1 DISTRICT OF SQUAMISH REPORT TO: Council FOR: Regular REPORT FROM: Department of Recreation, Parks and Tourism Trails Coordinator PRESENTED: March 04, 2008 FILE: SUBJECT: Local Motion Grant Funding Recommendation: That Council supports the concept and development of a regional trail connecting the communities of the Squamish Lillooet Regional District, called the Sea to Sky Trail: And That Council supports the application to the Province of British Columbia for a Local Motion Grant to facilitate the development of the Sea to Sky Trail within the boundaries of Squamish. CAO Recommendation: THAT the recommendation from the Department of Recreation, Parks and Tourism be approved. K. Anema, CAO 1. Purpose: To have Council pass a resolution in support of our application for the Local Motion Grant Program. 2. Time Critical: Yes, the deadline for submission is March 15, Background: The Corridor Trail from the Stawamus Chief Apron Parking lot, continuing North to Depot Road is approximately nine Kilometres. This section of the Corridor Trail is the Squamish portion of the Sea to Sky Trail and the Trans Canada Trail that continues North to Whistler and Pemberton. 2 4. Project Information: The Sea to Sky Trail is our Regional Trail that will connect our community through the Corridor Trail and continue the connection to the rest of the Sea to Sky Region. This project will help us fund the relocation of the pedestrian overpass from Centennial Way to its new location of Kingswood Park. We are applying for $824,000 from the Local Motion Grant Program, which as Council is aware is a matching grant. Our portion of the grant will come from the Corridor Trail Committee Funds. 5. The District of Squamish is working with a number of different programs that are following the ActNow BC principles. Here is a brief description of some of these projects Power Play Project Partnership Squamish Recreation Parks and Tourism Dept, Sunshine Coast Recreation Dept, Diabetes Prevention Project, Vancouver Coastal Health and Howe Sound School District. Present this exciting and innovative program focused on promoting active leadership in the schools expanding the games children play during recess and lunch. Seniors Keep Well Program is designed to encourage seniors to become more active, and improve balance, strength, and coordination. Active Club participants receive health tips and information on free club monthly events. Move for Health Day events are planned for all ages to become active continuously for twenty minutes. Core Health Technologies have been contracted by the District of Squamish to provide a website for an interactive recreation web based program that will motivate individuals towards healthier and more active lifestyles which will provide mapping technology to easily track walking challenges on the website. Get Active Stay Active Community Active Card this program enables youth to participate in a variety of programs and activities in Squamish. Is the applicant a participant in Measuring Up? Yes No If so, please describe how the community is advancing the principles of Measuring Up. The District of Squamish has formed a Accessibility Advisory Committee throught the Measuing Up Program.The mandate of the Accessibility Advisory Committee is to work as a team to the best of our ability, and with the resources available to us, in partnership with interested parties and key stakeholders, to foster the development of a community that is fully accessible and inclusive by implementing the Measuring Up guide and process that will perpetually review and improve the four identified goals of Disability support services, Access to information, Economic participation, Community contribution. Project Description Project Name:Sea To Sky Trail - Corridor Trail (Apron Parking lot North to Depot Road) Brief Project Description: The Sea to Sky Trail will be a regional trail which, when Phase 1 is complete, will extend 180 kilometres from Squamish to D Arcy. It is a multi-use accessible transportation and recreational trail for cyclists, pedestrians, equestrians, wheelchairs, cross country skiers and snowshoers. Trail sections between communities will feature a 1.0 to 2.0 metre wide packed gravel surface, and the character of a flowing, non-technical mountain bike trail with moderate pitch. Within communities the route will utilize new and existing trails of various types. Each new section will be immediately useful as a transportation route between neighbourhoods and communities. The trail also serves as a valuable recreational amenity for local residents, and will become a significant destination tourism attraction. Interpretive signage en route will enhance the cultural and environmental experience. The full scope of the trail is envisioned eventually spanning from Horseshoe Bay to Lillooet. C. Project Information 1. What type of infrastructure is being proposed? Is the project part of a community walking and/or cycling network plan? Yes No 3. Provide a description of the physical works that will be included in the proposed project, including a description of its function, physical size and capacity. The Sea to Sky Trail - Corridor Trail will be bulit with these funds which will provide a framework and key linkages to our community that in part will link into the Provincial Sea to Sky Trail and the National Trans Canda Trail Networks. The Corridor Trail is approximately nine Kilometers in length and will form the Squamish Connection for the above noted Provincal and National Trail systems. Along with these funds they will aid in providing a vital pedistrian link over Highway 99 to allow the flow of pedistrians, cyclists, and commuters to cross east to west in a safe and effeient manner. 4. a) What is the population of the community? 15,000 b) What is the population that will be served by this project? 5. If multiple applications are being submitted, this project is ranked as priority 1 out of 2 applications. 6. Is the proposed project shelf ready? Yes No a) Has all of the property acquisition been completed? Yes No b) Have all required federal and provincial permits and approvals been obtained from the appropriate agency? Yes No Page 2 of 7

Yes No If yes, please state applicable dates and briefly describe how the public was consulted: The District of Squamish has been in consultation with the different not for profit user groups and community gorups that would use this trail and have had monthly meetings with them. We are in the process of organizing a community wide public open house for the early Spring of d) Are there any outstanding issues? Yes No If yes, please explain what the issues are and how they will be settled including time frame: We are in the process of negotiations with private land owners and with CN rail for a pedistrian crossing. We do not foresee any problems at this time and will forward on all aplicable copies of agreeements when completed. 7. a) Describe how this project contributes to the reduction of greenhouse gas (GHG) emissions. This new portion of the Sea to Sky Trail Corridor Trail will be a new commuter trail that is roughly 9 kilometres in length and will provide a safe alternative to the vehicle. We expect that overall average of users a day will be 50 with the average distance that the commuters will ride is 5 km one way for a total round trip of 10 km of a commute. This is in line with the provincial average as pointed out in the Greenhouse Gas Emission Assessment Guide for British Columbia Local Governments. b) What are the estimated GHG emission reductions for this project? 25.3 tonnes c) Please outline, in detail, the methodology used to determine GHG emission reduction estimates (including all calculations and assumptions). Vehicle kilometres avoided = Number of bike path users/year * % of users that would have driven * average bike user trip length GHG emissions reductions = vehicle kilometres avoided * GHG factor for vehicles ( tco2e/km) as outlined in the Greenhouse gas Emission Assessment Guide for British Columbia Local Governments. Vehicle KM Avoided = 50x365x50%x10km=91,250 GHG Emisions Reductions = 91,250x tC02e/km = 25.3 tc02e/km 8. Describe how the project creates a mode shift from motor vehicle travel to pedestrian/cycling travel. By buliding the Sea To Sky Trail - Corridor Trail it will allow us to expand our cycling / commuter network it is providing the needed resources for the infrastructure to allow for a greener approach to our community. This project will allow us to start the process of achieving our OCP plan and achieve the goals of our community with providing a safe alternate green transportation route. 9. Describe how the project encourages physical activity. By providing a safe alternate transportation route for commuters, families, and school children they have the option of biking, walking, jogging etc to work or school instead of taking a vehicle and thus promoting healthy choices and a cleaner environment. 7 10. a) Describe how the project builds seniors-friendly and disability-friendly communities. Squamish is experiencing an exciting time in it s evolution. The District has been progressive in their adoption of the Smart Growth on the Ground principles, where an alternative to driving is emphasized and that all community members voices are respected and included. We want options that are environmentally friendly and inclusive to each and every member of our community. The trail network in Squamish is extensive and, in fact, world renowned for it s mountain biking. However this piece of proposed trail, between Depot Road and the Apron parking lot, will be the first piece of the network that will be built with accessibility truly in mind. That is considering such things as: grade, cross slope, soil condition, drainage, surface firmness, tread width and of course, be obstruction-free. Furthermore signage and visual edge distinction will ensure that this pathway will be accessible to the whole community. The Sea to Sky Trail - Corridor Trail will be the key to linking accessible trails. It will provide the start / backbone of a cohesive system that will provide a safe means to link our community from not only north and south but east and west along and between our neighborhoods. b) What amenities have been provided to assist seniors and people with disabilities? The Sea to Sky Trail Corridor Trail will provide an accessible crossing of Highway 99 along with a linear segregated trail that allows for connectivity to recreation centre, shopping, medical facilities, and downtown. Financial Details 1. Explain why program funding is needed to complete this project. Program funding is needed to complete this project as we have had an opportunity to expand our commuter trail network and collaborate with our neighbouring communities of Whistler and Pemberton with in the SLRD. The District has been able to capitalize on other opportunities in regards to Highway 99 upgrades and the ability to negotiate saving of a pedestrian overpass that was slated for demolition. This overpass would be reused along this portion of the Sea to Sky Trail Corridor Trail. However we are in need of the funds to help with the installation of the overpass and to allow us to make the east and west connections and provide a safe, accessible crossing for all users. The funding would also allow for paving sections of the trail. 2. How will the local share of capital costs be financed? 3.
