3 Ottw County Bord of Commissioners nd Residents of Ottw County: The Ottw County Sheriff s Office mission continues to be tht of preserving public order nd supporting the Constitution of the Stte of Michign through enforcement of stte nd locl lws. Our mission is ccomplished by providing 24-hour service to Ottw County communities in the res of responding to direct requests for lw enforcement service, criminl investigtions, trffic enforcement, nd generl ssistnce to the public. With this estblished mission, we continue to plce significnt emphsis on the victims of crime nd the bility to prioritize the resolution of crime for the victims nd our communities. Our mission is furthered by the bility to offer correctionl fcility tht meets the needs of the criminl justice system in Ottw County. I continue to emphsize our mission nd support the following sttement in vrious discussions nd presenttions regrding our gency s role in the Criminl Justice System: Professionl lw enforcement nd well-mnged Criminl Justice System ply mjor role in the foundtion of qulity of life issues in ny community. This sttement embodies the mission of our orgniztion s evidenced by our continuing efforts to provide n effective level of lw enforcement nd correctionl service in Ottw County. Public eduction nd wreness within our neighborhoods nd communities, long with crime prevention techniques, re essentil to the effective opertion nd service of the Sheriff s Office. We mke every effort to employ news sources nd medi outlets to educte nd inform the public on issues relted to crime, crime prevention, nd wreness concerns. Over the yers, Ottw County nd its communities continue to recognize the importnce of community growth by promoting helthy communities, economic opportunities, nd tourism. With these strong county nd community stndrds, we continue to emphsize the qulity of our lw enforcement services. In prepring this nnul report, our stff hs once gin hd the opportunity to review the ctivity nd service levels provided. In this dy nd ge of responsible budgets nd economic concerns, your Sheriff s Office provides high level of service while demonstrting fiscl responsibility. hs been positive yer for the Administrtive, Lw Enforcement, Investigtive, nd Corrections Divisions of the Sheriff s Office. As n orgniztion, we believe tht strong locl, regionl, nd sttewide coopertive pproch to lw enforcement is essentil in identifying nd controlling criminl ctivity within Ottw County. This is best ccomplished through proctive lw enforcement, which includes community policing, orgnized drug enforcement, nd youth progrms within our schools, s well s trditionl lw enforcement methods. As lwys, specific issues nd locl concerns re ddressed s they re identified. Working in coopertion with ll criminl justice entities within the county on current community concerns nd inititives, such s domestic violence response, substnce buse, community wreness progrms, school sfety, nd trffic-relted concerns, will remin priority s we move forwrd in the yers hed. 3

4 The Sheriff s Office stff continues to explore nd recommend updted technology in the res of records mngement, forensics, nd communictions. Dt systems nd technicl improvements in records mngement systems llow for greter ccess to sttisticl informtion, thus enhncing crime-fighting cpbilities. Improvements nd focus in the re of forensics investigtion provide dditionl tools to ssist in suspect identifiction nd our crime scene investigtive bilities. Corrections continues to be primry responsibility in our opertions. The Sheriff s Office nd our stff re proud to hve one of the finest correctionl fcilities nd jil opertions in the Stte of Michign. Jil opertions t our 462-bed Fillmore Street Complex continue to operte effectively while providing progressive correctionl progrms. Our fcility ffords us the bility for proper clssifiction, screening, nd housing of inmtes tht we receive. In ddition, our fcility llows for proper environment to offer vriety of progrmming for our inmte popultion. The Ottw County Correctionl Fcility is truly n sset to the county s Criminl Justice System. The is s lwys, our opportunity to reflect on the efforts nd ccomplishments of employees from every division in the Sheriff s Office. This yer mrked rewrite of the county Emergency Response Pln with severl chnges to the configurtion of the Emergency Opertions Center (EOC). He ws sentenced to life without prole. After this conviction, the two cold cse detectives focused on the 2008 homicide of Jnn Kelly. Ms. Kelly s body ws found in Grnd Hven Township in Mrch, She hd gone missing from her home in the City of Grnd Rpids in December, Investigtors continue to work in conjunction with the Grnd Rpids Police Deprtment Detective Unit. Criminl Sexul Assult Investigtions The Sheriff s Office works ctively with the Ottw County Children s Advoccy Center (CAC), locted in Hollnd Township. The Sheriff s Office mintins minimum of two detectives ssigned to the Children s Advoccy Center. CCW Bckground Investigtor The introduction of Public Act 381 of 2000 (the Michign Conceled Wepon Lw) mde it necessry for the Sheriff to ssign detective to conduct pplicnt bckground investigtions. In, 2,399 conceled wepon permits were issued nd over 2,318 individul bckground investigtions were initited. Bsed on the guidelines set forth in PA 381 of 2000, 29 pplicnts were denied conceled wepon permit. 30 licenses were suspended, 33 were revoked, nd nine gun rights restortion mtters were ddressed. Friend of the Court Investigtor Since My 2001, the Sheriff s Office hs hd deputy ssigned specificlly to work with the Ottw County Friend of the Court Office. In Februry,, second deputy ws dded to the Friend of the Court. Those two deputies work in conjunction with the Ottw County Friend of the Court nd ssist with the collection of pst due child support nd the rrest of those deemed by the court to be negligent in their support obligtion. During, investigtions resulted in 502 rrests, 365 of which were for civil nd felony child neglect/nonsupport. Forensic Services Unit The Ltent Print Exminer (LPE) is responsible for the identifiction of unknown fingerprints collected t crime scenes or developed on evidence. The LPE is responsible for the opertion of the Automted Fingerprint Identifiction System (AFIS) nd the FBI Integrted Automted Fingerprint Identifiction System (IAFIS). These systems ssist with the immedite serch nd identifiction of unknown recovered fingerprints. Ottw County s AFIS terminl is one of twenty four in Michign. In the erly 2000 s, the court initited other progrms designed to further reduce plcements nd to dd trgeted tretment components. From this, first cme the Juvenile Community Justice (JCJ) progrm, then the Juvenile Drug Tretment Court (JDTC) progrm. Lter, the court dded the Community Probtion progrm. As youth entering into JCJ nd JDTC were high risk, deputy ws ssigned to ech. The Ottw County Sheriff s Office nd 20th Circuit Court, Juvenile Services continue to be leders sttewide in this innovtive collbortion of services. The number of youth referred to the ISP progrm hs been reduced s the court incresed its use of the JCJ nd JDTC progrms nd dded community probtion specilized cselods to work more intensely with sex offenders, gng offenders nd with those youth plced in the Juvenile Justice Institute. On busy weekends during the boting seson, it is not unusul for 250 vessels or more to be nchored in the byou t one time. Most of those clls were determined to be unfounded nd no ssistnce ws needed. The Dive Tem ssisted in the recovery of seven bodies during the yer. The Dive Tem uses the ltest sonr nd video technology when conducting serches or rescues. HD side scn sonr is used long with sonr on the underwter robot (ROV). The ROV lso utilizes robotic rm tht cn ssist in retrieving items. The ROV cn tke both video nd still photos. The Dive tem conducted 6 trining dives ccounting for over 400 hours of trining time.
