2 High Country RPO Rural Transportation Advisory Committee (RTAC) February 21, 2018 Minutes The Rural Transportation Advisory Committee held their quarterly meeting, February 21, 2018 at 2:00pm in the High Country Council of Governments offices at 468 New Market Blvd., Boone, North Carolina. Call to Order Chair Mike Inscore called the meeting to order and read the ethics statement to the RTAC. Approval of December 20, 2017 Minutes Chair Mike Inscore asked for motion for approval of the December 20, 2017 minutes. Motion for approval was made by Brenda Lyerly. Motion was seconded by Cullie Tarleton. Motion carried.

3 Public Hearing for approval of the HCRPO State Transportation Improvement Program (STIP) Project Solicitation and Ranking Methodology Update Mr. Inscore opened hearing for public comment and as there was none, the hearing was closed. Motion for approval was made by Chuck Vines. Motion was seconded by Brenda Lyerly. Motion carried. Approval of the HCRPO State Transportation Program (STIP) Project Solicitation and Ranking Methodology Update The updates for the STIP Methodology are a result of collaboration with the NCDOT Division s 11 and 13 as well as the NCDOT Strategic Prioritization Office of Transportation to give all eligible transportation projects for Prioritization 5.0 the best chance to be included in the State Improvement Program (STIP). The NCDOT approved the methodology updates on February 6, Mr. Graham went over the HCRPO STIP Project Solicitation and Ranking Methodology Update. Chair Nathan Bennet asked for a motion for approval. Motion for approval was made by Dale Baldwin. Motion was seconded by Rennie Brantz. Motion carried. Roundabouts Presentation James Dunlop gave a power point presentation about the many benefits of roundabouts including the types, reduced conflict points, crash reduction, no affects to traffic when power outages occur, just to name a few. Project Development Update David went over the current projects in the region. Title VI Update Mr. Graham gave Title VI updates including the updated participation plan, membership details, demographic request form, census. Mr. Graham gave a handout, High Country Rural Planning Organization Regional Demographic Analysis Narrative, with details that went over Demographic Analysis and Potential for Disparate Impacts to Protected Populations. David is waiting for the template from NCDOT for Title VI Plan. Division Engineer Report (NCDOT Division 11 and Division 13 Representatives) Mike Pettyjohn- NCDOT Div. 11 and Brendan Merithew- NCDOT Div. 13, gave updates on projects in the regions. Transportation Planning Branch Update (Pam Cook PEE, NCDOT) Pam Cook went over the NCDOT TPD News quarterly update, which covered the TPD Statewide Initiatives (Statewide Plan, Transportation Corridor Studies and Freight Plan), Training Opportunities, NCDOT Overall News (Reporting potholes and statewide pedestrian and bicycle safety program) and Projects in the area.

4 Committee Member Comments/Other Business New members, Todd McNeil and Sue Sweeting, were welcomed as well as HCCOG new Regional Planner, Cory Osborne. David announced the end of Mike Inscore s term as Chair and asked for volunteers for Chair and Vice Chair. Chuck Vines volunteered as Chair and Johnny Riddle as Vice Chair.
