1 Dyersburg State Community College Guideline on Grant Proposal Submission The grant writer will prepare the first draft of the proposal. The grant writer should have received all support service information needed to complete the grant. The grant proposal should be substantially complete. The grant writer will circulate the draft to the President and other appropriate individuals for review. Individuals providing support information may need to gather additional information at this time. In some instances, the document may be sent to a peer reviewer at another campus for review. The Advancement Office will review the draft against the program guidelines and provide suggestions for further development. Final revisions should be made. Provisions should be made for electronic submission, if required. The Advancement Office and the Computer Center will perform the electronic submission, if the writer prefers. Proposals need the approval of the President before submission. Paper proposals require the authorizing signature of the President. In cases of electronic submission, where no signature is transmitted, the President s verbal authorization is required before the Advancement Office or the Computer Center will send the proposal. Document should be transmitted on or before the due date. Electronic submissions not confirmed by electronic mail from the receiving agency should be confirmed by telephone with the agency. Postal submissions should generally be sent by certified mail. The Advancement Office and the Computer Center will provide any assistance needed. 1. Once the proposal is ready for submission the Grant Proposal Summary for each office is required to be completed. a) Vice President for the College b) Vice President for Institutional Advancement c) Vice President for Finance and Administration d) Vice President for Technology e) President s Office 2. The completed Grant Proposal Summary and grant proposal are then sent to the Information Research Technician for scanning and housing. 3. Once the proposal is scanned it will be placed in one of four folders on the Grants shared drive Pending Grants, Awarded Grants, Inactive Grants, Non-Funded Grants.

2 4. If the grant is approved/disapproved an will be sent to advise everyone that the grant submission has been moved from the Pending folder to the proper folder. 5. Once the grant is awarded the Budget Manager has to request a FOAP and completes a restricted budget form by fiscal year. Once the restricted budget form goes through the approval process, the Finance Manager enters the information into Banner.

5 Project Title: Funding Source: Vice President for Finance and Administrative Services Consistent with the mission of the institution Budget seems complete and reasonable for the proposed project. Matching funds, if any, have been identified. Details of match are attached. Financial reporting requirements are reasonable or similar to those encountered in other programs. Financial procedures required are acceptable under TBR policy. Indirect cost rates, if any, are consistent or similar to those rates in other programs. Benefits, if any, include employee FICA, FICA-Med and any retirement benefits. Proposal addresses annual leave accumulation and carryover at end of grant period.
