3 Citizen Long Range Improvement Committee Agenda 4.1 Meeting Date: October 11, 2018 Agenda Section: GENERAL AGENDA ITEMS Department: Staff Liaison Attachments: Presented By: Mike Greco, U of M Resilient Community Project (RCP) Presentation Resilient Communities Project is a year long partnership between the University of Minnesota and one local community in Minnesota. Through the partnership, students and faculty from across the University collaborate with the partner community to address its self defined sustainability related needs through course based projects. The collaboration results in on the ground impact and momentum for a community working toward a more sustainable and livable future. Mike will provide an overview of the program / partnership and a quick update about follow up done after the project was completed.
4 Resilient Communities Project Brooklyn Park Partnership The mission of the Resilient Communities Project is to connect communities in Minnesota with University of Minnesota faculty and students to advance local sustainability and resilience through collaborative, course-based projects. During the academic year, RCP collaborated with the City of Brooklyn Park and its partner organizations and agencies on 24 community-identified projects. These projects were matched with 47 courses spanning 21 academic departments at the University of Minnesota Twin Cities and Duluth campuses, engaging more than 250 students in meaningful real-world projects, and providing Brooklyn Park with information, ideas, and new perspectives on local sustainability and resilience issues. Environmental Stewardship Long-Term Sustainability of Natural Resources Potable Water: Supply, Use, and Conservation Restaurants & Food Waste: Reuse & Disposal Public Safety Pedestrian Safety in the Zane Avenue Corridor and Village Creek Neighborhood Diversifying the Brooklyn Park Police Department Music and the Arts Music and Arts Community Survey and Asset/Need Mapping North Hennepin Community College Performing Arts Center Neighborhood Stability Developed a framework for a natural resource management plan to ensure longterm stewardship of natural resources in the city Assessed current water usage patterns, and identified best practices for conservation education and sustainable development to reduce potable water use Evaluated the potential for creating a city-wide food waste recycling program, and identified best practices for food waste reduction and recycling Identified opportunities for making the Zane Avenue Corridor and Village Creek neighborhood more walkable, increasing access to transit and other neighborhood amenities, and improving public spaces Developed strategies to attract applicants of color to the City s Police Department in an effort to make the police force more representative of the community Identified opportunities for youth music and arts programming by assessing existing programs, barriers to participation, and prospects for new programming Investigated design and programming options for a proposed Performing and Fine Arts Center on the North Hennepin Community College campus Updated the City s Stable Neighborhood Action Plan (SNAP) to evaluate the impact of neighborhood improvements since the original SNAP was developed in 2005 Foreclosure Recovery Impact in Brooklyn Assessed the impacts of Brooklyn Park s Foreclosure Recovery Program on housing Park Neighborhoods values and neighborhood stability since the program was instituted in 2010 Creating Thriving Neighborhoods through Developed strategies to improve outreach to renters and create more equitable Greater Renter Engagement access to community information and resources Workforce Development and Employment Measuring Youth Employment in the Investigated youth unemployment in Brooklyn Park and Brooklyn Center to inform Brooklyns programs that will increase youth access to employment opportunities Identified gaps in current workforce delivery models, as well as targeted workforce Workforce Development Strategies development strategies in areas with high unemployment and a diverse workforce Stable Neighborhood Action Plan Update

Cities United is a national network of mayors who are committed to developing and implementing plans working in partnership with community leaders, families, youth, philanthropy, government officials and other stakeholders to reduce the epidemic of murders among African American men and boys. At this meeting Antonio asked what were CLIC s values. This item is to have a quick discussion to talk about what CLIC s values are or should be.

10 Workplan Projects: What s the purpose? Workplan Community Long-Range Improvement Commission Mar Feb Commissions can either initiate a project themselves OR be asked by the Council or City Manager to do one of the following: Report/Comment Commission studies a specific issue or event topic and reports its findings or comments to the Council, either in writing or in a Council meeting. Commission does not vote. No direct action is taken. Recommend Commission reviews a specific policy issue and makes a formal recommendation to City Council on what action to take. A recommendation requires a majority of the Commissioners support. Individual member comments are not included. Act Commission initiates or takes on a project, approved by Council through their workplan. Example: Charter Commissioner provided a memo on the topic of Council Members being employed by the City part-time, at the Council s request. Examples: Planning Commission recommends approval on land use actions; RPAC made a recommendation on amplified sound policy.
