communitie in Europe. The mix of nationalitie within the coure allow participant the chance to gain a more international perpective of palliative care on a European level and to gain kill in conducting project, team leading and to broaden the field of palliative care, epecially in le developed countrie through the exchange between Eat and Wet. Furthermore the coure aim to etablih contact with other profeional outide of the home nation of the individual participant and to etablih tep by tep a network. The intercultural experience exchange when viiting the academic intitution but alo between the participant, all erve to further upport the participant employability in their national or international context. Thu the coure enable participant to work at an international level and providing experience and kill to meet counterpart from other countrie, in order to further develop palliative care in Europe. Learning outcome put an emphai on internationality a well a it promote an exchange with regard to palliative care on an international level. An international perpective i the overall bai of the coure. Therefore, participant are definitely enabled to acquire knowledge and develop kill to competently handle international project. A Palliative Care i a young ubject in the field of medicine there are not many coure offered. In order to poition EUPCA vi-à-vi other leaderhip programme in palliative care, comparable proviion wa reearched with the reult that there i no other imilar programme fulfilling the central criteria - to teach kill to participant who qualify a leader and have at leat three year profeional experience in palliative care, - to go beyond conidering palliative care in medical term but multi-profeional, - to addre expert from whole Europe. Key competence taught in the coure increae the employability of participant a there are theoretical competencie in the module peronal development, project management, reearch, teamwork and advocacy a well a local bet practice. The taught element were elected on the bai of the King College online urvey in which European expert evaluated the educational market gap for the planned topic and offered opinion on the tructure of the coure. A further advantage i that participant can complete the coure parallel to their work. Furthermore, they conduct a project in their intitution. Thu, there i a ynergy effect by both completing the coure and working. With regard to the international job market the four partner intitution are renowned clinical and academic centre for Palliative Care. Furthermore, the coure i conducted with upport of the European Aociation of Palliative Care (EAPC). Moreover, there i an increaing demand for palliative care becaue there ha been an overall ocial development changing the attitude toward illne and dead. Furthermore, European ocietie are ageing and alo increae the trend toward Palliative Care. The coure fit in the different trategie of the intitution by which it i run: One objective of the Robert Boch Stiftung i to contribute to overcoming the challenge in health care ytem, which are a reult of increaingly carce human and financial reource, change in demographic, and the growing number of chronically ill patient. There i a long tradition in the work of the Robert Boch Stiftung to accompany and upport initiative of training and education of health care pecialit and their collaboration with one another. In the field of palliative care the foundation ha been active for over 20 year in Germany and more recently in Eatern Europe. The medical facultie of the Univeritie involved in the coure are committed to education and further training. The cloe connection between medical care, reearch and teaching allow for an optimal experience baed learning environment for all learner group. They have et the goal of making an active contribution to palliative care, it improvement and a there are not many opportunitie on thi field they aim to fill thi gap for the whole of Europe Rating: The academy ditinguihe the programme on the education market by defining it goal and by outlining it characteritic. The profile and the competence goal are uch that the programme can compete on the education market a well a on the job market. Field of employment are decribed in a plauible manner and correpond to a demand, which i clearly given. The way in which the programme i incorporated into the Robert Boch Stiftung and the partner intitution overall trategy i decribed. It i directly related to other programme on the field of medicine run by the partner intitution. A it i a coure for already employed participant who have profeional experience it i an offer correponding with the concept of Life Long Learning. 1. The profeional background (e.g. education, medicine, nuring, ocial, pirituality, therapy) of the applicant i irrelevant. Applicant hould have at leat three year of full time work experience in palliative care or related ubject. A the coure i addreed to future leader in palliative care, applicant hould prove that they are an active palliative care expert in their country. The coure i on a pot-graduate level. The academic potential can be proved by graduate or equivalent qualification and certificate. Applicant need a good working knowledge of Englih to attend the coure (level B2 Common European Framework of Reference for Language/CEFR tet). Thi ability i aeed by written kill and during a phone interview, tructured by an interview guideline and in accordance with B2-level criteria, conducted by member of the teering committee which include native Englih peaker. The Academy ha defined General Term and Condition for the relationhip between itelf and the participant. They include the obligation of the Academy: the general content of the curriculum, the funding provided by the Robert Boch Stiftung a there i the Scholarhip, the travel and accommodation grant, hotel expene, time and place of the coure week, the tudy grant and it rule of reimburement of travel and accommodation cot. Furthermore, the employer of the applicant have to ign a tatement of intent and tate that they will upport the application of the employee and will releae him from work of being preent at the four coure week. Rating: The target group of the coure i characteried on the bai of previou knowledge, experience, and educational level. The target group of participant ha been choen in accordance with the objective of the coure. The admiion are defined, coherent and tranparent a they are publihed in a legally binding document. They take the pecific characteritic of the heterogeneou target group into account and upport the achievement of the coure objective. General term and condition have to be igned a a contract between the provider and the participant. Furthermore, the approval of the employer i enured. Together with continuou aignment and a peronal project the coure comprie of 686 hour and i to be completed within 1.5 year. A one CP i defined to hold 25 hour the coure i credited with 27 CP in total a it i laid down in 5 and 6 of the tudy regulation. A it enable participant to continue their work in their place of employment in palliative care it i a part time coure. The coure i divided up into four week of attendance, one at each of the academic centre. The fifth week i an Obervation Week with local bet practice according to their peronal project which i to be carried out by the participant at an intitution of their choice between the firt and the lat coure week. During the coure week the module are taught, each week with a main focu on a pecial module. The module are: Peronal Development, Project Management and Local Bet Practice. Together with a diploma a certificate upplement i given when the coure i completed. It contain a decription of the coure in Englih and the final grade. The coure begin with an introduction into each of the five upcoming module o that participant gain inight into what they hould expect from the following 1.5 year. Five of the ix module of the coure are taught acro the four week of the coure, wherea each week place emphae. During the firt week the focu i on Project Management to provide the participant with the theory and practical kill neceary to implement a project and to give the peronal project plan a realitic tart. 14 expand the participant kill in cientific working, which are exitential to further develop and evaluate the project idea with gained cientific kill. The third week i the obervation week. It i part of the module Project Management. The fourth week i dedicated to Teamwork, becaue it i the point of time of the project tatu to reflect and improve collaboration. The fourth week i dedicated to Advocacy and to taking reponibility in addreing retrictive policie, regulation and/or practice that hinder palliative care development or delivery by developing advocacy plan of the project. The module Peronal Development and Local Bet Practice pread in a more regular way over the four coure week. Although there i no quantifiable workload evaluation by module, when reviewing the workload after the coure ran for a firt time, the academy took into account tudent feedback and the programme ucce rate and a a reult changed part of the programme (ee chapter Detail on the intitution ). The module decription comprie detailed information about coordinator, faculty, learning outcome, pre-aignment, aement, literature, teaching method, content and timetable. The tudy and examination regulation of the coure are in accordance with the up-to date verion of the tudy and examination regulation of the Univerity of Cologne. They contain regulation about cope, goal of the programme, purpoe of the degree, qualification, admiion to the programme and pecial qualification, duration and tructure of the coure, the module and ECTS, teaching method, the obervation week, coure guidance, examination guidance, recognition of previou academic work according to the Libon Convention, type of examination, rule of examination, compenation for diabilitie, dicloure of examination reult, examination committee, organiation of examination, completion of the programme and certification. Regarding quetion participant can either contact the coordinating office for all general querie concerning coure, organiational and adminitrative matter, or they can contact the individual lecturer directly, if and when they know who can bet anwer their query. They all can be contacted by phone, or peronally. Rating: The tructure of the curriculum i convincing and erve to promote the educational objective and the tudent acquiition of knowledge and competence on the field of palliative care. They are in line with the coure objective. The ECTS element uch a principle of modulariation, credit point and workload pecification have been implemented. It i defined that one CP i baed on 25 hour workload. The coure ha a modular tructure. Credit point are given according to the workload of each module. Furthermore, the mandatory obervation week a a practical component of the coure i credited a it i part of the module Project Management. Within thi module the obervation week workload of 40 hour i properly taken into account. The workload i undertandably deduced a it wa confirmed by lecturer and participant that the time period for the different part of the coure are in line with the tak to be performed. The module decription provide detailed decription of intended learning outcome the information defined in the ECTS Uer Guide. A certificate upplement document the coure and the aociated qualification in a tranparent and coherent manner a it contain a detailed decription of the coure in Englih. There are legally binding tudy regulation that are orientated toward the principle of tudy regulation of the Univerity of Cologne. The coure tructural feature and examination rule have been completely implemented. The five coure week are time of intene working a the workload rie up to 40 hour. The Advocacy module ha one focu on methodological competence in developing advocacy project to addre retrictive policie, regulation and practice that hinder palliative care development or delivery. In 11 of the coure regulation it i laid down that module will normally be completed with a module examination which i orientated toward the learning goal and achievement defined for that module. There are written aement a the completing of a project plan, a paper, a profile, a cientific abtract and a cae tudy, each attuned to content and learning outcome of the module. Rating: The module content are arranged in meaningful unit a being central part of palliative care. They are well-balanced and alway oriented toward the defined detailed learning outcome. There are repreentative of all partner intitution. They all are expert in palliative care and in teaching on univerity level and hold a Mater a an univerity degree. The coure taff include 29 lecturer. They all are employed at a univerity and have clinical and academic connection to palliative care. Thee intitution are either palliative care teaching intitution or univeritie with a long tanding cooperation with an intitute for palliative care. The only exception are the expert for project management and journalim. The taff a employed by univeritie ha been appointed in accordance with the general recruitment procedure. Thi involve a public job advertiement, a committee of graduate employee in poeion of a doctorate degree and the profeor. The election take place in accordance with criteria concerning academic qualification, reearch interet, work experience in reearch and teaching and oft kill. All lecturer of the coure are experienced in teaching at univerity level. All lecturer have extenive experience in their relative field and in accordance with the module they teach. Mot of them are experienced in the field of palliative care and work in facultie of medicine and univerity hopital of the partner intitution. They are pecialied lecturer and teacher and, a mot of the participant are a well, nure and doctor.
