3 EXECUTIVE SUMMARY The Towrds the Entrepreneuril University Ntionl Benchmrkin Report for the Philippines is prepred in the frmework of the BEEHIVE project funded under the Ersmus+ Prormme for Cpcity Buildin in Hiher Eduction. This ntionl ssessment ctivity which ims to benchmrk the current sitution of the Philippine hiher eduction institutions (HEIs) with rerds to entrepreneuril ecosystem ws crried out between Mrch October The results show tht mjority of the Philippine HEIs consider the inclusion of entrepreneurship into their institutionl strtey s modertely relevnt. Coupled with the desire to develop university entrepreneuril ecosystem is the estblishment of interntionliztion in the university. In order to be entrepreneuril, university must embed entrepreneurship in every prt of the orniztion, from its ledership throuh to its techin nd student impct. 3

8 METHODOLOGY The Benchmrkin Tool instrument composed of 49 items employin both close- and openended questions. Tret respondents were senior managers and/or higher management personnel of Philippine HEIs. Dt therin ws crried out durin the period ofmarchtojune2017. Twenty-seven (27) university-respondents participated in the reserch, more thn the initially targeted fifteen (15) universityrespondents from cross the country. Fiure 3. 10 Theme I -ENTREPRENEURIAL APPROACHES AND ATTITUDE APPLIED IN GOVERNANCE Stte universities nd collees (SUCs) re encoured by the overnment to source out dditionl funds throuh IGPs tht follow dispersed innovtion modlity. Some cdemic reserch outputs re bein trnsferred to the community to id in income enertin ctivities for its residents. Common strteic nd prcticl directions employed by university-respondents in ddressin chllenes nd opportunities in the society re producin hih qulity nd multi-disciplinry reserch. The most common model used re intertin n entrepreneurship course, not only in the business curricul but s well s in ITE nd enineerin prorms, requirin fculty nd students to conduct pplied reserch, nd brinin reserch outputs with commercil vlue throuh the Innovtion nd Technoloy Support Office (ITSO). 10

11 Theme II - STAKEHOLDER MANAGEMENT MECHANISM The interntionliztion projects done by the university-respondents re sndwich prormmes, exchne students, inbound/outbound reserch students, inbound/outbound reserchers, visitin professorship nd fculty development. The university-respondents re not doin reulr ssessment due to the fct tht the entrepreneuril end in university level re new to HEIs. Some HEIs re strtin to lern bout entrepreneurship in the university level. The typicl prctice of HEIs in the Philippines durin the pst yers is to implement entrepreneurship s deree prormme nd not in university level prormme. 11

12 Theme III - KNOWLEDGE TRANSFER The lck of PHD holders in the Philippines is seen to mon the fctors tht ffect the qulity of reserch output nd cpbility to uide or dvise student to crry out qulity reserch ctivities ledin to dt or informtion useful to the society. The lck of competency of humn resource for reserch impedes the flow of finncil support for reserch in the HEIs. A sinificnt number of respondents sid tht no internl fundin is provided to students to do reserch nd rdutes to do strtups. Only one-third (9/27) of the university-respondents hve their incubtion nd ccelertion prormmes tht offer bsic support services such s provision of spce, linkes to mentors, nd linkes to potentil funders. Amon the 27 university-respondents, 24 reported tht they do not employ new methods of lernin. However, internships or prcticum prormmes for students re very common cross the HEIs involved in the study. 12

13 Theme IV -ENTREPRENEURIAL DEVELOPMENT IN TEACHING AND LEARNING 85% of the Philippine universities offer courses in Entrepreneurship or course tht help to develop entrepreneuril mindset or skill 74% of the university-respondents sid tht externl stkeholders re involved in the desin nd delivery of the entrepreneurship curriculum 59% of the university respondents sid tht results of entrepreneurship reserch is interted into the entrepreneuril eduction bein offered. 59% of the university respondents sid tht they hve the cpcity for entrepreneurship eduction nd development beyond the business school. 13

The Ntionl Benchmrkin Report for the Philippines illustrtes tht HEIs re t the point of emerence in the trck towrds n entrepreneuril ecosystem. The buildin up of soft nd hrd infrstructure, includin the university-bsed Innovtion nd Technoloy Support Offices nd Centers relted to entrepreneurship by the HEIs, to support the needs of their students, techin nd non-techin personnel nd lumni re indictors ledin to chievin the ols of university entrepreneuril ecosystem. Procurement nd fundin re chllenes seen in Philippine HEIs surveyed. This certinly presents relevnt cll to ction on reviewin current procurement policies nd considerin more optimized process to procure mterils needed for the cretion of products nd fst prototypin. 15

16 CONCLUSIONS, IMPLICATIONS AND RECOMMENDATIONS While there re vilble fundin mechnisms for business investment in the Philippines, p is seen between businesses in the pre-commerciliztion ste nd commercilized businesses tht hve chieved sinificnt revenue trets. The dt thered by this ssessment serves s ood input into the desin, development, dissemintion nd use of the Mssive Open Online Course (MOOC) plnned for the next phse of the BEEHIVE project. In ddition, it will fcilitte the estblishment nd implementtion of ccelertion prormmes in the setup of ccelertors for the BEEHIVE project s well s the desin nd wrd of BEEHIVE Lbel. 16

17 CONCLUSIONS, IMPLICATIONS AND RECOMMENDATIONS Given the collective HEI input on existin inititives to support these entrepreneuril inititives, there is vlidted need to bolster support nd cpbilities of HEIs to enble nd sustin entrepreneuril ctivity on different fronts. The ssessment dvised tht HEIs tke the followin steps: (1) crete opportunities to build more prtnerships with investors (2) estblish joint ventures (3) ddress the need for uidnce on enin in new business models nd (4) strenthen industry enement to crft relevnt prormmes nd opportunities for students. To optimize the benefits of open innovtion, it is lso recommended to focus on desinin orniztionl structures for HEIs to hve fir representtions on bottoms-up pproches. 17
