1 29 April 2015 MEDIA RELEASE Embargoed Till 11.00am, 29 April 2015 The Ng Teng Fong General Hospital to serve the community in the west from 30 June 2015 Working closely with Ministry of Health and the public healthcare family, JurongHealth will work towards minimal disruption to patient care as they make the transition to the Ng Teng Fong General Hospital (NTFGH) with AH closing for renovation under the new Sengkang Health. On 30 June 2015, Jurong Health Services (JurongHealth) will be moving out of Alexandra Hospital (AH) to operate the new Ng Teng Fong General Hospital (NTFGH) in the west. To enable a smooth and safe transition, JurongHealth has been working closely with the other public hospitals and polyclinics to ensure the continuity of care and safe transfer of its patients in AH to NTFGH or to other hospitals. Minister for Health, Mr Gan Kim Yong, visited NTFGH today for a preview of the completed facilities including the Specialist Outpatient Clinics, Inpatient Wards and the Emergency Department (ED). Opening of Ng Teng Fong General Hospital The community can look forward to patient-centred features at NTFGH when it opens on 30 June The hospital will offer outpatient and inpatient services upon opening. The Emergency Department (ED) will start operations in phases: For the first month, the ED will receive only walk-in cases to allow staff to acclimatise to the workplace and for operations to stabilise. By 1 August 2015, the ED will receive resuscitation and critically-ill patients brought to the hospital by SCDF ambulances. 1
2 Hospital Design Features The integrated healthcare hub comprises three towers -- the NTFGH Clinic Tower, the NTFGH Ward Tower and the Jurong Community Hospital -- which are built and conceptualised as a single integrated concept. At the 8-storey NTFGH Clinic Tower, the hospital will open about 80 out of its 120 clinic rooms with progressive ramp up after opening. Featuring a one-queue and one-bill experience for the convenience of patients and their caregivers, every patient will be issued a single queue number for all service points in the entire patient journey for the day, and will only need to make a single payment at the last point of service. Another feature designed for the convenience of the patients and the accompanying next-of-kin is the satellite pharmacies located at almost every clinic floor, in addition to a larger Outpatient and Retail Pharmacy on level 2. This will enable patients to collect their medication at the end of their journey. At the 12-storey NTFGH Ward Tower, the hospital will open with 365 out of 700 beds, with progressive ramp up over the next 12 months. It will also nest 76 community hospital beds which will be subsequently transferred to JCH. All the NTFGH wards are designed with a fan shape which provides a window for every patient. This design enhances patient privacy, improves ventilation and maximises natural lighting to increase patients comfort and the rate of recovery. The design also improves infection control and provides a conducive and safer workplace for the healthcare team. The NTFGH Ward Tower also hosts the Emergency Department (ED). ED s critical care area has been designed for swifter response to crises and treatment, and to enable nurses to better monitor patients in the individual rooms. The room set-up will also minimise the sense of disorientation, which could be experienced by elderly patients in emergency situations. The ED is also fitted out to respond to outbreak and mass-casualty situations, as well as industrial accidents that may require decontamination. The ED s modular rooms, retrofitted with diagnostic capabilities, can be quickly reconfigured to accommodate a larger critical care team to attend to multiple casualties. From the beginning, we have designed the hospital with the patients and their loved ones in mind. To see the concept taking form and the integration of infrastructure with 2
3 patient care processes, as we move closer to joining the neighbourhood, is a vision shared by all at JurongHealth. The team has been working hard to ensure a thorough commissioning of all the equipment and space to ensure safe patient care. We will open the hospital in phases to allow our staff to get used to the new facilities to ensure smooth and safe management of patients. Temporary Closure of Alexandra Hospital To prepare for the opening of NTFGH on 30 June 2015, JurongHealth will cease operations at the Alexandra Hospital site at 5.30pm on 29 June To facilitate a smooth transition, the services at AH will have to be scaled down as we approach NTFGH s opening day. During this period, JurongHealth will work closely with MOH and other public hospitals to ensure that patient safety and quality care is not compromised: Singapore Civil Defence Force (SCDF) Ambulance Services. From 30 May 2015, Singapore Civil Defence Force (SCDF) ambulances will stop bringing patients to AH. Patients picked up in the vicinity of AH will instead be brought to the Emergency Departments of the next nearest public hospitals, mainly the Singapore General Hospital (SGH) and National University Hospital (NUH), for immediate medical attention. Inpatient Admissions to AH. Patients warded in AH on 29 June 2015 may choose to be transferred to NTFGH, or another public hospital. However, this could potentially result in inconvenience to patients and families. As such, from 23 June 2015, patients at AH s ED who are assessed as requiring hospital admission will be transferred to SGH or NUH for admission, for better continuity of care, without the need for a physical transfer. Outpatient Services. Over the past months, JurongHealth has been in contact with existing SOC patients at AH on the details of their care arrangements. Patients can continue to receive SOC care at AH until 29 June 2015 and have their follow-up appointments at NTFGH, Jurong Medical Centre or another public hospital of their choice. 4 Closure and Re-opening of Alexandra Hospital AH will close from 30 June 2015 for maintenance and renovation work. By 3 rd Quarter 2015, a new healthcare team from Sengkang Health will take over the management of AH. More details on the reopening of services at AH will be announced by Sengkang Health at a later date. 8 Annex B: About NTFGH s Emergency Department (ED) Site Location Located at the heart of the regional hospital, the ED is optimised in 3-dimensions to be adjacent to various services, such as Operating Theatre (OT), Intensive Care Unit (ICU), Radiology (Imaging), inpatient wards and other procedural services, to swiftly transfer patients, when required. ED Area 3,988m 2 Entry Dedicated 3,988mambulance 2 drop-off from Boon Lay Way and swift access into core of the ED for resuscitation and critically-ill patients Separate dedicated drop-off driveway for walk-in patients Simulating the future Emergency Department (ED) As the epicenter of an acute hospital, the ED sees a wide variety of patients, with a variety of individual and combinations of problems, which are unscheduled and can fluctuate over time. Using LEAN principles, the ED is designed to maximise resources and efficiency in workflow and layout. The ED layout is planned to allow for the area that requires the most manpower and resources to be concentrated in the centre and so allows manpower to be easily re-deployed to surrounding areas when the need arises. This is the first time an ED in Singapore is planned using a simulation programme to test the feasibility of the proposed layout, as well as plan for future expansion. With the programme, the team was able to stress-test the layout and workflow plans for the current 2015 patient load as well as for the projected patient load in Armed with the simulation results and statistics, the team was able to design a scalable infrastructure to support an increasing patient load, and to meet changing and future demands. 8
9 Trauma Lifts The ED is connected to the operating theatres on level three and ICU on level four via a set of specialised Trauma Lifts that can comfortably fit a patient bed, two staff and necessary equipment. Additional equipment and staff will also be on standby as an added measure to ensure quick recovery of lift function or the rescue of trapped patients in the event of a breakdown. Such connectivity is now standard in many renowned hospitals overseas such as Ronald Reagan UCLA Medical Centre, Cleveland Clinics. Modular resuscitation area Our modular trauma-ready resuscitation suites can be combined for a larger care team for severe trauma cases. ED and isolation ward Patients who arrive at the ED and who require isolation can be easily transferred to the adjacent isolation ward which decreases the risk of contaminating general areas if the isolation ward is away from ED. ED and diagnostic imaging Strategic placement of vital resources such as the X-rays, CT scans and MRIs adjacent to ED allows for staff to tap on these shared resources. Pandemic-preparedness, mass-casualty and decontamination-ready The space between the ED & JCH will enable the ED to screen and triage patients during a pandemic. In view of our proximity to Jurong Island, we are also mass-casualty and decontaminationready for industrial accidents and hazardous material incidents. Geriatric-friendly features With an aging population, it is important that the ED is elderly-friendly, with evidence-based design that can benefit senior patients. Special elderly-friendly features Diurnal rhythm of lighting in the rooms Individual rooms with glass panels and curtains Rubber mats, non-skid floor surfaces, grab bars and ramps (for wheelchair), stable furniture, clear walkway, good lighting Reclining chair, comfortable chairs with armrest. Padded or lined trolleys, pressure-reducing mattress Comfortable ambient temperature Purpose Reduce risk of delirium by use of natural lighting Reduce extraneous noise and improve privacy Reduce risk of falls Improve patient comfort Reduce pressure ulcers Improve patient comfort 9

11 Annex C: About NTFGH s Inpatient Wards A Window for Every Patient The revolutionary fan-shaped ward, designed with a window for every patient, will significantly improve ventilation, privacy and comfort for patients. This same concept of a window for every patient applies to the subsidised and private wards, as well as all ICU and HD beds. Enhanced patient comfort and recovery Patients will be able to enjoy greater privacy as they can choose to face their own window instead of the next patient when they rest. They can also draw the individual bed curtains and yet maintain good ventilation as well as enjoy the soothing view of sky gardens located on every floor. This greenery creates a sense of the great outdoors and promotes a conducive and healing environment for both patients and visitors. Even during wet weather conditions, patients will enjoy the well-ventilated environment with effective use of storm louvers to keep out wind-driven rain. Enhanced ventilation and optimising natural light For subsidised patients, the East-West orientation of the Ward Tower takes advantage of prevailing wind conditions to enhance ventilation. The massing concept also enhances wind movement due to the aerodynamic forms of the building. Patients in the private wards will have the preference of an airconditioned room with individual thermal control or a naturally ventilated environment. Enhanced Working Environment and Infection Control for Staff Without the traditional low headwall shared between two back-to-back beds, the fan-shaped ward layout also optimises infection control. Improved and enlarged space around the beds also translates into a better, ventilated working environment for staff - with more manoeuvring space for nurses to conduct procedures and bedside care. Haze-Ready Naturally Ventilated Wards In the event of a haze, the hospital will make use of a centralised air filtration system to provide filtered air to the naturally ventilated wards. Impure air will be effectively filtered out before it even enters the room. Unpleasant odours caused by haze and other air pollutants can also be removed effectively with this air-scrubbing technology. 11
12 Annex D: About NTFGH s Specialist Outpatient Clinics (SOC) One Queue, One Bill, One Patient Experience At NTFGH s Specialist Outpatient Clinics, patients need only register once at the start of the visit. The same queue number can be used at every clinic or service point during a visit. Payment for all services will be consolidated into one bill by the end of the visit. An integrated system with improved accessibility to patient records and care plans will enable better planning of patient appointments. Patients who need to see different specialists and undergo multiple tests and procedures will have their appointments scheduled on the same day to reduce the number of trips to the hospital, saving time and travel costs. For patients/caregivers convenience, there is a Satellite Pharmacy at every floor. The pharmacies are identical across all levels and sited in the middle of each clinic floor just in front of the visitor lifts, so that patients/caregivers can settle their bill at this last service point, collect their medication and exit from there. The Clinic Tower is also located nearest to the MRT station, connected by a link bridge to Westgate Mall. The modular design of the Specialist Outpatient Clinics provides for maximum flexibility and conversion in future. Each clinic module consists of four consultation rooms, and corresponding support rooms which include a teaching hub. Related specialties and services located on the same floor for the convenience of patients/caregivers to access different services easily and reduce the stress and need to move from one floor to another. Examples: Level 1: Outpatient Radiology with services like X-Ray, CT Scan and MRI. [The other inpatient Radiology is located in Tower B Ng Teng Fong General Hospital Wards which serves both inpatients and outpatients.] Level 2: Outpatient and Retail Pharmacy along with the following clinics: Outpatient Parenteral Antibiotic Therapy (OPAT) Clinic Pre-Surgery Evaluation Clinic Health & Wellness Clinic Medical Social Services Clinic Level 3: Medicine, Cardiology, and Clinical Diagnostics (which comprises Cardiac Diagnostic Lab, Lung Function Diagnostic Lab and Neuro Diagnostic Lab). Level 4: Diabetes & Endocrine Clinic located close to Geriatrics and Eye Clinics for synergy between these services in terms of joint consultation, shared resources, inter-department referrals and easy access for patients. Level 5: Ear-Nose-Throat Clinic and related services such as Audiology test and Hearing Aid test. 12
13 A Familiar and Friendly Face JurongHealth s new team of Patient Service Coordinators will be a key point of contact for patients and their caregivers. They will be equipped to answer general health queries, coordinate appointments and remind patients about diagnostic tests.
