1 Fundamentals of Research Administration Program Research administrators have many responsibilities. Successful research administrators meet their responsibilities with a broad knowledge base and excellent personal interaction skills. The purpose of the Fundamentals of Research Administration program is to provide participants with the opportunity to gain a comprehensive overview of sponsored projects administration using a team based learning approach. Team Based Learning (TBL) is a special form of collaborative learning that creates a constructive, motivational environment. TBL is the USA s Quality Enhancement Plan (QEP) pedagogical strategy and an innovative format in which to present a professional development program. In fact, the Fundamentals of Research Administration program is the first professional development program at the USA to be presented in this format. TBL is especially suited for research administration because it stresses individual preparedness, team work and constructive discussion to enhance understanding of program concepts. TBL is less focused on content transmission than on using program information to solve complex problems. And what do exceptional research administrators do best? They solve problems, they work well in teams and they facilitate activity and decision making with constructive, knowledge-based discussion. The Fundamentals of Research Administration program is intended for early career research administrators or those who are planning to take the CRA (Certified Research Administrator) exam in The program offers 24 hours (12, 2-hr modules) of in-class instruction. Please see page 3 of this document for the curriculum and learning objectives for this program. Access to a computer is required. The program will utilize Sakai, the USA on-line learning management system for resource management and grade presentations. Two exams will be administered. Exam performance will contribute to the final grade. The individual, group and peer evaluation measures that are standard components of the team based learning paradigm will contribute to the final grade. Participants meeting competency requirements will receive a program certificate. Enrollment is limited to 12. The program will start* on Wednesday July 5, 2017 and will meet on the 1 st and 3 rd Wednesdays of each month with the exception of the last class which will meet on Monday December 18, The program will meet from 8:30am 10:30 am in Student Center Room 205 except December 6 & 18, 2017 which will be held in the School of Computing Room *Dr. Julie Estis, Director of the USA, will present an overview of Team Based Learning in advance of the first session in July, The TBL - overview session will be scheduled sometime mid-june,

2 Meeting Dates and Program Content: July 5, 2017 Module 1 July 19, 2017 Module 2 August 2, 2017 Module 3 August 16, 2017 Module 4 September 6, 2017 Module 5 September 20, 2017 Module 6 October 4, 2017 Module 7 October 18, 2017 Module 8 November 1, 2017 Module 9 November 15, 2017 Module 10 December 6, 2017 Module 11 December 18, 2017 Module 12 Participant Eligibility: 4 or less years in present position or 5-7 years in present position with intent to take the CRA exam in 2018; Research Administration (pre and/or post-award) activities make up at least 60% of full time effort; Full time employee; Must have a signed letter of approval to participate from immediate supervisor. In-eligible: More than 8 years in a research administration position (at USA or elsewhere) CRA credentialed 2

3 Fundamentals of Research Administration Program Curriculum Module 1. Overview of the Scope of Research Administration & Roles and Responsibilities of Research Administrators a) (Core) Summarize the research administration landscape (Personnel, Roles, Units & Offices) at the USA. b) (Core) Describe the components of the research life cycle. c) (Core) Articulate the responsibilities of research administrators. d) (Supplemental) Practice/Interpret research administration lexicon. Module 2. Sponsored Programs a) (Core) Describe what a sponsored program is. b) (Core) Identify and differentiate between the major types of sponsors/funders. c) (Supplemental) Describe sponsored project award types. d) (Supplemental) Evaluate an award document and identify the type of sponsored project. Module 3. Research Administration Policy a) (Core) Identify the policies that govern sponsored projects administration. b) (Core) Summarize key principles of each policy. c) (Core) Evaluate what key policy principles apply in each of the research lifecycle stages. d) (Supplemental) Differentiate a RA policy from a RA practice. Module 4. Developing an Application a) Find a funding opportunity. b) Interpret and parse a funding opportunity notice. c) Understand how to manage and facilitate the development of an application. 3

Budget Development a) Distinguish between allowable and unallowable costs and between direct and F&A costs. b) Describe the various components of a proposal budget and how to apply the institution's F&A cost rate and calculate F & A costs. c) Identify types of third party agreements associated with sponsored projects administration and how to build them into the budget. d) Describe the different types of cost sharing and the process of securing cost sharing commitments. Module 6. Electronic Research Administration Systems a) Identify key features of common electronic proposal submission systems. b) Summarize the key features of major federal electronic submission platforms c) Understand the USA SP and 424 systems and the proposal routing process. Module 7. Award Terms and Conditions a) Summarize the unique terms and conditions (T & Cs) of grant, contract, cooperative agreement and industry sponsored research agreements overall, and the policies and T & Cs that are relevant to specific sponsors/agencies. b) Understand the major types of post-award changes. c) Describe the applicable policies and processes that are relevant for each type of post-award change. Module 8. Financial Compliance a) Discuss the importance of subrecipient and expenditure monitoring. b) Discuss the importance of effort reporting. b) Describe the closeout of a sponsored project and the steps necessary to prepare for an audit. c) Describe the final financial reporting process. Module 9. Regulatory Compliance a) Summarize the compliance issues surrounding the use of human and animal subject s. b) Describe the policies and processes that govern the use of human and animal subjects. c) Summarize the FCOI, Export Control, Biosafety, Radiation Safety and Environmental Health compliance issues that institutions face. d) Describe the policies and processes that govern FCOI, Export Control, Biosafety, Radiation Safety and Environmental Health. 4

Responsible Conduct of Research (RCR) a) Summarize the basic principles of responsible conduct of research. b) Discuss agency and institution specific RCR requirements. c) Discuss compliance and RCR training requirement and resources. Module 11. Specialized Research Infrastructure a) Summarize the features of different types of specialized research infrastructure. b) Describe the unique benefits and risks associated with service and research centers, clinical research and community engaged research. Module 12. Commercialization and Technology Transfer, Innovation and Entrepreneurship a) Understand how university research discovery is commercialized. b) Describe the unique features of funding mechanisms that support research/commercialization activities. c) Understand a university s role in the development and discovery of innovation and in promoting entrepreneurship. 5
