1 6 th Annual Golden Hub of Innovation Awards Category Descriptions Technology/E-Government The application of technology and e-government solutions allows cities and local governments to save money and increase efficiencies. These innovations are important for day-to-day operations and bring long-term benefits. Previous winning innovations include Costa Mesa Connected, an online resource that keeps Costa Mesa residents informed, and OC Expediter, an enterprise application that utilizes electronic workflows for the County of Orange. Nominations for this category showcase how technology has cut costs and improved efficiency, passing savings onto the taxpayers. City Programs and Departments Public Safety Public Safety innovations bolster an agency s ability to ensure public safety. Some innovative programs can raise awareness of certain issues while others enhance operational efficiencies throughout an agency. Nominations for this category should clearly detail such operational efficiencies or enhancements and how they saved taxpayer dollars or improved public safety. Community Investment Reinvesting in a community is an important goal for every city. Applying the appropriate resources can rejuvenate an economy and provide services and amenities that residents demand. Innovations in community investment also support a thriving business community. Nominations in this category should detail the economic activity generated by a program or idea, or the non-tangible benefits that residents now enjoy. Energy / Environmental Quality Implementing energy-efficient programs offers local governments ways to minimize energy use within cities while maximizing cost savings. Whether it s promoting sustainable living, meeting new environmental regulations or cutting energy use, these solutions bring taxpayers greater and more sustainable services. Nominations in this category should detail how a project increases efficiency, exceeds environmental standards, and/or brings cost savings to taxpayers. Public-Private Partnerships Public-private partnerships and public agency collaboratives often allow cities to provide the same or new services to constituents at reduced costs. Local governments that work with private industries or partner with other agencies can often deliver more effective services or products in more fiscally-responsible ways. Nominations for this category should explain how such a partnership generated an item, program or service in ways that saved taxpayer resources, improved the lives of constituents, and served as a model for other public agencies. Community Outreach Transparency is a fundamental component of accountability in public service. Innovative community outreach effectively coalesces a city s constituents and encourages community participation on projects. Nominations in

2 this category should detail how the agency reached out to residents, encouraged dialogue, raised awareness, or solved a problem in the most transparent manner possible. Nominations should also highlight the innovative qualities of their outreach program. ACC-OC Innovator of the Year This category recognizes an individual who has led the charge when it comes to innovation in a public agency. Nominations should detail how this individual was essential to the program and the effect he or she had on the community. Past winners of this award include Supervisor Bill Campbell for his leadership on Pension Reform, Aaron Klemm of Huntington Beach for his Energy Project Management, and Anaheim Fire & Rescue Chief Randy Bruegman for his role in implementing the Community Care Response Unit. City Elected Leader of the Year The City Elected Leader of the Year is a local elected official who has been instrumental in demanding and implementing innovations that enhance city services. This individual has addressed issues that impact the quality of life or day-to-day services for constituents. This person is a true leader who encourages collaboration and partnerships, looks for opportunities to enhance efficiency, and acts as a strong local advocate on behalf of their electorate. Nominations should illustrate how an individual has embodied these characteristics while in public office. City Staff Leader of the Year At the heart of a well-run city is a hardworking staff that focuses on bringing residents the best and most efficient services possible. The City Staff Leader of the Year is one who is recognized for going above and beyond to spearhead an innovation that better serves a City s constituency. Nominations in this category should include individuals who are instrumental in a successful program(s) or have shown themselves to be consistently dedicated to the well being of that City residents. City Manager of the Year City Managers act as the CEO of municipalities. They day-to-day oversight over city government includes administration, finance, policy implementation, management and mentoring of employees, council activities, and working with the community. The City Manager of the Year recognizes a leader who stands out by encouraging collaboration between local governments, fosters new ideas, and tackles the county s top issues with real solutions.
