3 Item 9C: Committee & Workgroup, Staff Updates Need to add meetings with short paragraph synopsis or note that they did not meet since the last report here Complete Streets Subcommittee No meeting in November Prioritization Subcommittee Met on October 31 st ; after a short exercise on why projects are important, the Subcommittee looked at existing methodologies from the Nashville, Tennessee MPO and the Gaston-Lincoln MPO. Josh O Conner also added an exercise using the handout from the previous meeting noting areas of agreement between some of the participating stakeholders. There was consensus that the Nashville MPO s categories were a good starting point, and directed the MPO staff to take the results from the short exercise, Josh O Conner s research, and put them into Nashville s format, along with keeping some of Nashville s categories where there was a good fit. Modeling and Data Workgroup The MaDW met on October 31 st to review the draft Traffic Analysis Zone forecasts land use, population, and employment. The Workgroup agreed to set up local review during November in each county with the appropriate staff and stakeholders. Jake Petrosky from LandDesign also asked if the staff could help create a pending development layer based on the parcels, so that known projects with some level of standing (permit approvals, etc) could be forced into the forecasts. The staff and Chamber of Commerce will collaborate to create the data. Transit Operators Workgroup No meeting in November; the JARC selection committee met; their recommendations are part of the consent agenda. Staff Updates The first quarter reimbursement request was sent to NCDOT on November 6 th. The quarterly report is included in the packet. Recommended Actions: Accept the reports.

4 Item 9D: Legislative Updates A. The Federal Transit Administration jointly with Federal Highway Administration released guidance on the MAP-21 requirement for transit representation on MPO boards. It is currently in draft and comments were taken until October 30. AMPO (the national MPO association) has submitted comments. A copy of the FTA notice in the Federal Register is at and the AMPO comments in response are at Recommended Action: No action required.

9 WELCOME AND HOUSEKEEPING Jan Davis called the meeting to order and asked for introductions. The Ethics statement was read. Public Comment One submitted by , in support of E5504 improvements to Vance Birth place, improved sidewalk on Meadow Road and Victoria Road. Buncombe County Commissioner David King thanked the board for taking a look at the N Leicester Hwy project, and in speaking to the community. He does not have a preference for the road, he isn t impacted by the project but he has heard that they need a road. He does not know what the right road is but he has spoken to many individuals from the community, they have looked at the plans and think there has been a good deal of adjustments made, keep in mind that it is not our road it is the communities road and they do not want to lose this project, it might not be the best option but it is a project. David King wants to show that at the community level government can work, and he is not asking for himself he is asking for the community. Jan Davis thanked David King and stated that the project will be visited in depth at next month s meeting. It was made clear by NCDOT at the meeting that if it goes back for changes it may very well lose its funding. Buncombe County Commissioner Joe Bealcher thanked Jan Davis for his service and the job he does, and spoke about the I 26 connector project, he speaks to the 10% number for safety in the new funding formula, he doesn t feel this is enough, wants everyone to lock arms on I-26, and speaks to the Leicester project and wants it to move forward in whatever form. Approval of the Agenda Eddie Henderson motioned to approve September Consent Agenda, Jerry VeHaun seconded, and the motion was approved. Jan Davis Mentioned the APD tragic loss of an officer this week. No arrangements have been made yet; the family is from out of town. Please keep the family in prayers. A moment of silence was observed. Jan Davis pointed out the importance to move the I-26 connector forward, if anything positive is to come of this loss. To date there has been no loss of life on the bridge. REGULAR UPDATES (JOINTLY WITH LAND-OF-SKY RPO) NCDOT Division 13 Rick Tipton provided NCDOT Division 13 updates, also posted on FBRMPO website at I-26 bridges over Pond Road scheduled for April 2016 completion, a little behind schedule Bridge painting of Jeff Bowen bridge currently ongoing there are some tarps visible scheduled for completion in late October, a little behind schedule Bridge contract project including some Buncombe County deck replacements-weaver Boulevard, Monticello Road, Elk Mountain Rd they have been nearly completed with a new concrete surface Flyover bridge from I-26 West to I-40 West has been mostly completed, required some night time closures not too much impact to traffic; should be on time for planned completion date

10 McDowell Street tunnel work currently underway lighting, some surface improvements-scheduled to be completed in November 2014, there will be some fencing along the top ahead of schedule. Mentioned Leicester Hwy Public meeting to present scaled down plan, now reviewing public input. Be back in Nov. Airport road interchange will be re-advertised came in over cost. Legislative Updates Paul Black provided an update on legislative developments. SPOT work group had final meeting. Still waiting on final decision on awarding points to MPO/RPO s and Local Officials or NCDOT Division Engineers. Feds hopefully Fed transportation plan will be reviewed soon. Presentation of Strategic Transportation Investments Pam Cook, NCDOT TPB, showed latest video on Strategic Transportation Investments. She then presented a slideshow. Josh King and Paul Black discussed the facilities within the RPO/MPO region. The numbers in red on the presentation represent the most recent numbers based on the SPOT 3 workgroup efforts. Paul Black explained the ongoing work of staff and the Prioritization Subcommittee. John Connett asked about the process for local municipalities to participate in the project. Jay Swain explained that the money put in by Municipalities lowers the NCDOT cost so it raises the score, and NCDOT returns 50% of the investment back to the donor area in the regional category. Pam points out that as the process goes along it will be a learning process and she has confidence in the collaboration efforts of all the parties. Jay Swain mentioned that there is a transition period in between the old funding process and the new one. If projects have gotten into construction contracts by July 1, 2015 they will go ahead, if not they have to go back into the scoring process. LOSRPO Adjournment

11 There was no RPO meeting. Subcommittee/Workgroup Reports, Staff Updates and Housekeeping Paul Black provided updates regarding staff changes, subcommittee and workgroup activities. No questions were raised. CONSENT AGENDA A. Eddie Henderson motioned to approve the September Minutes, Don Farr seconded, and the motion carried. B. TIP amendments/modifications Requested by NCDOT Opened public hearing on the TIP amendments; no public comments. The public comment period was then closed. Jerry Vehaun motioned to accept the TIP amendments as stated, Doug Dearth seconded, and the motion carried. C. Lyuba Zuyeva presented on Process, explained the time frame changes to make it more consistent with other documents; the PIP was advertised for 45 days and received no comments. Steve Caraker motioned to accept the Policy, Eddie Henderson seconded, and the motion carried. Paul Black discussed the CTP amendments. These are projects that came from local governments that are in the LRTP or SPOT in some cases but not the CPT, just want to make the plans line up, two projects made it in to SPOT not in the other plans both in Henderson County- Brick yard and Highland Lake, worked with TPB. Eddie Henderson motioned to approve the CTP Amendments, Jerry Vehaun seconded, and the motion carried. FBRMPO BUSINESS A. TIP Prioritization and Potential New Projects Lists Included in packet all projects that are in the CPT and have not moved forward, these don t include Madison County they were not in the MPO at the time. Henderson County has submitted 10 projects for consideration. We would like for Board members to work with their TCC reps to come up with projects from this list that they feel need to move forward. The chances of any of the remaining CTP projects making it to SPOT are slight. Nothing is required today; need to make the final selection by May if possible we don t meet in June or July because of light attendance. B. Complete Streets Future Cross Section Recommendations Lyuba Zuyeva explained the Resolution is a result of 9 months of work from CSSC and local group meetings in each county to review and make recommendations for each projects. The CSSC discussed and approved these recommendations as well as the TCC. These recommendations are not the final design as far as the sidewalks or Multi Use Paths. It is a guideline for the designers. Last week Paul Black and Lyuba Zuyeva revisited Maggie Valley with NCDOT staff to clarify termini. Doug Dearth motioned to adopt the resolution, Leroy Roberson seconded, and the motion carried. C. Complete Streets Subcommittee Membership/Potential Workgroup Discussion Lyuba Zuyeva explained that the membership list is for reference, the recommendation is for sub-committee to be work group instead of Sub-Committee. Holly Jones motioned to change the Subcommittee to a Workgroup, Steve Caraker seconded, and the motion carried.

12 ANNOUNCEMENTS, NEWS AND SPECIAL ITEMS -GroWNC workshop here next Wednesday; see the GroWNC website for details -Still accepting letters of support for the BRBP. -Josh King explained the creation of the business cards created for the FUTURE I-26 project that the public meeting was held on last month. These cards are for local officials to be able to hand out to the public to defer questions to NCDOT planners and designers. -Lyuba Zuyeva: City of Asheville recognized as a Silver Level Walk Friendly Community. -Jan Davis: last month the Board agreed to send a letter to FHWA regarding the I-26 connector Level of Service requirements, the FHWA reply is that they will not consider the connector for a lower Level of Service. TOPICS FOR NEXT MEETING date Nov 21 st. -Leicester Hwy revisit back in the TIP at the new funding amount, Marc Hunt wants there to be time set aside for discussion and wants NCDOT to come back with an update on projections used for the project area of interest. -Updates to Fed function class roads -Pick new SPOT projects -January SE data Forecasts will be presented PUBLIC COMMENT None There being no further business, the meeting was adjourned at 1:51pm.

13 Consent Item 11B: TIP Modification Requested by NCDOT The interchange projects I-5501 (I-26 and NC 280) is delayed for a second round of bids. This moves the start of construction from 2013 to 2014 to recognize this. Staff recommends approval of this item.

14 RESOLUTION French Broad River Metropolitan Planning Organization RESOLUTION TO ADOPT MODIFICATIONS TO THE METROPOLITAN TRANSPORTATION IMPROVEMENT PROGRAM (TIP) WHEREAS, the French Broad River MPO Board (formerly Transportation Advisory Committee) has adopted the Transportation Improvement Program on October 27, 2011 WHEREAS, the French Broad River MPO Board (formerly Transportation Advisory Committee) has reviewed the proposed modifications that are listed below and finds them satisfactory for addition to the TIP; and WHEREAS, these TIP modifications have been discussed during the MPO TCC and MPO Board meetings on November 21st, with an opportunity for public comment; WHEREAS, these changes are in agreement with the FBRMPO LRTP and keep the TIP in agreement with the STIP; NOW THEREFORE, BE IT RESOLVED that the Board of the French Broad River Metropolitan Planning Organization hereby adopts the following modifications to the Transportation Improvement Program TIP Modifications That Require Action TIP No. Div. 15 Consent Item 11C: Changes to the Federal Functionally Classified Network A combination of the MPO boundary change and new guidance from FHWA prompted a review of Functionally Classified Roads. NCDOT-TPB staff and MPO staff identified 59 changes or additions to the system. Maps of all 59 changes, grouped by county are posted on the ftp site, [link here] A brief explanation of functional class from the FHWA publication Highway Functional Classification Concepts, Criteria and Procedures, 2013 Edition: Our nation's roadway system is a vast network that connects places and people within and across national borders. Planners and engineers have developed elements of this network with particular travel objectives in mind. These objectives range from serving long-distance passenger and freight needs to serving neighborhood travel from residential developments to nearby shopping centers. The functional classification of roadways defines the role each element of the roadway network plays in serving these travel needs. Over the years, functional classification has come to assume additional significance beyond its purpose as a framework for identifying the particular role of a roadway in moving vehicles through a network of highways. Functional classification carries with it expectations about roadway design, including its speed, capacity and relationship to existing and future land use development. Federal legislation continues to use functional classification in determining eligibility for funding under the Federal-aid program. Transportation agencies describe roadway system performance, benchmarks and targets by functional classification. As agencies continue to move towards a more performance-based management approach, functional classification will be an increasingly important consideration in setting expectations and measuring outcomes for preservation, mobility and safety. The NCDOT Bicycle and Pedestrian Unit issued their annual call for Bicycle and Pedestrian Planning Grants; Black Mountain and Weaverville have put together grant applications and requested MPO endorsement. 19 Regional Partnership for Transportation Planning RESOLUTION IN SUPPORT OF THE TOWN OF WEAVERVILLE APPLICATION FOR NCDOT BICYCLE AND PEDESTRIAN PLANNING GRANT WHEREAS, the Town of Weaverville has completed the last update to the pedestrian plan in 1994 and has never completed a bicycle plan for the town; and WHEREAS, the Town of Weaverville has actively participated in the Buncombe County Greenways Master Plan; and WHEREAS, many citizens of the Town of Weaverville are interested in a healthy lifestyle and access to bicycle and pedestrian facilities for transportation and physical activity; and WHEREAS, the Town of Weaverville is currently in the process of undertaking the feasibility study for the Reems Creek Greenway which has been partially funded with planning funds allocated by the FBRMPO; NOW, THEREFORE, BE IT RESOLVED by the Board of the French Broad River MPO, to support the Town of Weaverville in the application for a bicycle and pedestrian planning grant from the North Carolina Department of Transportation. 20 Regional Partnership for Transportation Planning RESOLUTION IN SUPPORT OF THE TOWN OF BLACK MOUNTAIN APPLICATION FOR NCDOT BICYCLE AND PEDESTRIAN PLANNING GRANT WHEREAS, the Town of Black Mountain completed the last update to the pedestrian plan in 2008 and has never completed a bicycle plan for the town; and WHEREAS, the Town of Black Mountain has actively participated in the Buncombe County Greenways Master Plan and has an active Greenways Committee; and WHEREAS, many citizens of the Town of Black Mountain are interested in a healthy lifestyle and access to bicycle and pedestrian facilities for transportation and physical activity; and WHEREAS, the Town of Black Mountain has held a bicycle rodeo for children to practice bicycle skills for the last three years, and this initiative has been well-received by the residents of Black Mountain; NOW, THEREFORE, BE IT RESOLVED by the Board of the French Broad River MPO, to support the Town of Black Mountain in the application for a bicycle planning grant from the North Carolina Department of Transportation. 21 Item 14A: Consideration of U-3301 (NC 63/New Leicester Highway) Changes from NCDOT At their April meeting, FBRMPO adopted a Transportation Improvement Program (TIP) project to match the $10 million safety improvements for this corridor in the LRTP. That project does not align with the State s version of the same document, the STIP. The Federal Highway Administration requires the two documents be in harmony before proceeding with any federal funding. In response to community concerns about the scope of the project and the MPO s decision to recognize the smaller project in the STIP, NCDOT redesigned the project. The full, 4-lane median section has been reduced slightly and the proposed roundabouts eliminated in favor of conventional 4-way intersections with signals where appropriate. The NCDOT staff asked the MPO to reconsider the project in the TIP. Under the new Strategic Transportation Investments (STI) law, any project not funded for construction in the STIP/TIP by July 1, 2015 will lose its guaranteed funding and be subject to the competitive prioritization process. If the project as shown in the STIP is reinstated in the MPO s TIP, this project will be funded for construction within the guaranteed window. Reinstatement will require the MPO to revisit the 2035 Long Range Transportation Plan (LRTP) and push projects to out years in order to make up the funding gap of around $20 million between the two plans. A revisit of the item from the February 2013 meetings: Amend the 2035 LRTP by pushing a project worth at least the value of the $20 million difference between the current LRTP project ($10 million for spot improvements and turn lanes/signals in strategic locations) and the TIP project ($29.6 million for 4-lane divided & Leicester roundabouts). Staff reviewed a few ways to approach which project(s) might be shifted, and settled on using the projects with the lowest SPOT 2 scores. Those projects are as follows: A-0010AC, I-26 north of Weaverville. Score 8.52, LRTP cost $59.1 Million. This was the lowest scoring project in the LRTP. R-4406B, US 19 widening. Score 9.43, LRTP cost $39.75 Million. This was the only other project in the LRTP to score less than a 10. By comparison, Sweeten Creek Road (our highest scoring project) received a For reference, the U-3301 project was scored in SPOT 1. It scored 39.31, putting it at 16th out of 40 projects that were given a quantitative score: the middle to the top of the pack. For reference, the high score was (I-4700, the Buncombe section of I-26 south of I-40). The low was 8.0 (U-4739, Amboy Road). Seven projects did not have enough data to score. Buncombe County recently removed the growth node status from Leicester in their land use plan, but business-as-usual growth projections continue to show Leicester as a growth area of the county. Staff has no stance on this item and requested the TCC make a recommendation to the board.

22 Item 14B: Short List of Projects to Submit for SPOT Scoring During the October meeting cycle, the MPO requested that local governments and agencies look at projects in the CTP and provide a short list of projects that did not receive scores in prior SPOT prioritizations. The MPO will get a minimum of 14 new projects for the SPOT office to provide quantitative scores, with a few additional projects allowed because we consolidated or removed some existing projects. That quantity is not known as of the agenda packet publication. The MPO will need to choose which projects will move ahead by their January meeting to meet the deadline for SPOT. 24 Item 14C: Transportation Demand Management (TDM) Program revisit for Fiscal 2015 Work Program NCDOT Public Transit Division contacted MPO staff to ask if there were plans to include a Transportation Demand Management item in the next work program. They paid for a study that we saw last year, and the TCC directed to staff to postpone consideration of a program. The Public Transit Division has to submit their budget for review, and needs to know if we are interested in pursuing 50% funding for a position that would manage the TDM program for the region. Staff has not identified match at this time, and the recommendation is to postpone until Fiscal 2016 unless the position can be paired with funding for a Mobility Manager position to cover most or all of the match prior to the 2016 budget cycle.
