BACKGROUND: The Procedures and Standing Orders of the Board of Governors (Sections 318 and 319) require the Chancellor to receive board approval before entering into contract or grants (or amendments of contracts or grants) which are: in excess of $100,000; or over three years in duration; or with respect to consulting services, in excess of $50,000. For each board meeting, staff prepares a summary of all currently proposed contracts and grants that exceed any of the established thresholds. If there are no proposed contracts or grants that exceed the established thresholds, the board will be so informed at its meeting. RECOMMENDED ACTION: It is recommended that the Board of Governors approve entering into the contracts and grants described in the May 2018 agenda.

2 ANALYSIS: This item provides summaries of contracts and grants recommended for board approval. In addition, Standing Order Numbers 318 and 319 which govern board action on contracts and grants are included for reference. Below is an overview of the contracts and grants contained in this item: Item 1 is a renewal grant, non-competitive, per title 5 of the California Code of Regulations and the Board of Governor s procedures and Standing Orders, to support the Academic Senate of the California Community Colleges. Item 2 is an amendment to a contract, non-competitive, for the Zero Textbook Cost (ZTC) Degree program throughout the community college system to curtail the cost of attendance for our students using Open Education Resources instructional materials. Item 3 is an amendment to a contract, issued through a competitive, for the Zero Textbook Cost (ZTC) Degree program throughout the community college system to curtail the cost of attendance for our students using Open Education Resources instructional materials. Item 4 is an amendment to a contract, issued through a competitive for the Zero Textbook Cost (ZTC) Degree program throughout the community college system to curtail the cost of attendance for our students using Open Education Resources instructional materials. Item 5 is a renewal contract, non-competitive, for the Puente Project. This contract is a joint program funded by the California Community Colleges and University of California. Item 6 is a renewal contract, non-competitive, for the Fiscal Crisis Management and Assistance Team via the Kern County Office of Education to conduct fiscal audits, examinations or reviews of any community college districts. Item 7 is a renewal grant, issued through a competitive process, for the Cal-Pass project. Item 8 is a renewal grant, issued through a competitive process, for the TTIP-CCC Technology Center, which provides funding for CCC Systemwide Technology Platform, CalREN, CCCApply, CCC Information Security Center, CCC Accessibility Center, Systemwide Architecture Committee, Telecommunications and Technology Advisory Committee and Library Content Database. Item 9 is a renewal grant, issued through a competitive process, for the TTIP-CCC TechConnect, which provides funding for Online Teaching Project, CCC Confer and 3CMedia Solutions. Item 10 is a renewal grant, issued through a competitive process, for the Online Education Initiative program to increase the number of college associate degree graduates and transfers to four-year colleges. Item 11 is a renewal grant, issued through a competitive process, for the Educational Planning System that will benefit all community college students and provide them with career exploration, program planning, degree audit tools and improve access to data necessary for robust education planning.

3 Item 12 is a renewal grant, issued through a competitive process for the Institutional Effectiveness Partnership Initiative. Item 13 is a renewal grant, issued through a competitive process, for specialized training implemented under the Institutional Effectiveness Partnership Initiative. Item 14 is a renewal contract, non-competitive, with the Foundation for California Community Colleges to hire student assistants to work in the Chancellor s Office administrative and program units. Item 15 is a renewal contract, issued through a competitive process, to provide increased student and public awareness of the Associate Degree for Transfer program, a simplified student transfer process between California Community Colleges and California State University and other four-year institutions. Item 16 is a new grant, issued through a competitive process, for the Transfer Counselor Web Site to support the efforts of transfer counselors across the community college system. Item 17 is a renewal grant, issued through a competitive process, to support the Transfer Guarantee to Historically Black Colleges and University program. Item 18 is a renewal contract, non-competitive, to provide funding to support the California Community Colleges share of ongoing expenses of the ASSIST articulation program with the Regents of the University of California, Office of the President. Item 19 is a renewal to a contract, non-competitive process, to provide technical assistance and special projects related to the Disabled Students Programs and Services Program (DSPS) for the Chancellor s Office and the California Community Colleges Districts. Item 20 is a renewal contract, issued through a competitive process, to act as a fiscal agent to support the system-wide CalWORKs program. Item 21 is a renewal contract, issued through a competitive process, for a district to act as the fiscal agent, pursuant to the Education Code section , to support Extended Opportunities Program and Services (EOPS). Item 22 is an interagency agreement with California Department of Social Services (CDSS), to reimburse the Chancellor s Office for the federal share of costs associated with providing foster and kinship care education and training. Item 23 is an interagency agreement with CDSS, to reimburse the Chancellor s Office for the federal share of costs for providing training on the Commercial Sexual Exploitation of Children (CSEC) through the Foster and Kinship Care Education program.

4 Item 24 is an interagency agreement with CDSS, to reimburse the Chancellor s Office for the federal share of costs associated with providing educational services to CalWORKs recipientstudents and provide administrative and overhead costs to the Chancellor s Office. Item 25 is a renewal grant, issued through a competitive process, for the Alternate Text Production Center to provide a coordinated system-wide approach to the timely and efficient production of printed information in alternate media format. Item 26 is a renewal grant, issued through a competitive process, for the Alternate Text Production Center to provide a coordinated system-wide approach to the timely and efficient production of printed information in alternate media format. Item 27 is a new allocation, which will encourage the enrollment, retention and transfer of current and former foster youth in the California community colleges by establishing an educational program that provides services promoting their academic services. Item 28 consist of new grants, issued through a competitive process, for the purpose of the funds is to provide financial support to districts interested in implementing new, or expanding existing California Community College Mental Health Services programs. Item 29 is a new grant, non-competitive, to support the Adult Education Block Grant administered by the Chancellor s Office in partnership with Superintendent of the California Department of Education. Item 30 consists of new grants, issued through a competitive process, to provide one of ten Statewide Sector Navigator Key Talents for advancing sector strategies. Item 31 is a new grant, issued through a competitive process, to fund a fiscal agent to standardize personnel management practices pertinent to Key Talent, such as onboarding of Supervisors of Record, onboarding of Key Talents, 360 degree evaluation/coaching/and performance management of Key Talents, professional development of Key Talents, expense reimbursement management, grant and mini grant management, and funds processing. Item 32 is a new grant, non-competitive, to supports seven consortia chairs and the consortium activities that move the needle in the region s new, emergent sectors and other regional based projects. Item 33 is a new grant, issued through a competitive process, to establish a fiscal agent for the statewide omnibus of initiatives, programming, leadership and coordination in support of implementation of the Strong Workforce Program and the 25 recommendations of the Board of Governors Task Force on Workforce, Job Creation, and a Strong Economy. Item 34 is a renewal interagency agreement, non-competitive, with California Department of Education to establish the Adult Education Block Grant under the administration of the California Community Colleges Chancellor's Office and the State Department of Education. Item 35 is an allocation, issued through a competitive process, to expand the availability and quality of community college career education and workforce development courses, programs, pathways, credentials, certificates, and degrees.

Funding has been provided continuously through the state budget since 1987 and the UC provides matched funds up to $200,000 of private funds. 7 Kern County Office of Education Contract or Grant Number: C Term: June 1, 2018 December 31, months Amount of Agreement: $ 570,000 (17-18) N/A Purpose: The Fiscal Crisis Management and Assistance Team via the Kern County Office of Education will conduct audits, examinations or reviews of any community college districts pursuant to authorities granted in Education Code Section (7) Digital Innovation and Infrastructure Division Reason for Board Approval: Grant Exceeds $100,000 Grant (DII/Outgoing funds) Grantee: San Joaquin Delta CCD Grant Number: Term: July 1, 2018 December 31, months Amount of Agreement: Not to exceed $1 million Originally awarded through RFA-competitive bid Purpose: The Cal-PASS grant was awarded to a new grant recipient in This grant is currently funded for $1.139 million dollars per fiscal year. Grantee responsibilities: Maintain the infrastructure, hardware and software necessary to store, maintain and provide secure access to hundreds of millions of encrypted, anonymous student records. This includes continued collaboration with the Chancellor s Office regarding data hosting. Manage the project as it conducts data analyses, including the development and production of reports, studies and outcome analyses. Share Cal-PASS outcomes with statewide, regional and local groups working to improve the alignment of curriculum from K-16 as well as working to improve regional K-16 collaboration. Track the effects of curricular and instructional alignment, as well as special interventions such as Early Assessment, Advancement via Individual Determination (AVID) and Puente programs. Compile and share the data to improve the sequencing in undergraduate education requirements so that appropriate senior year high school courses are linked to postsecondary general education courses. This also includes working to align curriculum with placement tests in higher education so students have the necessary preparation to meet test expectations. Continue the expansion of data collection by increasing Cal-PASS member institutions in the three segments of education, K-12, community colleges and universities. The extent of this expansion, may include every public and private education institution in California, this will be dependent on the level of funds available. Evaluate the current program s scope of activities and develop recommendations related to further improving the program s effectiveness over the next five years. This evaluation should be aligned to the program s mission and include the solicitation and input of program stakeholders.

8 (8) Digital Innovation and Infrastructure Division Reason for Board Approval: Grant Exceeds $100,000 Grant Grantee: Butte-Glenn CCD Grant Number: Term: July 1, 2018 December 31, months Amount of Agreement: Not to exceed $3,000,000 Originally awarded through RFA-competitive bid Total Amount Awarded: Not to exceed $3 Million Purpose: The Chancellor s Office Technology, Research and Information Systems Division governs the Telecommunications and Technology Infrastructure Project (CCC Technology Center), which is guided by the provisions of the strategic technology plans developed by the Telecommunications and Technology Advisory Committee (TTAC). The renewal will allow the TTIP - CCC Technology Center to provide secure, scalable, and integrated technology solutions for the California Community Colleges that take advantage of economies of scale, which are facilitated by governance from the colleges themselves. The CCC Technology Center provides a variety of technology services: CCC Systemwide Technology Platform: a standardized solution set to enable statewide technology solutions. Management of the California Research and Education Network (CalREN) CCCApply: the Online Application to the California Community Colleges. The new version of the common application to college will save colleges $600,000 in ongoing costs and is being provided free to all California Community Colleges. The application consistently receives a 97 percent approval rating from students. CCC Information Security Center: Provides free information security services to the California Community Colleges to help colleges guard against data security breaches. CCC Accessibility Center Systemwide Architecture Committee (SAC) Telecommunications and Technology Advisory Committee (TTAC) Statewide purchase of a Library Content Database: available for free to all community colleges In addition to furthering California Community Colleges technology initiatives, the CCC Technology Center funds and manages the operations of CalREN, the California Research and Education Network for the California Community Colleges. This fiber optic backbone connects the vast majority of the state's K- 20 system. 9 Originally awarded through RFA-competitive bid Total Amount Awarded: Not to exceed $2 Million Purpose: The Chancellor s Office Technology, Research and Information Systems Division governs the Telecommunications and Technology Infrastructure Project CCC TechConnect, which is guided by the provisions of the strategic technology plans developed by the Telecommunications and Technology Advisory Committee (TTAC). TTIP - CCC TechConnect has developed and manages a variety of system wide technology projects in addition to the following duties: Providing project leadership Providing technology services Disbursing funds Managing contracts Developing external funding resources Publicizing the progress of the projects The renewal of the grant will allow the CCC Technology Center Program to provide secure, scalable, and integrated technology solutions to the California Community Colleges while taking advantage of economies of scale. The purpose of CCC TechConnect is to support community colleges in their efforts to address the needs for system-wide media streaming as well as video conferencing services. Additional attention will be given to supporting faculty and staff efforts to keep their skills sharp, by delivering high quality, on demand training at little or no cost. Current TTIP (CCC TechConnect) services and products include: The Online Teaching Conference is organized managed and supported by all TTIP-South projects and brings together exemplary instructors in online education from California and institutions across the nation. Project offers free to low-cost professional development and technical training for faculty and classified staff, in addition to offering a certification program/curriculum in online teaching for California Community College faculty. The CCC Confer project provides free audio (phone) and web conferencing services to the community colleges. The project has seen a year-to-year increase in demand for e- conferencing services, which supports and enables collaboration while saving time and money related to travel. CCC Confer also supports faculty and students by enabling virtual office hours, live classroom tutoring, counseling, captioning, voice tools, etc. 3CMedia Solutions provides live conference support, multi-media services, storage and ondemand video streaming. In , 3C Media Solutions assumed the administrative and fiscal responsibility of providing a video conferencing solution to the California Community Colleges. 10 6 months Amount of Agreement: Not to exceed $12,000,000 Originally awarded through RFA-competitive bid Purpose: This renewal of the grant will expand the California Virtual Campus (CVC), which is a catalog of online courses from accredited colleges in California. This RFA will establish an online course exchange (Exchange) in the CVC for California Community College (CCC) students. The program is designed to increase the number of college associate degree graduates and transfers to four-year colleges and improve the retention and success of students enrolled in online courses offered through the Exchange. The online course exchange within the CVC is the result of the Governor s Online Education Initiative funded in the State of California Budget for $16,910,000 and $10,000,000 annually. The Online Education Initiative is a program that will enable students from any participating college to enroll in and complete a course from another participating college and easily apply that course towards completion of a degree at their home college. The Online Education Initiative will allow students to find, register and complete courses at any California Community College participating in the initiative. It will also include student support services to address retention and faculty support for course development and conversion. The goal is to increase access to open courses from across the state to provide students with opportunities to faster degree completion. Program Responsibilities: Act as the fiscal agent for the initiative. Work closely with the Chancellor's Office and Advisory and Steering Committees to guide the initiative toward the successful completion of objectives. Establish effective consortium agreements, student support, professional development and technology solutions. Ensure the initiative is integrated into all phases of new and existing statewide projects. Perform project management activities for the online education system and its components collaborate with the California Community College Technology Center (CCCTC) which is responsible for developing technical standards for statewide projects. Collaborate for professional development, 3CMedia and CCConfer for video, phone and web-based conferencing. Expand the usage of the online education system and ensure it continues to provide benefit to the California Community Colleges. (11) Digital Innovation and Infrastructure Division Reason for Board Approval: Grant Exceeds $100,000 Grant Grantee: Butte-Glenn CCD Grant Number: Term: July 1, 2018 December 31, months Amount of Agreement: Not to exceed $3 million Originally awarded through RFA-competitive bid Purpose: This initiative will develop an Education Planning System for the benefit of all California Community Colleges and students. The Education Planning System will provide career exploration,

11 program planning, degree audit tools and improve access to data necessary for robust education planning. The goals of the Education Planning system are: Develop and use centralized and integrated technology solutions to better guide students to define and achieve their educational goals. Help colleges provide more students with education planning and degree audit support. Develop and/or expand the underlying systems of data necessary to support a comprehensive statewide education planning system to streamline the planning process for students, faculty and staff. Program Responsibilities: Act as the fiscal agent for the initiative. Work closely with the Chancellor's Office and Advisory and Steering Committees to guide the initiative toward the successful completion of objectives. Ensure the initiative is integrated into all phases of new and existing statewide projects. Perform technical and non-technical project management activities for the education planning system and its components, such as, committee management, requirements gathering, policy review and impact analysis, collecting user enhancement and change requests, end user training, and implementation and ongoing user support. Partner with the California Community College Technology Center (CCCTC) which is responsible for developing technical standards for statewide technology projects. Expand the usage of the education planning system and ensure the system continues to provide benefit to the California Community Colleges. The California Community College (CCC) Education Planning Initiative is a new initiative funded in the California State Budget to help implement the Student Success and Support Program created by Senate Bill 1456 (SB 1456), the Seymour-Campbell Student Success Act of That law refocused and updated the former Matriculation program to target funding to the core services of orientation, assessment, counseling, advising and education planning to support the Board of Governors implementation of the recommendations from the Student Success Task Force. (12) Institutional Effectiveness Division Reason for Board Approval: Grant Exceeds $100,000 Grant (Institutional Effectiveness/SSSP/Outgoing) Santa Clarita CCD Contract or Grant Number: Term: July 1, 2018 December 31, 2020 Five Years Project Year: Year Five of Five Amount of Agreement: $7,500,000 Originally awarded through RFA-competitive bid Purpose: The State Budget appropriates $7,500,000 for the ongoing technical assistance activities implemented under the Institutional Effectiveness Partnership Initiative. In FY , the state budget funded the Institutional Effectiveness Technical Assistance grant to support the operational effectiveness of the California Community Colleges. The grant promotes practices that help colleges remain fully accredited, avoid audit findings, improve institutional effectiveness, and increase student

12 outcomes. The grant facilitates this objective through a variety of approaches, including the administration of Partnership Resource Teams (PRTs). At the college s request, the PRT process pairs a client college with a team of volunteer practitioners who have relevant expertise or knowledge in areas of need identified by the college. Over the last four years, the PRT volunteer network has grown to over 400 California community colleges practitioners and over 80 institutions have participated in the PRT technical assistance program. (13) Institutional Effectiveness Division Reason for Board Approval: Grant exceeds $100,000 Grant (Institutional Effectiveness/Specialized Training/ Outgoing Funds) Grantee: Chabot-Las Positas CCD Grant Number: Term: July 1, 2018 December 31, 2020 Up to five years, with yearly renewals Project Year: Year two of five Amount of Agreement: Up to $20,000,000 Originally awarded through RFA-competitive bid Purpose: The State Budget appropriates $20,000,000 for the continued, ongoing specialized training activities implemented under the Institutional Effectiveness Partnership Initiative. The Institutional Effectiveness division will rely on a partner community college district to serve in the role of fiscal agent in , in order to help support the specialized training component of the Institutional Effectiveness Partnership Initiative (IEPI). The fiscal agent will support IEPI sponsored efforts to identify, develop and disseminate effective professional, administrative, and educational practices across the system. The goal of these efforts is to improve student achievement and community college operations, and to promote coordination, planning, and implementation of statewide initiatives. (14) Internal Operations Division Reason for Board Approval: Contract Exceeds $100,000 Contract (Internal Ops/Outgoing funds) Foundation for California Community Colleges Contract or Grant Number: C Term: July 1, 2018 June 30, 2019 Total Project Length One year Amount of Agreement: Up to $200,000 N/A Purpose: The purpose of this contract is to hire Student Assistants and Graduate Student Assistants to support the Chancellor s Office administrative and program units. 13 Amount of Agreement: $2,000,000 Originally awarded through RFA-competitive bid - Renewal Purpose: This contract will support activities to increase student and public awareness of Associate Degrees for Transfer (ADT) through intensive on-campus and community and faith-based outreach as media initiatives. Campaign elements will include an outreach team to attend high school and communicate college public events, statewide media marketing through a variety of channels, and website ( enhancements such as access to mobile devices and Spanish language interpretation. (16) Student Services & Special Programs Division Reason for Board Approval: Grant Exceeds $100,000 Grant Title: Management of the Transfer Counselor Web Site Funding Source: Transfer Education and Articulation Fund Grant (Student Services/outgoing funds) Grantee: Butte-Glenn CCD Grant Number: Term: July 1, 2018 June 30, 2019 One year with up to four yearly renewals. Amount of Agreement: $200,000 Solicitation of Interest Number of Proposals Received: 1 Number That Met Minimum Score: N/A Readers: N/A Purpose: The California Community Colleges Transfer Counselor Web Site ( was created through an initial two-year grant beginning in by Butte College. The Transfer Counselor Web Site (hereafter referred to as TCW) supports the efforts of transfer counselors across the California Community Colleges system. The TCW is a central repository of online information centered on providing current transfer admission requirements for public and private baccalaureate granting colleges and universities. The primary goal of TCW is to provide information in a manner which can be quickly retrieved by an academic counselor during a brief student counseling session. Besides transfer admission information, the web site also provides a broad repository of transfer information; such as, best practices, published transfer literature, athletic counseling, and transfer related associations. The State Budget provides for up to $15 million for the program during the current year and is expected to continue in future years. In October 2017, Chapter 772, Statutes of 2017 [Senate Bill 12 (Beall)], expanded authorization to operate CAFYES programs from up to 10 community college districts to up to 20 community college districts and delayed the commencement of the Board of Governors biennial report to the Legislature to March 31, Twenty-six colleges within 10 districts have been operating CAFYES programs since However, they have not been fully expending the statewide CAFYES allocation. Consequently, in March 2018, the Chancellor s Office initiated a competitive, peer-review process to select additional districts to recommend to the Board of Governors for approval and funding with the existing statewide allocation to operate CAFYES programs. The districts recommended for funding included 15 colleges in total and propose to serve approximately 1,200 students in , with growth expected in ensuing years. The Chancellor s Office proposes to release a lump sum of project-based start-up funds to the recommended districts in , having an expiration date of June 30, 2019, and to provide recommended districts with operating funds, subject to an allocation formula, beginning in through the standard apportionment process. The number of districts recommended to the BOG for approval is influenced by the amount of the CAFYES statewide allocation.
