1 The Melburne Dwntwn Cmmunity Redevelpment Agency (CRA) is prviding funding fr a lighting enhancement prgram within the dwntwn retail cre. Grant funding is prvided t encurage building wners r businesses t make exterir lighting imprvements in cnsideratins f custmer and pedestrian safety. These enhancements benefit bth private prperties and adjacent public spaces, imprving general public safety. The Prgram will pay fr 90% f the hard csts fr the imprvements and the applicant is respnsible fr 10% f the hard csts, plus assciated csts such as permits. Cmmercial buildings with ne r tw strefrnts may receive up t $1,200 and buildings with three r mre strefrnts may receive up t $2,000. Cmmunity Develpment staff will assist applicants in getting thrugh this expedited applicatin prcess in a timely and efficient manner. 2 CITY OF MELBOURNE See attached map n page 4 Cntact the Cmmunity Develpment Department t determine if yur prperty meets these requirements The prject must clearly demnstrate that prpsed exterir lighting it is adding an imprved level f public safety by illuminating prly lit lcatins that are heavily travelled by patrns f the business r pedestrians in the Dwntwn retail cre, in general. Examples f eligible lighting prjects are illuminatin imprvements t: entranceways, sidewalks, alleyways, and parking areas. Prgram funding is intended fr exterir lighting enhancements t private and adjacent public areas identified n the map n page 4. Interir lighting imprvements are nt eligible. Lighting that prjects frm the building (nt recessed) shall imprve the aesthetics f the prperty, be cmpatible with the architecture f the building, and must be sensitive t the structure s histric integrity. Eligible match: The Prgram will pay fr up t 90% f the hard csts fr the imprvements and the applicant is respnsible fr the remainder f the hard csts, plus assciated csts such as permits. Hard csts include materials and labr. The cst f permits are nt included. Applicatins filed fr prperties under cnsideratin f this prgram must be n the tax rll and current n their taxes. Tax exempt and tax delinquent prperties are nt eligible fr participatin in this prgram. Applicatins will be cnsidered in the rder in which a cmplete applicatin has been submitted. An applicatin is cnsidered cmplete if all the infrmatin required in the applicatin has been included, as determined by staff. Applicatins which are submitted with incmplete infrmatin will be returned t the applicant t be resubmitted. Applicants shall make an appintment with CRA/City staff prir t submitting an applicatin. The Prgram is nt retractive. Cmpleted prjects, prjects under cnstructin and prjects already under a permit are nt eligible t receive Prgram funding. Apprval f any cmplete applicatin submittal is cntingent upn the availability f Prgram funding. If the applicant is a tenant f the building, they must secure the prperty wner s authrizatin t participate in the prgram. B. Requirements Applicants must meet with staff t present the prject prir t submitting the applicatin fr apprval. The applicant shuld have the fllwing items fr this presentatin: Daytime and nighttime phtgraphs (digital) f the entire building, prperty, and adjacent areas, including specific lcatins fr the prpsed lighting enhancements Lighting fixture prduct specificatins, illustratins, r examples One estimate frm a licensed electrical cntractr fr the fixtures and installatin Melburne Main Street may prvide limited technical resurces t an applicant needing assistance. All wrk is required t be perfrmed by a licensed electrical cntractr and the assciated building permit must be issued and clsed prir t receiving a grant reimbursement. Participants must enter int a cntractual relatinship with the City/CRA regarding the prject by signing a Rebate Agreement prir t cmmencement f wrk. All wrk and dcumentatin must be cmpleted and submitted 90 days after the executed grant rebate agreement has been issued t the applicant. Staff has the ability t prvide cntract extensins fr prjects demnstrating just cause fr the delay. Extensins must be apprved in writing. Fr lighting installed under this Prgram, applicant must agree t illuminate the target area daily frm sunset t sunrise. When making changes t the apprved design plans, applicants are required t submit the requested alteratin t staff fr further review and apprval. If prpsed deviatins change items that are required t g befre the Histric and Architectural Review Bard, the applicant must als repeat that prcess. C. Prcess 1. Meet with Staff. Applicant meets with Cmmunity Develpment staff t discuss their prject plans, review the prgram guidelines, discuss their eligibility and learn abut the applicatin prcess. Applicant btains a Certificate f Architectural Apprpriateness frm fr the prject frm HARB. Yu may apply fr this thrugh Cmmunity Develpment staff. HARB reviews prjects based whether they meet the adpted Architectural Guidelines. Apprval frm HARB is required t mve frward with the prcess if the lighting is visible frm the right-f-way and prjects frm the building. A HARB applicatin can be btained frm Cmmunity Develpment staff. The Architectural Guidelines can be btained frm Cmmunity Develpment staff. 3. Submit Applicatin. Cntact Cmmunity Develpment staff t arrange a time t submit applicatin. Staff will cnduct an initial review f the applicatin fr eligibility and cmpleteness. If cmplete, the applicatin will be date & time stamped. A cmplete applicatin must include: Current digital phtgraphs (daytime and nighttime) f the entire building and prperty Current digital phtgraphs (daytime and nighttime) f any adjacent private r public areas seeking Prgram funding fr lighting Prduct specificatins, illustratins, and/r examples f all prpsed Prgram lighting Rendering depicting where the lighting is prpsed t be installed Estimate frm a licensed electrical cntractr including the fixture and installatin csts Certificate f Architectural Apprpriateness frm the Histric and Architectural Review Bard 4. Applicatin Review and Apprval: Cmmunity Develpment staff, the Dwntwn Cmmunity Plicing Officer, and Melburne Main Street representative(s) will review the prpsed Prgram applicatin t identify the benefits f the prpsal and prvide any additinal cnsideratins t the applicant. Cmmunity Develpment staff will determine if the cmplete applicatin meets the Prgram intent and requirements, and is eligible fr grant funding. If s, staff will prepare and prcess a Rebate Agreement. 5. Rebate Agreement. If the Retail Cre Cmmercial Lighting Prgram applicatin is apprved by staff, the Applicant and CRA enter int a frmal agreement, knwn as a Rebate Agreement. The Applicant will be required t meet prperty maintenance standards, requiring the Applicant t maintain, at their expense, the imprvements cmpleted thrugh the Prgram fr five years. Wrk may nt cmmence until the Rebate Agreement has been signed and any required permits have been btained. Once Agreement is issued, the applicant must file a vendr registratin frm with the City. Staff will prcess a purchase requisitin and issue a purchase rder t the applicant fr grant reimbursement. 6. Permits. Once the Rebate Agreement has been signed, the Applicant may submit plans t the Building Department fr permits that wuld rdinarily be required. 7. Cnstructin. Cntractr shall cmmence wrk accrding t the apprved plans and permits. 8. Reimbursement. Prir t reimbursement, the applicant is required t pay the cntractr in full fr the wrk apprved within the Prgram applicatin cvered under the Rebate Agreement. Once cnstructin is cmplete and apprved by the City, the Applicant shall submit an invice fr a grant reimbursement alng with the fllwing: Electrical cntract s invice fr the wrk perfrmed Prf f payment in full (cancelled checks, credit card statements, r any ther apprved paperwrk t certify payment) Cpy f permit clse-ut Other dcumentatin as deemed necessary After all the required dcumentatin is submitted and staff verifies the wrk has been cmpleted, staff will prcess a reimbursement against the purchase rder.
